The Bureau of Mines investigated coal-mine-type short-delay electric detonators marketed by three domestic manufacturers to determine the accuracy of delays and the probability of overlap between adjacent de- lay periods. The Winzer index was computed and compared with the probability of overlap. A close agreement between the Winzer criterion and overlap probability was demonstrated. A permissible blasting unit capable of delivering a maximum firing energy of 4.0 J and a digital oscilloscope were used to measure the delay time with an accuracy of 20.25 ms. Another oscilloscope and a pulse transformer were used to record firing current. Experimental data indicated negligible overlap probability in detonators of shorter delay periods: periods 1 to 4, which correspond to 25 to 250 ms. However, a significant probability of overlap was detected in some detonators of longer delay periods: periods 5 to 9, which cor- respond to 300 to 500 ms.

The effect of wind speed upon aerosol penetration into an idealized enclosure was studied The idealized enclosure was a painted plywood box that was 1 2X1 2 XI meters in volume Two fans supplied 1 7 m3 /min of filtered air to this enclosure at a static pressure of 2 8 mm of water The enclosure had a 7 5 cm diameter vent port which was isolated from the air flow around the enclosure To simulate holes in real enclosures, three 16-cm diameter holes were drilled on the front and back sides of the enclosure This simulated enclosure was placed in a tunnel-like structure The air flow from an ultra-light air craft was directed at the front of the enclosure The air speeds were varied between 14 and 36 km/hr as measured by rotating vane anemometer Static pressure in the enclosure was measured with an electronic manometer Two optical particle counters measured the particle number concentration of particles between the 0 35 to 0 5 µm inside and outside of the enclosure Aerosol penetration into the enclosure was computed as the ratio of the aerosol concentration inside the enclosure to the concentration outside of the enclosure The enclosure static pressures measured increase from 2 8 to 3 4 mm of water (P=00001) Aerosol penetration into the enclosure increased linearly with air velocity above 20 km/hr Theoretically estimated penetrations were correlated with observed penetration into the simulated enclosure When simple linear regression was used to model the observed penetration as a function of the estimated penetration, the value of the slope was 0 69±0 12 and the P value for the regression model was less than 0 0001 These results indicate that enclosure static pressure needs to be higher than the wind's velocity pressure in order to minimize aerosol penetration into these enclosures

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

"The introduction into mines, quarries and manufacturing plants of machines and tools operated by compressed air has revolutionized methods of operation to an extent comparable only with that occasioned by the invention of explosives and the utilization of electricity. The use of compressed air in pneumatic tools, in rock drills, and for the operation of pumps and other machinery is well known to most miners and quarrymen, but its application as a substitute for explosives for breaking rock in a few granite quarries has received little publicity.In the region of Lithonia, a few miles from Atlanta, Georgia, is a dome of massive granite used widely for building stone and for paving blocks. The most remarkable structural feature of the granite is the absence of joints and sheeting planes. The term ""joints"" is applied to open fractures that commonly occur in rocks, usually vertical in direction or nearly so, and spaced from a few inches to several feet apart. On the Lithonia granite outcrop, however, one may walk over the bare rock surface for hundreds of feet without finding any indications of a joint, ""Sheeting planes"" are open fractures at various levels, approximately parallel with the rock surface. The presence of such planes when spaced several feet apart greatly facilitates quarrying, and where absent, as at Lithonia, the necessary fractures must be made artificially.The forcing of artificial sheeting planes is accomplished as follows: Two holes of about 3-inch diameter arc drilled close together and to a depth of about 8 feet. Two men work at these holes all summer, and sometimes part of a second summer. A very small charge of black blasting powder, not more than a spoonful, is placed in each hole, tamped with clay, and the charges are fired simultaneously with an electric battery. This starts a small fracture running outward from the bottoms of the holes. There is in most granites one direction of easy splitting known among quarrymen as the ""rift"", and as the rift direction in the Lithonia granite is horizontal the fracture follows a horizontal plane,"

During the mineral survey of the Bob Marshall Wilderness and study areas by the author in 1971, 1973, 1974, and 1976 (Marks, 1978), the area designated Reservoir-North (RARE II No. H1-485) in January, 1979, (U.S. Forest Service, 1979) was examined, along with other lands adjacent to the earlier study areas. However, the 1978 open-file report covered only areas originally designated for study. The present report on Reservoir-North is based on earlier work. No work has been done in the area since 1976. Mineral Appraisal Reservoir-North RARE II area (No. H1-485) is in the Northern Disturbed Belt which has been identified as having high potential for natural gas accumulations and lesser potential for oil accumulations (Mudge, 1978). Oil and gas lease applications in the area, indicate interest by oil companies.

For all coal mining categories, data on coal mine fires during 1990-1999 have been reported as actual numbers and calculated values. 1. For each mining category, actual numbers include the total number of fires, fire injuries, employees' working hours, lost workdays, and coal production (for underground and surface mines only) for a 1 0-year period (1 990- 1999) and for five successive 2-year periods with the 10-year period. These numbers have also been reported by state ( 10-year period). The actual number of fire fatalities has been reported by time period. Furthermore, actual numbers of fires for the five 2-year periods have been reported by ignition source, method of detection and suppression, equipment involved, location, and burning material. Actual numbers of fire injuries per number of fires causing injuries and total fires have been reported by year, ignition source, equipment involved, and location. 2. For each mining category, the calculated values include the fire and injury risk rates during the 10-year period and the five 2-year periods. The fire risk rate (Frr) values were calculated according to the USBM formula [Pornroy and Carigiet 19951. The injury risk rate (Irr) values were calculated according to the MSHA formula [MSHA 1991a, 1992, 1993, 1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. Also, risk rate values for individual states (10-year period) were calculated according to the above-mentioned formulas. Of note is that only the risk rate values for the 10-year and five 2-year periods and risk rate values for individual states with the highest number of fires and fue injuries were considered for comparison purposes. The fatality risk rate values were not calculated because of the extremely small number of fire fatalities during the 1 0-year period. 3. Calculations of risk rate values are as follows: a. Fire risk rate (Frr) value: Number of fires per million tons of coal produced [Pornroy and Carigiet 19951. b. Injury risk rate (Irr) value: Number of fire injuries multiplied by 200,000 working hours per total employees' working hours [MSHA 1991a, l992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. The Irr value is the average risk rate value for the number of fire injuries per 200,000 working hours for a given time period.

On a continuous miner coal face methane concentrations are affected by the quantity of fresh intake air reaching the face. When mining the box cut on a 12.2-m (40-ft) two-pass extended cut face, the continuous miner is always at the point of deepest penetration, and operation of the machine-mounted dust scrubber and water spray system improve the flow of fresh air to the end of the box cut. However, when the continuous miner leaves the box cut to begin cutting the 40-ft slab, little is known about how much ventilation air reaches the end of the box cut. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health conducted a full-scale study to answer this question. Tests were run to determine how much ventilation air reaches the end of the box cut with the continuous miner at three locations in the 40-fttwo-pass extended cut mining sequence; at the end of the 40-ft box cut, at the start of the 40-ft slab cut, and 6.1 m (20 ft) into the slab cut. During these tests, methane gas was uniformly released at the end of the 40-ft box cut. Methane concentrations measured0.3 m (1 ft) from the roof and face of the box cut were used to estimate face airflow quantities. Fresh air flow rates of 1.89and 4.72 m/sec (4,000 and 10.000 cfm), scrubber flow rates of 0, 4,000 and 10,000 cfm, water spray pressures of 0 and3827 kPa (0 and 120 psi), and a blowing curtain setback position of 15.2m (50 ft) were used during these tests. To improve ventilation to the end of the 40-ft box cut when the continuous miner was starting the 40-ft slab cut and 20 ft into the slab cut, the blowing curtain was advanced from its 50-ft setback to locations 40-ft and then 8.5 m (28 ft) from the face. MFIRE is a computer simulation program that performs normal ventilation network planning calculations and dynamic transient-state simulation of ventilation networks under a variety of conditions The program is useful for the analysis of ventilation networks under the influence of natural ventilation, fans, fires, or any combination of these MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences (varying outside temperatures), and internal influences (fires) Extensive output enables detailed, quantitative analysis of the effects that the alteration will cause to the ventilation system The program was developed at Michigan Technological University (MTU), Houghton, MI, with support from the Bureau of Mines A personal computer (PC) version of the program was completed under contract for the Bureau by MTU The purpose of this report is to document the installation and use of the PC version of the program MFIRE

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

Minimize the effects of underground mine conveyor belt fires by developing methods to prevent automatic fire suppression system failures. The Problem Fire protection is achieved by prevention, early detection, and planned fire-fighting response. Automatic fire suppression systems are one form of planned fire-fighting response. When these systems are properly designed, installed, and maintained they can effectively control fires. Conveyor belt fires account for about 20% of underground coal mine fires. Fire protection requirements have been established for underground locations because of potential for start and spread of fire and the restricted personnel egress in a fire situation. Belt conveyor systems arc potentially dangerous because of the high fire incidence rate, high temperatures, dense smoke, toxic gases, and rapid flame-spread rate. While investigating the conveyor fire suppression problem, the Bureau identified automatic fire suppression system reliability as a potentially serious deficiency within the mining industry. Table 1 lists common failure modes fur three Fire suppression system types. This table summarizes findings of Mine Safety and Health Administration electrical inspectors responsible for inspection of belt protection automatic fire suppression systems. Batteries, contact points, control wires, and electric servocontrols are all prone to failure. Figure 1 shows rock-dust-contaminated relay contact points. This condition is dangerous because of the chance of intermittent failures, which might allow systems to pass annual functional testing, yet fail during actual fire emergencies.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." This report examines the effects of mining height on injury rates in U.S. underground nonlongwall bituminous coal mines, controlling for both the employment size of the mine and the mining methods. Using the mine-level employment and injury data reported to the Mine Safely and Health Administration, mines were stratified by average coal seam height (<43 in, 43-60 in, and >60 in) and by the average number of employees working at the mine (<20 employees, 20-49 employees, 50-99 employees, and >99 employees). To reduce the confounding effects of mining method on injury rates, mines using longwall mining methods were identified and excluded from analysis. The employment data show that as the mine size increases, the proportion of hours worked in low seams decreases substantially. Additionally, miners injured in small, low- scam mines arc, on average, younger and less experienced than those injured in large high-seam mines. Nonfatal disabling and fatal injury rates were computed within each category of employment size and seam height for the major types of accidents (ground falls, powered haulage equipment, machinery, handling materials, slips and falls, and hand tools). Our findings suggest that, regardless of the employment size, as mining height increases, miners are at increasingly higher risk of injury from accidents due to slips or falls and accidents involving shuttle cars and falls of ground. As mining height decreases, miners are at higher risk 01 injury from accidents involving roof bolting machines, load-haul-dump types of powered haulage equipment, personnel carriers, and powered haulage conveyors. On the other hand, regardless of the height of the coal seam, miners working in large underground mines had higher rates of injuries resulting from accidents involving handling materials and nonpowered hand tools, but lower rates of injury from accidents involving continuous mining machines and lower rates of fatal injuries from falls of supported and unsupported mine roof. Finally, miners working at small mines in low or medium seams are at higher risk of being fatally injured by a ljll of unsupported mine roof. These findings suggest the importance of&apos; considering the working height of the mine, as well as the employment size of the mining operation, when developing intervention strategies to reduce injury risk to underground coal miners. Results also identify the need to further explore how mining height contributes to the frequency and severity of injuries.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he&apos;s watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

Develop and demonstrate a lightweight material that has low thermal conductivity and that would be suitable for placement using shotcrete methods. This material could be applied in deep, hot mines where mine drifts must be insulated. Its use would decrease mine refrigeration needs and reduce energy costs.

Page 14, item 2, and page 20, item 4, have been amended by the addition of the following footnote: "Pending the development of a satisfactory multiple-shot permissible blasting unit, a blasting unit of Type II, Class A, covered by Federal Specification WB 411, December 31, 1941 (with or without Amendment 2, June 16, 1945), may be used until Decem- ber 31, 1947. Should a satisfactory multiple-shot permissible unit be made available prior to that date, this interim approval may be terminated." Page 14, footnote / has been amended to read as follows: "The use of charges over 1-1/2 pounds and not exceeding 3 pounds is approved pending further investigation. The approval, which may be withdrawn at any time, expires December 31, 1947, unless renewed. For charges over 1-1/2 pounds, the following additional requirements must be observed: (1) Shot holes must be 6 feet or greater in length. (2) Explosives must be charged in a continuous train with no cartridges deliberately deformed or crushed, with all car- tridges in contact with each other, and with the end cartridges touching the rear of the hole and the stemming, respectively. The Bureau of Mines conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) saves energy, reduces oil imports, and reduces mining costs. Low ambient temperatures may cause these recycled oils to become too viscous for proper absorption by ammonium nitrate (AN) prills and result in poor blast performance, safety hazards, and environmental problems. To help quantify and resolve these issues, viscosity, mixing, and performance tests were conducted at various temperatures. Diesel fuels No. 1 and No. 2 were studied separately and in blends with 25,50, and 75% RO. Good quality ANFO mixes (94-6) were produced with dry absorbent prills and blended fuel (No. 1 diesel plus RO) at temperatures as low as -40° F (-40°C) with 75% No. 1125% RO, and at -20°F (-29°C) with 50/50. Diesel fuel No. 2 also made good mixes as low as -30" F (-34" C) with 75% No. 2/25% RO, and at 0° F(-18° C)with 50/50. Reference detonation velocity tests were conducted in 1.4" (3.6 cm) diameter steel pipe at 70°F (21°C) on No. 1 diesel ANFO (94-6), giving an average value of 9722 ft/s (2964 m/s). Comparison tests showed good ANFO performance at low temperatures. Blended fuel ANFO (75% No. 1/25% RO) mixed, loaded, and tested at -40°F (-40°C), produced an average velocity of 9247 Ws (281 8 m/s). A 50/50 blend gave a velocity of 8083 Ws (2464 ds) at -20°F (-29°C). Based on these results, a practical field method has been developed to help evaluate whether a specific oil blend will mix properly with AN at a low ambient temperature. This method will help to promote the safe and reliable use of RO ANFO at low temperatures, with adequate performance.
