The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

THIS BIBLIOGRAPHY has been assembled to aid research by the Bureau of Mines, and others on high-purity tungsten. It appears approximately 50 years after the development of ductile tungsten-one of the first metals to be produced in a high-purity form. Requirements of the missile age are ever more demanding that engines rout hotter and space vehicles fly higher and faster. Thus, it has become necessary to reexamine all conventional materials of construction as well as to investigate new combinations. At this stage of our technology we have alloys capable of operation at 1,800° F. and several possibilities of developing some. that will be satisfactory up to 2,500° F. Strength-weight comparisons, detrimental to tungsten at, lower temperatures, disappear at this point, mid tungsten or its alloys appear to be the only metal capable of operation at truly high temperatures. The aim of this bibliography has been to include only references that concern improving the purity of tungsten-from processing the ore to treating the finished metal. In this sense it is a selected and not a critical bibliography. The period front January 1911 through February 1959 has been covered. Because repent literature has the greatest, value, most of the selected items refer to publications issued within the pest 5 years.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

Methods for the direct spectrochemical determination of impurities at the parts-per-million level in tungsten metal and oxide are presented. Several published procedures were investigated and numerous modifications were made in establishing procedures with improved precision and extended lower levels of determinability. Details of standards preparation are presented, experimental work is described, and three preferred methods are described in detail. A germanium carrier-distillation procedure is applicable to the determination of 13 elements in tungsten powder; a silver chloride carrier-distillation procedure provides for the determination of 24 elements in tungstic oxide, and a sustaining ac arc method is applicable to 26 elements in tungstic oxide. The choice of methods to be used depends upon sample form, elements and concentrations to be determined, and the precision and accuracy required. The investigations reported here were undertaken to develop direct spec-trochemical methods with increased accuracy and precision to determine impurities in high-purity tungsten and tungstic oxide, to define the lower concentration levels of detectability and measurement for the common impurities in tungsten by direct spectrographic means, and to present the details of the developed or modified methods that have proved applicable.

Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month's domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.

The recovery of gold from sands and gravels is one of the oldest forms of mining; it antedates history and has been practiced by savage peoples. In North America the search for placer gold has been a powerful agency in the exploration and development of unknown regions and has profoundly influenced the course of our civilization. With the progress of invention, the improvements in machinery, and the availability of large capital for the conduct of great operations, the tendency in placer, as in many other branches of mining, has been toward the working of extensive but comparatively low-grade deposits. The early miner washed the rich spots in stream beds or terraces with his pan, his long tom, and his primitive sluice. Then followed the growth of hydraulic mining and the use of giants supplied with water under pressures of hundreds of pounds to the square inch that could work at a profit gravels whose gold tenor was less than 3 cents to the cubic yard. Finally came the dredge that could handle deposits lying so far below water level as to be beyond attack by other methods. Although the gold dredge was first successful on a commercial scale in New Zealand, it has reached its present strength and efficiency in this country and its development is a monument to the daring, per- severance and technical skill of the many men, mine owners and engineers who have each contributed something to the final result. The Bureau of Mines, authorized to conduct investigations for the purpose of increasing efficiency in the mineral industries, had its attention called some years ago to the need of a comprehensive report on gold dredging in the United States. The director of the bureau recognized that such a report should summarize the development of the gold dredge, should describe in detail the essential features of present-day dredges, should discuss the facts that determine whether a placer deposit can be profitably dredged, and should point out the approved methods of prospecting placer ground and of operating dredges. At the request of the director, the author undertook the preparation of such a report and has been intermittently engaged on the task for several years. This bulletin is the outcome of his labors. He hopes that it will prove of interest to designers and builders of dredges, to mining engineers, and to persons who may contemplate investing capital in placer-mining ventures.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . This report presents the results of an investigation of hookworm infection in the deep gold mines of the Mother Lode, California. In this investigation 1,440 miners of the Mother Lode have been examined for hookworm infection; 444 miners were found to be infected; and 91 miners have taken the treatment and have gotten rid of the infection. ·Within a short time after this preliminary examination, an industrial strike started, which gradually scattered the miners and made it difficult to institute the treatment of many of those who had been found infected. ·With the completion, however, of the State survey all these will eventually be identified and treated. In 1906 Dr. F. F. Sprague, of Jackson, Cal., and formerly of the Philippine Islands, recognized the prevalence of hookworm infection in the gold mines of California. He treated many cases of the infection and brought the prevalence of the disease to the attention of his colleagues. Following closely this pioneer work of Dr. Sprague was that of Dr. E. E. Endicott, health officer of Amador County. In 1911 Dr. Endicott a related his experience in a paper before the American Medical Association. In 1909, Dr. Herbert Gunn, under the auspices of the California State Board of Health, made an investigation to determine the prevalence of the disease among miners. b He reported on the blood and stool examinations of groups of men from three large mines in Amador County. The high eosmophilia verified by stool examinations in many of the cases, and the demonstration of larvae in soil from the workings led Dr. Gunn to the following conclusions: 1. Hookworm disease is endemic in certain mines of California. 2. From 50 to 80 per cent of those working in these mines are infected. 3. The infection undoubtedly is present in practically all the gold mines of California and in those of Nevada just over the border. vYhen it was definitely determined by the California State Board of Health to make an investigation, in cooperation with the Industrial Accident Commission of the State of California and the Federal Bureau of Mines, as to the prevalence of hookworm infection among the miners of California, the following procedure was planned: (1) To encourage the superintendents of the various mines to cooperate in the campaign; (2) to diagnose fecal specimens from the miners and determine the percentage of infected miners; (3) to reach an agreement with the superintendents that all infected men must be treated; (4) to make reexaminations of all treated men; (5) to issue "hookworm certificates"; and (6) to eventually reexamine all California miners. A visit to several of the mines on the Mother Lode made it evident that the mine operators would cooperate most cordially in this campaign; in fact, several superintendents had already considered the advisability of such an undertaking.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. While the original purpose of the Bureau of Mines work on fluorine micas was to synthesize large single crystals or film suitable to replace natural muscovite or phlogopite, the objective was broadened to include development of the many possible fluorine micas as a class of new, unique materials. Several methods were developed for the synthesis of the fluorine micas at atmospheric pressure: Solid state reaction, melting in crucibles, internal resistance electric melting, and arc resistance electric melting. The latter two methods are now med commercially. A variety of fluoromicas were synthesized by isomorphic substitution including disilicic, trisilicic, and tetrasilicic. Fluorophlogopite, KMg3AlSi3O10F2, is the fluoromica most widely used. While most of the fluoromicas are completely stable to water, many water-swelling fluoromicas and fluoromontmorrilonoids were synthesized. Single crystals or film of the fluorine micas were grown to 2 inches or more by a number of methods, but none has as yet proved economical. In the report, detailed data and descriptions are given on compositions, syntheses, products, and uses, and on the properties including physical, dielectric, chemical, X-ray, optical, and structural.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

The K.M.A. reservoir was discovered to be oil bearing at a depth of 3,719 feet on March 11, 1931. Extensive development, however, was not begun immediately, because the discovery well had a low initial daily oil production, and market conditions for oil were unfavorable. Development of the field progressed slowly for the next 6.5 years. In the latter part of 1937, a wildcat well approximately 2 miles southwest of the discovery well was drilled on a magnetometer high and completed with an initial flowing production of 2,018 barrels of 430 A.P.I.-gravity oil in 12 hours. Rapid development of the southwestern part of the K.M.A. field was begun immediately and continued until over 700 wells were drilled and approximately 12,500 acres proved oil productive. Because of the large size of the entire K.M.A. field, this report is limited in scope to the southwestern part only, and the discussion that follows pertains to this area only. The closing date for production statistics is August 1, 1949. The K.M.A.? structure is a complex anticline having a maximum closure of 250 feet, and the K.M.A. formation is composed of sediments that grade from limestone through sandy lime and limy sand to sandstone with thin streaks of shale. Two "distinct members of the K.M.A. formation, zone I and zone II, are oil productive. Core analyses indicate the average porosity to be 16.5 percent for zone I and 16.1 percent for zone II. A relationship was established from core data, which showed the correlative permeabilities to be 42.1 millidarcys for zone I and 39.5 millidarcys for zone II, whereas the arithmetical averages of the permeabilities were 84 millidarcys for zone I and 216 millidarcys for zone II. Connate-water saturations were 17.5 percent for zone I and 20.0 percent for zone II. The porosity-saturation method, using a thickness-correction factor, was employed to calculate the volume of 168.1 million barrels of stock-tank oil initially in place in the reservoir. Analyses of the reservoir oil indicate that, although the initial reservoir pressure was 1,750 p.s.i., the original reservoir oil was saturated to only 1,300 p.s.i., at which pressure 1 barrel of stock-tank oil contained 525 cubic feet of ea~ in solution.

Domestic Production and Use: In 1976, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 63% of production capacity. Washington, Oregon, and Montana accounted for 36% of the total production; Gulf Coast States 19%, Northern States 29%, and other Southern States 16%. Based on published producer prices output of primary metal in 1976 was valued at $3.8 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1976 building accounted for about 25%; packaging 22%; transportation 19%; electrical 13%; , consumer durables 8%; and other uses, 13%.

Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

This volume was prepared in support of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation under a Bureau of Mines contract. The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.
