At about 8:30 o'clock on the morning of March 8, 1924, an explosion occurred in the Castle Gate No. 2 Mine of the Utah Fuel Company, Castle Gate, Utah, and 171 men lost their lives. The explosion was caused by the ignition of a comparatively small body of gas and was propagated throughout the mine by fine coal dust which had accumulated on the roof and ribs of the mine and by coal dust made by the explosion itself. Castle Gate No. 2 Mine was one of the best kept mines in the state and it was believed not only by the officials of the Utah Fuel Company, but by all others connected with the coal industry of the state that this was one of the safest mines in the entire state. The state had not been visited by a catastrophe for over twenty years and it was a general belief that the mines were kept in such condition that a catastrophe was almost impossible. During the preceding twenty years new mining officials from other fields had entered the state and seeing that sprinkling as done in Utah was far more elaborate than in most other coal mining sections of the country, caused them to believe that they were keeping their mines in an absolutely safe condition. When coal -mines suffer no mishap during a period of twenty years the general attitude relative to safety may become somewhat lax, not only with the operating officials, but also with the State Inspection Department. However, there were some who were more keen to appreciate the hazards of Utah coal dust and who predicted that if Utah mines were kept only damp but not wet, some day the state would be shocked by the news of a dreadful disaster. In a paper prepared and read before the Salt Lake City Chapter of the American Institute of Mining and Metallurgical Engineers in 1924, Mr. D. Harrington stated: "The writer had his first mining work in Utah mines spending nearly ten years in Utah, starting just after the Scofield explosion in 1900. After having been absent from the state for about eight years upon returning and spending a few days in a few properties, there appeared then to be a definite relaxation as to precautionary methods especially against dust; some of the properties which in 1900 to 1910 would have stopped work if for any reason water was not available for sprinkling purposes, were in 1918 definitely dry in many places, and in some instances there was also definite relaxation as to shooting regulations, some properties with electric shooting systems were allowing firing of certain shots while the men were in the mine. The Utah coal. dusts are too inflammable and explosive to allow of taking any chances and unless up-to-date and carefully maintained, the Utah coal mining world will hear to its dismay, that the very excellent record of the past twenty-three years as to explosions has been shattered. Hence, possibly it was not altogether a complete surprise that such a disaster occurred in Utah, but it was a surprise to many that it occurred in one of the best kept mines in the state and it was that fact that led the coal mining men of Utah to believe that the state coal mining laws should be modified.

The Hiawatha pitmouth is located at the head of the middle fork of Miller creek, at an altitude of approximately 8,100 feet. The coal is lowered to the tipple down a gravity tram two miles long, in 16 car trips which carry about 60 tons net. The average running time of the trip is about nine minutes. At the bottom of the tram there are two tracks for the loads and two for the empties. The trip, after being cut off the rope, is dropped by gravity onto a feeder, where the cars are uncoupled and fed one at a. time across the pitcar scales and into the dump. The dump is of the full revolution type, friction driven. On passing out of the dump the cars are returned by a kickback onto the empty car haul. They are caught at the bottom by a brake which consists of a pair of steel squeeze blocks operated by heavy springs. The empties are elevated to the double tracks, where the trips are made up. The feeder, scales, dump and empty car haul are all built on the solid ground of the hillside instead of being incorporated in one structure with the screening plant. The coal is dumped into a small hopper with a capacity of about 15 tons, whence it is fed by a reciprocating feeder onto a scraper conveyor which takes the coal over to the screening plant, a distance of 120 feet. This conveyor is 48 inches wide and travels at 120 feet per minute. The screen itself is interesting. It is of the Marcus Horizontal type.

All low cost coal has been mined. Engineers are searching for a safe and effective way to mine coal seams' deep within the earth. The most modern of these is the RL, an acronym for Robotic Labor. Mining robots are programmed to do specific jobs but can think on their own during an emergency. MR's, or mining robots, usually have a same basic shape. A torso is mounted on treads. Designers chose treads because it gives the robot a great deal of mobility. The torso has two arms. One arm is equipped with a human hand. The other has a human-like hand. Mining is done underground. A small robot goes around punching holes in the coal. A small charge is inserted in the hole. The MR ignites the charge with his laser. It explodes after three minutes. The MR returns to the station where his battery is recharged. Mobile cement barricades are moved between the blasting area and other working MR's. After the charge explodes the barricades are moved to another area. The MR returns and cuts the coal chunks into pieces. Another robot comes and loads the coal and carries it to the loading bin. From there it is taken to the surface where it is weighed and shipped. The whole process was done by robots. Humans just supervise but help in an emergency or malfunction.

The morning session opened at 9:00 a.m. and was presided over by Harold Levent., Manager Coal Activities, Cameron Engineers, Denver, Colorado. The first speaker was Dr. Joseph J. Yancik, Assistant Director-Mining, Bureau of Mines, U.S. Department of the Interior, Washington. D.C. Subject-"Coal Mining R&D Programs of the Bureau of Mines." (See index for printed text of Dr. Yancik's paper.) Joseph J. Yancik is Assistant Director - Mining for the Bureau of Mines, U.S. Department of the Interior, Washington, D.C. He is responsible for the Bureau's research programs in mining. Principal programs are the coal and metal mining health and safety research, mining extraction and excavation, tunnelling, explosives, mined land reclamation, mine fires and mine waste disposal. He administers these programs through four research centers and through outside contracts and grants.

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." President Robert Wilson opened the meeting at 9:00 a.m. He introduced William A. Bear, General Manager Bear Coal Company, Inc., Somerset, Colorado, who presided over the session. George Nugent, Peter Kiewit Sons' Company, Sheridan, Wyoming, presented a most interesting film "Montana Mine Reclamation." His biography follows: George Nugent first entered the coal business in 1943 when he developed Peter Kiewit Sons' Co.'s first coal mine-Big Horn Coal Company at Sheridan, Wyoming. Since that time he managed an expansion program for P.K.S. in mining that resulted in the development of two other producing mines - Rosebud Coal Sales Company at Hanna, Wyoming and Decker Coal Company at Decker, Montana, in which Pacific Power and Light is a partner. Applications are now pending for a third mine. Black Butte, a joint venture of P.K.S. and Rocky Mountain Energy Company, near Point of Rocks, Wyoming. Nugent is a Past President of the Wyoming Chapter, Association of General Con- tractors, Wyoming Mining Association and Rocky Mountain Coal Mining Institute. He was President of Big Horn Coal Company and Rosebud Coal Sales Company as well as Manager of the Mining Division of Peter Kiewit Sons' Co. and Decker Coal Company when he retired Jan. 1, 1975.

I am' not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, I will make an effort to say a few words in behalf of the Rocky Mountain Coal- Mining Institute, which we are about to organize. As I understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking, we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south, and Utah on the west. So we expect this tree to bear fruit over a vast area. .We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad teritory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among, men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond.' I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ourselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think I can safely say that not over 5 per cent of them are in any way familiar with the statutes

It is quite generally conceded that the coal mining industry is among the most progressive in the adoption of modern and efficient equipment and mining methods, but most woefully antiquated in many respects in the matter of systematic accounting. The cause of this condition is problematical, but is usually thought to be due to false economy. We realize that those who do not understand accounts, or like accounting, are inclined to be disdainful of accounts and statistics, and to under-estimate the benefits derived from the expense and labor involved in proper accounting. The business that is run without a proper accounting system is subject to haphazard financing and courts disaster. Furthermore, the operator who disposes of his product without due regard to the requirements of the industry as a whole, as reflected in the cost of doing business, is an unfair competitor. No one will deny that the possible production of coal in the United States is much in excess of the demand. While it is true there is an occasional shortage in certain localities, it is due to temporary abnormal conditions which are overcome in a short period of time, when the mines are again obliged to take idle time, and herein lies the danger, not alone to the operator who neglects to keep informed as to operating costs; but to his competitor as well. While physical conditions and operating methods differ materially, accounting methods must likewise differ in some respects, but irrespective of how the result may be obtained, a true statement of cost is absolutely essential. Daily cost statements may be preferred by some, but have proven unsatisfactory, generally speaking, because of variation in production as well as in both labor and material expense from day to day; therefore, we will confine our attention to a monthly cost statement. To be most effective, operating cost statements should be prepared and submitted to the officers as soon after the close of the month's busi¬ness as possible, to enable them to remedy any defects in the operations that might be discovered by an analysis thereof. Opinions differ materially with respect to the most efficient method of compiling and the distribution of labor and material. The writer believes that a time book which provides space in which to enter the number of hours worked each day of the month by each employe, together with distribution thereof, is the most accurate, simple and complete. This record will show the service performed by an employe each day of the month and the account to which same is properly chargeable. This, of course, refers only to the employe working by the-day or month. My acquaintance with rock, dusting as a preventive of wide spread explosions in coal mines dates from the fall of 1914 and the spring, summer and fall of 19.1.5 when I had an opportunity to observe the staging (both before and after) of several of the explosions in the Experimental Mine at Pittsburgh and saw violent explosions stopped by rock dust, also saw violently explosive coal dust made insensitive by use of rock dust to ignition or to propagation or spreading of an explosion. From this work I became a convert to rock dusting though I had previously been a firm believer in watering methods and am yet a firm believer that watering, methods have a well defined place in promoting the health and safety of our coal miners. In 1916, while in the Bureau of Mines service, I made an underground study and a report to the Bureau on the first extensively rock dusted mine, in the United States, the Delagua Mine of the Victor American Fuel Company near Trinidad, Colorado, there being then some ten miles of entry in that mine which had been kept well rock-dusted for at' least four years The dust used was " adobe" or surface soil screened from sweepings of the dry surface wagon roads through a screen with one-eighth inch openings, the dust giving about 20% through 200 mesh and about, 10% of approximately 1/8-inch size. The material was collected during dry weather by contract at $1.00 per ton (sacked) and was accumulated in summer and stored for winter and spring use. The dust was scattered through haulage entries by hand or by an electrically operated blower and was held on shelves along the ribs or between and on timber caps with from 1/4-inch to 2-inch thickness of the rock dust. The cost of maintaining the 10 miles of entry well dusted was about $1,500.00 per year or $150.00 per mile per year. Total cost of 'the rock dusting over a four-year period was about $6,000.00, about 2,500 tons of dust being used and 2,000,000 tons of coal produced; the above cost included about 1,200 days labor dusting at $2.50 per day, 2,500 tons of rock dust at $1.00. per ton and miscellaneous labor, material, repairs, power cost, etc., amounting to about $500.00. The cost per ton of coal produced for keeping 10 miles of entry rock dusted being about 3/10c. In addition to the rock dusting, some sprinkling was done, chiefly in the interior of the mine, costing about 2/5c per ton; and due to spilling of coal and sifting of coal .dust through loose cars on the entry floors, the floors of haulage roads were kept sprinkled between and just outside-the rails. Total cost of sprinkling and rock dusting was about .7/10c per ton much less of course than the same work would now cost. Between January, 1916, and July, 1924, my duties in the Bureau of Mines allowed me, to follow up and make underground inspections and reports on more than 20 coal mine explosions and fires in a number of states of the union and in this work a large number of samples of road, rib, and other dusts were taken to ascertain the effect of moisture, roof and floor dirt, etc., upon the propagation or the stopping of the explosion; also a large part of my work was to obtain evidence pro and con as to influences affecting the disasters and very prominent among those influences were the occurrence or use of water, water drippers, or ponds, as well as of sand, roof or floor rock or dust on floor, ribs, etc. The Dolomite explosion near Birmingham, Alabama, in November, 1922, and the Dawson No. 1 Mine Explosion at Dawson, New Mexico, in February, 1923 (at both of which I made underground inspection and report) both starting on main intake haulage road and both in mines which had fairly elaborate watering systems, convinced me that at least as far as freezing can occur on main intake air courses which also act 2s main .haulage ways, rock dusting is likely to be much more dependable than sprinkling. H. C. GLAZE: There is no question in my mind that the day of direct current distribution is practically ended so far as large coal properties are concerned. Another thing that Mr. Drennan touched on that is of the utmost importance, is that of voltage-voltage to the various pieces of equipment inside the mine. You all know how expensive it is to have motors in operation in important places where the voltage .is about half that which the motor should have. This is particularly true in the direct current system. It slows down production, causes burnouts and destruction to apparatus, and is a question that you men have got to go into. It costs a great deal of money, as Mr. Drennan pointed out, to take care of this. The wires are large and cumbersome, while; on the other hand, with an alternating current system you can use a minimum amount of wire. We have installed this class of equipment with so-called "pick-proof" cable of 2,200 volts down slopes, and I have never heard of any trouble whatsoever from this cause.

The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. Two of these, Mid-Continent and California, supply about seventy-five per cent of the present total domestic output
