The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

The author recently has reviewed the publications on the slag-related research in China since the Sixth International Conference on Molten Slags, Fluxes and Salts in June, 2000. In fundamental aspects, the physical property predictions and measurements, slag-metal reactions, slag-refractory reactions have received close attention, and are briefly described here in this report. More than half of slag-related publications deal with plant investigations due to the requirement of technological improvements and environmental protection. In the present paper, the research on slags in various treatments related to clean steel production and the utilization of the waste slags is briefly reviewed.

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. Ilmenite smelting practices are proposed as a suitable alternative to achieve the goal, namely sustainable processing. Cato Ridge Alloys (CRA) is a joint venture company between Assmang of South Africa, Mizushima Ferro Alloy Company (MZK) and Sumitomo Corporation from Japan. Negotiations for the formation of the company started in 1992 with the joint venture agreement signed on the 19th September 1996. MZK was to supply the technical know how for the production of Medium and Low Carbon FeMn while Assmang was to manage the day to day activities of the company. Sumitomo Corporation was to act as facilitator between Assmang and MZK and, together with Ore and Metal are responsible for the marketing of the refined products. The conceptual design of the plant started in December 1996 and the first charge of molten high carbon ferromanganese metal was charged on the 19th January 1998. Problems experienced during the initial startup period were addressed resulting in substantial operational improvements. A build-up in the stock of fine metal was addressed through the development of a process to remelt the fine metal, the development of a market for fine metal and the upgrading of the crushing and screening plant to reduce the generation of fine metal. The mass yield from High Carbon Ferromanganese to Refined Ferromanganese was increased through the implementation of statistical process control, changes to the blowing patterns and the development of a sampling device for taking samples during the process. Converter refractory consumption was reduced. This was achieved on the converter by improving the cooling of the converters with the installation of cooling fans and cooling fins. The heating schedule of the converters was changed for improved refractory life. Production schedules were modified to allow cooling of the refractory between low carbon erromanganese charges. Additional changes made to improve operations were: ? Changing from mehanite casting trays to metal fines beds. ? Installation of sonic horns in the baghouse to prevent the bridging of dust. ? Improved welding on the lance tips.

"After detonation of the explosive, the final blast-induced damage area around the blast-hole falls into three categories, namely crushed zone, fractured zone, and elastic deformation zone. This paper presents a modified model to calculate the size of crushed zone around a blast-hole in drill-and-blast, with the hoop compressive stress and cavity expansion effect taken into account. The material in the crushed zone was assumed to be a granular medium without cohesion, but with internal friction. On this basis, the formula for crushing zone radius was derived. The proposed approach was verified with tests reported in the literature and the simulated results from SPH-FEM coupled models. A full statistical analysis was also carried out, and the predicted values were found to be in better agreement with the test results compared with other models. A sensitivity analysis of the modified model showed that the size of the blast-induced damage area is mainly affected by the following factors: rock mass properties, in situ stress, and borehole pressure. In particular, the roles of borehole pressure and in situ stress are discussed. Finally, suggestions are made on how the size of the crushing zones can be decreased. IntroductionOver the past decades, drill-and-blast has become the most commonly used technology in rock excavation. It is well known that in rock mass fragmentation with explosives, the annular rocks around the blast-hole are converted into fines. The formation of these fines consumes a significant part of the energy of the detonation, which in general is ignored in the determination of the efficiency of detonation (Glatolenkov and Ivanov, 1992; Furtney et al., 2012). Many studies show that only 20–30% of the total explosive energy is effectively used in fragmenting the rock, and up to 50% of the energy generated by conventional charges is wasted in overcrushing of the crushed zone and the inner part of the fractured zone (Ouchterlony et al., 2004; Sanchidrian et al., 2007). How to control the crushed zone to enhance the effective utilization of explosive energy, reducing the unit explosive consumption and the engineering cost, is therefore of great significance."

Pt-based alloys for high-temperature applications in aggressive environments have been under development for over 10 years, and are targeted to be used as either as bulk, or as coatings. The alloys comprise Pt, Al, Cr, and Ru, and the microstructure has been improved by composition to a best possible analogue of the nickel-based superalloys, which these alloys could partially replace. This was necessary because the previous best alloy had a strengthening precipitate volume proportion of only approximately 40 vol.%, whereas the nickel-based superalloys have around 70 per cent, and a lower volume would mean that the strength would not be the best that could be obtained. The microstructures were assessed using electron microscopy, and have been related to the alloys? hardness values. The current microstructures are much more like those of NBSAs, with a high proportion of the strengthening ~Pt3Al precipitates. Since the samples have to be small (platinum is expensive), hardness has been used as an indication of strength. Nano-indentation studies showed that the hardness and Young?s modulus were higher for ~Pt3Al than the (Pt) matrix. More extensive oxidation studies have been undertaken on the previous optimum sample, and the effect of cooling rate after heat treatment has also been ascertained. In addition, the samples were studied after different heat treatment times, and cross-sections were made in order to characterize the alumina scale that formed. The oxide scales of Pt-11Al-3Cr-2Ru (at.%) up to 100 h exposure did not spall, and were at least as good as those of the ternary alloys. There was no discernable Al depletion zone in the substrate, although it could have been at a greater depth than thickness of the samples studied. Further additions to the Pt-Al-Cr-Ru alloys have been studied, to increase the melting temperature as well as to reduce the platinum content without compromising the properties. Reduced platinum content would have the benefits of reduced density and cost. The target elements include vanadium and niobium, of which vanadium is of special interest, since it is a South African product. Before these additions could be made, phase equilibria studies were undertaken so that the maximum addition could be ascertained, and also to check any possible ternary phases, which could be deleterious. Work on the Pt-Al-V system revealed a ternary phase, ~V27Pt54Al19 (at.%), which has a eutectic reaction with (Pt). The maximum V addition is likely to be around 15 at.%, otherwise ~Pt3V or the ternary phase will form, and not the required (Pt)/~Pt3Al phases.

Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance. The target of the current metallurgical industry is to recycle and utilize all their by-products, so as to close the sustainable production loop. Slags are the important wastes and by-products of metallurgical industry, which have been treated, recycled and used worldwide. The present paper summarizes the current status of utilization of the various slags from ferrous and non-ferrous metal production, as well as waste incineration, and recycling of salt fluxes in secondary metal production. In addition, the environmental issues of the metallurgical slags are addressed. The metallurgical oxide slags have stone-like properties and, thus, their major applications are in civil engineering field. The slags should be recycled, modified and processed in a proper way, by taking the environmental impact into consideration. With the treatment of salt slags for melting aluminium scraps, as an example, the recycling and elution properties of the salt slags are discussed. Our research indicates that the viscosity of the salt flux is increased with addition of non-metallic components, that a certain percentage of fines remain in suspension, which determines the viscosity, affecting the settling of heavier materials. High slag viscosity will lead to more fine aluminium metal entrapped in the salt slag (may also be seen as a high temperature slurry), and thus increase the load of salt slag recycling. Laboratory-scale experiments were carried out to investigate the effect of ladle slag composition on the decreasing behaviour of aluminum content in steel, i.e., reoxidation of molten steel in contact with slag, using a vertical tube furnace. The steel composition and the slag system chosen were for ultra low carbon and CaO-Al2O3-FeO-MnO-MgO based to simulate ULC steel grades. It has been observed that the reoxidation rate shows a good relationship with (T. Fe) content in slag. In case of (T. Fe) content higher than 1.5 weight per cent, the reoxidation rate increases linearly with increasing (T. Fe) content. For a given (T. Fe) content, it decreases with the increasing (CaO)/(Al2O3) ratio of the slag. However, in the case of (T. Fe) content lower than 1.5 weight percent, no particular relationships are observed between the reoxidation rate and (T. Fe) content or the (CaO)/(Al2O3) ratio of the slag. These results were used to propose for an aim a slag composition for the ULC steel grades in a steelmaking plant. A new method, the gliding cylinder method, was proposed as a wide range viscometer for the measurements of molten salts, slags, and glasses. The method consists of two coaxial cylinders, cylindrical bob and a vessel containing a liquid sample. There is a narrow gap between bob and vessel. When the vessel moves against the bob, the generated force on the bob consists of three types of resistance: (1) Stokes’s resistance on the bob, (2) a capillary flow resistance though an annular gap between vessel and bob, and (3) lubricating resistance in a gap. The last two can be calculated on a theoretical basis but the first cannot be estimated by a simple calculation since a wall effect did not calculate easily. However, it can be assumed that the generated force depends on both the viscosity of a liquid and velocity of the vessel. Thus, the relation between viscosity and a force at desired velocity of the vessel was measured using several standard reference materials including glycerol aqueous solutions and standard reference oils. The results depended on the magnitude of the gap between the bob and the vessel. For the wider gap, it was shown that the viscosity is a linear function of a gradient of force with respect to a vessel velocity. In contrast, if the gap is small, the viscosity depends on the gradient (of force with respect to velocity). This implies that the non-linear phenomena would occur in Stokes resistance. Though detailed analysis is in a further investigation, a calibration method can be applied to determine the viscosity by this method, because good correlation was obtained among these quantities. Viscosity of molten salts, such as NaNO3and ZnCl2was measured by this method as high temperature demonstration. "A study of five commercially available solvent-extraction diluents in combination with three commercially available extractants under sub-Saharan African copper solvent-extraction conditions yielded intriguing results. A variety of physical and chemical property analyses showed that the diluents have some property differences, but overall the properties are similar and provide comparable solvent-extraction performance. Although each physical chemical property technique provides useful information, no individual test result suffices for prediction of diluent performance. Furthermore, a diluent should be evaluated within the conditions for which it is targeted to determine a true measure of performance. Overall, the diluents studied possess appropriate physicochemical properties for sub-Sahara Africa copper solvent-extraction conditions and can be utilized to achieve efficient, safe and reliable operations. INTRODUCTION Background Today, commercial SX diluents are available globally from a limited number of manufacturers. Production quality and consistency of these diluents have improved tremendously over the past 20 years. For example, diluent flash points have been increased incrementally to improve transport and handling while reducing fire hazards. In addition, properties have been successfully modified to minimize evaporative losses, ultimately reducing SX plant raw material costs. Diluent manufacturers have also focused on meeting performance requirements of SX plants, including eliminating components detrimental to SX operations, such as olefinic groups that can react with various species resulting in changing phase-disengagement properties over time, as well as ensuring that proper hydrocarbon components are present within diluent mixtures to maintain good reagent–metal complex solubility. These challenges have been met in the midst of ever-increasing stringent environmental regulations. Sub-Saharan Africa copper SX operations pose a unique set of conditions for diluents due to inherent ore compositions and the associated high reagent concentrations required for complete copper extraction. Chevron Phillips Chemical Company, LP has been manufacturing hydrocarbons and hydrocarbon-based diluents since the mid-80s, applying this experience to identify the physical properties considered crucial for proper performance in SX operations. This paper documents the findings of a study utilizing commercially available diluents in combination with extraction reagents commonly utilized in African SX operations to evaluate the relative performance of the diluents under sub-Saharan Africa copper SX conditions."

The evolution of thermodynamic models of molten salts and slags, starting with Temkin in 1948, has culminated in today?s sublattice models. These modern models have permitted the development of large thermodynamic databases of model parameters, which can be used to calculate and predict accurately the properties of multicomponent solutions. The model parameters are mainly obtained by the critical evaluation and optimization of available thermodynamic and phase equilibrium data for binary and ternary subsystems. The models are then used to estimate the properties of multi component slags and salts from these assessed binary and ternary parameters. When used in conjunction with thermodynamic databases for solids and solid solutions (salts, oxides, sulphides, metals, etc.), other liquid solutions (such as liquid metals),and gases, these databases permit the calculation of complex multiphase equilibria in multicomponent systems, with applications in a wide variety of industries. These calculations can be performed with general commercial software for Gibbs energy minimization, which can also be incorporated into process simulation software packages. The stability of rock slopes is significantly influenced by their curvature in plan view. The importance of this in open pit mining is indicated by the fact that, in a deep pit, steepening of the slopes by 1° may save as much as $100 million. It is considered that there are two significant factors that play a part in the influence of plan curvature. These two factors are the effect of stress, and the effect of geological structure. The scant literature that pertains to this aspect of rock slope design was reviewed. The geometrical influence of the plan curvature was then investigated. It was seen that it has a parabolic effect on the maximum possible wedge that can fail into a circular pit, where the tighter the concave curvature the smaller the wedge. The plan curvature also affects the volume of a particular wedge, where concave slopes result in an exponential decrease in the volumes and convex slopes have exponentially increased wedge volumes. A change in the strike of the wedge did not affect the curvature’s influence on the volume, but the volumes of shallower dipping wedges were affected more by the influence of the plan curvature. La courbure plane aussi affecte le volume d’un particulier su relèvement ou les talus concaves résultent dans une décroissance exponentielle en volume alors que les talus convexes accroissent la volume de ces su relèvements (bosse). Le changement de l’orientation de la bosse (su relèvement) perpendiculairement ou obliquement n’ a par affecte l’influence de al courbure sur le volume mais les volumes des bosse (su relèvement) peu profonds étaient affectes par la courbure des plans. Der Wert von diesem in der Tagebaugrube wird durch die diese Tatsache, in einer tiefen Grube, steepening der Steigungen durch 1° angezeigt; kann soviel wie $100 Million speichern. Die Planbiegung beeinflußt auch das Volumen eines bestimmten Keils, in dem konkave Steigungen eine exponentiale Abnahme an den Volumen ergeben und konvexe Steigungen exponential Keilvolumen erhöht haben. The composition of ferromanganese slag is very important as it determines the slag/metal equilibrium relations including MnO content of final slag, melting relations and slag viscosity. The slag composition is further expected to influence the process temperature. The properties of ferromanganese slags are suitably described by its basicity and A/S mass ratios. The influence of slag basicity has been discussed in the previous papers. The present paper will discuss the effect of Al2O3 on melting relations, viscosity and MnO-content of final slag. This discussion will be based on assessed thermochemical databases and a recently developed viscosity model.

Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).
