This paper concern the specific adsorption of sulfate anions on nonmetallic minerals and its role in flotation. The specific surface affinity of sulfate ions in various systems has been observed in the results of electrokinetic measurements that show conditions under which sodium sulfate can reverse the sign of the zeta potential. The electrical double layer model provides a means for interpreting the results and for estimating the free energy of adsorption of sulfate ions. Because of their surface activity, sulfate ions not only can function as a depressant in the flotation of oxide minerals with physisorbed anionic collectors but also can function as an activator for flotation with physisorbed cationic collectors. Their role in depressing or enhancing the flotation of the sparingly-soluble mineral barite is also explained in terms of the double layer model.

The semivariogram is one of the most important tools available to the geostatistician for the analysis of mineral deposits. To be complete, a semivariogram study must include a minimum of three parts which are highly interdependent. These are: calculation of the semivariogram, mathematical modeling, and geologic interpretation. The known factors and conditions which controlled or influenced the distribution of mineralization within the body being studied should be considered in the analysis .of the semivariogram. The presence and characteristics of successive phases of mineralization, the chemical and physical properties of the host rocks and the mineralization should all be considered. This requires close and continued communication between the geologist and the geostatistician prior to and during the semi-variogram study. Geologic stationarity is needed if meaningful semivariogram results are to be obtained. The first step is, therefore, to determine whether the mineralization can be analyzed as a whole or if different geologically homogeneous sections must be defined and evaluated separately. Different methods can be used to calculate an experimental semivariogram from known sample values. The method chosen will depend not only on the anticipated and actual statistical properties of the deposit, but also on its geologic characteristics.

A large percentage of Southern Appalachian coal reserves are located in seams less than 36" thick. As thicker and currently more mineable deposits are exhausted, methods of underground thin-seam extraction must be developed. Past experience with highwall mining of thin-seam coal has indicated that recovery rates tend to be lower than in conventional operations. It is suspected that this will also apply to underground thin-seam mining, regardless of proposed technology or mining method. Backfilling is one alternative for thin-seam coal mining; although backfill has been used extensively in hard rock mining its use in coal mining has been limited. The ability of backfill to provide additional ground support may enhance coal recovery by allowing for the design of undersized pillars. Backfill is capable of providing additional ground support by restricting lateral deformation of surrounding coal pillars and roof. This additional support can result in significant increases in recovery from thin-seam coal deposits. However, the overall feasibility of backfill is dependent on the in situ behavior of the fill material, the properties of the fill, the effects of the filling method on the total mining operation, and the cost of filling per extra ton of coal recovered.

As technology and economic conditions allow mines to operate at ever greater depths, increasing demands are placed on the environmental engineer to adjust the capacity of the installed mine . - refrigeration systems. At the same time the engineer must satisfy the changing legislation, which demands that developments are carried out in as an energy efficient and environmentally accept- able manner. Following the trends outlined above, this paper is written to give an overview of the current and potential future refrigeration technology available to the mining industry. The effects that may be produced by the adoption in mining applications of the new generation of 'green' refrigerants are examined both at the design stage and when considering the viability of retrofitting existing systems so that they comply with the Montreal Protocol. An introduction to the concept of Total Energy Warming Impact (TEWI) is provided, with an explanation of its use in optimising system design and performance, and its incorporation as part of an environmental audit strategy. The paper concludes with a discussion of innovative refrigeration techniques and the possible future developments in legislation.

There is considerable variation in the types of coal flotation circuits in use in various parts of the world. For example, Russian plants frequently use scavenger flotation, while this is almost unheard of in the United States. The numerous circuit designs are intended to address specific problems in coal flotation, or to take advantage of the peculiarities of certain coal deposits. As a result, it can be difficult to decide which circuit is best for a given application. For this paper, coal flotation circuits were collected worldwide from many operating plants. These circuits include varying degrees of conditioning, and complexity ranging from simple rougher flotation to multi-stage split- stream processing. The design goals of each circuit are described, and the advantages and disadvantages of each are discussed. Extensive sampling campaigns were carried out in two plants with the most common types of coal flotation circuit (simple rougher, and rougher with deslimed feed). The performance of each plant was evaluated, and the benefits of more sophisticated processing in each case are described.

INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. An ore reserve is defined by the SEC as "That part of a mineral deposit which could be economically and legally extracted or produced at the time of the reserve determination". Induction time is often referred to the time required to form a stable three-phase contact between a gas bubble and a flat or droplet surface in a liquid medium. It can be used to quantify the attachment process in aflotation system. Various techniques have been developed to measure this important parameter. Due to its importance in flotation systems and other processes, significant advances in refining the induction time measurement techniques have recently been made. This paper summarizes these recent advances and describes a novel method developed to monitor bubble attachment to a pendant bitumen drop or bitumen-coated flat surface. This visualization-based method offers a higher sensitivity and accuracy than the previously developed apparatuses in the induction time measurement. As an example, the induction time for oxygen bubble-bitumen attachment was measured at a fixed bubble size as a function of temperature in two different aqueous solutions. The results showed that higher process temperature is favorable for oxygen bubble-bitumen attachment and hence bitumen flotation. Addition of calcium to the aqueous solution slightly decreased induction time.

An extensive program of marked ball wear testing (MBWT), laboratory corrosion studies, and worn ball surface analyses has been used to gain insight about the role of corrosion in the overall wear process. In some environments, localized corrosion is observed; the actual wear mechanisms in such cases are pitting/spalling and abrasion. Factors affecting the occurrence of pitting include the abrasiveness of the ore, corrosivity of the slurry, corrosion resistance of the media, and galvanic coupling effects. Elimination of pitting substantially improves overall wear resistance. When pitting is not observed, the contributions of general corrosion are significantly less.

INTRODUCTION The effectiveness of collector type on sulfide mineral flotation is generally determined by the amount and type of functional groups of collector molecules that interact with surface and water at the mineral/collector/water/gas interface. The final interfacial state when bubble contact takes place is preceded by chemical and physical reactions that involve these gas/liquid/solid interactions. These interactions differ not only for different minerals, solution and gas composition, but also for different collector molecules. The purpose of this paper is primarily to summarize the developments and status of short (C2-C6) and long (C12) chain, aliphatic collectors that contain three sulfur atoms in their polar function. These are trithiocarbonates (TT'Cs). For purposes of comparison, similarities in molecules containing 0, N and S are compared. Mostly short chain ionic collectors molecules of dithiocarbonates (DTCs) and TT'Cs were compared. The studies, largely bench scale flotation and plant testing, were carried out on ores containing Cu, Ni, Au, and PGM's. Studies of long chain 'ITC collectors are reported on Ni, PGM and auriferous pyrite ores containing uranium. Under starvation dosage conditions, surface activity coefficients of short chain collector molecules and interacting water were calculated. Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal slurry taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

INTRODUCTION Evaluation and optimization of mineral processes has been going on since the the first plant started hundreds of years ago. A huge mass of knowledge has been collected since then. The main problem with this type of empirical knowledge of complex processes is that it is very difficult to formulate and document. The methods used for collecting the knowledge is not consistent but-varies with "he person" that does it. In the late 60's and early 70's efforts were made to use computer based techniques to evaluate process performance and to formulate process models for mineral processes. Models were developed, such as the flotation model by R. P. King (1973) which is still used to simulate flotation circuit behaviour. During the 70's. a number of mass balancing packages were developed together with process simulation packages. The industrial sector also made great efforts to develop and utilize computer based systems for process control and evaluation. The expert system that BOLIDEN created in 1974 at the Kristineberg plant was a remarkable achievement considering the hardware (CDC 3600) and the software tools (FORTRAN) available at that time. The main obstacle to successfully implement optimizing computer control of mineral processes was and still is the limited knowledge about the dynamics of complex processes. There are, however. many activities going on in this area today and it seems that the technology is very near a break through. Process evaluation is the most important tool to improve and maintain the optimal performance of a process. Today dedicated computer based techniques are used for fast and reliable screening of the processes. The stages in process evaluation consist of three basic steps: - Data acquisition, manually or by data logging. - Data refining, mass balancing and parameter calculation. - Data evaluation. The refined data can then be used for model construction/calibration and subsequently for process simulation. Rock mass classification systems are core elements of tunneling and empirical mine design worldwide. The Bauxite division of S&B Industrial Minerals S.A. decided to implement a rock mass classification system in order to provide mining engineers and supervisors of the underground mines, with guidelines of stability performance and with a complementary tool for the selection of the appropriate tunnel support. The back analysis system employed is based on visual observation of especially selected underground mine sites, representative of all rock types. This fact combined with the failure or success of the already existing support system, constitute the fundamental part of the work undertaken. The paper is divided into three main parts. In the first part the classification methods of Q, RMR89 and GSI are presented and the advantages and disadvantages of each method in connection with underground mining are indicated. RMR89 and GSI are conclusively selected for use, the main criteria for the selection being, the simplicity in use and the competency of the support system suggested for each rock mass category. The second part points out the methodology for measurements, the practical difficulties encountered during this process and the guiding principles followed, in order to avoid these problems. In the third part, the final conclusion of this project is demonstrated and the different rock mass categories are presented with their relative support recommendations, as they were applied and tested in all phases of the bauxite mines? exploitation. The generated methodology is being implemented by the site mining engineers, for validation and potential improvement.

Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960's. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott's open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

An open pit mining operation can be considered as a production system with at least two products: ore and overburden (waste). A primary mine planning task is to schedule the production of ore and waste over its life span subject to several technical and economic constraints to maximize some objective such as the overall profit from the operation. Two major constraints are (i) the feasible combinations of ore and waste productions and (ii) the limiting function for ore production as a function of mine life. The task in scheduling production and stripping ratio (ratio of waste to ore production) is to find an ore production curve below the upper bound function of ore production, and a stripping ratio curve within the feasible domain of ore production and overburden removal while maximizing the defined objective. Zn this paper, feasibility of developing computerized optimization models to perform such a scheduling process is explored. Two optimization models are proposed for the task. In the first approach, a linear programming (LP) model is employed and in the second, a dynamic programming procedure (DP) is outlined. In these models, in addition to the consideration of the two major constraints mentioned earlier, various other contributing factors such as interest rate, equipment purchase cost and installation schedule, operating cost, and equipment idle cost are incorporated. An example is provided to illustrate the LP model application.

There are many methods available for the estimation of geologic parameters (Popoff, 1966; Barnes, 1980). In the last decade a new and relatively sophisticated technique using statistical theory has emerged: geostatistical kriging (David, 1977; Journal and Huijbregts, 1978; Rendu, 1978). An interesting property of geostatistical estimation is that when a geologic parameter is estimated for a given volume, not only is the estimate generated but an associated measure of certainty is produced as well. This statistical measure of estimation confidence is called the estimation variance. While the concept of an estimation variance is universally considered to be a good idea, mining engineers and geologists do not currently have the tools to incorporate it into their planning and quantitative analysis. This paper attempts to develop and present some of the necessary tools required to incorporate estimation uncertainty into mine planning. Geologic uncertainty is portrayed as an economic business risk. This risk is objectively characterized, and-the associated cost is quantified. Geologic delineation sampling is viewed in this light as an economic commodity with an associated cost and value. A coal mine planning example is used as a focus in this presentation. The data used is real, though it has been modified to maintain data security and project anonymity.

Starting up a fan or modifying its setting point either by rotational speed variations or blade angle changes, obviously results in new ventilation conditions in the network, which is, of course, the object of the operation. However, since transient phenomena may then occur, particularly in complex networks, there may be a need to simulate these situations prior to any action. This is all the more true, if we are dealing with a multiple interactive fan sys- tem. Simulations with a transient model have shown that the flow in certain airways could be temporarily reversed due to the pres- sure variations that reach both its ends with a different time lag. This phenomenon may cause dangerous situations to occur in cases of fire or outburst of methane. It is also true that the air flow could be reversed in secondary and less powerful fans, while still rotating in the normal direction. The study and the experimental investigation of the extension of the reverse flow characteristic is therefore justified from two points of view : • a numerical simulation model for transient flow conditions must be capable of handling temporary reversed flows, and thus have appropriate fan characteristic curves available over the entire operating domain; • while operating fans, reversed flows should be avoided or at least reduced. Therefore, the design of start-up procedures or real time control algorithms should take these phenomena into account. A particular interesting application is the operating of two fans in parallel. In order to investigate experimentally the characteristic curves of a fan under reversed flow conditions a small scale model was built. This facility was designed in such a manner that it was possible to carry out experiments concerning flow reversions and to try out sequential start-up procedures for two fans in parallel.

An electrostatic pseudo-liquid membrane technique, in which extraction and stripping take place simultaneously in a single reaction vessel using an electrostatic dispersion, was applied to recover Ni(II) from aqueous 0.1 kg m-3 Ni(II)(as NiSO4) – CH3COONa solutions, and the Ni(II) ions were concentrated by a factor of 9 into an aqueous 1.0 kmol m-3 HCI solution using D2EHPA as an extractant at the applied voltage of 3.7 kV for the dispersion. When the process of ESPLIM proceeds favorably, the concentration of Ni(II) in the upper part of the organic phase of the reaction vessel is lower than that in the lower part. In addition, the concentration of Ni(II) in the organic phase of the extraction chamber is higher than that in the stripping chamber. For the stable operation of this process, the stripping rate must be greater than the extraction rate to prevent the excess accumulation of Ni(II) in the organic phase which leads to the poor dispersion of the aqueous phase.

Power generation systems that promote energy security and environmental benefits are highly desired and pursued by a number of government and industry programs. Gasification of coal, other fossil fuels, or biomass has the technical promise of high efficiency and low or zero emission. Gasification for the purpose of electrical power generation has been researched, developed and demonstrated over the last 20 years, but for many reasons is not viewed as economically competitive. This paper describes a coal-based gasification technology well suited to mid and long-term goals of secure, environmentally clean energy. The technology should be adaptable for use with other carbon-based fuels including biomass and a full range of fossil fuels. The new zero emission gasification process is sponsored by ZECA Corporation, a continuation of the Zero Emission Coal Alliance (ZECA). ZECA has completed process design and engineering to assess the viability of a concept originated at Los Alamos National Laboratory, and the creation of a business plan to define paths for advancing the technology toward a near-term goal pilot plant. The zero emission carbon (ZEC) technology includes hydrogasification, the production of hydrogen and the carbonation of lime with CO2. For the power generation base case, the hydrogen is used in high temperature coal compatible fuel cells to produce electricity and the carbonate is calcined to produce a pure stream of CO2for sequestration. This paper provides the status of work with the ZEC technology and the availability of crucial equipment, materials and required testing. Discussions are presented for future actions to accelerate the technology assessment, testing and demonstration of a ZEC plant. Brief remarks are provided on complementary projects dealing withCO2separation and gasification costs.

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.
