NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.

Stope width was controlled around 3.5 feet for the narrow high grade vein system at Hollister Gold Mine. Without top access, backfill material was pumped from bottom access up into stope through a series of pipes after ore had been slushed out in each mining cycle. Backfill material was changed from one layer of low strength concrete plus one layer of high strength concrete cap to one layer of low strength cellular concrete plus one layer of high strength concrete cap. Backfill cost was cut down to 30 percent during this process. To reduce the steel concrete pipe set up and tear down time which was about 2 to 3 shifts in each mining cycle, steel pipes were left in man-way between mining cycles. Cellular concrete was firstly introduced into backfilling stopes at Hollister mine in Nevada Mining. This process including concrete pump selection, pumping pipe selection, material mixing, material mechanics and quality control were fully covered in this paper. CUT AND FILL MINING CYCLE The most flexible mining method, cut and fill (Figure 1), was used to mine the high grade, narrow steep vein system on this Northern Nevada property which is located eighty miles north east of Winnemucca. Without top access, stopes were accessed through two man-ways on each end, in which people travel ladders and material transport slides were set up (Figure 2). Each mining cycle was called a cut, from 6 to 8 feet high. Overhand sequence was used. Mining cycle started with drill and blast the middle portion of the stope, then expanded towards both ends. Broken ore was slushed into mill hole located at middle of the stope and then mucked out through bottom access into main haulage. Stope length was about 300 feet, which was restricted by slushing distance. Timber man-ways and mill hole would be raised and established for backfill and ready for the next mining cycle.

This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. The wide distribution of limestone and dolomite and the decentralization of the depedent industries give the State Geological Survey a major role in the, development of these mineral resources. The amount of geological information necessary for efficient exploration is so large that few companies can afford to do the necessary basic field work or store the data. The state surveys fill these responsibilities and thus might be said to serve as the geological research departments of the limestone and dolomite industry. At the Indiana Geological Survey, the data of most value to limestone producers are in the form of unpublished measured sections, well records, cores, chemical analyses, directories, and geologic maps. Much of this information is published in summary form. The Survey also assists individual members of industry in exploration and evaluation of mineral deposits. In addition, a progressive State Survey provides the geological infor¬mation necessary for the development of new resources which do not appear to justify industry's own preliminary efforts.

INTRODUCTION Cost Management is the evaluation and control of project scope, budgets, and costs with the objective to minimize costs and maximize the benefits to be derived from the use of project resources in conformance with Criteria stipulated or approved by the Owner. In order of importance, Cost Management is one of the most prominent Project Management functions because of its impact on the financial success of the venture. Cost Control and Cost Accounting are essential parts of Cost Management. The principal objectives of Cost Control are to monitor project commitments and expenditures, and measure performance for the detection of variances from acceptable standards and from control budgets so that timely action can be initiated to minimize costs. Cost Control is evaluation of current costs and projection of future costs, rather than the reporting of actual costs. Cost Control is not Cost Accounting. The primary objectives of Cost Accounting are the determination, classification, analysis and reporting in useful detail of actual costs. Following are some considerations on Cost Management and Cost Control as practiced by Owners and Contractors of industrial projects, Mining and Metallurgical projects in particular. COST MANAGEMENT Functions Conforming with the requirements of Owner's Criteria, the principal Cost Management functions are to • evaluate estimates of project costs and establish budgets for a scope of work and schedule; conversely, evaluate the scope of work that can be executed most effectively within a budget and schedule. • promote investigations and comparative evaluations of alternate designs and plans to find the most cost effective way to execute a project and minimize its operating costs. • based on Cost Control and Cost Accounting input, evaluate and initiate appropriate actions to correct deviations from approved budgets. assess project economics, the effect of changes on project economics and, if necessary, revise Project Criteria to modify their impact on costs.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. BP neural network is a multilayer feedforward network trained by error back-propagation algorithm, which is one of the most widely used neural network models. However, BP neural network has exposed more and more shortcomings and deficiencies with the expansion of the application scope. In the prediction of ore quantity, BP neural network has the characteristics of slow convergence and easy to fall into local minimum point. In order to obtain the global optimal solution, and to improve the defects of BP neural network, this paper proposes combination optimization algorithm of genetic algorithm (GA) and BP neural network to improve the speed and accuracy of forecasting the main design flow chart and the analysis of the sort distinguish algorithm are offered, and then some problem in the design and debugging of the algorithm are discussed. On this basis, the GA-BP neural network model is constructed and applied to optimize the initial weights and threshold value of BP neural network. This model choices the floating point coding method to encode the connection weights and thresholds, and divides subjects into several populations. Through the introduction of selection, mutation, crossover, initial weight and other operators, making operational synergies between the various groups. This study selects 30 geological units, 8 quantitative variables (Pb, Zn, Cu, Mo, Si, Ni, Co, V) and 12 qualitative variables to carry out empirical analysis. Then the simulation of the algorithm is carried out in MATLAB and the parameters are analysed. By normalizing the input samples, 22 groups of observation data are used as the training data for prediction, and the latter 8 groups of observation data are used as the test data to be verified. The results show that when the ore quantity characteristics are not very significant, the model will produce prediction bias. But the improvement of the algorithm increases the efficiency of the function approach capacity of BP neural network and conquer the BP neural network system’s instability. It provides an auxiliary guide for ore prediction, which have higher reference value.

The Cananea porphyry copper-deposit is the site of the second largest mining operation in Mexico. Mineralization is related to quartz-monzonite Laramide stocks that intrude volcanic and volcaniclastic Mesozoic rocks. The ore deposit is a stockwork and breccia-pipes system with Cu-Mo sulfides and pervasive quartz-sericite hydrothermal alteration. A study was made of the arsenic distribution in the mine and the ore-dressing plants. The arsenic (As) in the mine is related to a feldspathic quartz-porphyry type rock associated mainly with the breccia pipe structures (100-700 ppm As in the Veta 7 Breccia). There is vertical zoning, with As decreasing in the deepest part of the breccias. This As mineralization corresponds to a later sulfide hydrothermal stage. The concentrates are made of Cu, Fe and Mo sulfides and some minor quantities of As minerals. The most important copper minerals are chalcocite-covellite, bornite and chalcopyrite. Some of these minerals have 390-880 ppm As. The main As mineral is enargite[ [Cu2.97Fe0.06(As0.90 Sb0.01Pb0 01 )0.92 S4 051 and there are traces of stibioluzonite-luzonite I Cu, .95(Aso.4vSbu.49)0.9rfS4.07-Cu2 93(Aso.H4Sba.10)0.94S4.13] and of another stibioluzonite mineral type with substitution of As by Bi[Cu,96(Ascr,,'Sb0ccrB'OJ3jI~6S] These minerals contribute 80% of the As in the concentrates.

An investigation of multi-shaft airflow problems by the author in 1976 (1) was presented in the hope of arousing considerable written comment, but in fact-. only one contribution (2) was forthcoming. The investigation in this paper is taken several stages fur¬ther, because the matter is of major importance in many American hard rock mines with complex networks extending over thousands of meters vertically. The examples used have all been generated thermodynamical¬ly and checked by motive column (denisty) calculations. Dry air has been used to reduce the amount of time spent on the rather complex calculations, but it has been shown (3) that the principals developed apply equally well to air/vapor/water mixtures. Initially the subject is investigated using both thermodynamic and motive column analyses. The latter part of the paper concentrates on a motive column presentation. Both methods are, of course, equally valid and give identical answers to any situation when correctly applied, as is shown in the worked examples.

The most important difference between weathering and alteration, which are the definition of the change in rocks that occur with the help of physical and chemical effects, is a new product is formed as a result of alteration. Although atmospherical conditions are the most important factor during rock change, geothermal fields play a large role in the developing of alteration phenomenon. Because every geothermal system shows different characteristics including the chemistry of geothermal fluids and their potential applications, alteration on the field is important for the studies to find geothermal energy sources and to obtain the thermal fluids. The development of weathering and alteration which is the mark of interaction , between the physical and chemical properties of geothermal fluids and gases with the reservoir and wall rock, gives out important data about the hydrogeology, hydrology, reservoir conditions and characteristics of reservoir rocks of the geothermal field. Therefore defining the development of weathering and alteration phenomenon in a geothermal field and modeling the change in rocks, is very important for the benefication of the geothermal field economically. In this study 70 km2 that reside between Kösedere plains, Uzunburun, Çamtepe, Centirler villages in Çanakkale - Ayvacik - Tuzla geothermal field were studied and subsurface travel of saline thermal fluids and their interaction with the rocks and development of weathering and alteration phenomenon in the field were investigated. For this purpose geological mapping of the field were done and observations and measurements as well as rock sampling were carried in locations more than 220. As the result of petrographical investigations of rock samples development of weathering and alteration phenomenon were defined and 16 rock samples out of 220 that represent the field in general were chosen to be chemically analized and after that geochemical comments on the Tuzla geothermal field were made. Also hydrothermal alteration zones that are located in Tuzla Tepe, on which weathering and alteration phenomenon is observed as widespread and thermal water discharge locations in the near perimeter of Tuzla Tepe were mapped and from these data rock change in Tuzla geothermal field were modeled.

INTRODUCTION Morro do Niquel is located near the small town of Pratdáolis in the southwest part of the State of Minas Gerais, Brazil, about 300 km in a straight line north of São Paulo and 300 krn west of Belo Horizonte. The deposit is known since 1935. Systematic exploration started, however, only in 1957 and production with one furnace in 1962. Since 1969, after the installation of a second furnace, the mine produces about 2 500 tons of nickel, contained in ferronickel, per year. This production is now consumed totally by the Brazilian steel industry. The "Morro do Niquel" is a serpentinite stock of 900 by 400 m which rises 200 m high above the surrounding metamorphic rocks of Algokian age (see Figure 1). On top of the hill there is a leached barren zone of about 200 by 400 m, generally 20-30 m deep, which consists practically only of a boxwork of quartz colored brown by limonite. Surrounding this zone on the sides of the hill is weathered, decomposed serpentinite which contains about 213 of the economic nickel mineralization. Roughly 113 of the ore reserves lie below the leached overburden representing ore of a different type. The geological map and cross-section, Figure 2, give a clear picture of the occurrence.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. The Butte quartz monzonite is the host rock for early porphyry copper style mineralization and subsequent mesothermal-epithermal, enargite-gold style veining that transects the district. The east-west Anaconda system veins: including the Emma, Anaconda-Original, Syndicate, Badger-State, and Alice-Rainbow veins, each with strike lengths of over 12,000 feet and vertical continuity in excess of 4,500 feet, along with mining widths from 5 to 50 feet, are unique to Butte. The incredible dimensions and tenor of these veins have yet to be surpassed and Butte is still touted as being the “Richest Hill on Earth.” The Anaconda Company was formed in 1895 to develop underground copper reserves in the district and eventually consolidated all operations under one company. Production from underground mining continued through the mid-1970’s. Open pit mining in the Berkeley pit began in 1955 with the extraction of supergene ores, along with the remnants of deeper horsetail zones inaccessible to the underground mines. Operations in the Berkeley pit were suspended in mid-1982 because of the rejection of high arsenic, copper concentrates at major smelting facilities throughout the world. Bulk mining of porphyry style mineralization in the Continental pit began in January 1980 to supplement copper production while stripping “C” pushback in the Berkeley pit. The Anaconda Smelter closed in September 1980. A molybdenum circuit was added to the Butte Concentrator in 1981 and mining continued in the Continental pit to produce copper and molybdenum concentrates. A blend of Berkeley and Continental ores were processed to dilute penalty metals in the final concentrates marketed to toll smelters. All mining operations ceased mid-1983 when Anaconda closed the Continental pit and offered the property for sale. Montana Resources reopened the Continental pit in June 1986 to produce copper and molybdenum concentrates. Operations were suspended mid-2000, because of exorbitantly high power prices, but resumed in November 2003 with rising metal prices. Bulk open pit mining of the early porphyry style mineralization has sustained production over the past twenty years and mining is expected to continue in the Continental pit with favorable prices. Future mining will eventually develop a 500 million-ton geologic resource incorporated in a supergene enrichment blanket situated between the Berkeley pit and the Continental pit. Grades in this enrichment blanket range in the neighborhood of 0.5% copper.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

The four unit Cholla coal fired power station at Joseph City, Arizona, consumes coal from the McKinley mine located in western New Mexico. Since coals may contain relatively high uranium or thorium concentrations and may release quantities of detrimental progeny of these elements to the environs, there is concern that releases may pose an adverse environmental impact or even a health hazard to the workers. Thus, an effort was made to quantify the radionuclide content of the coal and compare the results with radionuclide concentrations already present in the vicinity of the plant. Additionally an attempt was made to assess any potential for significant enhancement of the levels of radioactivity in the environment or to plant personnel. Background gamma radiation measurements at and near the plant ranged from 8 to 12 [µ]R/hr (70 to 105 mR/yr) with a few localized anomolies measuring to 18 [u]R/hr (160 mR/yr). Levels on top of the coal storage piles decreased to ~ 6.5 [u]R/hr (60 mR/yr). Apparently the direct radiation emitted from the coal is less than the background levels in the vicinity of the plant. Measurements performed on top of several coal seams at the mine confirmed low radiation levels emanating from coal, but readings more than doubled when the overburden was monitored. Laboratory gamma spectrometry confirmed the lower amounts of natural radioactivity in the coal when compared against soil and water samples obtained in the vicinity of the plant and the overburden at the mine. In an effort to see if there is biological enhancement, animal feces was sampled. The radiation variations were found to be influenced primarily by naturally occurring potassium-40 which varied from ~ 1 to 18 pCi/gm rather than fluctuations in the uranium and thorium series. The potassium-40 concentrated in the ash were similar to the concentrations in the environs around the disposal ponds while Radium-226 concentrated in the fly ash was ~ 3 times that found in the immediate surroundings. Radon-222 gas concentrations in buildings at or near the plant ranged from 0.5 to 1.8 pCi/l and were generally lower than indoor concentrations measured in the Phoenix area. The burning of coal at the Cholla station does not appear to increase ambient levels of radioactivity found in the surrounding environs or to the workers. However, the use of byproduct fly ash for construction purposes may need to be examined.

Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use theirs in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 m (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two¬seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al.( 1990), surprisingly, does not give any geologi¬cal interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics. It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimen-

Introduction Opencast surface mining requires blasthole drilling to achieve mine planning. No single method of mining is right for all conditions. Occasionally, mine planners introduce a project with little regard to drilling and blasting. These costs are usually a significant percentage of total mine overhead. One drilling and blasting method that can be used to reduce overall mine expense is inclined or angle hole drilling. But inclined-hole drilling will not cut costs unless a set of required circumstances is met. Several conditions of mine design indicate the use of angle drilling. Geotechnical problems must first be analyzed. Primary considerations are safety, fragmentation, production, and maintenance. Secondary considerations are, in some instances, reduction in amount of explosives, which lowers blasting costs; reduction of practical fragmentation beyond blasting pattern limits; and reductions in overall costs due to reduced volume of excavation. Future trends in blasthole drilling may include incorporation of drill equipment designed to allow rapid change from vertical to inclined drilling. This will allow the operator to adapt to changing hole requirements with minimal production loss. Another improvement may be the ability to chamber holes at any elevation throughout the hole depth. This will allow more charge to be placed at strategic locations to improve fragmentation. Merits of Drilling Inclined Holes Drilling is performed to create voids for explosives. It is done either to recover minerals or to excavate a volume of earth. The manner of mining or excavation can greatly affect the economics of the overall project. Many innovations and methods have been tried, but the most practical and economical is still drilling holes and using explosives to fragment the material. To break up the material, the practice has been to place charges within the mass. This is done by drilling holes of a specific diameter and depth into the material. The holes are of such magnitude as to develop sufficient energy to break or loosen this material, providing for easier removal. In general, more open or exposed faces must exist to aid material breakage when blasting. Inclined drilling can be advantageous in open-cut mining with highwall depths of at least 24 m (80 ft). A minimum of two faces are open in open-cut mining and the material can be thrown outward to cover pre-mined volume. This cuts cost by eliminating the need to remove or relocate a large portion of material. Sometimes the material is of such a mass that more energy per unit is required to loosen it than can easily be done by blasting vertically. Inclined holes allow a more uniform loading of drilled holes. The unit of energy is raised, so little or no secondary blasting is required. This usually comes about only if the main plan calls for drilling holes deeper than 24 m (80 ft). For shallow holes, spacing and burden can be made closer to allow sufficient energy to blast the toe. Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

"Why bother with computer control?" This question and others like it have been heard over and over again by those who have tried to convince operating men that there are sound merits to installing a process control computer. At IMC we have done a great deal of thinking and talking about computer control. In the course of these discussions the operating people have asked a number of questions about computer control. These questions and our answers to them make up the main part of this article. Obviously, the answer as to whether or not to go into computer control will be an individual problem conditioned by your company's circumstances. What I hope to do here is raise some questions, give you an idea of our thinking on the subject, and lay out some general guidelines for you to consider.
