When the Trelleborg Divisions of Boliden Allis and Mineral Processing Systems (MPSI) merged, a unique opportunity occurred for two independent mill fabricators to compare design pro¬cedures and the research upon which they were based. Several semiautogenuous (SAG) mill analyses are compared using Boliden Allis and MPSI methods. The differences and similarities are then used in a correlation of critical stress definitions and the acceptable design and inspection criteria. Given the opportunity to compare the total philosophies and methods of several companies involved in the design and fabrication of grinding mills, it was important to first develop the comparison method and ground rules. One option was to compare analytical methods by details such as numerical techniques and accuracies. However, this option was discarded in favor of a more general approach. The question that was finally posed was in two parts. Given an identical mill requirement: • What would be the difference in the analytical design result, and to what aspect of the analytical process could this difference be attributed? • What would be the difference in approaches to obtaining the final hardware in subcontracting, both in specifying and Quality Assurance surveillance? By using this comparative approach, questions of relative conservativeness and reliability would automatically be answered.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.

Froth flotation is the most widely-used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different particle size fractions of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50 mm inside diameter column and a 152 mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during coal froth flotation process improved flotation efficiency. The use of nanobubble in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.

Stope instability at Ashanti Goldfields Company Ltd. (AGC) is a major concern. Using information from field mapping, major discontinuity sets were defined, Rock Quality Designation (RQD) was determined. The stability of wedges in the stope walls was assessed using the commercially available computer program UNWEDGE(Rock Science, 1992). Analytical results indicate that the presence of graphite infilling in joints contributes to instability, while steeply dipping joints control wedge slabbing and wedge toppling in the hanging wall. Stable stope widths and dimensions were determined to range from8.1 to 30 meters (m).

The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

In the mining industry, safety and training are particularly important because mining is a dangerous occupation. Throughout the years, federal and state safety regulations have been written and revised to keep up with the changing technologies. And mine operators have installed their own safety and training programs. They have come to realize that a safe and healthy workforce has positive effects on productivity and profitability —not to mention avoiding the high costs of injury-related absenteeism.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. Surface subsidence events induced by underground longwall coal mining operations can cause various disturbances to surface structures ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of the travelers and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (e.g., decks, beams, abutments, etc.) are presented. A number of mitigation measures to protect the bridge structures are recommended along with an actual application case.

Ore at the Congress gold property, located near Goldbridge, British Columbia, is extremely refractory with most of the gold disseminated in fine-grained arsenopyrite. Metallurgical testwork conducted by Giant Bay Biotech Inc. indicated that biooxidation pretreatment was capable of increasing cyanide gold recovery from the ore to greater than 90%. To determine if the bioleach process could be successfully scaled up, a 225m' (7950-cu ft) commercial size bioleach reactor was built and tested at the mine site in 1989. At that time, the tank was the largest bioleach reactor ever operated. The objectives of the program were: • to ascertain if the biooxidation rates obtained in lab and pilot-scale reactors could be duplicated in a commercial scale tank; • to identify agitation conditions under which the process will function optimally; and • to demonstrate the bioleach process on a scale sufficient to satisfy the owners and potential investors.

This paper presents a case history of a mature and well-established quarry company that has attempted to keep pace with an ever-changing economy. It examines the impact of socio- economic and technological factors on the company's marketing efforts, and looks at the role of both short and long range planning. The realities which have had to be faced and how product requirements have been kept in balance with production restrictions are also discussed.

In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002, after the development of models for magnetic separators, hydroseparators and fine screens. A project funded the US Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Mittal plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Center had the capability of performing liberation-based simulation of entire plants.

Attractive geology does not guarantee mining investment if a region’s policies are bad, according to mining executives surveyed in the Fraser Institute’s seventh Annual Survey of Mining Companies. Companies responsible for a combined US$642.4 million in international exploration (during 2002) rated the policy attractiveness and mineral attractiveness of mining jurisdictions around the world. Jurisdictions like Chile, Australia, Quebec and Nevada bolster their attractive geology with mining-friendly policies, the report said. These locations do well on the overall investment attractiveness index. On the other hand, jurisdictions like British Columbia and Indonesia, each with excellent geology, are hurt by their policies, which have lowered their score.

The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. The Weibull distribution has three parameters that vary to fit the subsidence profile so well that the profile function derived from it provides a high degree of accuracy in subeidence prediction. Editor’s note: This is the second part of a two-part series on longwall mining in the United States. Part one was published in the December 2005 issue of ME (pp. 21-26). It provided a history of longwall coal mining in the United States. It also discussed the technology involved in the productivity gains and operational improvements. Boyd anticipates that U.S. coal production will increase by 61 Mt (67 million st) (6 percent) from 2004 to 2010. A combination of higher surface and underground mine production will be required to meet the projected market demand. Boyd’s projections of coal production by major mining methods are shown in Table 1.
