"Diesel particulate matter (DPM) remains a health concern in many underground metal/nonmetal mines, and has been regulated by the Mine Safety and Health Administration since 2002. While the NIOSH 5040 standard method for DPM monitoring is required to demonstrate regulatory compliance, the FLIR Airtec DPM Monitor can serve as complementary engineering tool. It is a handheld instrument that offers near real-time measurements. As part of an ongoing field study, the Airtec has been used to survey elemental carbon concentrations (a proxy for DPM) in an underground stone mine. Via “spot-checking” and more prolonged area monitoring, this effort was aimed at determining spatial and temporal DPM variation in several key locations. INTRODUCTION Diesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It is largely made up of elemental and organic carbon (EC and OC, respectively), which can be measured as proxies for estimating mass concentrations of DPM. The National Institute for Occupational Safety and Health (NIOSH) considers DPM to be a health hazard and potential carcinogen [1]. It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition, and retention in lung tissue [2]. Since DPM exists in both the micro- and nano-particulate ranges, it can surpass typical auto-immuno defense mechanisms that keep larger particles out of the respiratory system [2]. Relative to other occupations, the DPM exposure potential for underground miners is high because these individuals work in enclosed environments where diesel powered equipment is frequently used [3,4]. A variety of engineering and administrative controls have been devised to reduce DPM exposures in underground mines, and increased airflow is often a key component of control strategies. In large-opening mines, which are most common in the metal/nonmetal sector, DPM abatement via increased ventilation can be especially complex due to moving and controlling the large air quantities [5]. The Mine Safety and Health Administration (MSHA) has regulated DPM exposure in metal/nonmetal mines since 2002. The final rule limits personal exposure to total carbon (TC, which is the sum of EC and OC) to an eight-hour time weighted average (TWA) of 160 µg/m3. To demonstrate compliance, operators must use the NIOSH 5040 Method [6]. However, the Airtec DPM Monitor (FLIR Systems, Inc., Nashua, NH) was developed as an engineering tool to provide near real-time measurements of both EC and TC for tracking personal exposures [7]. The portable Airtec works by capturing DPM on a filter and successively measuring laser extinction on the filter as DPM accumulates; the EC fraction of the DPM is dark, and so as it accumulates the filter becomes darker and absorbs more laser light [8]. The laser extinction value is directly correlated to EC, but since EC and TC are generally observed in consistent proportions (i.e., TC = EC*1.3), the Airtec is also programmed to display TC as a TWA [9]. There have been multiple studies conducted to validate the Airtec and the instrument has been adopted by some mine operators as a tool for their health and safety programs [3,8]."

The Deister No. 7, "77" and "88" Coal Washing Tables have been used by the coal industry in the cleaning of finer sizes of coal (-1/2") since washing of coals became necessary. This paper will deal with the in-plant use of the CONCENCO "88" Deister Coal Washing Table, along with a brief description of the Deister Refuse Superscalper. Efficient in-plant operation of the Deister Coal Washing Table can be accomplished by the adjustment of six basic variables. These variables are: 1. Headmotion 2. Feed 3. Riffle Pattern 4. Dressing Water 5. End Elevation Adjustment 6. Side Tilt Adjustment VARIABLE NO. 1 HEADMOTION The reciprocating movement of the "88" Table is developed within the headmotion entirely by rotating eccentric weights. Four parallel shafts each carry pairs of eccentric weights (Figure 1-A). The shafts are geared together with gears of 2 to 1 and 1 to 1 ratios, so that the two shafts in vertical alignment which carry the small eccentric weights operate at twice the speed of the other two shafts. The other two shafts are also in vertical alignment with each other and carry large eccentric weights. As power is supplied to one high-speed shaft, once each revolution the forces produced by the large eccentric weights are reinforced and then opposed by the small eccentric weights in a horizontal plane. The direction of movement of the table decks is reversed much more sharply at the forward end than at the backboard end of the stroke, causing material to move toward the refuse end of the table. Because in the vertical plane all centrifugal forces oppose each other and cancel out, there is no vertical movement and virtually no impact to the support steel. The "88" Coal Washing Table is suspended by wire-rope cables from three overhead steel beams, and operates with a perfectly uniform and exact differential motion curve in every stroke (Figure 1-B). The decks, being attached to the headmotion, are reciprocated in a parallel line from the head- motion to the refuse corner at speeds varying from 260-300 strokes per minute. Both length of stroke and speed are set at the factory for the coal characteristic desired and should not be changed. A 3 HP motor is mounted on the top of the headmotion and uses 3 V-belts to transmit driving power to the headmotion. The headmotion must be kept running on a horizontal plane. Punch marks are provided on the side and end of the main frame for use in leveling the motion (Figure 1-C). In leveling the motion, the work must always be done with two cables. To level the long side of the headmotion both front or both rear cables are raised or lowered to bring motion back to level. To level side to side, both right side cables or left side cables are raised or lowered to bring motion back to level VARlABLE NO. 2 FEED When tabling different size coals, each deck of a "88" DIAGONAL-DECK Coal Washing Table will handle feeds as described in figure 2-A.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

"The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc. This paper focuses on the design and construction aspects of Contract CM005 which is the first ESA Contract in Manhattan to successfully construct concrete final linings in pre-existing excavated areas."

Introduction Borne out of the need for reductions in capital expenditure and increased production, several new and innovative carbon systems have been developed for small precious metal heap leach operations throughout the United States. Perhaps the most important aspect of these systems is the carbon column. Though diverse in design, these columns can be categorized into three basic types. The first is known as the gravity flow type or Cortez type. As the name indicates, solution flows via gravity, throughout 4 to 6 columns which are arranged in a normally stepped con- figuration which is conventionally upflow in design. The second type, known as the vertical column, is an arrangement whereby flow is established through pressurization in an upward manner, throughout 4 to 6 columns in a vertically stacked configuration. This arrangement is typically intended for use with small portable heap leach operations and employs a semi-continuous mode thus preventing gravity from occurring. The third type and newest development in carbon columns is an arrangement whereby the solution flows throughout 4 to 6 columns placed in a side by side configuration and pressurized by a single feed pump (Figure 1). A unique aspect to the third type, is that the adsorb and desorb cycles are accomplished in the same column, due to a fixed carbon charge. An in-depth analysis is warranted due to numerous advantages of this arrangement, and is therefore the subject of this paper. Advantages and Variations One advantage to the third type of carbon column is the fact that initial capital expenditures and operating man- power requirements are reduced. Another advantage is that the system can be made fully portable up to a 0.0315 m3/s (500 gpm) capacity. Systems of this nature are operational at several sites. Above this flow rate, the system's portability is one which can be maintained, but disadvantages (i.e. larger diameter carbon column and greater weights) far outweigh the advantages. There are several variations in each of these systems which allow for unique operation. For example, carbon columns made highly portable, can be moved from unitized heap leach operations to central stripping facilities. Although this method has been used in Colorado, transportation of these units has been known to be quite cumbersome. If distances exceed 5 km (3.2 miles) then special front-end loaders are required. This limits heap locations to within 5 km (3.2 miles) of the central processing facility. Another example transports the carbon charge from the heap leach locations to a centralized processing facility; this method is quite effective. For the past 5 years one mine has employed this technique of transporting carbon in 907 kg (1 ton lots), in DOT containers, towed by company pick-ups. This operation uses a vertical column with a 907 kg (1 ton) carbon charge. A third example uses static carbon columns with fixed carbon charges. Carbon Adsorption System The carbon adsorption system (Figure 1) is fed by a single preg solution feed pump. This feed pump pushes the preg solution through all four to six fixed charged carbon columns, which are on line. The sequencing of the carbon columns is achieved using valves. Expansion of the carbon charge is dependent upon the carbon selected. The carbon typically used is a 6 x 12 mesh size, with a nominal flow rate of 0.00135 - 0.00138 m 3/s (22-25 gpm) per square foot of carbon, based on a 40% bed expansion. With 8 x 16 mesh size,

Introduction A well-designed mining plan is one that minimizes cost and mining induced problems and maximizes recovery of the coal reserve. To minimize the negative effects on surface structures caused by ground subsidence due to underground mining activities, two kinds of practices are commonly employed by mine operators. One is the support technique, which leaves an area of coal unmined or partially mined beneath the structure to be supported. The other is the protection technique, which protects the structure when it is subsiding with the ground by taking advantage of the ground subsidence process (Luo et al., 1992). In designing the supporting technique, the only currently available method in the US is the one stated in the Pennsylvania Underground Coal Mining Rules (1985). However, the size of the support area designed by this method will be excessively large and result in a wasteful use of coal reserves when the overburden depth is more than 350 ft. A more scientific method is proposed in this paper for designing the support area. This method is based on a large amount of subsidence data collected throughout a number of major US coal fields and the authors' experience with monitoring and protecting surface structures that have been undermined by longwall panels. It considers the critical deformation indices that a structure can tolerate, and depth and height of underground extraction. A support area designed by this new method will not only assure the safety of the structure to be supported but will also maximize the extraction of the coal reserve. Design of support area using the Pennsylvania rules The Pennsylvania Underground Coal Mining Rules (1985) state that no underground mining activity should be permitted beneath structures where the overburden depth is less than 100 ft. An exception to these rules is provided for mine related openings that provide access to the surface for such as entries, shafts, boreholes and site-specific variances for entry development. If the overburden depth is greater than 100 ft, the mine operators should utilize either of the following: •Extraction techniques that provide for planned subsidence in a predictable and controlled manner, or •Support techniques designed to prevent subsidence damages to features identified as: •Public buildings and non-commercial structures [ ] customarily used by the public, including churches, schools and hospitals • Dwellings, cemeteries, municipal public service operations and municipal utilities in place on April 27,1966 •Impoundments and other water bodies with a storage capacity of 20 acre-ft or more • Aquifers, perennial streams and water bodies that serve as a significant source for a public water supply system, and •Coal refuse disposal areas. The support techniques require that a support area be left beneath the surface structure or feature to be protected (Fig.1). The support area should consist of coal pillars, with their size and pattern being such that their bearing strength is maximized. The total coal extraction within the support area should be limited to a maximum of 50%. The support area should be rectangular in shape and determined by projecting a line at a 15° angle from the surface to the coal seam with an offset distance of 15 ft from all sides of the structure. Introduction Our society is currently experiencing a change in civil philosophy toward US industrialization. We have become increasingly bent on the pursuit of a nirvanic state of zero risk. The money supply has become inversely proportional to its sources. And most mining companies, traditionally conservative, have become increasingly risk conscious. Rising taxes, high inflation, and decades of a steadily decreasing gross national product (GNP) - coincident with moral decay and disarmament - have eroded America's economic health. Psychology of US metal markets has shifted across the economic spectrum to disillusionment and discouragement. The sagging national economy, expanding governmental debt, and a backward mineral policy in concert with worldwide unrest and turmoil have caused great volatility in the metal markets. Congressional inaccessibility of US resources has contributed to its loss in strategic leadership and dependency on foreign suppliers and the common market. Large scale mining activities are now on the decline. And there is an overall slump in mineral exploration in this country. America now faces the sobering reality of almost total importation of 13 key mineral commodities and total dependence on foreign sources for five of them. There is a growing dependency on 21 of the 34 minerals vital to the US economy. And virtually everything needed can be imported directly from third world countries. Almost 85% of the free world's supply or production of vanadium, chromium, platinoids, manganese, and titanium - an essential to the aerospace industry - comes from South Africa. That country now plays a forefront position in supplying the West with minerals. The Soviets have become increasingly aware of this situation. They have made key moves in procuring for their own purposes major raw materials markets, particularly in South Africa. This is obviously threatening to the US' direction and brings about vulnerability to shortages and cutoffs. In spite of these developments and the overall change in the mining industry, there is good opportunity for growth ahead. The way has been paved for the smaller mining companies, particularly the more bullish of these. Smaller mining organizations possess a tight management and strong sense of direction. They can easily adapt to and cope with change. "Windows" that exist in the industry directly depend on a number of factors. These include the busi¬ness climate, market research and planning, management and human resources, applied appropriate technology, favorable hunting ground, and entrepreneurship. Mining as business Mining (and exploration) as a business is by its very nature highly speculative. It involves greater risk for a longer period of time than most other businesses. The entire mineral estate in the US continues to shrink. This is primarily because of various legislated wilderness measures. Consequently, the probability of finding an economic ore deposit in the US has decayed to less than 1%. Although the risk is high, the stakes far outweigh the gamble and are larger than most other businesses can offer. Mining properties, as investments or business opportunities, can provide effective hedges against long-term inflation because the real price for selected commodities, such as gold, may sometimes rise faster than inflation. Recessionary periods seem to provide the best climate for entering the mineral business or for a particular mining organization to expand its activities. Looking ahead and seizing opportunities during a depressed market will pay off. Property payments and royalties are likely to be lower. And the potential for an upward shift in prices for a given commodity is very positive. The decision to invest in a prom-

On August 3, 1987, a hearing was held by the House Subcommittee on Energy and the Environment to commemorate the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). Four panels of environmental/citizen group representatives went before the Subcommittee to report on the state of affairs (from their perspective) of the coal industry and the Office of Surface Mining, Reclamation and Enforcement (OSMRE) As expected, these groups had little positive news to report and continued to focus on glaring deficiencies within the surface mining program. They indicated that gross abuse of SMCRA has continued over the past ten years and the states have performed poorly. Congressman Udall's opening comments perhaps best characterized the mood of the group with his statement that "The Act has not accomplished what I or the people of the coalfields had hoped." and " ? a segment of the coal industry has continued in its bitter and implacable opposition to the most basic of environmental controls."

The recent study by R. M. Hays(l) prompted the study summarized in this paper. In his Interesting paper, Mr. Hays shows fine results to be attainable by a relatively complex flowsheet on a semi-taconite, a manifestly difficult ore to treat. We obtained a semi -taconite from Minnesota, and treated this sample by wet magnetic separation alone. The device in which the separation was accomplished is the standard pilot-plant, laboratory separator in use at Magnetic Engineering Associates' laboratory (MEA) in Cambridge, Massachusetts. It consists of a cylindrical space which can be magnetized by turning on the magnet of the separator. In this cylindrical space, there is a canister which provides the special configuration of the magnetic field and magnetic field gradients that MEA considers to be required. The ore pulp is made to flow through the canister while the current is on. A portion of the pulp is retained in the canister, and the rest is evolved as a non-magnetic fraction. The laboratory device is cyclic, but it accurately predicts the results obtainable by an Industrial unit of either cyclic or continuous type (moving matrix). The ore tested was 99.5°%o -325 mesh, and approximately 75% -500 mesh. The concentrate from this ore was, therefore, eminently suitable for pelletizing. In passing the ore through the magnet, we had the choice of repeatedly passing the concentrate from the first step through the operation, or of repeatedly passing the non-magnetics. In our experiments, the first method was clearly superior from the stand¬point of the cleanliness of concentrate. Of the many tests which we have made, we think that we have to retain two which

As part of a program to address long-term needs for ensuring adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial de-oiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble which contained about 23% P2O5 and 2.0% MgO. The P2O5 recovery was 80.8-86.5%.

"The adoption of tunneled combined sewerage interceptors and outfalls leads to design linings which are often subject to internal pressures that are larger than the external pressures, resulting in significant tension loads. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining. However, improvements in concrete technology and the need to seek efficiency in terms of time and costs, have driven designers to consider single pass segmental linings. The Riachuelo Sanitation project in Buenos Aires is subject to these constraints both upstream and downstream of a sewage treatment plant. This paper describes how the challenges of up to 2 bar pressure differential have been addressed by careful analysis of soil structure interaction to ensure that the full benefit of external ground pressure is realized, resulting in a more optimal design for the constructor both in terms of cost and time. INTRODUCTION The construction of long sewerage interceptors and outfalls is becoming an increasingly common piece of infrastructure for modern urban cities facing a large water front and estuarine conditions, which are under a significant environmental burden imposed by decades of sustained growth. Such works intercept most of the distributed sewage discharges to then divert them to a central treatment point from which it will be finally diffused via an outfall into a water body capable to accept these discharges under acceptable environmental conditions. Depending on the magnitude of the sewage load to be handled, the configuration of the urban environment and the conditions of the receiving water body, both in terms of oceanography forces and seabed conditions, these schemes will vary in length, conveyance capacity and design and construction requirements. When conditions permit, the current trend is the execution of long outfalls using flexible solutions (such as the use of HDPE pipes) which usually require some form of concrete ballasted weights to resist off shore dynamic forces when directly laid over the sea bed. However, this concept faces limitations when the conveyance requirements indicate the need for large diameters (typically above 3000 m) and also when the outfall needs to avoid deep features off shore such as navigation channels. When this occurs, tunneling, particularly segmentally lined tunnel constructed by TBM emerges as the most feasible approach for large diameter, long deep outfalls. The operating conditions often result in internal pressures that are larger than the external pressures, resulting in significant tension loads in the lining. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining."

Introduction Operation is underway at the Dutch Creek No. 1 mine of the first US longwall panel to be mined under the cooperative agreement between the US Bu¬reau of Mines and Mid-Continent Resources. The 244-m (800-ft) wide longwall face is part of a multilift longwall demonstration. A 3-m (10-ft) top slice is being extracted from the 8.5-m (28-ft) coal seam. This occurs in an area of the property where the Coal Basin A and Coal Basin B beds have come together to form one seam. This face, longest ever operated in the US, is being worked on an advancing longwall system. During the first months of its operation, this longwall face has been very productive and safe. Mid-Continent Resources operates two coal mines in the Coal Basin, located in the White River National Forest near Carbondale, CO. The Colorado Fuel and Iron Co. originally opened this property in 1895, and conducted a small mining operation for 10 years on the north rim of the basin and then abruptly shut down. Mid-Continent began operations in 1956, after the Coal Basin fields had lain idle for about 60 years. Operations commenced at the outcrop of the Coal Basin B bed situated at the 3-km (10,000-ft) elevation. At this time, coal was produced from Coal Basin A and Coal Basin B seams in the area. Since 1981, operations have been centralized at two mines, the Dutch Creek No. 1 and the Dutch Creek No. 2, both located in the center of the basin. Since 1981, Mid-Continent has shifted its emphasis to longwall mining as the primary method of production, and each of these mines is equipped with state-of-the-art longwalls using shields as the method of roof support. A 4-km (13,000-ft) long twin-bore rock tunnel is being driven at a lower elevation of 2.4 km (8,000 ft) to intersect the coal seams at depth, as they dip 12° in a westerly direction. This tunnel will enable the company to reduce costs by replacing trucks with conveyor belt haulage (Fig. 1). Mid-Continent began longwall operations in May 1976 with the US's first modern, mechanized advancing longwall face, using chocks. In August 1978, a second advancing longwall face was started. Results from two faces showed that the mining system could be used effectively to manage the difficult conditions encountered in both the Dutch Creek No. 1 and the L. S. Wood No. 3 mines. Unfortunately, low productivity and high costs plagued the company's advancing faces. The problems resulted principally from major equipment failures, poorly designed chocks and face conveyors, and the lack of an efficient, cost effective system for building packwalls. Flushing of rock between chocks and roof control were also major problems. In Sept. 1979, Mid-Continent and the US Bureau of Mines entered into a cooperative agreement to demonstrate the feasibility of mining thick coal seams using the multilift longwall mining method. Two lifts are to be used to mine the 8.5-m (28-ft) thick coal seam in Dutch Creek No. 1 mine. The Bureau provided mining equipment for 180 m (600 ft) of longwall face. This included the shields, face conveyor and drive units, shearing machines, panel belt, and stageloader. As a result of previous experience in advancing longwall mining, Mid-Continent purchased an additional 60 m (200 ft) of face, including roof supports and an additional face conveyor. INTRODUCTION My first major involvement on a rock mine slope stability project was in 1966 after I had become a principal of Golder Brawner & Associates in Vancouver, Canada. I received a request from Kennecott to evaluate two serious rock slope failures adjacent to the concentrator on their British Columbia molybdenum property near Alice Arm, BC, which was under construction. A rock slope up to 200 ft* high had been excavated at a design angle of 700. The inspection indicated that several large blocks of about 1000 cu yd each had failed on steeply inclined joint surfaces. Stability was reduced by extensive seepage caused by heavy rainfall. In addition, considerable overbreak had occurred, indicating excessive blasting had been used to excavate the slope. A program was developed to rock bolt potentially unstable blocks that could slide on dipping discontinuities. Some rock was scaled back to the inclined joints, and drain holes were drilled to reduce water pressures. The project was completed successfully and within reasonable economics. As a result of this success, enquiries were received regarding other mining projects. This indicated the potential demand for rock slope engineering. As a result, I took one month off to meet and discuss rock mechanics and slope stability with various people internationally. These included D. Coates in Canada, E. Hoek in England, K. John and L. Mueller in Germany, M. Rocha in Portugal, and the US Bureau of Mines in Denver, CO. Early misconceptions Based on involvement in projects during the next few years, it was concluded that there were a considerable number of misconceptions that existed among some geologists and mining engineers dealing with surface rock mechanics. Some of these included: • Water is a lubricant. This is incorrect. Water reduces the shear strength along discontinuities due to buoyancy, which reduces frictional strength. It also reduces the cohesion of clayey-type rocks. • The optimum pit slope angle in rock is 45°. The optimum slope angle for safety and economics is variable and is influenced particularly by structural geology, water pressures, mine blasting practices, and the depth and degree of weathering. • The flattest angle for slope stability is dictated by the angle of repose of broken rock, about 370. Where clayey-type rocks or clayey infill in discontinuities exists, failure can occur at much flatter angles, requiring flatter slopes or artificial stabilization. • Uniaxial and triaxial tests provide the necessary shear strength parameters to design rock slopes. Most failures in rock slopes are controlled by directional discontinuities. Therefore, the direct shear test is the correct test to evaluate strength parameters for most problems.

INTRODUCTION According to a recent analysis by Schiager et al.(1981), inhalation of radon daughters continues to contribute the largest risk from exposure to radioactive materials in underground uranium mines. The American National Standards Institute (1973) has published a concensus standard for radiation protection in uranium mines. According to this standard, a monitoring system for radon daughters must be capable of measuring the annual accumulated exposure in working level months within an uncertainty interval of 50% at the 95% confidence level. To satisfy this criterion, uranium mining companies in the USA have adopted a procedure consisting of single or periodic measurements of the air concentration of radon daughters. All of the measurement methods sample a known volume of air through a filter. After a specified delay interval, the filter is analyzed for radioactivity. The exposure rate from total airborne potential alpha energy in units of working level (WL) is estimated from the measured activity on the filter. For control purposes, this measurement establishes whether or not a work area is safe for occupancy by miners. For routine dosimetry, the concentration estimated from the grab sample is assigned to the appropriate work area. It is then assumed that the concentration of radon progeny is equal to the average of the two measurements at the beginning and end of the specified interval. Meanwhile, the work locations and exposure times of each miner are recorded on the daily time card and verified by the shift supervisor. Most cards provide space for 15-minute time intervals. The exposure in working-level hours (WL-hr) for each shift is obtained by summing the time spent in a given location multiplied by the exposure rate (WL) assigned to that location.The exposure of an individual miner to radon progeny is summarized on a weekly basis and commonly reviewed each month. These values are then accumulated in units of working level- months (WLM) during the calendar year. EVALUATION TECHNIQUE AND RESULTS The evaluation of grab sampling methods for monitoring exposure to radon progeny is presented in two sections. The first section examines each method individually according to accuracy, precision, and uncertainties attributed to human errors. The second section includes an analysis of procedures which are common to all measurement methods. The ultimate goal is to determine whether a specific measurement method, or grab sampling in general, can fulfill the criterion that the annual accumulated exposure of each miner be known to within ± 50% at the 95% confidence level. In addition it is essential that the above criterion be satisfied at an acceptable cost to the mining company. The results of each testing procedure are presented in terms of the contribution of the relative uncertainty in the estimates of cumulative WLM. Each of these are then combined to form a figure of merit for the complete monitoring system. The method of combining statistical uncertainties and interpretation of the results is subject to some debate. However, since all of the tested parameters enter into the final computation of WLM multiplicatively, we have used the commonly accepted procedure of combining the squares of the relative uncertainties. We have also assumed that each of the uncertainties is derived from independent random variables and the covariance of any two variables is zero. A description of each grab sampling measuring method is given in Table 1. Also included is the equation used to compute WL from the measured quantities. Accuracy (U A) Our definition of accuracy is based on the uncertainty inherent in any method which attempts to estimate potential alpha energy without unambiguously determining the concentration of the three unknown radioisotopes, RaA, RaB and RaC. (For simplicity, the RaC and RaC' nuclides are referred to in combination as RaC.) The inherent uncertainty strongly depends on the mixture of these three components at the time of measurement.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. "For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming's portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation's top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation's top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

Tailings disposal has been a problem for the mining engineer since the beginning of the metal milling process. Disposal systems in common use have evolved as the most economic method for the disposal of an unwanted waste material within the disposal restrictions in force at the time of construction. As restrictions are constantly being expanded, the design requirements for tailings disposal systems are also being enlarged. However, proper design will always be to provide the most economic disposal system that will meet current safety and pollution requirements. This paper presents a brief description of some of the design features of tailings disposal systems in common use and presents specific design features of the gypsum tailings disposal pond at Kimberley, British Columbia, owned and operated by Cominco Ltd.
