Risk can generally be defined as the possibility or chance of a loss corresponding to uncertainty. Analysis is the process for examining the components and relationships of a complex system in order to determine the impacts of its variables. Risk analysis is therefore a course of action taken to analyze multiple variables of a system that is subject to speculative outcome. When risk analysis is applied to mine development, it becomes the means for assessing and measuring those parameters that contribute to economic viability. Mining can be a risky business. It is composed of an assortment of factors that contribute to its financial outcome. Of these factors, the most consequential output is the net present value (NPV). Applying risk analysis in mine development can identify those factors having the most significant impacts and applying limits to those impacts. Mathematical computer modeling using Monte Carlo techniques is available and can be customized to suit specific mine development ventures. Essentially, those parameters that are not fixed values can have input variability. Rationally deduced engineering estimates should be the basis for determining the initial values applied as inputs in the models. Risk analysis therefore provides the user a means to identify, rationalize and assess the risks in mine development in an informed, calculated, and unbiased format for making economic decisions.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. As mine venti1ation systems become more complex, it is increasingly difficult to supply fresh air to the working face. A high percentage of the fresh air entering a mine never reaches the working face because it short circuits through stoppings and doors, exiting the mine without being utilized. When ventilation limits are reached, the only option presently available to most U.S. mines is to sink a new shaft - an extremely expensive undertaking that many companies cannot afford. Reusing or recirculating a percentage of ventilating airflow may make it possible for some mines to remain operational while maintaining a safe environment for workers. Such a study was performed at a trona mine in Granger. Wyoming. A vane axial fan was used to recirculate approximately 9.4 m /s (20,000 cfm), 25% of the total ventilating airflow, back to the working face area of a three-entry continuous miner section. This study involved two evaluations: the first when the face was 305m (1,000 ft) from the recirculation fan, the second when the face was 610m (2,000 ft) from the fan. The evaluation consisted of monitoring the mine atmosphere for respirable dust, methane (CH4). carbon monoxide (CO), and nitric oxide (NO), at various locations in the intake and return entries. Several shifts were monitored, with and without the recirculation system in operation. With the recirculation system in operation. there was an increase in measured respirable dust concentrations in the intake along with a slight increase in the mine temperature (1.67°C). There were also some minor changes in CO and NO levels in the intake entry, but this seemed to depend on the proximity of the instruments to the turn-around point for the diesel haulage vehicles, than to whether the recirculation system was or was not in use.

This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator's ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator's vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.

An experimental program in the U.S. Bureau of Mines' Safety Research Coal Mine evaluated the effects of dead end crosscuts on the transport time of CO along a mine entry. The presence of carbon monoxide is a characteristic of a fire in its incipient stage, and is significant in the determination of a fire location in a mine from the analysis of arrival times of pre-set concentrations at CO monitors. In this investigation two entries, with a total of ten crosscuts, connected by a room were instrumented with CO sensors as part of a real-time monitoring and data acquisition system. Controlled release of 1% CO was monitored as the contaminant traveled the entries for several different configurations of CO sensors and exhaust fan settings. In addition to the normal longitudinal dispersion of CO due to turbulent mixing at the front of the CO wave, the induced rotation of air established within a crosscut by the entry flow diluted the CO concentration through entrainment. It was determined experimentally for the entry and crosscut configuration considered that the transport time for a specified CO concentration was 27% greater than the predicted time based upon entry volume only, but 13% less than the predicted time based upon entry and total crosscut volume. The proper interpretation of the measured transport time of a specified contaminant concentration between sensors is important for mine safety in the isolation of a fire and plans for miner evacuation.

More than 5,300 mining professionals from around the world attended the SME Annual Meeting and Exhibit, March 1-3 in Denver, CO. Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance Professionals from outside the United States were guests at the first SME International Reception. Other meeting highlights included the Keynote Session. This pivotal session examined the international experience of North American-based companies. Speakers presented their perspectives on international explorations and operations. Keynote speakers included Robert Buchan, Chairman an( Chief Executive Officer, Kinross Gold; Dave Baker, Director Global Mining Project Management, Caterpillar; and Leendert Krol, Vice President International Operations Newmont Gold. Ihor Kunasz, 1998 SME President, made the introductory remarks.

Recently research efforts have been made to obtain a high-purity gibbsite concentrate, suitable for first-class alumina refractories, from a Brazilian bauxite ore containing gibbsite (50%), quartz (35%),and kaolinite (15%). Detailed polished-section microprobe analysis was used to describe the liberation characteristics of the ore. Experimental results suggest that the kaolinite liberation characteristics can be described by King's liberation model and that only about 11% of the kaolinite is expected to be liberated at a particle size of 75 µ. Bench-scale experiments for the flotation of gibbsite/kaolinite from quartz using alkyl sulfates as collectors were particularly successful at pH 2, and under appropriate conditions a concentrate containing 93.0% A1 0 (calcined basis) was obtained 2 3 at a gibbsite recovery of about 96%. Subsequently, the more difficult separation of kaolinite from gibbsite was accomplished by kaolinite flotation from the alumina concentrate with a quaternary ammonium salt at pH 6 to produce a high-purity gibbsite product, 97.4% A12O3 (calcined basis), at an overall gibbsite recovery from the bauxite flotation feed of about 90%.

The disposable diesel exhaust filter (DDEF) system developed by the U.S. Bureau of Mines and Industry cooperators for heavy-duty permissible, diesel-powered haulage vehicles, effectively reduces in-mine diesel particulate matter concentrations up to 95%. However, there are concerns about the hazards that exist when the filter is used in situations for which it was not designed. This work investigates the exhaust gas temperature limits to which the filter elements can be exposed without posing a safety or health hazard, such as 6re or off-gassing toxic compounds. A filter approved by the Mine Safety and Health administration and after-market filters were evaluated under varying engine exhaust conditions to determine if after-market filters pose an unacceptable hazard when used in a DDEF system. Filters were laboratory tested at engine exhaust temperatures ranging from 77°C to 290°C. Of the seven filter types tested, six appeared suitable for use on water scrubber-based cooling systems and two appeared suitable for use on dry heat exchanger type exhaust cooling systems with exhaust temperatures up to 150°C. Any filter elements used as exhaust filters on permissible diesel machines must be approved by MSHA for that application. Mine operators who wish to use an after-market filter element should request an MSHA field modification. MSHA will work with the mine and filter manufacturer to ensure its use in this exhaust system application does not pose a health or safety hazard.

The past few years have seen the introduction of mini-computers on an increasing scale at collieries in the British coal industry. These are being used for controlling underground transport systems, coal preparation plants and fixed plant (pumps etc.); and for monitoring the mine environment and face operations.. A separate mini-computer (termed a primary computer) is dedicated to each of these functions. The overall system under which these computers operate is a common one which is applicable at all collieries. The information collected by the primary computers, other than that required for immediate control, will be fed to a secondary computer for analysis and processing. This overall concept, called MINOS. (MINe Operating System) is being developed by the National Coal Board's Mining Research and Development Establishment (M.R.D.E.). Eventually most of the data required by the system will be captured automatically. For example, the fact that a delay has occurred on a face, together with the duration of that delay, will be detected automatically via transducers link linked to a primary computer. However, the reason for that delay will, in all likelihood, have to be recorded manually. Such a system is currently under development with the first trial installations now being made.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Contract A146, Tunnels from 5th/HILL Station to 7th/Flower Station, involves tunnel construction through the heart of downtown Los Angeles. The alignment of the tunnels passes beneath twelve buildings, ranging from a 3-story below grade parking structure to numerous 12 to 14 story buildings. The soil along the alignment is alluvium, consisting of silts and clays, clean sands and gravels located above the ground water table. Because of unstable ground conditions, which led to excessive ground losses in several instances, and because of the potential for excessive building settlements, it became necessary to design and perform a program of chemical grouting. The chemical grouting program was designed such that tunneling could proceed on a one shift per day basis, with chemical grounting being performed on the remaining two shifts. Each day 21,000 to 31,000 liters of sodium silicate grout were injected through sleeveport grout pipes installed 18 m deep through the tunnel face. Tunnel advance rates of 12 m per day, 60 m per week, under full chemical grout cover were achieved. The chemical grouting program virtually eliminated both ground loss and settlement and permitted successful excavation of the tunnels. INTRODUCTION Construction of Phase I, Section A, of the Baltimore Region Rapid Transit System required that six underground stations be built using a cut and cover excavation technique. For five of these stations, soldier piles, used as support of excavation, were installed with tip elevations well below the bottom of the excavation. However, in the case of the sixth subway station, the Mondawmin Station, soldier piles were installed only through soil and decomposed rock, with the tips of the piles being stopped well above the bottom of the excavation in partially decomposed rock. Below the tips of the soldier piles, and below a cut slope where piles were not installed, the sides of the excavation consisted of partially weathered and fresh rock and were supported by a combination of rock bolts, wire mesh and shotcrete. An extensive installation of geotechnical instrumentation permitted detailed monitoring of horizontal and vertical movements of the soldier piles and the walls of the excavation. Preliminary studies indicated that the excavation support system selected for the Mondawmin Station would have several advantages over a conventional system consisting of soldier piles extending to the bottom of the excavation, braced with prestressed struts. These advantages included lower cost of installation, a decreased time required for installation, and a more open excavation for the contractor during construction of the station. The Mondawmin Station is situated in the northwestern quadrant of Baltimore City, approximately 6.4 km (4 miles) from the center of the City. Infrared spectroscopy has been one of the most useful experimental techniques for the analysis of surface reactions in flotation systems, including surface alteration and surfactant adsorption reactions. With the advent of Fourier transform infrared (FTIR) spectrometers, many low-energy throughput IR experimental techniques previously unused by flotation researchers have come into greater use. In particular, internal reflection spectroscopy (IRS) is the most often used technique for in-situ studies. To date, three IRS methods have been used for in-situ measurements. These techniques are evaluated for use in characterization of surface reactions in flotation systems. The method using mineral crystals as reactive internal reflection elements (IRE) is of particular interest because it allows surfactant adsorption densities to be calculated directly from in-situ spectral data in real time. Application of in-situ FTIR/IRS with reactive internal reflection elements will be demonstrated for collector adsorption reactions in each of the major flotation systems. The alumina (A1203)/sodium dodecylsulfate system is used as an example for insoluble oxide/silicate flotation, while the fluorite (CaF2)/oleate system serves as a paradigm for semisoluble salt flotation. For sulfide flotation, sphalerite (ZnS) is used as the reactive IRE with potassium amylxanthate and potassium ethylxanthate as collectors. In the case of soluble salt flotation, sylvite (KC1) is used as the IRE with n-octylamine as collector. Finally, the use of reactive IREs in the near-IR spectral region and in spectroelectrochemical research is discussed.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. Hazard recognition and prevention of accidents are two components of the 30 CFR 48 training requirements, which are mandated for new miners and newly employed experienced miners. These components are also part of the annual refresher training course required of all miners. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine and shall include a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition presents a particular challenge to safety-training specialists, because they are often limited in their ability to adequately gauge the level of awareness of the individual prior to training. Further, they must also assure that the training is relevant and presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard-recognition topics, because it can be used in pretraining and posttraining modes for assessment of training effectiveness, in addition to its use as a presentation tool. This article presents a recent approach, developed at The Pennsylvania State University, that applies the technology for the assessment and instruction of accident prevention through hazard recognition. Increasing quantities of nutrients and pesticides in agricultural runoff in recent years has caused the more developed western nations to become concerned about diffuse agricultural pollution. Thus, the problem of diffuse pollution is of greater importance and concern for any integrated water quality management programme. The above mentioned sources and activities causing pollution to groundwater cannot be completely avoided. The best solution is to entail a firm understanding of the principles of solute transport through porous media. The complex factors that control the movement of contaminants in porous media and the resulting behavior of contaminant plume are usually intricate to assess because of interaction of many factors such as dispersion, advection, sorption, degradation, volatilization, etc. As accurate quantification of solute under field conditions is inherently difficult, the fate of nitrate and phosphate have been analyzed in laboratory column and channel studies. From the analysis of the breakthrough curves, the dispersion co-efficient for nitrates and phosphates through sandy soil was found to be 0.262 m2/d and 0.114 m2/d for column studies, 0.321 m2/d and 0.231 m2/d for channel studies respectively. The column studies revealed that the concentration of nitrates and phosphates increased steadily in the first few days (around 5 days) and then it increased rapidly after 8 to 10 days. However, it attained equilibrium after 20 days. Similarly, the channel studies revealed a steady increase in concentration of nitrates and phosphates in the first few days (1 to 2 days) and rapid increase up to 15 days and there after it attained equilibrium. In the study, one-dimensional analytical model has been developed which include the advection, dispersion, and a characteristic term called ?total elimination rate?. The comparative study of column and channel studies, and model output (in which the term total elimination rate ?K? is considered as zero) exhibited a variation of 30 to 50 % in leaching characteristics of pollutants (nitrates and phosphates).

ERIC GUTIERREZ: With that, we'll go ahead with the final speaker of the day, Andrew Neale. Andrew has a master's of science degree in mineral processing from the University of Alberta. He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

The Bureau of Mines evaluated the integrity of escapeways in a three entry underground coal mine. A center conveyor belt entry (secondary escapeway), was flanked by an intake (primary escapeway) and a return entry. Diesel equipment was used throughout the mine for material and personnel haulage. A carbon monoxide monitoring system, tied to a data recording computer on the surface, was deployed throughout the belt entry and at selected sites in the intake and return entries. Previously, the company had a fire of unknown origin in another mine, which prompted an interest in the performance of their escapeways. An initial, qua1itative evaluation was performed by burning approximately 14 kg of coal at the mouth of the intake entry. The first test was followed by a similar burn at the mouth of the belt entry. These initial trials showed a high quantity of leakage between entries. In several follow-up evaluations, simulated fires, using a tracer gas, were set in the intake and belt entries. Tracer gas concentrations were obtained in all entries at four different underground locations. The results of these tests showed that permanent stoppings could not guarantee isolated, contaminant-free escapeways.
