"Geologic structure and properties are the primary influences on ground control at San Juan Mine. Geotechnical properties of the coal seam and near seam strata, the presence of above seam sandstone paleochannels and water, are thought to be the leading contributors to ground control issues. It is the confluence of specific geologic conditions rather than isolated features that most often produce adverse conditions. Altering primary support installation and mining practices are done when unfavorable conditions appear during development. Installation of standing support is most often employed when adverse conditions develop at later dates. REGIONAL GEOLOGIC SETTING San Juan Mine is an underground coal mine located on the western flank of the San Juan Basin in northwest New Mexico. The San Juan Basin is contained within the south eastern region of the Colorado Plateau geographic province. The basin contains multiple coal bearing formations and is also a major producer of coalbed methane gas. San Juan Mine is stratigraphically located within the Fruitland Formation. From a prominent monocline marking the western boundary of the basin, the formation dips gently to the east towards the center of the basin. The primary driver for the deposition of coal bearing formations within the basin was the Cretaceous Inland Seaway. Multiple cycles of transgression and regression driven by sea level rise and tectonic subsidence deposited rock types from marine shale’s to terrestrial sandstones. The Sevier Mountains to the west of the seaway likely provided the sediment supply for the Fruitland Formation. During a major cycle of seaward regression, the Pictured Cliffs Sandstone Formation prograded over the marine Lewis Shale. The coal bearing Fruitland Formation followed, being deposited over the Pictured Cliffs. The Fruitland Formation contains numerous coal seams and is approximately 400 ft. thick at San Juan Mine. Fruitland Formation coal seams are numbered in order of superposition. San Juan mines the Fruitland number 8 seam. Dating has placed the age of the seam at approximately 73 to 75 million years [1]. LOCAL GEOLOGIC SETTING The Fruitland 8 coal seam dips approximately 1-3 degrees towards the E-NE. At San Juan Mine, the seam displays a mild plunging, synclinal structure, the axis roughly bisecting the mine from west to east. The number 8 seam consists of five coal benches and four volcanic ash band partings labeled sequentially based on superposition. The lowest portion of the seam is the 8-1 bench, the 8-2 through 8-5 benches following sequentially to the top of the minable seam. Ash band partings are labelled P1 through P4 from bottom to top respectively. The presence of distinctive partings and benches allows for seam definition and aids in identifying mining horizons."

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

"The National Institute for Occupational Safety and Health (NIOSH) has recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with medium-sized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in this study: a 15.2-cm (6-in.) wide shelf; a 7.6-cm (3-in.) wide shelf; and a 7.6-cm (3-in.) wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1, and 1:1 were evaluated for the 15.2-cm (6-in.) wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust-collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. The simulation results could be used for future development of dust control methods, particularly to address respirable silica dust, for a surface mine blasthole drill shroud.INTRODUCTION Surface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1% of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples) • 5.8% of rotary drillers were overexposed to respirable silica dust (9 out of 155 samples) • 7.3% of drill helpers were overexposed to respirable silica dust (3 out of 41 samples) • 7.5% of blaster/shotfirer were overexposed to respirable silica dust (3 out of 40 samples) Of significant interest is an x-ray surveillance study recently completed under the NIOSH Enhanced Coal Workers’ Health Surveillance Program (ECWHSP). This program offered free chest radiographs to surface coal miners in 16 states. Pneumoconiosis was found among 2.0% of the 2,328 screened miners with at least 1 year of mining tenure. Twelve miners had radiographic changes consistent with progressive massive fibrosis, and 9 of these 12 miners reported no underground mining tenure. All but 1 of the 9 miners worked at occupations that were in the vicinity of blasthole drilling, either as a driller, blaster, or blast crew member [1]."

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine for analysis and display on the surface. The U.S. National Institute for Occupational Safety and Health (NIOSH), in collaboration with Signal Peak Energy (SPE), LLC, Bull Mountains No. 1 Mine, operated a TBS during mining of two bleederless, longwall panels. This paper describes the gas analysis data and its interpretation. As verified by the TBS, coal at the SPE mine tends to oxidize slowly. It was known that a reservoir of low-oxygen concentration atmosphere developed about 610 m (2,000 ft) behind the longwall face. A bleederless ventilation system facilitates formation of an inert atmosphere in this longwall gob and decreases the likelihood of spontaneous combustion. Connections of the mine atmosphere to the surface through subsidence cracks could allow airflow into the longwall gob, revive coal oxidation and increase spontaneous combustion risk. The atmospheric composition of the sealed areas was homogeneous, except in the immediate vicinity of suspected ingassing points. The TBS verified that gases within the partially sealed, bleederless longwall gob expanded into the longwall tailgate area when barometric pressure decreased. The concentration of carbon dioxide in the back return airflow at the longwall tailgate was observed to increase by a factor of three and possibly up to 10 times the typical background concentration of 0.5 to 1.0%, depending on the size of the longwall gob and the magnitude of barometric pressure decrease. TBS have the inherent disadvantage of slow response time due to travel time of the gas samples and sequential gas analyses. A TBS or similar continuous monitoring system could be beneficial in detecting and providing warning of potentially hazardous gas concentrations, if the slow response time of the system is always understood.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures by the equipment operators. As part of this effort, the U.S. National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study that determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system that was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels between outside-to-inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system’s efficiency. Tests using particle count instruments performed during nonproduction time periods on both pieces of equipment indicated protection factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

Short term laboratory cell electrorefining experiments were performed to examine the impact of electrolyte composition, current density and temperature on deposit structure, roughness, and adhesion to 2B mill finished 316L stainless steel. Copper electrodeposits were produced using synthetic electrolytes with thiourea and the continuous addition of glue. Deposit structures were evaluated using X-ray diffractometry. Surface roughness was measured using profilometry and analyzed using scaling analysis. Finally, an internally developed method was used to measure the force required to remove the electrodeposited copper from stainless steel to determine adhesion strength.

INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. The general role of geology in the location of different types of large underground chambers is discussed. Aspects of structure, rock type and state of stress are discussed at some length. Some practical implications on stability of observations about the attitude, spacing and persistence of structural features are made. Characteristics and likely problems inherent to rock types (igneous, metamorphic, and sedimentary) are discussed. Observations regarding the uniformity of stress conditions within a physiographic province are presented. The influence of stresses parallel to the chamber axis on wedge movements is briefly discussed.

The New Austrian Tunneling Method (NATM) has been successfully applied to two very different tunneling projects in the U.S.. In the case of Pittsburgh's Mt. Lebanon Tunnels, two original design alternatives were prepared. The NATM alternative incorporating a reinforced shotcrete final lining was successfully bid and constructed. At Washington Metro's (WMATA) Section B-10 Glenmont Route, Wheaton Station and tunnels, a NATM value engineering redesign was prepared for the low bidder. The design incorporating a waterproofing system based on a PVC membrane between the initial and final linings was accepted by WMATA. In both cases, European experience and standards were meshed with U.S. standard practice. Examples of NATM flexibility as an original design and as a value engineering proposal are presented.

The Thistle Drainage Tunnel drained water impounded behind the Thistle slide and serves as permanent diversion of the Spanish Fork River and Thistle Creek around the slide area. The project involved 684 meters of 5 m horseshoe tunnel, a 5 m diameter raised shaft and 23,000 cm of cut excavation.

A sensitive portion of Section U 6/3 of the Vienna, Austria subway system required construction of two single-track tunnels under a telecommunications facility, where strict ground settlement limitations had been set. Local geology, hydrology, and site constraints led to the decision to use the New Austrian Tunneling Method (NATM) supplemented by compressed air and partial dewatering. In addition, ground freezing was used, as the tunnel would pass through alluvial layers beneath the facility, with a cover of as little as 1.5 m. Laboratory testing and two in situ test fields were used to collect frozen soil data so that the freezing scheme ensured minimal heaving magnitude.

A nano-scale investigation has been carried out by applying an AFM (atomic force microscope) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it contacts the solutions of the collectors, suggesting that all these collectors can effectively adsorb on bastnaesite. Increasing temperature can help increase the adsorption of oleic acid on bastnaesite. FTIR (Fourier transform infrared) results also show that all these collectors adsorb strongly on bastnaesite with a strong absorbance spectra being detected, which confirms with the results obtained with AFM imaging analysis. In general, hydroxamic acid collector (HA and SHA) adsorbs on bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite. INTRODUCTION Rare earth metals, which are very important to modern industry, are generally extracted from numerous rare earth minerals. In practice, however, the actual extraction of rare earth is mainly from bastnaesite, monazite and xenotime. The Mountain Pass mine is one of the largest rare earth mine in the world, at which the main rare earth mineral is bastnaesite. In the past years, froth flotation has been applied to the beneficiation of Mountain Pass ore. In practice, the rare earth ore is usually crushed, milled and further separated from calcite, barite and other gangue minerals by froth flotation, in which the rare earth oxide-bearing minerals stick to aerated bubbles in the pulp and float to the surface, leaving the gangue at the bottom of the flotation cell and disposed of as tailings.(Bulatovic, 2010) In spite of the fact that froth flotation has been applied to treat the bastnaesite ore at the Mountain Pass mine, the rare earth oxide (REO) recovery is still low,(Anderson, 2015) especially compared to the one obtained with sulfide flotation. For example, the typical recovery obtained at the Mountain Pass mine was only about 70%. This may be due to the low selectivity of the collector (oleic acid). In addition, to enhance the flotation selectivity, the pulp in the mine circuit has to be heated up to 70 to 90°C and it involves a lot of energy consumption. Last but not the least, a lot of depressants have to be added to improve the selectivity of flotation process. Therefore, it is critical to re-examine the existing flotation process at the Mountain Pass mine and seek any chance of improvement. (Anderson, 2015)

Continuous Mining Systems Limited have developed an efficient, high-capacity, in-line loading unit capable of handling shot rock in tunnel driveages at extraction rates up to 970 tonnes (1,000 tons) per hour. A smaller 408 tonnes (450 tons) per hour loader is also available These in-line loading units called "Osciloaders"® provide a continuous flow of material from the muck pile to an anciliary conveyance eliminating the cyclic or interrupted movement noramlly associated with gathering arm or bucket type loaders. The osillating lip fluidizes the material, reduces the penetration force required and facilitates and regulates the material flow onto the adjacent conveyor. The conveyor is wide and accommodates very large material with ease, transporting and elevating it to a height suitable for a waiting conveyance at the rear of the machine. The "Osciloader"® is currently being utilized for production mining by a major company in Sudbury, Ontario. Both truck and conveyor anciliary haulage are being utilized. The paper describes the development of the loader and how it may be applied in tunnelling applications.

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. A number of mineral processing techniques have been adopted for the separation of the plastics making up a typical beverage bottle, and a complete flowsheet developed. Thus, size reduction, heavy media separation and flotation were used to separate PE, PVC and PET from their mixtures with cellulose fibers and aluminum, which makes up the cap of such bottles. It is shown that while heavy media separation allows the separation of a PVC/PET mixture from the solid waste, froth flotation can be readily used to separate PVC and PET from a mixture of the two. For this purpose, the differential action of an alkaline aqueous solution (PH=II) which contains methanol and MIBC as surface tension control agents has been found to be a suitable flotation medium. This paper reports some aspects of the flotation flowsheet developed for the separation of plastics from municipal solid waste mixtures and PVC from PET.

INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. The US economy grew steadily in 1989, reaching an annual rate of $5.3 trillion in the last quarter (US trillion=1012 ). The value of domestically processed, mineral-based materials rose 5% to $315 billion (US billion=109). The value of metals produced from US ores rose 14% to $11.6 billion, while industrial minerals rose 2% to $20.2 billion. Recycled scrap was valued at $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were $2.31 and $3.56/kg ($1.05 and $1.62 per lb) for copper, $1.58 and $2.57/kg (72 and $1.17 per lb) for aluminum, 77 and 97 cents/kg (35 cents and 44 cents per lb) for lead, and $1.58 and $2.09/kg (72 cents and 95 cents per lb) for zinc. Many mining and metal companies reported reasonable profits. Consumer demand strongly affects mining because the US economy is saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. 250 million US citizens already possess 172 million licensed motor vehicles and 100 million dwelling units. New car production fell 4% to 6.8 million units, while truck and bus production fell 1 % to four million units. New housing starts fell 9% to 1.4 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. Imports of crude and refined petroleum costing $50 billion exceeded domestic crude oil production. President Bush expressed "strong concerns about this country becoming further dependent on foreign oil." And the Department of Energy held a series of hearings around the country to develop ideas for a "national energy strategy."

In the planning stages for a dozen years, the 9.11 mile long Mount Macdonald Tunnel is the focal point of the $600 million dollar Rogers Pass Project. The paper will discuss the construction of the tunnel that is being carried out from both ends. The eastern portion contractor has used a tunnel boring machine to excavate the upper part of the tunnel and at the west end contractor selected the conventional drill and blast method. A ventilation shaft located near the mid point is the main part of a ventilation system unique in the Western Hemisphere.
