INTRODUCTION The General Chemical Soda Ash Operation located near Green River, Wyoming produces about 4.5 Mt of trona per year. In July 1989, Mine Ventilation Services Inc. performed a ventilation survey of this complex trona mine which had thirteen active panels spread over 36 square kilometers. The ventilation survey and subsequent study showed that the intake shaft air velocities were at their practical limits (Wallace and Rogers, 1987). The need for additional intake capacity was immediate. The ventilation network modeling delineated the best location for this new intake shaft as it applied to the 5 year ventilation plan. Unfortunately, this location, 6.5 kilometers from the soda ash processing plant, would make heating this intake air very costly. Presently, the intake air is heated by heat exchangers which use waste heat from the plant. Air heating during the winter months is necessary for miner comfort and to prevent potential freezing of water lines in the mine. It was decided to examine the feasibility of heating the air geothermally by coursing it through an old production panel. This method of air heating has been used in this region with good results at the Stauffer Chemical Operation (now Rhone-Poulenc) (Moore, 1985). In 1990, a geothermal heating study examined four different production shaft/panel configurations and a workable design was found. The operators at the General Chemical Soda Ash Operations acted on this design and began raise boring a ventilation shaft in the Spring of 1991. This paper describes the ventilation system, briefly, and the geothermal heating studies performed. Findings of the 1990 geothermal studies are then compared to field data acquired in the Winter of 1992. THE VENTILATION SYSTEM The ventilation system at General Chemical had four shafts serving the mining horizon in July 1989; three of these shafts are located at the Northwest end of the mine. The active work areas had progressed to the South over the past years and supplying ventilation has become increasingly difficult. The 6.1 meter diameter #3 Production shaft and the men and materials compartment of the 6.1 meter diameter #2 Split Shaft had reached their air velocity limits. Conversely, the 4.6 meter diameter #5 Exhaust Shaft was under utilized. Ventilation studies showed the conversion of the 3.7 meter diameter #1 Exhaust Shaft to an intake would provide adequate intake capacity for two years. The next option to improve ventilation was the addition of an intake shaft at the southeast part of the mine at the intersection of H Mains South(H-M-S)and J Mains East(J-M-E) (See Figure 1). A service shaft has been planned for the extreme Southeast end in the late 1990's. Ventilation network analyses showed this interim intake shaft would have to be at least 2.5 meters in diameter to postpone the service shaft construction beyond 1995. The greater the size of the borehole, the further the construction could be postponed. In October 1991, General Chemical commissioned the 4.57 meter diameter #4 Ventilation Shaft near the junction of H-M-S and J-M-E as shown in Figure 1. The L95 panel would be used for air heating as described in the geothermal heating section to follow. GEOTHERMAL STUDIES Geothermal heating studies were performed by MVS Inc. in May 1990. Using a modified code of CLIMSIM, an underground mine climatic simulation model, several different shaft/panel configurations were examined to see which would provide adequate air heating during the winter months. CLIMSIM simulates heat flow into a single underground airway. The program was used to evaluate the heat flow to and from the airway surface and to calculate the resulting change in dry bulb temperature of the ventilating air. CLIMSIM uses inlet air conditions, airway characteristics, and rock thermal properties input by the user to predict the variation of psychrometric and thermodynamic parameters along an underground airway.

Introduction Advances in drilling have reached a point where large diameter cores can be recovered from "tight," or weakly indurated placer gravels. In such ground, core drilling can provide more reliable data regarding tenor than can be obtained using churn drilling or similar classical techniques. It can also provide metallurgical and geological information that is not available from samples obtained through alternate methods. In 1985, Coastal Mining Co, a subsidiary of M. A. Hanna, and Western Gold Reserves began to review a Tertiary placer deposit owned by San Juan Gold at North Columbia, CA, about 14 km (9 miles) northeast of Grass Valley. The deposit is one of the largest remaining unmined portions of the formerly extensive early Tertiary ancestral Yuba river system. It has been known since the 1850s, has been the subject of much technical literature, and has been the object of at least four previous drilling programs. The eastern one-third of the 6 km (3.7 mile) stretch of the channel between North Columbia and Badger Hill was partially stripped by large scale hydraulic mining in the late 1870s and early 1880s. Mining ceased in 1884 when the Sawyer Decision prohibited further discharge of hydraulic tailings into the Sacramento and San Joaquin Rivers. By that time, about 30 to 45 m (100 to 150 ft) of relatively low grade upper gravels had been removed over some 81 hm2 (200 acres). About 90 to 105 m (300 to 350 ft) of higher grade middle and lower gravels were left at least partially stripped. In 1914, a few churn holes were drilled along a widely-spaced line. In 1938-1939, Selection Trust conducted an extensive drilling campaign to evaluate the deposit. Particular attention was directed toward the partially stripped eastern portion. In 1968, the US Geological Survey drilled three churn holes in the eastern part of the deposit. The US Bureau of Mines conducted experimental mining and drilling in the Badger Hill area. In the late 1970s, Placer Service Corp. acquired a lease on the deposit. Between 1979 and 1984, Placer Service drilled 28 large diameter BADE (a German-manufactured machine) drill holes on the eastern portion of the deposit. The surviving records from the widely-spaced 1914 drilling program are fragmentary and the reported grade not well substantiated. The 1968 holes were drilled for scientific purposes. Again, drilling details are not available. However, detailed records for both the churn drilling program and the BADE program were available and formed the basis for the initial evaluation of the property. Geology The geology of the auriferous Tertiary gravels of California have been described by Whitney (1880), Lingren (1911), and, more recently, Yeend (1974). In general, the Tertiary gravels in the North Columbia area occupy a broad channel cut into pre-Tertiary igneous and metamorphic rocks. The upper, or white gravel is overlain conformably by volcanic tuffs and volcaniclastic rocks. A middle gravel is characterized by the presence of silicified and carbonized wood. A lower blue gravel unit has relatively coarser cobbles and contains a higher proportion of igneous and metamorphic cobbles than the other units. The upper gravel consists of interbedded pebbly sand and silty, or clayey sands with prominent cross bedding. Most of the pebbles are well rounded and consist mostly of white vein quartz and quartzite. The upper unit is moderately well compacted. Exposures in the walls of the old hydraulic mine pits stand at 45° and 50° angles. The gold content of the unit is well below an economic cutoff. The middle gravel - included with the upper unit by Yeend (1974) - is coarser grained, with carbonized wood, and 75 to 100 mm (3 to 4 in.) cobbles of metased-imentary and metavolcanic rocks in a sandy matrix containing abundant lithic fragments. The upper contact appears to be conformable, but the lower portion of the unit appears in places to consist of reworked lower gravels. The unit contains less clay than the upper unit and is somewhat more friable than the underlying lower gravels. The gold content, while somewhat higher than the upper level, is too low to be of ore grade. The lower gravel averages between 30 to 45 m (100 to 150 ft)

The Eldorado Epidemiology Project formally began in late 1978. It consists of a retrospective cohort study, to be followed by and to leave in place the mechanism for a prospective cohort monitoring program. These present and future activities are intended to merge into one another. The current study includes all Eldorado employees past and present for whom records are available. The objectives of the undertaking are - 1) to obtain cause-and-effect, dose-response data with which to evaluate the risks to workers in radon and radon daughter containing atmospheres, and to provide additional quantitative information on which to base possible improvements in working conditions; 2) to identify any dead employees of E.N.L. whose cause of death suggests that a potential compensation claim right exists for their survivors, and to similarly identify living ex-employees of E.N.L. whose work histories and states of health suggest potential compensation claim rights. The nature of the study has been determined by the history of Eldorado, which will be described briefly. Eldorado began (as Eldorado Gold Mines) in the late 1920's, operating relatively unsuccessfully in Manitoba. In 1930-31 the emphasis shifted from gold to uranium, and what became the Port Radium mine was first staked. From the very early 1930's until 1942 the company's purpose was almost entirely devoted to the mining of pitchblende - uranium ore - from the Port Radium site, and the extraction of radium from this ore at the Port Hope refinery in Ontario, a process from which the uranium was a largely stockpiled byproduct. In 1942 the company was requested by the Canadian government to accelerate the production of ore, and of uranium. At the same time, all its stockpile of uranium (then being stored in silos as a "waste" product which might later "come in") was acquired for the Manhattan Project. In 1944 the company shares were bought by the Canadian government and the company itself became Eldorado Mining and Refining (1944) Limited; it has operated as a Crown corporation ever since. The name was changed to Eldorado Nuclear Limited in 1968. The Port Radium mine was closed in 1960, and since 1953 the Beaverlodge uranium mine complex has operated on the northern shores of Lake Athabasca. Radium production was discontinued in 1954 when the radium circuit was taken out of the refinery, and since that time the refinery's products have been various types of refined uranium (uranium dioxide, uranium trioxide and uranium hexafluoride) plus metallic uranium. The refinery, of course, processes the company's own yellowcake but as it is one of only five refineries in the western world, most of its work consists of custom refining for a large variety of customers. In addition to the mining and the refining operations, there have been three other divisions involved, and these are, respectively, Aviation, R. & D., and Exploration, in addition to the financial, corporate, administrative and support activities. MATERIAL AND METHODS The human study population (Abbatt, J.D. et al., 1980) consists of all Eldorado employees who have ever worked for E.N.L. and for whom records are available. The total nominal roll to December 31, 1980 is approximately 21,000 and consists of employees of the Mining, Refining, R. & D., Aviation and Exploration Divisions, as well as a relatively small number of other employees (Head Office, etc.). The basic epidemiologic design, as has been mentioned, is for a retrospective cohort study merging into a prospective cohort study, and depending very heavily upon automated record linkage and file matching. The original design called for an initial assembly of the bulk of the nominal roll, prior to the first of two matches with the National Mortality File. The first of these two matches is now complete and the second is to be separated from it in time by 18 months to two years. The second match will be the definitive match prior to the analysis, the interpretation of the data, and the publication of the results. The period between the two matches was designed to permit completion of the nominal roll, including: - addition of previously missing individuals and groups, elimination of duplicates, and amplification of identifying information, - assembly of work histories and exposure information for each individual, - digestion and application of lessons and modifications resulting from the first match with the National Mortality File at Statistics Canada, - preparation of files for the definitive second match. The analysis of data will be carried out by the National Cancer Institute of Canada Epidemiology Unit based at the University of Toronto. This group, with whom Eldorado Nuclear has a memorandum of understanding, have for a variety of reasons, including their familiarity with record linkage and their expertise, been members of the Project Team since

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Introduction During the past decade a major objective of the process industry has been to use digital computer technology to improve plant operating efficiencies. This objective implied some form of optimization, a concept that has various interpretations depending on the view of the prospective user. For the purpose of this paper, optimization of a process plant is defined as the establishment and setting of plant operating conditions that maximize some mathematical yield function, i.e. maximum profit, minimum residue, etc. Analysis of these objectives and the available design and implementation techniques led to the conclusion that digital computer and optimization techniques are not the stumbling blocks, but rather the development and derivation of the mathematical models of the unit operations and process plants to be optimized. Such models should not only describe the optimized (steady-state) objective, but also how one steers to this state (control algorithm). Due to the multidisciplinary nature of the skills associated with the design and operation of process plants, the development of suitable models by a single discipline, such as the process control engineer, was found to be not only difficult but often impossible, due to budget and human resource limitations. To over-come these limitations, a computer aided design (CAD) tool has been developed. It aims to provide a productivity tool to the various disciplines, at the same time coordinating the technical input from each. The system described is but the starting point in an evolutionary development of a tool that, with use, is becoming more efficient and cost effective to use. Development has become an application engineering activity rather than the preserve of the computer specialist. Project phasing The development of a mathematical description of a process plant requires coordination of information from conceptual design to operation management. The activities required to build and operate a process plant are divided into four basic chronological activities or phases. These activities are often undertaken by different organizations and disciplines. As a result, continuity is often lost with the resultant loss of critical design data. The major activities are considered to be: conceptual and flowsheeting; detailing around the P & ID; building and commissioning; and plant operation. The CAD system described provides a design tool to be used for each of these activities, as well as providing continuity between the activities and the disciplines involved. The heart of the system is the dynamic simulation of the flowsheet. Each of the activities will be discussed, leading to two simple examples that demonstrate the use of the simulator. Figure 1 shows a schematic format of the various activities and the path followed by the dynamic flowsheet simulator in the life of a project. Flowsheet development The prime requirements in the design and develop¬ment of a process flowsheet are • selection of the correct unit operations to achieve the most economic (capital and operating) beneficiation of the specified reserve ; • the sizing of the unit operations to achieve the desired results, as a function of the projected feed rates etc., to handle the time related (dynamics) of the process; and • the production of a set of engineering documents showing the drawn and labeled flowsheet with an equipment list and process specification for each of the unit operations. The question may well be asked at this stage why dynamic flowsheet simulation should be considered when steady state modeling has been found to be adequate to date. With the increases encountered in the cost of capital, one often cannot afford the luxury of designing around the compounding worst case technique. Further, a more accurate design of the control surges can be achieved. No information is lost in that the steady state solution is in fact a subset of the dynamic model. In generalized state space modeling, the differential equations describing the process dynamics are illustrated in the following matrix notation: XDOT=A.X+B.U(1) Y =C.X+D.U(2) where XDOT describes the set of first order derivatives of the system state Vector, and X- is the system state Vector; A - is the system matrix operator which in the general nonlinear case is both a function of X and time ; U- is the process input vector; B - is the input mapping matrix; Y - is the set of observations; C - is the output mapping matrix which maps X - onto Y; and D- maps the input onto the observations. Thus, by time integration of the system dynamic equations, described in (1), the dynamic trajectory away from any set of initial conditions can be deter¬mined. Further, by finding the conditions at which XDOT = 0, the steady state solution can be determined.

Permissible exposure limits (PELs) have been established for gaseous pollutants, carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), nitrogen dioxide (NO2), and some gas-phase hydrocarbons emitted in diesel exhaust. There is, as yet, no PEL recommended for diesel exhaust aerosol (DEA), nor is there a standard method for sampling this aerosol. The University of Minnesota and the U.S. Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size-selective inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were made in underground coal mines that use diesel equipment. The mine mean DEA concentrations for the five mines surveyed, determined with the PDEAS in the haulageway, was 0.89 mg/m3 with a standard deviation of 0.44 mg/m3. DEA contributed 52 % of the respirable aerosol at this location. In three of the mines filter samples were collected for DEAassociated polynuclear aromatic hydrocarbons (PAHs) and biological activity determinations. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust. In general, the PAH and biological activity levels were similar for all three mines, and indicate that up to 25 % of the haulageway concentrations may be contributed by outby diesel vehicles. Measured concentrations of CO, C02, NO, NO2, and SO2, were well below regulated levels. INTRODUCTION Diesel exhaust contains pollutant gases, such as carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and gas-phase hydrocarbons, as well as DEA. Much of the health-related concern focuses on DEA and associated organic compounds (Watts, 1992a). A wide variety of these PAHs have been identified and some are known carcinogens and/or mutagens. The U.S. Mine Safety and Health Administration (MSHA) has proposed new PELs for these and other contaminants (MSHA, 1989). MSHA has also published an advance notice of proposed rulemaking to establish a separate PEL for diesel particulate (MSHA, 1992). The U.S. Bureau of Mines has collaborated with the University of Minnesota to develop and field test a PDEAS. The PDEAS is a three stage sampler based on the MSA' personal respirable dust sampler. It utilizes a respirable cyclone preclassifier followed by a 0.8 µm cut point impactor and afterfilter operating at a flow rate of 2 L/min. Respirable aerosol greater than 0.8, µm in size is collected by the impactor while DEA, less than 0.8 µm in size, is collected by the afterfilter. Hence, gravimetric analysis of the afterfilter permits measurement of DEA concentrations. This development and laboratory evaluation of the PDEAS were described previously by Cantrell (1990) and Rubow (1990). During field tests of the sampler, numerous air quality measurements were made in continuous miner sections of five underground coal mines that use diesel haulage equipment. These air quality measurements included levels of selected PAH and biological activity associated with DEA collected in the intake and haulageway areas of three of the five underground mines, and CO, CO2, NO, and NO2 in two of the mines. The objectives of this paper are to present the DEA and associated pollutant concentrations measured in these mines and to assess the impact of diesel face-haulage equipment on underground mine air quality. MINE DESCRIPTIONS The mines used for the PDEAS evaluation were designated J, K, L, N, and 0. Mines K, N, and 0 are located in the Western United States, while mines J and L are located in the East. Each mine produces high volatile, bituminous coal with shift production levels varying from 500 to 2000 tons/section. Seam heights varied from 1.5 to 3.0 m. Mines K and N use continuous mining to develop longwall panels. The others are strictly room-and-pillar operations using continuous miners. The number and types of diesel-powered vehicles used at these mines were described by Watts (1992b). Mines J, K, N, and 0 use diesel power to assist in a wide range of activities in addition to coal haulage. These included road maintenance, personnel and materials transport, lubrication, and welding. Mine L used only three diesel-powered shuttle cars to haul coal. SAMPLING AND ANALYSIS METHODS Aerosol Measurements Aerosol samples were collected in the mine portal area, the clean air intake to the continuous miner section, the haulageway one crosscut inby from the feeder breaker and belt, in the return airway, and on selected personnel. The haulageway sampling site was located near the point where the diesel-powered shuttle cars turn around to dump their loads. Additional respirable and DEA samples were collected and have been reported by Haney (1990).

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. INTRODUCTION The Falconbridge mine ore body extends about 1.6 km (1 mile) in length and the deepest developed ore is on the 6050 level below surface. The ore zone varies in width from a few inches to over 30 m (100 ft) and the average width is 4.9 m (16 ft). Access levels are driven in the ore at 53.3-m (175-ft) intervals. The principal method of mining is overhand longitudinal cut-¬and-fill. Prior to 1962 timber square-set stoping as a secondary extraction method was used for about 15% of the total production. Undercut-and-fill was intro¬duced at Falconbridge in 1962 as a potential replace¬ment for the square-set method in heavy ground. The undercut-and-fill method was developed by Inco in the 1950s, its principal application being to transverse pillar mining. Falconbridge made modifications to this method. A feature of the mine is the No. 1 flat fault which dips 0.79 rad (45°) towards the northeast. The main characteristic of the fault is the presence of large swells of ore directly under the plane of the fault. The ground under the fault area is highly fractured and associated with massive sulfides. In the past, the ore under the fault was recovered, with difficulty, by either tight cut¬and-fill or square-set stoping. In the 1970s these meth¬ods were supplanted to a large degree by the under-cut-¬and-fill method. An advantage of the current undercut-and-fill method which uses cemented fill compared to the cut-and-fill and square-set methods is the reduction of dilution due to better control of the walls. At Falconbridge mine, it is estimated that the grade of ore produced by undercut¬and-fill is improved by approximately 10% over other methods. Where undercut-and-fill is used in very weak ground, a much greater improvement in grade can be expected. Table I shows mining production for 1974. The undercut-and-fill method was first used at Falconbridge during 1962. The first longitudinal stope was prepared for undercutting by laying down laminated beams the length of the stope and installing a lagging mat floor on top of the beams. Unconsolidated tailings fill was poured on top of the mat floor. As the cut ad¬vanced under the floor, heavy posts were placed under the laminated beams at 1.8-m (6-ft) intervals. During 1966, a radical change was made to the method when tailings fill, consolidated with portland cement, replaced the unconsolidated fill. This development eliminated the laminated beams and heavy mat floor and greatly im¬proved the stability of the stope. This system, with minor variations, is currently used at Falconbridge mine. APPLICATION The undercut-and-fill method is used to mine in¬competent ground, sills or floor pillars under mined-out levels, or a block of ore isolated between levels. It is occasionally used to advantage in sequencing produc¬tion from various mining blocks. This is done by mining a block of ore cut-and-fill method and at the same time mining the ore block directly underneath by the under¬cut-and-fill method. The undercut-and-fill mill holes at Falconbridge are either boreholes, stripped timbered raises, or steel mill holes. Boreholes and rock raises tend to slough in heavy and broken ground which increases dilution when sloughing exceeds the ore width outline and also in¬creases the difficulty of moving down to start the new cut. For example, in one installation, a 1.2-m (4-ft) diam borehole sloughed to a size of 3.7 x 5.5 m (12 x 18 ft). The undercut-and-fill method usually requires a mill hole extending from the level below the ore to the top horizon of the ore block. The customary methods of providing a mill hole are: 1) A borehole is driven from level to level through the ore block and a chute installed on the bottom level (Fig. 1). 2) An existing raise is used as a mill hole. If the raise is timbered, a steel mill hole is installed inside the timber and tailings fill poured around the steel mill hole (Fig. 1). 3) An existing steel mill hole, situated at one end of a mined-out stope, is used as the mill hole for an ad¬jacent undercut-and-fill ore block. The mill hole posi¬tion is determined when planning the mining sequence of the first stope (Fig. 2).

Recently developed organic binder systems have the advantage of eliminating bentonite contamination. This results in better chemically reactive taconite pellets. Both acid and fluxed pellets show increased R40 reducibilities, whereas mechanical and physical properties of the taconite pellets are not adversely affected. Blast furnace performance of these pellets is excellent, and substantial economic benefits are achieved.

The Electrolytic Zinc Company of Australasia Ltd., generates a jarosite waste at its Risdon smelter. Since 1974 this waste has been disposed of at sea off south-east Tasmania. As part of a monitoring programme prescribed by the Australian Government, bottom sediments from the disposal zone are monitored regularly. QEM*SEM image analysis complements conventional chemical analysis, having the ability to partition the occurrence of an element between sediment particles of metallurgical and natural origin. The adaptation of QEM*SEM techniques to the evaluation of bottom sediments provides insight into the fate of the particles of jarosite waste.

An investigation of a hydrometallurgical method for the recovery of tellurium dioxide from cadmium telluride (CdTe) thin-film manufacturing scrap was conducted. Sulfuric acid/ hydrogen peroxide lixiviation was employed to selectively leach cadmium and oxidize tellurium to tellurium dioxide (TeO2). Experimental variables included solution pH, pulp density, oxidant (H2O2) concentration, temperature, agitation rate and residence time. After one hour of lixiviation, no noticeable increase in grade or recovery occurred; thus, all experiments were performed for one hour. Leaching results showed it was possible to recover at least 74% of the tellurium, while producing a 98% pure TeO2 product. Additionally, an apparent activation energy value of 12.1 kJ/mole (2.9 kcal/mole) was determined. This value, along with results from agitation rate experiments, indicated the reaction was primarily controlled by diffusion through the product layer. During lixiviation, partial dissolution of tellurium proved inevitable. Thus, a second step: ammoniacal precipitation was introduced to recover the aqueous tellurium as a precipitate. A statistical experimental design (DOE) was used to identify the significant effects from the residual effects. Experimental variables included precipitation pH, temperature, initial tellurium tenor and agitation rate. Precipitation results showed that it was possible to produce a low-grade (46% Te) precipitate, while recovering 98% of the aqueous tellurium species. The precipitation pH and temperature (°C) were determined as the significant effects for both the grade and recovery of tellurium. Agitation rate and initial tellurium tenor were determined as the residual effects and did not influence the grade or recovery of tellurium. An illustration of tellurium recovery, as a function of the significant effects, is illustrated in Fig. 1.

Artificial intelligence, and especially expert systems, are currently receiving considerable attention. Of interest to the control engineer is the utilization of these tools for real-time process control applications. To evaluate this technology, a real-time expert control system was implemented in one of the grinding circuits at Brenda Mines Ltd. The performance of this micro computer based expert system compared satisfactorily to the proven supervisory control system currently in use. The study confirmed the expectations that expert systems have potential for real-time, supervisory control of mineral processing operations.

INTRODUCTION Shrinkage mining at Inco Ltd.'s Crean Hill mine can best be defined as a horizontal breasting method utilizing the broken ore for the mining floor and to provide wall support, with draw from a series of boxholes or draw¬points at the base of the stoping block. In choosing to shrink a given block of ore, the initial investigation centers on the ore configuration and grade, the expected ground conditions in the stoping area, the expected profit compared to alternative mining methods, the future production requirements, development lead time, the availability and type of equipment in the area, and the availability of experienced miners. These factors are weighed against other mining methods and shrinkage mining is chosen when the advantages outweigh the dis¬advantages. These will be discussed in more detail later. At Inco Ltd.'s Crean Hill mine, shrinkage mining makes up 17% of total mine production and is decreasing due to the advent of advanced blasthole techniques, notably in-the-hole drilling. Shrinkage is an adaptable mining method that is currently employed in narrow irregular ore zones, as undercuts for in-the-hole blast¬hole stopes, in ore bodies that do not extend from level to level, and in areas where quick production is required with a minimum of capital outlay or minimum develop¬ment. Two major types are currently in use which are classified on the basis of type of draw system employed. These are the utilization of load-haul-dump (LHD) equipment drawing from drawpoints, and the slusher and train method drawing from boxholes into a slusher trench and loading into a train. A third method being phased out is drawing from chutes directly into a train. In all three methods the actual stoping operation remains the same. In the initial planning of a mining block, the ore body is first located using an exploration diamond drill¬ing program. This is essentially done at a 130-m (400¬ft) spacing and it gives an indication of the amount of ore, grade of ore, the configuration of the ore body, as well as other geological features such as ground condi¬tions which will affect future mining. This drilling is done from an exploration drift 165 m (500 ft) long in the hanging wall and covers a vertical extent of 330 to 670 m (1000 to 2000 ft). However, these data are not accurate enough for detailed planning. When the de¬cision has been made to mine, a preliminary develop¬ment drill drift is driven in such a position that it can serve the dual purposes of allowing the ore body to be drilled off in detail, or of later serving as a haulage or access drift. Diamond drilling from this drift is usually on a 15-m (50-ft) grid spacing and gives adequate information for detailed planning. Utilizing the drill data, a decision is made on the mining type. For a shrinkage operation, the stoping block is ideally 49 m (150 ft) in length and a maximum of 13 m (40 ft) in width. Lengths of 65 m (200 ft) are considered a practical maximum because of the length of time the back of the stope remains open during the min¬ing of a cut. A minimum length of 13 m (40 ft) is used because the amount of time spent in opening a new cut increases in comparison with the total stoping time. The maximum width of 13 m (40 ft) is used because ex¬perience with the ground indicates that generally stope backs tend to be unstable over greater widths. However, widths of 33 m (100 ft) have been mined. A minimum width of 5 m (15 ft) is used to allow an effective draw, but in unusual cases, a width of 3 m (10 ft) has been mined successfully. The dip of the ore should not be less than 1.04 rad (60°). Angles flatter than this will not pull properly resulting in inefficient mining because of ore hang-ups on the footwall side of the stope and the need for large stagings on the hanging wall. In considering shrinkage, mining ground conditions play an important role. Strong shearing, cross faulting, or dikes are avoided. These usually cause dangerous mining conditions and an alternative safer mining method which will give adequate support to these adverse ground conditions is employed. Production requirements are taken into considera¬tion when planning a shrinkage mining program. In it¬self, shrinkage mining is capable of producing ore in a relatively short time with little capital development. If quick production is required, this method can produce ore rapidly as all that is required is that the draw system be completed and the miners with jacklegs and stopers produce a limited amount of ore. The obvious disadvan¬tage is that not all the ore broken can be pulled from the stope immediately. However, a mining horizon with sev¬eral shrinkage stopes in different stages of production can adequately maintain scheduled tonnage require¬ments, the cycle being stopes under development, stopes actively mining, and stopes completed and pulling. When the decision has been made to use shrinkage mining in a given block, the haulage and draw system is driven. The proximity of the orepass system dictates whether the system is to be a LHD operation or a slusher trench operation. If the orepass system is in close prox¬imity to the stoping block, LHD equipment is employed because of its ability to operate efficiently over short haulage distances. A long tram to the orepass usually dictates a slusher trench operation with haulage by train. Internal orepass systems are used effectively with LHD equipment with a load-out and retramming taking place on a lower horizon. In addition, stoping blocks in older areas of the mine are developed track because of the capital cost involved in converting an existing level to trackless mining. DRIFT DEVELOPMENT USING LHD EQUIPMENT The haulage drift for a draw system using LHD equipment is driven parallel to the ore body in the foot¬wall at a sufficient distance to allow an 11.5-m (35-ft) drawpoint to be driven into the ore (Fig. 1). The actual position of the drift depends entirely upon the ore con¬figuration and the drift size depends on the equipment to be used. Drift sizes of 4.6 x 4.1 m (14 x 121/2 ft) for an St-4 and 3.8 x 3.6 m (111/2 x 11 ft) for an St-2 meet company and government clearance standards and allow sufficient space to accommodate a ventilation pipe. The U. S. Department of Energy (D.O.E.) requires that the prospective nuclear waste repository in Basalt at Hanford, Washington, comply with State of California mine and tunnel safety orders. These regulations require that all main fans be installed in such a manner as to permit prompt reversal of airflow. This paper evaluates the requirement of air reversal and the appropriateness of imposing such regulations on the proposed nuclear waste repository in Basalt.

During the period of 1973-79, an extensive period of research and development was undertaken by Klimpel and coworkers (1980, 1981, 1982a, 1982b, 1983. 1984, 1987) on the identification of a commercially viable chemically assisted approach to improving the efficiency of the wet grinding of coals and ores in tumbling media mills. The emphasis of the previous publications just listed was on the engineering use implications of controlling-slurry viscosity (rheology) in laboratory and plant scale grinding devices. In this paper, some discussion and results pertaining to the actual chemical screening phase will be presented.

Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

(iii)Additionally, the study introduces a conceptual framework for orchestrating the optimal sequence of multiple pits during the planning phase, with a focus on maximizing project value.

Cu isotope fractionation in low temperature aqueous environments has been well documented. Here we apply Cu isotopes to two distinct, yet related mining problems. First, an exploration geological application where we measured copper isotope fractionation in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in 4 porphyry copper deposits located in South western USA. Cu isotope patterns exist in the lateral and vertical distribution within the mines coupled with distinct relationships with Cu grade. Second, a hydrometallurgical application where we measured the leach fluids, feed and residues from a quick leach text of Cañariaco ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the power and ability of using the Cu isotope technique to understand low temperature aqueous processed involving copper.

Clients wish to offload as much risk as possible by seeking various guarantees about the process performance. Design engineers respond with preconditions and qualifiers, believing that the risk must remain with those who stand to benefit. This paper presents the engineers? point of view on guarantee types and precedents, performance testing, damages that may be claimed, and remedies that can be provided with particular reference to the mining industry.
