The conventional rare earth element (REE) industry has historically sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive REE concentrations. These deposits are extremely uncommon, particularly in the USA. Given the criticality of these materials and the need for sustainable domestic supply, the current research seeks to leverage other autogenous processes that lead to concentrated REE resources. One such process is the generation of acid mine drainage (AMD). AMD is very common in many coal mining districts and results from the exposure and oxidation of pyrite during mining. During the generation and migration of AMD, liberated sulfuric acid mobilizes several metal ions including REEs. Treatment of AMD is required under U.S.C §1251, the Clean Water Act, and often consists of neutralization, oxidation, and metal hydroxide precipitation. To investigate the deportment of REEs during this process, a field sampling campaign was undertaken, whereby the concentration of REEs in AMD and AMD precipitates was measured directly. In the nine sites evaluated in this study, the REE concentrations of the precipitates varied from 29 to 1286 ppm with an average of 517 ppm among the sampled sites. The individual elements were enriched compared with the associated bulk Northern Appalachian (NAPP) coal material by factors ranging from 3 to 15. Furthermore, the distribution of REEs in all precipitate samples favored the heavy REEs (HREEs) when compared with traditional REE ores. This research represents the first part of multi-part research endeavor to characterize, classify, and determine the practicality of refining REEs from AMD and its by-products.

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls were a big part of the problem. They killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, which is the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How was this historic goal achieved? This paper starts with a modern analysis of the causes of the roof fall fatalities in 1968. Then it follows the reductions over time by category, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The paper shows that in 1968, more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

The Mineral Processing Plant Design, Practice and Control Conference was held from Oct. 20through 24, 2002, at the Fairmont Hotel, Vancouver, British Columbia, Canada. The conference was attended by nearly 400 of the world’s top mineral-processing specialists, including plant-design engineers, mineral-processing consultants, academics, suppliers and equipment manufacturers. The meeting was sponsored by SME and cosponsored by the Canadian Mineral Processing Division of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM). The conference covered all aspects of mineral-processing design, construction and operation. The meeting included more than 130 technical presentations. Topics included sampling programs, feasibility studies, design criteria, process technologies, construction, start-up operations and shutdowns. To stimulate interaction and discussion throughout the five-day conference, the sessions were presented consecutively. Attendees had the opportunity to attend every session.

The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

From the initial planning phases to the closing of a mine, mining is an industry where high attention, care, and sensitivity are needed in every step of the mine life. Since mining projects have a long-life span, exceeding a decade sometimes, managing a whole mine project is challenging, especially when challenges faced due to generational differences are considered, such as tracking and logging data, or the usage of different engineering solutions change over time. Along with the overall hardship caused by the time put into a mining project, the present-time operations are very costly where each minute counts. In present-time operations, every decision made, and every minute used during planning and operations has an impact on the efficiency, safety, and economics of the project. Having extremely harsh conditions in both the excavation and mineral processing operations not only slows down the processes but creates very dangerous environments that need to be handled with precise safety measurements. To support the already established processes, we could implement new technologies and use them to our advantage. Virtual reality (VR) is one of these technologies that we could implement in the mining industry. VR is a technology that emerged in the 1960s creating virtual environments and platforms. The user experiences these virtual environments from head- mounted headsets to rooms with 360 screens, all with different levels of immersion. These higher levels of immersion, create a higher level of presencemaking the users more engaged in the activity they are trying to accomplish. These two factors of immersion and presence are what make VR unique and beneficial. VR has some applications and case studies in the industry along with some research being conducted in universities. Unfortunately, there has not been a comprehensive literature review or analysis regarding only VR and its implementations for the mining industry in the last 5 years. This paper aims to describe what VR is and its relation to the mining industry, in the most recent years. The paper first gives a brief background on what VR is and its key concepts. Secondly, it will give information on how the initial stages of the literature review were conducted and the findings along with discussions. The paper will finish with the conclusion drawn from the discussion and potential future work.

Issues between resource utilization and resource preservation often develop in connection with coal mining. One such conflict exists in eastern Utah where PacifiCorp and Energy West Mining Company are working with State and Federal agencies to address the resource recovery/resource preservation dispute. The effects of underground longwall coal mining on golden eagle (Aquila chrysaetos) cliff nesting sites have been studied at the Cottonwood Mine since 1986. Subsidence, escarpment spalling, and the nesting activities of the local eagle population were monitored.

The last decade has witnessed a rapid development and application of slurry and EPB type tunnel boring machines. Both soft ground types are able to excavate tunnels in unstable ground conditions below the water table with positive face support. The most significant component of the excavation process is the cutterhead and tool con-figuration were the excavation and face support meets the geological challenge. The TBM downstream processes cannot take place unless the cutterhead and tools effectively do their job. This paper will review the current state of the art design for both slurry and EPB cutterheads and highlight both common as well as geological specific design features.

INTRODUCTION Before a mine is planned in detail, a preliminary analysis is often conducted. This preplanning permits the mining engineer to make a rapid assessment as to whether or not a particular mining property warrants further consideration. In fact, a properly conducted preplanning phase can come within 10% to 20% of the actual results, thereby saving the mining engineer valuable time before committing himself to a fine-tuned analysis. The questions to be answered by mine preplanning are (1) What will be the operating conditions for the mine? and (2) How long will it take to complete the project? To answer these questions, calculations dealing with reserve estimation, production planning, man- power planning, and project scheduling are conducted. The following sections discuss these various phases of mine preplanning in greater detail. RESERVE ESTIMATION The estimation of the various characteristics of a reserve, such as quantity, grade, and thickness, is an ongoing process throughout the life of a mining venture. However, the reserve-estimation phase of mine planning is more closely associated with the preplanning phase. There are many different techniques employed in reserve estimation of solid mineral deposits; variations among them are introduced because of such considerations as ease of application or level of accuracy. In any event, each technique is developed in the following manner: (1) the mineral body is represented pictorially and then subdivided into blocks related to one or more samples of exploration data, (2) the area and volume of each block is determined, (3) the volumes are converted to representative tonnages (or, for example, grades), and (4) the results are tabulated. To illustrate this procedure, the polygonal (area-of- influence) technique will be presented due to its ease of application, flexibility in dealing with different deposits, and general acceptance. The polygonal method assumes that all characteristics of a mineral body extend halfway between a point of observation and any other point of observation. The explored portion of the mineral body is represented by polygonal prisms whose depths relate to the characteristic in question (grade, thickness, etc.) and whose plane bases relate to the area of influence of each point of observation (drill hole, etc.) as shown in Fig. 1. The polygons must be constructed in a definite order, usually clockwise and from the periphery to the center of the deposit. Table 1 can then be used to calculate the characteristics in question. Since, by definition, the polygonal method assumes that the characteristics of a mineral body extend half- way between points of observation, it becomes readily apparent that the evaluation of a vertical-drill hole exploration program requires that the sides of the polygons be formed by the intersection of perpendicular bisectors (Fig. 2). Figs. 3 and 4 show correct and incorrect construction of the polygons. The criterion for correct construction of the polygons is that all points within a particular polygon must be closer to its rallying point than those located in any other polygon. This is clearly not the case for certain points that are located in the polygon containing rallying point B in Fig. 4. Although this method can be used where the drill holes are irregularly spaced, calculations become less tedious when a square net (Fig. 5) or a chessboard (Fig. 6) grid is adopted. The numbers shown in Figs. 5 and 6 represent the relative weight for each of the shaded areas. In general, the greater the number of polygons, the more continuous the mineral body, and the more regular the grid, then the more accurate the computations will be. PRODUCTION PLANNING Before an acceptable evaluation of the production potential of a mine can be determined, a thorough exploration program should be conducted. It seems obvious that the nature and properties of the deposit and adjacent strata, the presence of impurities, and other mining conditions should be adequately determined prior to production planning and equipment selection. The lack of sufficiently detailed knowledge of the many mining parameters has led to the failure of numerous operations. For example, targeted production tonnages and equipment sizes for a coal mine are intimately related to the seam thickness. Needless to say the quality of information that is gathered from an exploration program can have a tremendous impact on the production plan. One of the best kept technology secrets in U.S coalmining history involved a robust coal geophysics program used by a local coal company to detect and map various geologic anomalies and man-made structures ahead of mining for nearly 15 years. Several original mine plans were changed as a result of findings from two-dimensional (2D) and three-dimensional (3D) seismic data. They indicated the presence of geologic anomalies in reserve areas that could adversely impact future mine development and longwall production. By combining the surface seismic and exploratory drilling methods, the coal company learned how to properly leverage its risk by gathering a lot of useful subsurface information before making major commitments.

Ordinary portland cement (OPC) is the key pozzalonic component of the concrete mix widely used as a construction material worldwide. B illions of tons of OPC are used in the construction industry each year. However, calcinations of limestone and silica that produce OPC also produce almost an equal amount of C O2 during the cement manufacturing process. Thus, OPC production accounts for nearly 7% of all anthropogenic C O2 emissions each year. The main objective of this study was to develop a geopolymer-based composite to be used as a substitute for OPC in concrete application to significantly lower the carbon footprint of the construction industry. A waste material produced during the coal combustion process was used as the main raw material for the geopolymer-based composite. It was mostly the nonmetallic content of the F-type fly ash produced from the combustion of bituminous coal. The authors envisioned extracting some of the valuable metal oxides from fly ash prior to using the major nonmetallic portion of the fly ash for geopolymer concrete application. The results obtained from this study showed that the compressive strength of geopolymer concrete compares favorably with that of conventional concrete prepared using OPC.

Bolting the mine roof is one of the noisiest underground mining operations. The main contribution to the noise is the drilling of the roof bolt holes, especially drilling in hard rock. Previous research shows that the specific energy consumed in drilling bolt holes is inversely proportional to the bite depth (i.e., penetration per drill revolution). Less specific energy at a reasonably high bite depth means less energy is wasted in the drilling process for producing heat, bit wear and noise. Therefore, proper control of the drilling operation to achieve a reasonably higher bite depth can reduce drilling noise from its sources as a proactive noise control approach. In order to explore the feasibility and develop the proactive technology for reducing drilling noise, drilling tests have been conducted in laboratory settings. The preliminary results show that significant reduction in noise dose can be achieved by drilling in medium hard rock with uniaxial compressive strength of about 276 bars (4,000 psi) and at a reasonably high bite depth of about 4.6 mm/rev (0.18 in./rev). This paper presents the findings from laboratory experimental studies.

Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.

Successful mineral exploration is the lifeblood of the mining industry. Contrary to what the environmental lobby would have the world believe, the industry is replacing the metals it is extracting. The reserve base has not changed significantly in 20 years (Fig. 1.) Mineral exploration is a research activity. First there is the idea, the vision or the intuitive thought. The experiments follow. These involve repeated phases of data gathering, data interpretation and concept testing through drilling. For many companies, exploration is the main investment in scientific research. Each mineral exploration experiment may involve years of costly work. Despite the improving tools of science and technology, the investment remains high-risk. Only the promise of high rewards, or desire to survive as a mining company, will stimulate the necessary commitment and level of investment. Confidence that an economic return can be achieved, confidence in the science and technology being applied and confidence in the people involved are the foundations upon which successful mineral exploration is built (Woodall, 1984). The challenges facing the explorationist in the 1990s fall into two categories: - the challenge to make the activity economic; and - the challenge to make the activity socially and, therefore, politically acceptable.

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35 °C (95 °F) (MSHA 2008 [1]). The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by > 5.6 °C (10 °F) in mines with elevated mine strata and air temperatures (Bissert et al. 2017 [2]). In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35 °C (95 °F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy

The US$1,850 million EastLink project is a 39km tollway and includes twin 3-lane,1.5km long, undrained driven tunnels. The hard rock tunnels are being built to avoid passing the motorway through the Mullum Mullum Valley and so to help preserve the unique flora and fauna in the area. This paper describes several of the key issues in the tunnel design and construction, including: the integration of the temporary support design with the Contractor’s tunnel excavation and support procedures, including sharing of responsibility between the Designer and Contractor for support type selection and the production of a project specific rock mass classification system to enable more objective determination of ground conditions. detailed hydrogeological assessments during the design and construction phases to allow confirmation of design loads for the tunnel lining design and the various suite of waterproofing tools in order to meet the project inflow requirements. development of a pre-cast invert solution to the main tunnel secondary lining to enable faster lining construction and to minimize risks to the tunnel membrane associated with fixing reinforcement and construction traffic.
