This paper is concerned primarily with the kaolin deposits extending northwestward from Macon, Ga., which is in the western part of the Irwinton district (fig. 1). These deposits are in a belt of kaolin districts extending along the inner edge of the Coastal Plain from the Aiken district, S. C., southwestward to the vicinity of Macon, a distance of 150 miles (250 km). Large kaolin deposits associated with bauxite also occur in an extension of this belt southwestward from Macon as far as the Eufaula district, Ala., a distance of about 130 miles (208 km). The belt splits away from the inner edge of the Coastal Plain in a southwesterly direction from Macon; the Eufaula district is approximately 50 miles (80 km) south of the contact of Coastal Plain sedimentary rocks with much older crystalline rocks. Structure The strata of Cretaceous and Tertiary age containing the kaolin deposits all dip gently seaward irom the landward edge of the sedimentary rocks. The dip of the Cretaceous strata is about 25 feet per mile (4.9 m per km). The dip of Tertiary strata is about 15 feet per mile (2.1 m per km). In places, the Tertiary strata overlap the older sedimentary beds and rest directly on the crystalline rocks. Faults having a few feet of displacement have been observed in several mines, but no major faulting is known in the area.

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

Road construction in the near future will require contractors to guarantee that a project will remain trouble free for years after the project has been completed. These guarantees will challenge aggregate producers to become technically proficient in judging performance of their products. Testing procedures are described that may be used to predict performance of concrete and asphalt pavements before being committed into a construction project, and may also be used as quality assurance tools during construction to monitor performance as construction proceeds.

"On April 4, 2017, the largest earth-pressure-balance tunnel boring machine (TBM) ever built finally completed its 2.7-km (1.7-mile) journey beneath Seattle, WA, nearly four years after it began boring the SR-99 tunnel that will eventually replace Seattle’s Alaskan Way Viaduct.By now, readers of this publication are familiar with the ordeal that began on Dec. 6, 2016, when the machine overheated and shut down. Until that point, the TBM, named Bertha, had grabbed headlines for being the largest in the world with a 17-m (57.6-ft) diameter face. But after the incident that stopped the progress, the headlines suddenly stopped focusing on the engineering marvel of the tunnel project and began asking what went wrong. Just 300 m (1,000 ft) into the tunneling journey the machine was stuck, unable to move forward and impossible to retract.The project’s contractors, Seattle Tunnel Partners,(STP JV) – a design-build consortium comprised of Dragados - USA, Tutor Perini, say a 20-cm (8-in.) steel well-casing buried in the path of the machine caused the problems that halted the TBM. The Washington State Department of Transportation (WSDOT) disagrees, and the issue over who ultimately pays for the repairs is now with the courts.Eventually, engineers determined the best way to get Bertha back to work was to dig a 36-m (120-ft), deep concrete lined shaft pit in front of the machine and lift the 1.8-kt (2,000-st) cutterhead out for repairs. The repairs took two years but eventually the machine resumed mining in January 2016. In April 2017, the TBM finished building the tunnel, breaking through at the tunnel’s north end near Seattle’s Space Needle, with little to no ground surface movement measured on the entire alignment.While the cause of the TBM breakdown and who should pay for repairs was debated above ground, the work below ground continued. David Sowers, deputy program administrator, engineering and program management with WSDOT, told Mining Engineering during the 2017 Cutting Edge Conference in Seattle that in addition to the technical marvel that the tunnel became, the fact the parties involved were able to work through the unprecedented challenge is a great example of how to overcome challenges on massive projects."

Published subsidence data for the western United States is limited in comparison with data for the east. This paper summarizes the results of a subsidence monitoring program above two longwall panels at the Foidel Creek Mine located in northwest Colorado. The monitoring area is characterized by overburden ranging from 1000 ft to 1100 ft in thickness. The surface slope parallels the dip of the bedding at approximately 5 deg. Average mining height is 9 ft. Smax averaged 3.4 ft. Draw angles averaged 15 deg for up-dip ribsides and 19 deg for down-dip ribsides. A site-specific profile function is developed from the data.

The study investigates the effects of high-velocity impacts of common mine materials on a reinforced mine seal rated to 120 psi. It found that materials propelled during an underground explosion could generate enough stress to crack or damage seals, even with little visible damage. This highlights the need for careful evaluation of mine seals after any impact or high-pressure event.

Interstate 70 running into the mountains west of Denver, CO is the main access to the state?s numerous ski areas and other tourist attractions. As such, the highway is a vital part of Colorado?s economy. Due to the mountainous terrain in which it winds, I-70 is limited to two lanes in either direction. And, during the past few decades, the volume of traffic has increased to the point where motorists encounter major delays, particularly on Friday evenings and Saturday mornings heading west from Denver, and then again on Sunday evenings heading east. In the past, those delays occurred mostly during the ski season. However, many of the mountain towns have been successful in turning their resorts into year-round vacation destinations. A good move economically, but the pressure added to I-70 has caused even greater traffic delays, sometimes to the point where some Front Range residents avoid trips to the mountains.

The stability of underground openings for deep mines is critical, since incorrect orientation or geometry of shaft, stope, and accessways often results in the failure of openings due to high stress concentrations. Current state-of-the-art procedures for the design of underground openings are largely based on rules of thumb, experience, and trial and error. Rules of thumb are invariably based on the past experience of the designer and may not remain optimal as the depth and complexity of mine workings increase. Often, as conditions change, and as the interaction between geology, in-situ stress conditions, and mine openings grows more complex, the cost of maintaining structural integrity becomes prohibitive. Existing design procedures for deep mines are rapidly becoming inadequate as mines are worked at greater depths. For example, in the Coeur d' Alene Mining District, several million dollars are spent for inspection, repair, and maintenance on a regular schedule, largely as a result of inadequate design. In these types of situations, it is of critical importance that a new design methodology be developed for the layout and design of underground openings.

Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations. ISO 14000 series are voluntary international standards that address environmental management system standards, environmental auditing, environmental labeling, environmental performance evaluation, and life-cycle assessment. An environmental management system (EMS) is a facet of an organization's structure that addresses the immediate and long-term impact of a company's products, services, and processes on the environment. Many companies in the United States are taking a cautious wait-and-see approach before embracing ISO 14000. A few mining companies are reviewing the standards and using them as guidelines. The paper outlines the status, possible benefits to the mining industry, and options available to a company wanting to become involved in the ISO 14000 standards.

Olivine was first described and named by Warner in 1790. It is an olive green to greenish gray colored magnesium-iron silicate containing a mixture, in solid solution, of fosterite (Mg2SiO4) and fayalite (Fe2SiO4). Ratios between fosterite and fayalite in olivine are somewhat variable, but in general olivine contains at least 85% fosterite. Specific gravity is variable also, depending on the ratios of fosterite to fayalite. As a rule it is in the 3.2 - 3.4 range. All commercial olivine is obtained from the rock dunite, the most basic member of the peridotite group. Dunites, in addition to being composed primarily of olivine, generally contain assessory pyroxenes and spinels (chromite and magnetite). Dunites', when altered by hydrothermal solutions or metamorphism, often contain alteration minerals such as talc, serpentine, chlorite, vermiculite and amphiboles. In the 1930's and 40's considerable research was conducted on olivine for use as a refractory, plant food raw material, magnesium source for metal, and a source for magnesium chemicals. This research met with only limited success.

The gold ores in the Jerritt Canyon district have been recognized as refractory since they were first encountered by FMC geologists in 1976. Upon obtaining managing rights as joint venture partner, Freeport McMoRan Inc. developed an operating plan featuring carbon-in-leach gold recovery techniques for the oxide portion of the ores and a patented sulphide oxidation step followed by chlorination for treating the organic carbon constituents of the refractory ores prior to CIL gold recovery. The plant was successfully started up in 1981 with the first gold poured on July 4, 1981. Initial plant throughput was designed to be 2495 MTPD (2750 STPD) total through the dual processing trains.

For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. At the Freeport Indonesia Grasberg Mine in Irian Jaya, Indonesia, a system of underground drainholes and surface drain wells have been designed and are currently under construction. The underground drainholes are located at elevations of approximately 9,600 feet and the surface drainwells located at elevations ranging between 12,500 and 13,000 feet. Together they will be used to drain the ground water contained within relatively incompetent rock. This drain system will allow for the successful dry mining of the open pit, and provide slope stability of the pit wall. The surface drain well network, when completed will allow for the draining of ground water to the Amole Drift where the underground drainholes are constructed.

Located approximately 50 miles northeast of Knoxville, Tennessee, Short Mountain Silica mines the Clinch Formation, an orthoquarzite, for silica sand. In 1980, a Knoxville resident and area contractor visualized mining Short Mountain for silica sand. Because APG Industries, the main market for the glass sand product, was only 48 kilometers from the site, many silica sand companies became interested in the property. In 1986, J.D. Nicewonder began to develop the site, and in May of 1988, APG Industries received the first sand shipment.

Oxides are important for use in the production of metals, ceramic hardware, paints, permanent magnets, magnetic recording tapes and many other uses. In some of these applications, particle morphology, degree of crystallinity, purity, and homogeneity are relatively insignificant, while for other uses, these same properties are of critical importance. Many conventional processes are based upon recovery of the oxides from aqueous solutions by processes which include neutralization, evaporation of solvent, and precipitation of a complex salt. Consequently, many of these techniques lead to oxides of low quality. There is a growing demand for oxides of high quality, i.e., materials with narrow particle size distribution, controlled particle morphology, high purity, few structural defects, and high degree of crystallinity and homogeneity. This demand has prompted industry to search for new approaches for the manufacture of these special materials. One new approach for preparing high quality oxides is hydrothermal precipitation. This process has been used for preparing simple oxides such as ZrO2; mixed oxides such as ZrO2-SiO2; and complex oxides such as BaTiO3. These oxides were prepared in a high state of purity with a high degree of crystallinity and., in many cases, without the addition of precipitants. Many impurities- that are normally precipitated by conventional methods such as neutralization present no problem since they remain in solution. Nature of the process and its applications are discussed in this article.

There are several potential large-volume uses for coal ash in mining-related applications that could be environmentally and economically beneficial to mining companies. Actual usage, however, may be constrained by regulations or by perceptions of coal ash and the potential uses. To identify currently allowed uses and to assess constraints to coal ash use in the eastern coal fields, questionnaires were sent to state coal mining agencies to determine their policies on coal ash utilization and to mining companies to solicit their viewpoints on coal ash utilization. Identifying and understanding the constraints will allow for the development of a coordinated and consistent approach to remove or reduce these constraints and possibly allow for increased utilization of coal ash by the mining industry. This paper summarizes the findings of our investigation.

Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.
