What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

Pressure tunnel includes water-supply tunnels and tunnels for hydroelectrical power plants. Their design principles are different from those of water/wastewater/conveyance and transportation tunnels. Though theoretical pressure tunnel design guidelines exist, a comprehensive guide to summarize these guidelines to facilitate the planning and design of a pressure tunnel program is lacking. The purpose of this paper is to fulfill this need. It first provides key pressure tunnel design concepts in hard rock environment; then, it illustrates associated final lining design principles, including the design of un-reinforced concrete lining, steel lining, and reinforced concrete lining. Design diagrams and a flowchart for the reinforced concrete lining design are provided.

A methodology is presented for finding feasible or locally optimal designs in the class of homogeneous, countercurrent, processing networks performing two-component non-sharp separations. The advantage of the methodology developed here is that given a set of independent performance criteria (specifications such as network separation factor, beneficiation ratio or recovery), a feasible or locally optimal countercurrent network design meeting those criteria can be found in one step. In the methodology, graph-theory was used to explicitly obtain the exact network responses of specific countercurrent networks. These responses were used to formulate the linear recursion equations whose solution gives the expressions for the countercurrent network responses which are a function of the stage transfer functions for two-component, non-sharp separations. These expressions are also functions of the network variables n and c. These expressions, together with the set of independent design criteria, were solved simultaneously for n and c using the Levenberg-Marquardt algorithm for systems of constrained, non-linear equations. The network variables n and c embody the coded network design information which is used to find the feasible network design which satisfies the set of independent performance criteria.

The abstract discusses the issue of mine equipment fires caused by hot surface ignition of flammable liquids. The research investigates the ignition probability of liquid fuels (diesel, engine oil, hydraulic fluid) on different metal surfaces (stainless steel, cast iron, carbon steel) under various ventilation speeds. The results show that the type of metal and ventilation speed influence the ignition temperature, with diesel being the most easily ignited fuel and carbon steel requiring a higher ignition temperature. The study provides data for understanding equipment mine fires and developing mitigation strategies.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. In an earlier study (Deschênes et al., 2009), gold and silver were shown to be efficiently extracted from samples taken from the Kupol Mine in Russia using lead nitrate in a cyanide leach system. In the current study, a com-parison of the technical and economic merits of a new technology called CANMET enhanced leaching process (CELP) was made with the cyanidation/acidification-volatilization-recycling (AVR) process using eight metal-lurgical variability samples, as well as a large composite sample, which was to represent the initial two years of Kupol mill feed. The composite sample leach feed assayed 33.4 g/t Au and 289 g/t Ag. The metallurgical results from the large composite sample demonstrated that CELP produced very similar gold and slightly higher silver leach extractions compared to the conventional cyanidation/AVR leach conditions at 1/2 the cyanide concentra-tion (1,000 ppm NaCN in CELP vs. 2,000 ppm for cyanidation/AVR leach conditions). It was estimated that the total cost per ton was approximately the same for the two technologies (total cost of CELP with the use of Merrill-Crowe at $46.48/t, with cyanidation/AVR at $46.13/t). However, the implementation of CELP would eliminate a capital expenditure of approximately $5 million for an AVR system based on a 2005 feasibility level cost estimate. Eight variability samples used to confirm the composite sample results showed that, on average, the gold leach extractions with CELP and the conventional leach conditions were very similar, but the average silver leach extraction was 2.1% higher for CELP. Furthermore, CELP silver leach extraction was 4.6% higher on average compared to conventional cyanidation for the four mid-grade variability samples evaluated. The decision was made to remove AVR cyanide recovery from the flowsheet and implement CELP at Kupol. The ability to use the conventional leach equipment with CELP and simplify the flowsheet was also a factor, given the remote location of the Kupol Mine.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Innovative solution management is being used at Coeur-Rochester Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap that increase pregnant stream values at a lower and less costly plant flow rate. Silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months to enhance the silver extraction rate. The Coeur-Rochester silver and gold mine, located in central Nevada, is an open pit, heap leach operation that has been in production since late summer of 1986. The facility produces about 15.4 kt/d (17,000 stpd) of -13 mm (-0.5 in.) ore to a leach area consisting of more than 37 hm2 (4 million sq ft) of 80 ml HDPE liner. Crushing is accomplished with a 1220x 1520-mm (48- x 60-in.) jaw crusher. This is followed by a single 2.1-m (7-ft) standard cone crusher and is completed with four 2.1 m (7 ft) short-head cone crushers. Agglomeration is not required for the crushed ore, which contains less than 10% -75. µm (-200 mesh) material. The ore contains 53 g/t (1. 55 oz per st) silver and 0.377 g/t (0.011 oz per st) gold. It is end dumped over previously leached material, leveled, and then ripped with a bulldozer. Drip emitters at 810 mm (32 in.) spacings on 910 mm (36 in.) centers are used to apply barren solution to the heap. A portion of the emitter lines are buried I m (3 ft) deep during the winter months and are placed on the surface the remainder of the year. The leach solution contains 0.75 g/L (750 ppm) sodium cyanide solution at a pH of 10.5 - 11. Dissolved oxygen averages 8 ppm in the pregnant solution. Cyanide consumption for the ore to date is just under 0.2 kg/t (0.4 lb per st). The pH control is accomplished by adding I kg/t (2.0 lb per st) 0-10 mm (-0.4 in.) pebble lime to the ore at the tertiary crusher. The use of phosphorus by mankind is long established. From use in agriculture, foods, high tech electronics, and more recently in EV battery cathode production, one cannot escape its impact on today’s society. This paper will review and describe the circular journey of phosphorus through its value chain from the mining operation of phosphate ore through beneficiation into downstream chemicals production and finally into the EV battery cathode production space. This will include a review of phosphoric acid production from phosphate concentrate using wet process route and thermal route. The wet process route discussed will be via dissolution of phosphate concentrate by sulphuric acid. The thermal route will discuss thermal decomposition of phosphate concentrate using submerged arc furnace to produce yellow phosphorus followed by its combustion to produce phosphorus pentoxide and subsequent hydration to produce phosphoric acid. It will also discuss briefly other phosphate derivatives for specialty chemicals and recovery of phosphorus units from wastewater treatment plants, sewage sludge and incinerator ash. This paper reviews a study conducted for Australian Coal Research Limited (ACARP) to assist Anglo-American operations with better understanding of coal burst mechanics and control based on U.S. practical experience, investigations, and inspections in three major U.S. coalfields over the past 45 years. The study examined both nonviolent and burst-prone case studies to identify contributing risk factors and addressed failure mechanisms for major U.S. coalfields in Utah, Colorado, and Kentucky, which have diverse characteristics. To investigate the mechanics of coal burst, a multipronged approach is used. First, field measurements in three mines from East Mountain, Utah, are complemented with finite-difference stress analyses to address the importance of horizontal stress in coal pillar mechanics of violent failure. Second, the computational procedures for estimating seismicity resulting from slip along geological discontinuities are reviewed, as these measurements point to seismicity being the trigger mechanism for violent failure of marginally stable structures. This joint-slip seismicity mechanism is in agreement with the more recentimproved re-examination of mining-induced seismicity (MIS) data from the Crandall Canyon Mine, Utah by University of Utah (UOU). Third, a hybrid statistical-analytical methodology is applied for identifying significant factors affecting coal burst. It utilizes data from 30 case studies including those from Utah, Colorado, Kentucky, and other eastern U.S. mines. The statistical approach reinforces field measurements and points to strata rigidity, joint spacings, and horizontal stress field as significant factors affecting damage resulting from coal bursts. This provides practical capabilities for identifying operations of higher risk using a rigidity-cavability variable. Overall, the study provides valuable insights into the mechanics and risk factors associated with coal bursts in major U.S. coalfields. By utilizing a multipronged approach that incorporates both field measurements and statistical-analytical calculations, the study offers practical capabilities for identifying operations of higher risk and improving coal burst control.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation, which often requires that the primary ventilation system is upgraded with additional shafts and surface fans. The use of booster fans underground is a potentially practical alternative. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room and pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

Jetti Resources has developed a catalyst which overcomes the passivation of primary sulfides, enhancing the heap leach recovery of copper from chalcopyrite. It is important to emphasize that heap leaching of copper sulfides, whether with or without the Jetti catalyst, is a biooxidative process. We have demonstrated the efficacy of Jetti’s technology in bioreactors, with a chalcopyrite-dominant porphyry ore. In the presence of Jetti’s technology, optimal bioleaching conditions significantly increase copper extraction by 2.6 times that of the baseline.

"The McCook Main Tunnel system consists of a 10-m (33-ft) finished diameter, 490-m (1,600-ft) long, hard rock tunnel constructed from a 27.5-m (90- ft) diameter and 92-m (300-ft) deep main gate and tunnel construction access shaft. The gate shaft houses six, high-head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steellined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir.The construction of the tunnel system has been divided into two contracts. The gate and construction access shaft was completed in August 2011. The tunnel excavation and concrete and steel lining was completed in September 2014. The remaining and undergoing construction include the tunnel connections to the reservoir and the Mainstream Tunnel and installation of gates and hydraulic cylinders. This article focuses on the live connection of the McCook Main Tunnel to the Mainstream Tunnel that was initiated in November 2014 and will continue through the seasonal drier weather conditions in Chicago approximately from October through April. Chicago TARP systemThe MWRD has been addressing combined sewer overflows (CSO) and flooding in Chicagoland since the late 1960s and formally adopted the tunnel and reservoir plan in 1972 to protect the region’s most precious drinking water supply, Lake Michigan. Phase I of TARP, which included construction of 175 km (109 miles) of deep storage and conveyance tunnels with diameters up to 10 m (33 ft), was completed in 2006. In addition to protection of Lake Michigan from CSO discharges, Phase I resulted in substantial improvements in surface water quality as well as the quality of life for lake and riverfront communities in Chicago. Water quality improvements and flooding mitigation will be further enhanced as Phase II reservoirs are placed in service, including the three large reservoir systems, McCook, Thornton and Majewski (Fig. 1).The McCook Reservoir is the largest reservoir in the TARP system. Once completed, this $700-million reservoir facility will receive 38 billion L (10 billion gal) of CSO and flood water via the McCook Main Tunnel, which connects the TARP Mainstream Tunnel to the McCook Reservoir, and from distribution and Des Plaines inflow tunnels which will bring flow from the Des Plaines Tunnel of TARP."

With the rapid development of renewable energy technology, such as electricity reserves, to store energy for electric or electric vehicles, environmentally friendly energy sources are expected to continue to be fulfilled according to mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in Indonesia in the Sidoarjo mud content is interesting to be used as an alternative source of raw materials. During the research, sulfuric acid acted as a solvent, and hydrogen peroxide acted as an oxidation agent. Lithium recovery will be studied using a leaching process at various temperatures (30, 45, and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4, and 6 mol/L). The increasing temperature, sulfuric acid concentration, and hydrogen peroxide concentration will directly affect the lithium recovery. An increase in sulfuric acid concentration will be directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at varying 6 mol/L sulfuric acid concentrations and 60 °C temperature variations. The shrinking core model (SCM) studied leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was obtained at 38.90 kJ/mol.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. The Wyoming bentonite industry finished 2005 with strong growth. For most of the markets, demand exceeded supply. The industry continues to be heartened by the strength of its longtime markets, oilfield and iron ore pelletizing markets. But overall, all of the major markets enjoyed good to excellent commercial conditions. Growth at the macroscale was fueled by the continued strong domestic economy, by the exchange rate of the U.S. dollar in global markets and by strong worldwide global demand. As result, two new greenfield operations are in the early stage of development in the Wyoming region for the first time in more than two decades.
