The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

Twin 1250 m (4100 ft.) long highway tunnels through Cumberland Mountain near Middlesboro, Kentucky are planned to be completed in the early 1990's. The tunnels will be excavated in sandstones, limestones, and shales, dipping at 35 to 50 degrees and striking nearly perpendicular to the tunnel alignment. In 1985-86 a pilot tunnel was excavated as a crown drift along the alignment of the southbound tunnel. The benefits of the pilot tunnel in reducing uncertainties for main tunnel construction are discussed. The cost-benefits of the pilot tunnel are examined in view of estimated main tunnel costs.

Optimization and sensitivity analysis of mineable economic volumes have been standard practise for open pits for many years now, and more recently software has become available to apply techniques for delineating mineable reserves for underground mines. In general these techniques have been applied to a single resource model to quantify mineable tonnes and grade for underground mining. However by using multiple conditionally simulated models both the risk associated with the mining parameters and the risk associated with variations in grade, tonnes and profit can be quantified. Using suitable software the mine planner can then easily and quickly define and compare alternative designs to assess and improve the robustness of and the confidence in the final design.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. The ability to accurately model the movement of grade boundaries during a typical bench blast would be of significant benefit to mine operators. The movement of grade boundaries during the blasting process may have significant impact on grade recovery if not accounted for. The paper describes the preliminary stages of a research project which combines numerical blast models and conventional mine planning software to allow practical use of the results of a numerical blast simulation. A two dimensional bench blast is simulated using the Universal Distinct Element Code (UDEC). The results of the simulation are used to provide input to the Surpac mine planning package which can be used to generate grade control plans.

During the late 1940's and early 1950?s, the Westinghouse Combustion Turbine Division built and demonstrated a residual oil-burning locomotive on six eastern railroads. Plans were made to convert to burning pulverized coal, and a single combustor was operated at a full-pressure condition in the laboratory for about two years. During the mid-1960's to mid-1970's, there was considerable interest in coal-burning MHD and a combustor was developed which would also be applicable to combustion turbines. In the early 19801s, the BCR National Laboratory (BCRNL) became affiliated with the University of Pittsburgh, and a program was begun, supported by the Stare of Pennsylvania, to develop an all-purpose combustor for use with industrial and utility boilers and eventually with combustion turbines. In this paper, we review the work of almost 40 years, indicate our present position, and propose steps to be taken leading to efficient and environmentally acceptable power generation from coal, and specifically to coal-burning locomotives.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

Collophane, cryptocrystalline fluor-apatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Fe2+, Hg2+, Pb2+, and Cd2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested.

Estimating the residual metal inventory of large heap leaching operations is desirable for many reasons. Several methods have been tried with limited success. Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. A 1995 RETC paper of similar title presented a method for estimating rock tunnel water inflow based on semi-empirical correlations with borehole water pressure tests. Since that time the author has found the method to be very useful, and it has been used by others in the industry. This current paper is an update which is intended to: A. More clearly explain assumptions and limitations of the method. B. Describe some case history examples. C. Respond to questions which have been raised; and extend the method to other considerations including distribution of inflow along the tunnel, panning requirements, interpretation of tunnel probe hole water inflow, and estimation of potential effectiveness of pre-excavation grouting to reduce water inflow.

Due to deposit shape and dimension, narrow vein makes reserve modeling, geological control, stope design, drill and blasting more challenging. It needs high standard quality control as errors can be created easily, which could cause significant amount of ore loss or dilution. From channel sampling, survey control, reserve modeling, drill hole design, blasting, communication with underground drillers to backfill, this paper illustrated every step and its quality control of a long hole stope mining. Compared to other narrow vein mining methods (cut and fill and shrinkage), long hole stoping means higher production, less labor, and significantly lower cost when deposit characteristics allowed.

The usual method employed to determine the direction of flow in a connecting airway in advance is to conduct a survey between the two existing nodes being connected by means of the new airway. It is then assumed that airflow will take place from the node with higher pressure to the node with lower pressure. The purpose of this paper is to examine this direction-of-flow problem -- using properties of the system characteristic curve for a two-terminal network -- and specify some conditions that ensure that flow will take from the higher-pressure node to the lower-pressure node. It is concluded that the only requirement is that all characteristic curves of fans in the network should be strictly decreasing. Five numerical examples illustrate some important properties of the direction-of-flow problem.

Whilst mine planners almost universally assume deterministic forward commodity prices when undertaking valuations of mining projects, historical data well demonstrates that those prices are quite volatile. This paper seeks to understand and quantify how this forward price uncertainty will impact mining project valuation. This paper will also present a way of computing an upper bound on the expected Net Present Value (NPV) of a mining project given forward commodity price uncertainty.

"Tell us how you got involved in mining and about your career path.My dad was a coal miner and my uncle was a metallurgist, so when I enrolled at Penn State’s New Kensington Campus, I chose the College of Earth and Mineral Sciences — exact majors didn’t get picked till the end of your sophomore year. Penn State New Ken had an associate degree in mining program and one of the guys in my carpool was going to take Mining 30 in the evening and the other guy (mechanical engineer) was also able to take an evening class. I didn’t want to break up the carpool, so I took Mining 30, complete with essay tests. I could write, so I did well, and the professor said I should go into mining engineering. Fast forward to the end of the next term at University Park, and I realized there wasn’t enough chemistry in mining. Switching to metallurgy would have meant another term at that point, so Dr. Lovell, my advisor, trotted me down the hall and to the next building and said I was a mineral processor. That stuck. I was a summer student at U.S. Steel Research between my junior and senior year and they paid for my master’s degree — all about clay and macerals in coal flotation. During that time, the steel industry tanked, and I thought a Ph.D. would be a good idea — I could always teach at the university level if I had those credentials. The Electric Power Research Institute had a Coal Cleaning Test Facility in Homer City, PA, and I conducted my Ph.D. research on rate and residence time in conventional coal froth flotation cells there and at a local cleaning plant. I went to work at the test facility in 1987 (later CQ Inc.) and stayed there until I started PrepTech Inc. in 1997. PrepTech offers some consulting services for coal cleaning plants and sells mineral processing equipment, mostly to coal companies. I can’t believe it’s been 21 years.And what about your SME career?Of course, I was a student SME member at Penn State. We used many of the SME books in class, so who wouldn’t want the student discount? While in Homer City, I became involved with the Appalachian Plateau Subsection of the Pittsburgh Section. We’d hold quarterly meetings with interesting speakers and had good attendance. I was the secretary. I’m still the secretary and also get the bank statements. We’ll need to close that out some time, but I guess I’ve been hoping for resurgence in the Indiana/Cambria/ Somerset area."

To build an effective entry roof beam, a roof bolting or supporting system must be of the ability of providing a clamping force to the bolted roof strata. Currently, two roof bolting systems are widely used to serve the purpose of providing such a clamping force. They are resin and mechanical anchorage bolting systems. Both numerical modeling and double shear testing results indicate that a greater pre-installed load or pretension of a roof bolting system is very critical for effective beam building. Although it?s generally accepted that a mechanical anchorage bolting system can provide a greater pretension than a resin anchorage bolting system does (Su and Poland, 2007 and Peng, 2008), no published field data are available to support such a conclusion. This paper analyzes the results of our field tests on both roof bolting systems, explains why one roof bolting system is better than the other under a typical roof condition, and finally discusses the effective means for coal mine operators to determine the best roof bolting system for their roof conditions.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

"When performing a valuation of a mineral property, a developing mine or perhaps an ongoing operation, the appraiser is typically provided with a range of information prepared by the property owner. This information can include ownership records, geological interpretation, assay data, an estimate of the reserves or resources believed to be on site (tons and grade), mine plans, production forecasts, capital and operating cost projections, and so forth.The appraiser familiarizes himself with the data, analyzes the various reports and then prepares the appraisal. There is usually a site visit, and there may be some effort at comparison of the particular mineral deposit with others in the region or with those of similar depositional characteristics, but for the most part, the appraiser is relying on the corporate documents, tempered by his/her experience in the field. Time is usually of the essence, the cost for the assignment has been trimmed, and therefore independent verification of the various components comprising the underlying data base (legal review, redrilling portions of the deposit, collection of new samples, re-assaying, etc.) is unlikely in most situations.In the case of high-value commodities — gold, silver, diamonds, perhaps the platinum-group elements — there have been numerous examples of the property owners attempting to increase the value of their holdings by nefarious methods. Most of these involve salting the deposit in some fashion; i.e., introducing small amounts of the commodity into samples being sent to a laboratory for analysis so that the resultant assay shows a higher grade (Donaldson, 2002; Greeley, 2001; Lechler et al., 2008 and Meech, 2001). Other schemes to enhance the apparent worth of a property include the use of nonstandard assay procedures, incorrect handling or withholding of the underlying information, and false reporting."
