The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations), even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of possible explosion pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners’ Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic and safe mine sealing technique that can enable mine seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble, in combination with a conventional mine seal, so that the pressure resulting from a gas explosion is reflected, absorbed and attenuated, and the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a “passive mine blast attenuator” (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals.

Four different types of fire suppression systems were evaluated in large-scale fire experiments to study the effect of air velocity on their effectiveness in extinguishing conveyor belt fires. The four different types of suppression system were water sprinkler, deluge-type water spray and two different dry chemical fire suppression systems. The large-scale fire tests were conducted with 1.8-m- (72-in.)-wide fire-resistant rubber belt that met the Mine Safety and Health Administration flame resistant requirement specified in Title 30, Code of Federal Regulations, Part 18, section 18.65 (also known as the 2G Flame Test). Each fire suppression system was tested at air velocities of 152 - 168 m (500–550 ft) per minute (mpm) and 411 - 457 mpm (1,350 - 1,500 fpm). Two tests were conducted at both air velocities for each fire suppression system. Both of the water-based fire suppression systems were able to suppress the fire to the point that a miner could extinguish it with a fire extinguisher. However, the amount of water needed to suppress the fire to the point where a miner could walk up to and extinguish any smoldering belting was greater than the current MSHA regulations required. MSHA regulations only require 10 minutes of water supply for a suppression system. In the test setup, neither of these systems would have suppressed the fire had the water been turned off to the system after 10 minutes. The dry chemical suppression systems produced mixed results. Dry chemical suppression system A did not suppress the conveyor belt fire at either air velocity. Dry chemical system B suppressed the fire at 152 mpm (500 fpm) air velocity, but produced mixed results at the higher air velocity. Details are presented on the large-scale fire test setup, arrangement of the fire suppression systems and conclusions regarding the effect of air velocity on fire suppression system design and performance.

"PROJECT OVERVIEWThe Sistema de Potabilización Área Norte project (Northern Area Purification System) was a major expansion of the potable water system in Buenos Aires Province, Argentina. The aim of the project was to transport and purify raw water from the Paraná River to provide potable water for five communities in the northern part of the province, benefitting up to two million inhabitants. The project was constructed by a joint venture of four South American contractors (“the JV”), and consisted of the following key components:• Treatment Plant: A 16 hectare area was cleared for the construction of a treatment plant to purify 900,000 m3/day of raw water from the Paraná River and distribute it to the surrounding communities.• Bored Tunnel: Nearly 15 km of 3.6 m inner diameter tunnel, ranging from 18 to 22 m below grade, was bored with two EPB tunnel boring machines to draw the raw water from the river. The TBMs started from a central launch shaft and proceeded in opposite directions: Cristina advanced northbound to the Paraná River Intake System, and Liliana advanced southbound to the new treatment plant.• Access & Ventilation Shafts: Five access shafts and eight ventilation shafts were installed along the length of the tunnel. The access shafts were designed to provide entry points for inspection and maintenance of the final tunnel. The five shafts consisted of: one central launch shaft in the middle of the tunnel alignment, one retrieval shaft at each end of the tunnel (Intake and Treatment Plant, respectively), and two intermediate shafts. The intermediate shafts were installed before the TBM passed, with a final liner to be installed afterwards. Access Shaft 3, the intermediate shaft located between the launch shaft and the treatment plant, experienced persistent leaks during initial excavation attempts."

Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

Gold-silver and copper-gold deposits with high-temperature wallrock alteration of Ca-Mg-Fe-Al silicates occur in ca. 3.0 Ga old greenstone belts of the Yilgarn Block, Western Australia. The deposits are hosted by amphibolite-facies komatiites, basalts and BIF, controlled by ductile shear zones and located within the contact-metamorphic aureoles of composite granodiorite-granite batholiths. Disseminated sulfides and free gold form foliation-parallel ore zones in a gangue of anhydrous silicates (garnet, clinopyroxene, olivine), hydrous silicates (amphibole, biotite) and calcite. The deposits may be classified on the basis of their dominant economic metals as: 1(1) Gold skarns with substantial silver as by-product, represented by the Marvel Loch mine (production: 2,200,000 t at 3.5 g/t Au), and characterized by the mineral association pyrrhotite, loellingite, arsenopyrite, galena, gold and magnetite. (2) Gold skarns with low silver contents, represented by the Nevoria mine (production:1,850,000 t at 3.4 g/t Au), and characterized by the mineral association pyrrhotite, chalcopyrite, arsenopyrite, gold, Bi-tellurides and magnetite. (3) Copper-gold skarns, represented by the Elverdton mine (production: 850,000 t at .7 5 Cu, 0.81 g/t Au), and characterized by the mineral association magnetite, chalcopyrite, pyrrhotite, pyrite, gold and Ag-Bi tellurides.

"INTRODUCTION The Bulk Handling Technology has suffered an important development in the recent years, allowing the use of conveyor belts in the most important and critical applications. As a consequence of this, the reliability and lasting performance of the conveyor belt components is becoming more and more significant, thus the implementation of preventive maintenance programs is a must. The rollers are one of the consumables in the conveyor belts, which have to be changed once arrived to the end of life. The actual ways of detecting this moment always require intensive use of labour and they are not very accurate. Indeed, if the rollers get broken before replacement, the consequences could be very important, generating additional costs and operational losses. The R&D Department of ULMA Conveyor Components, has been working since early 2012 on the development of Monitored Rollers along with a Management Software to provide users the capacity to Manage and Monitor the rollers from its desk, getting continuous online information on the internal temperature of the bearings, on the working status of the rollers as well as the identification of the rollers close to their end of life so that they could be changed during the next maintenance stop of the conveyor belt. In short, a system of Preventive Maintenance for Conveyor Belt Rollers BACKGROUND AND CURRENT STATE The malfunction of a single roller in certain conveyor belts can suppose the standstill of the whole installation until its replacement, due to the risk of greater and more expensive failures like the rip of the belt. In the case of a bulk handling installation where a continuous supply of material is necessary, a bare stop of one hour could entail huge economical losses. What’s more, many conveyor belts are several kilometers length or the access to some parts of them is very complicated. Due to these difficulties the inspection and maintenance operations can become expensive and hard going, with staff going over the whole area checking the correct condition of the conveyor and rollers, which means a dangerous activity. In addition, it’s quite common to find rollers working in very harsh conditions, completely exposed to the elements or working in corrosive closed environments like underground mines. These tough working conditions together with the very demanding features of Bulk Handling sector (high loads, speed, dangerous materials etc.) can bring the unexpected failure of a roller, even being designed to support them. Thus, to have the working conditions of the rollers real time is clearly required, in order to achieve an actual predictive maintenance of the system and avoid fatal failures. Nowadays the most common procedures to identify a broken roller is to hear how it sounds or use thermo-graphic cameras to measure their internal temperature, both of them implying workers inspecting the whole length of the conveyor while the conveyor is running. This means intense use of workmanship and operational safety level reduction."

The performance of high alumina refractory subjected to high compressive loads and high temperatures is an area in which operating experience is quite limited. This paper documents the results of five months of operation of a combustion chamber lined with 83 pct alumina brick subjected to compressive stresses as high as 45psi and hot face temperatures of about 2750°F. It also describes a method for predicting long term subsidence results based on the limited information available in standard hot load limit tests. Descriptions of the chamber itself and the pilot plant upon which its design was based are included.

Most mining and metallurgical plants have developed predictive maintenance policies based on statistical analysis and special techniques, like vibration analysis, oil and lube analysis for critical equipment. Process control strategies have also been installed in several metallurgical sites. These control strategies require instrumentation maintenance from local personnel. The availability of real time and process history to identify the most critical part of the processing system from mechanical integrity is a must for global plant optimization. Specialized performance control monitoring algorithms are required to justify their existence and contribution to the bottom line. Emerging technologies are combining these techniques into a single total plant system. Tools are required to assist in troubleshooting and adapting these process control instruments and strategies. The key is the plant equipment and process control availability and utilization rather than just maintenance.

This includes new and innovative technical solutions as well as the sensitive management of interests. The lignite industry has learned that openness and the constant effort to exchange viewpoints within their environment are all essential elements. The credibility that has been gained over the decades is the foundation on which the lignite industry can build its future. Beyond that a framework of political guidelines is necessary. Public interest in a secure and inex-pensive energy supply that also includes lignite is indispensable. In this context, the lignite industry will then be able to answer the questions which are directed at them and concern the economy, ecology, and social tolerability also by indicators."

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

Horsepower requirement is recognized as a most important equipment characteristic. Other critical equipment characteristics will be isolated and analyzed by traditional operations research techniques, using off-highway trucks as an archetype. A computer search technique has been developed, employing various production and cost analyses. With this model, the optimum combination of horsepower, capacity, and velocity can be found, minimizing handling cost per ton. An example of the program's use and interpretation of its results will conclude the paper.

Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

The Plymouth Tunnel forms part of the 16-mile long route of the Purple Line Light Rail Project promoted by the Maryland Transit Administration. The tunnel is approximately 1,220 feet in length with a shallow vertical alignment located beneath a residential area. Challenging mixed ground conditions included surficial soils, decomposed Saprolite, and highly weathered to fresh rock requiring the use of the Sequential Excavation Method (SEM) for construction. This paper discusses innovative approaches implemented during construction as well as challenges faced during planning and installation of a spray-applied permanent concrete liner.

This paper examines the relevant theory, experience, and past practices relating to development mining near gas or oil wells. It addresses setback distance for both coal and stone room-and-pillar mining. This study also involved a review of accident reports involving well interceptions and downhole well surveys. It provides technical considerations for decisions regarding safe setback distances for development mining throughout the United States. The study’s scope is limited to mining near active or inactive (i.e., non-producing, abandoned or inadequately plugged) wells with known surface locations.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

INTRODUCTION The Sunnyside mines of Kaiser Steel Corp. are lo¬cated on the west flank of the Book Cliff Range, a tongue of the Wasatch mountain range in Utah. The mines are 193.12 air km (120 air miles) southeast of Salt Lake City and 40.23 km (25 miles) east of the town of Price. The area has a semiarid climate with an an¬nual rainfall of 304.8 to 381 mm (12 to 15 in.) and a temperature range of -23.3 to 32.2°C (-10 to 90°F). The base of the Book Cliff Range is approximately 1981 m (6500 ft) in elevation with some mountain peaks in excess of 3048 m (10,000 ft) (Fig. 1). The Sunnyside mines were opened in the late 1890s and have been operated continuously since that time. Kaiser Steel leased the No. 2 mine in 1942 and pur¬chased the entire property in 1950. There are three mines adjacent to one another, each with its separate access, ventilation, and haulage. The three mines en¬compass an area extending 12.87 km (8 miles) along the outcrop and dipping northeasterly 2.41 to 3.22 km (11/z to 2 miles) into the Book Cliffs. During 1975, only the No. I and No. 3 mines were operating to sup¬ply 908 184.7 t/a (1,000,000+ stpy) of clean coal to the Kaiser Steel mill at Fontana, CA. Sunnyside coal is blended with coal from the Kaiser Steel mine near Raton, NM, and with purchased coal from noncompany sources to form the mix for the coke ovens. At that time, Sunnyside operated three longwall units and five to seven continuous miner units. Typical production for that time came from one miner unit pillaring an area not conducive to longwall mining; one or two miner units on construction or modernization projects, and the remaining units used to develop future longwall panels. Longwall mining has been a part of the Sunnyside scene since 1961 when the first panel was set up in the lower Sunnyside seam of the No. 3 mine. Through 1975, 27 longwall panels were mined (Fig. 2). Of the more than 47 173 604 t (52,000,000 st) of clean coal that were taken from the property through 1975, 6 350 292.9 t (7,000,000 st) were mined by longwall methods. Coal was brought to the surface in 4.5-t (5-st) mine cars and crushed to -152.4 mm (-6 in.) before entering the preparation plant. Coarse coal is cleaned by Baum jigs and fine coal (-28 mesh) is cleaned in flotation cells. The coal is reduced to 50.8 x 0 mm (2 x 0 in.) and belted to an aboveground storage pile with a ca¬pacity of approximately 113 398.1 t (125,000 st). The coal is gravity fed through two 1.52-m (5-ft) diam culverts directly into railroad cars, which pass beneath the storage pile through an arched excavation. Eighty-four 90.7-t (100-st) cars make up a unit train which makes the round trip to the steel mill in four days. Additional trains are scheduled in as demands dictate. Loading rates in excess of 13 607.8 t/h (15,000 stph) have been attained. Geology The coal seams of this area are of Cretaceous age and are classed as a medium volatile bituminous coal. coal, with a sulfur content less than 1 % and 6 to (20-mile) zone of the Book Cliffs, and this area is owned or under lease by either Kaiser Steel or US Steel. Coal in adjacent areas is noncoking but an excellent steam coal, with a sulfur content of less than 1 % and 6 to 7% ash. Sunnyside coal contains 40% volatile, 53% carbon, less than 1 % sulfur, and 51/2 to 61/2 % ash after washing. There are two minable seams throughout most of the Sunnyside property known locally as the upper and lower Sunnyside. Separation between the seams varies from less than 300 mm (1 ft) near the southern boundary adjacent to the US Steel Columbia mine, to over 12.19 m (40 ft) in areas of the No. 3 mine in the center of the Sunnyside property. The upper seam varies in height from 1.2 to 1.98 m (4 to 61/2 ft) while the lower seam varies in height from 1.52 to 4.28 m (5 to 14 ft) in areas of No. I mine where the two seams apparently come together. The majority of early work was con¬centrated in the upper seam which has a stronger roof and a lower sulfur content. When Kaiser Steel began mining the No. 3 mine in the early 1950s, it mined in the lower seam beneath the old workings with conven¬tional and continuous mining equipment. Numerous bounces and pressure points created by unextracted pillars and barriers in the upper seam made this a low¬production, high-cost mine and brought about the ad¬vent of the first longwall system. The first unit, while small by today's standards, successfully mined panels that had been all but given up and saved the mine from closure. There were areas that could not even be mined by longwall because of the erratic extraction in the upper seam. The system was successful enough to allow operations to gain access to and develop virgin areas of the upper seam. Development of longwall mining in the No. 3 mine has been confined to the upper seam since late 1964. With the almost complete extraction afforded by the longwall system, it is felt the lower seam can be successfully worked in future years (Fig. 3). In most of No. 1 mine, only the lower seam (or lower seam and upper seam combined) is minable, except in the northwest portion where a rock split has again separated the seam into two 1.83 to 2.13-m (6 to 7-ft) thick beds. In this area, the upper seam or upper split is being mined. The separation between seams at the present workings in this area varies from 0.609 to 6.1 m (2 to 20 ft). It is hoped that most of the lower split can be mined using shield supports and/or what¬ever new technology is developed in the coming years. The coal seams in this area dip to the northeast at an average grade of 10%. The dip near the outcrop reaches 22% and gradually decreases downdip. Over¬burden ranges from a few meters at the outcrop to 762 m (2500 ft) over some of the deeper workings. In the next several years, some overburden will be in excess of 914 m (3000 ft) as the lower mine workings extend ever deeper under the Book Cliffs. To cope with the

Shotcrete is a key initial rock support component used in underground mining and civil projects. The strength of shotcrete plays a vital role in providing and deciding the support adequacy. The strength of shotcrete is evaluated by its uniaxial compressive strength (UCS) test that is usually conducted on extracted core samples. Shotcrete cores are commonly extracted from the test panels along the direction of its application; thus, its strength perpendicular to the direction of application is often neglected. The true bearing strength of shotcrete is thereby ignored despite the fact that higher stresses act normal to the direction of its application. Although the anisotropic behavior of shotcrete is well reported, no study has reported extensive testing of this scale and nature. This study reports extensive testing of shotcrete cores extracted from tunnels of a mega hydroelectric project in Pakistan. The study reports 7- and 28-days strength tests of shotcrete cores. The research also investigates the anisotropic behavior of steel fiber reinforced shotcrete and suggests that shotcrete exhibits higher strength perpendicular to the direction of its application.

It is becoming evident that traditional methods of econometric analysis are inadequate in estimating-the long-run supply of minerals. Econometrics is limited to extracting estimates from observations of the theory predicts that the least cost deposits will be exploited first.1 The estimation of parameters from past data then must lead to biased projections of the future. Mining conditions in the future will be worse than in the past and it is the impact of the future conditions on cost that we need to know. In this paper we present a methodology for dealing with this problem. We estimate a "cumulative cost" function that yields the long-run marginal cost of mining as a function of cumulative output produced over time.2 This is relatively easy to do for coal mining in the United States where exploration for new deposits is not a major factor in supply. The first step of the procedure relates cost to the rate of output and to the geological conditions of the mine. The second step combines geological information on remaining deposits with the cost function to yield the cumulative cost function. A central theme of both these steps is the interaction of economics with geology. The best deposits are selected first and in each step of the estimation allowance must be made for this fact. The problem of depletion is part of the general problem of structural change. The change through depletion in the nature of the exploitable mineral stock is only one factor that calls for an analysis sensitive to the changing circumstances of the industry. Diesel-powered equipment is widely used in the underground mining industry and their popularity results from properties including efficiency, versatility, reliability, and durability. In the U.S. approximately 7,700 diesel engines were used in 177 underground metal and nonmetal mines as of 2005 [MSHA 2005], and these numbers have likely increased since that time. Diesel engines have been shown to be a major contributor to submicron carbonaceous, respirable, and total particulate mass in the air of underground metal mines [Zielinska et al. 2002, McDonald et al. 2003], and their extensive use results in approximately 13,000 underground metal/nonmetal (M/NM) miners (MSHA 2005) in the U.S. being potentially exposed to aerosols and gases emitted by diesel engines (MSHA 2001, MSHA 2006). Exposure to diesel exhaust has been linked to adverse health outcomes including cancer, cardiovascular, and respiratory diseases (Attfield et al. 2012, Silverman et al. 2012), and in 2012 diesel exhaust was categorized by the International Agency for Research on Cancer (IARC) as a Group 1 human carcinogen (IARC 2012). Exposure to diesel particulate matter (DPM) is especially concerning for underground miners since underground mine environments have been shown to have some of the highest levels of diesel exhaust in the U.S. (EPA 2002, MSHA 2001, MSHA 2006, Pronk et al. 2009). Due to the potential for elevated DPM concentrations in mines, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/ nonmetal underground miners to DPM to an eight-hour time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, MSHA 2006, MSHA 2008). Since this rule went into effect, DPM exposures have been reduced, but are still elevated when compared to other occupations (Pronk et al. 2009, Noll et al. 2015). MSHA compliance data between 2005 to the present show that underground blasters represent 21% of all DPM overexposures in M/NM mines and are one of the highest exposed professions in mining often resulting from low ventilation in the area where blasters are working. Because mines have difficulty controlling DPM in these low ventilation areas, additional control technologies may be needed to reduce exposures. Administrative controls, where miners work on off schedules or upstream of diesel vehicles to avoid the exposures to DPM (Noll et al. 2015) is one possibility, but these types of solutions are not always feasible or practical. A canopy air curtain is another potential control technology to help reduce exposures of blasters to DPM. Listak and Beck (2012) showed that this control technology reduced respirable dust concentration under a roof bolter’s canopy by 67%–75% and recommended air velocities greater than 0.5 m/s for dust reductions of greater than 50%. Additional work showed that a canopy air curtain could be designed for a shuttle car, and some initial testing by the National Institute for Occupational Safety and Health (NIOSH) showed reductions of respirable mine dust between 66% to 70%. As seen in Figure 1, the canopy air curtain delivers clean air over the operator’s breathing zone. A fan draws in air through a filter to capture the dust and then supplies clean air beneath the canopy where a miner is working. The use of the canopy air curtain to reduce exposures to diesel particulate matter was first discussed by Noll et al. (2020). In this study the diesel canopy air curtain (DCAC) reduced the DPM concentrations under the canopy by up to 90%. For this research the DCAC was designed to attach to the basket cover of an ammonium nitrate fuel oil ( ANFO) loader (Figure 2) and provide clean air blowing over the miners as they work in the basket. The initial tests used clean air drawn from the mine’s intake and did not try to filter the DPM from the air. Filtering DPM has extra challenges when compared to filtering mine dust particles. The particles of DPM are smaller (submicron and nanometer) than dust particles (greater than 1 micron); therefore, the filtration system must be adjusted to capture submicron particles. A MERV 13 filter was used in previous canopy air curtain research on mine dust control, but this filter is only designed to capture 50%–75% of submicron particles, and this capture efficiency is too low for removing DPM, so a higher efficiency filter is needed. Higher efficiency filters increase the pressure across the filter media which results in decreased airflow or leaks around the filter and reduces the effectiveness of the control for protecting miners from DPM. The optimal filter needs to capture DPM particles at a high efficiency while still allowing the needed airflows to prevent contaminated air from entering the miner’s breathing zone. Listak and Beck (2012) recommended velocities greater than 0.5 m/s for dust reductions of greater than 50%. However, airflows too high have been shown to reduce miners’ thermal comfort; Roghanchi et al. (2016) suggest the optimal velocity for thermal comfort is between 1–2 m/s. Thus, airflow over the miner should be limited to the range of 0.5 to 2.0 m/s. This current study presents the results from research evaluating the reduction of DPM concentrations, under the DCAC, when using a higher efficiency filter (MERV 16) to remove DPM from the DCAC airstream.
