This paper will describe the benefits of utilizing the decision support system, DSS to support the methodology of structured decision-making in the mining environment. It will outline the layers of the mining related decision making – 1. Creation of “one truth” situational awareness utilizing 2. existing planning, ERP, operational and monitoring agents, a. Expressing plan verse performance across mining phases and functions compared with the actual and trends to evaluate performance. b. Creating alternate courses of action and the implications up and downstream. 3. It will review the current condition were although a multitude of technologies resolve multi variable issues they do not interact in a way that assists decision makers throughout the organization in making high-quality decisions that will push the overall performance envelope. 4. The paper will show the benefits of integrating military methodologies to resolve multi variable complexed issues (operational, financial and other), operating in changing environments in order to meet time sensitive objectives with restricted resources. This is achieved by creating a shared situational awareness thru incorporating information from a multitude of data generating agents, creating COA, selecting the appropriate and turning it into a plan. The paper will discuss the implementation and suggest a path.

"Coal mines opting for longwall mining or its variations rely on the main and tail gates for production. Stability of these entries or crosscuts is crucial in coal mining operations. Roof or strata failure can be fatal, may lead to property loss and delay in production. Failure of the gates depends upon many factors including the mining method, panel dimensions, pillar width, mine depth, caving rate, dimensions of gates and roof strength properties. In Pakistan coal is mined through a variation of longwall mining method with almost no mechanization while using timber as a primary support. Timber support as chock is very useful in coal mines especially in overhanging face. Similarly gate entries and coal faces are supported by chock supports throughout their length. In this paper the stability of the longwall gate is assessed for a typical coal mine in Pakistan by using finite element code. Numerical modelling considerations for gate entries are discussed. A model parametric study is performed for key factors. The results showed that the existing mining practice is not suitable and there is a need to review the mining approach. INTRODUCTION Main and tail gate entries leading to longwall mining panel play a crucial role in production cycle. Failure of any of these may lead to loss of life, property and production delays. The stability of gate entries depends primarily on the nature of loading and stresses incurred. It is relatively easier to assess the ground response to production for common longwall mining panel. In thin-seam coal mines the gate entries are generally supported throughout their length by timber made chock supports. The tailgates receive huge deformations and stresses during the mining and backfilling cycle. The chock supports are required to take care of rock falls leading to blockage of entries causing production delays and loss of capital. A number of supports are available for supporting the gate entries (Hoek and Brown 1980; Brady and Brown 1985). The support system can be selected based on load-deformation characteristics including the yielding behavior, pre- and post-yielding behavior (Barczak, 2003). The principal of support selection is that the support characteristics must match the ground response in order to maintain the gate entries (Mucho, et al., 1999). It has been observed that thin-seam mining (<1 m) is very challenging and it is necessary to develop an understanding of ground mechanics before the selection of an efficient support system Dolinar (2003). The chock supports have been tested for load-deformation characteristics in the laboratory (Barczak 2003). But the ground and support interaction, response and loads must be assessed for individual site. This can be accomplished by in-situ testing and observations at few locations. The generated data is generally insufficient for complete understanding. Numerical models can combine the data generated in the laboratory and on-site to fulfill the requirements."

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Both share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be -implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control call is considered a form of insurance to enhance the value of an exploration or mining project.

Introduction Metallurgical accounting practices have been revolutionized over the past 15 years by the introduction of low cost personal computers and easy- to-use spreadsheet software. The Chimney Creek metallurgical accounting system takes full advantage of these advances. Data is provided by a PLC-based process control system, IBM data logging, operator logsheets and assay results from an automatatic plant sampling system. The data is organized and stored in an IBM PS/2 system using Lotus 123 and customized accounting programs to provide a comprehensive information management system. Metallurgical accounting for gold plants should ideally provide information for the following: a) Gold production accounting b) Day-to-day process control and operation c) Metallurgical evaluation and process optimization The Chimney Creek system provides all of these while overcoming specific accounting problems presented by SAG milling a coarse feed, grinding in cyanide and dump leaching run-of-mine material. Process description Gold Fields&apos; Chimney Creek mine is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. Ore is processed by a combination of dump leaching and milling processes. The dump leach operation treats approximately 2.0 million tons per year of low grade ore (0.030 oz/ton). Run-of-mine ore is top dumped in 40 foot high pads. The use of three solution ponds for leaching enables an intermediate solution to be recirculated to the leach pad to reduce the pregnant solution flowrate and increase gold tenor of solution to the carbon-in-column (CIC) recovery circuit. Gold recovery is approximately 65% by this method. The milling process employs a SAG mill-ball mill grinding circuit to treat 900,000 tons per year at an average grade of 0.19 oz/ton. The ore is crushed to minus 12" in a jaw crusher prior to feeding the SAG mill. Cyanide is added to the grinding circuit to start gold dissolution as early as possible. After grinding, leaching of the ore is continued in a unique two-stage counter current decantation circuit 1 with 12 hours of leaching between stages . 85% of the soluble gold is recovered from the first stage thickener overflow in carbon columns (CIC). The second stage underflow is treated in a scavenger carbon-in-pulp (CIP) plant. Ultimate gold recovery is over 95%. Loaded carbon from both the dump leaching and milling processes is pressure stripped by hot cyanide solution and gold is recovered from the resulting solution by zinc precipitation. The precipitate is retorted for mercury removal and smelted into bullion. The plant flowsheet appears in Figure 1. Data collection Data for daily metallurgical accounting is obtained from three sources: a) Plant sampling b) Process control system c) Operator logsheets All of the data collection for metallurgical accounting is based around the 12-hour shift operating schedule. Sampling All critical sampling for gold production accounting is performed by automatic samplers (Figure 2). Heath & Sherwood two-stage sampling systems are used for sampling all slurry streams (cyclone overflow, CIP feed and CIP tails). The automatic sampler consists of a pneumatically operated primary sample cutter and a continuous rotary secondary splitter. The cyclone overflow and CIP tails are the most critical samples since these are used to calculate gold into and out of the plant on a shiftly basis. "After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

In many developing countries, asbestos is still used for friction products, insulation, and asbestoscement products. However, there is very limited modern data evaluating the airborne concentrations of asbestos fibers in operating asbestos plants. We have conducted an Industrial Hygiene survey, using state of the art PCM and TEM analysis, of a Bolivian asbestos cement plant that uses crocidolite during the production of roofing shingles and water tanks. The study is the first to use modern analytical measurements in an uncontrolled asbestos environment. Thus, this study offers insight into the historical airborne exposures at asbestos plants operating before modern dust control measures were introduced or airborne fiber levels regulated. The results suggest that fiber concentrations are far in excess of those for which current models would predict the onset of asbestos disease and mesothelioma. Significantly, the plant and community do not have an elevated incidence of asbestos disease or mesothelioma. Airborne fiber levels during comminution and fiber sizing ranged from 100 to as much as 1,000 f/cc. Fiber levels in the mixing, forming and finishing areas ranged from 0.5 to 9 f/cc. Based on the number of overloaded samples and estimates of their concentration, historical estimates of exposure may be underestimated by an order of magnitude. Also, an excellent correlation (1:1) between the PCM and TEM fiber concentrations (for fibers _0.25 um diameter) were obtained, raising questions about the conventional wisdom that the PCM systematically undercounts fibers. The results of this study further indicate that current models may overestimate the risk of asbestos disease and mesothelioma.

Sublevel caving operation relies on the estimation of ore grade at drawpoints, as the mine management uses grade to decide whether the material at a certain ring should be loaded or abandoned. Grade is estimated in various ways, including visual estimation, density-based calculation, and sampling and assay methods. The grade estimation at the world’s two largest underground iron ore mines owned by LKAB in northern Sweden is based on the density difference between ore and waste. The calculations assume a constant swell factor, a theoretical fill of 100%, and a linear relationship between bucket weight and material grade. This study evaluated these assumptions in detail based on the loading data for 12,237 buckets and concluded that the method has some shortcomings which render the assumptions invalid. Further research is required to deal with these shortcomings to improve estimation of the material grade.

In order to develop more accurate procedures for scale-up and design of semi-autogenous-grinding mills through detailed mathematical models, a better understanding of the charge motion and rock/ball segregation is needed. To achieve this a 0.61 m (2.0 ft) diameter x 0.305 m (1.0 ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video-presentaiton (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rock size distribution and flow rates.

This paper describes variations in feed characteristics, preparation techniques, response to induration and product quality in pelletizing magnetite concentrates, earthy hematite ore fines, and specular hematite concentrates in grate kiln systems. The Cleveland-Cliffs Iron Company manages plants processing these various materials on the Marquette Iron Range in northern Michigan. The operations include the Humboldt Mining Company, Marquette Iron Mining Company, Empire Iron Mining Company and the Pioneer Pellet Plant. The combined output of the operations is approximately 9,000,000 long tons per year. The Humboldt Mining Company, owned by Ford Motor Company and Cliffs, produces pellets from a specular hematite concentrate. The Empire operation, which processes magnetite ore, is owned by Inland Steel Company, McLouth Steel Corporation, International Harvester and Cliffs. The Pioneer operation, which processes earthy hematite ores, is a joint venture of Republic Steel Corporation, McLouth Steel Corporation, Bethlehem Steel Corporation and Cliffs. The Marquette Iron Mining Company, owned by hones and Laughlin Steel Corporation, International Harvester, Wheeling-Pittsburgh Steel Corporation and Cliffs, produces pellets from specular hematite concentrate at the Republic Mine and Eagle Mills Pellet Plant. With the exception of the Eagle Mills plant, the operations employ the grate-kiln pelletizing system. Descriptions of the Empire, Pioneer and Republic operations, which have a combined capacity of 7,200,000 tons per year, are given in the paper.

This paper describes laboratory techniques and subsequent results of Bureau of Mines research to produce chlorination-grade feedstock from an abundant, low-grade, domestic, rock ilmenite ore. The research is part of the Bureau-effort to devise technology that may help decrease U.S. dependence on imported raw materials. A rock ilmenite containing about 46 wt pct Ti02 was smelted in an electric arc furnace with coke, woodchips, and Na2C03 to separate most of the iron as pig iron and to form a low-iron, titanium-enriched slag. The slag was ground, pelletized, oxidized, and then sulfated with mixtures of SO2 and air in a continuous 4.5- to 9.1- kg/h apparatus at 1023 to 1223 K. The sulfated slag, containing 60 to 65 pct TiO2, was reground and leached in water at ambient temperature to decrease the combined levels of the troublesome Ca, Mg, and Mn impurities from 7.0 to 1.7 wt pct. At levels of more than 3 wt pct, these impurities contribute to operating and disposal problems, The final product was upgraded to about 84 wt pct TiO2. This material potentially is suitable for chlorination in a fluidized-bed reactor. The most favorable results were achieved with leached slag sulfated at a feedrate of 4.5 kg/h and at temperatures of 1073 to 1123 K.

Various approaches to solving these key issues are identified and the ongoing research and development programs addressing the key development areas are described. Other significant programs pertaining to the development of AFBC for utility steam generation are also discussed and needs for future work identified.

The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

Trona ore at the Westvaco mine of FMC Corporation has been obtained by room- and-pillar methods since the mine began operation. The flat-lying, 10-foot bed of trona, Na2CO3 NaHCO3 2H2O, is covered by 1500 feet of weak shale and sandstone. Extraction of pillars on the retreat quite often throws large amounts of weight onto development workings. Weak shales in the roof and floor fail rapidly and the mine ribs slough to such an extent that mining often becomes very difficult. When this occurs efficiency goes down, costs go up, and the risk to men and machinery increases greatly. Difficult mining conditions in the early 60&apos;s forced a re-evaluation of all presently known mining techniques in bedded deposits. Many room-and-pillar mining plans&apos; were compared with the system in use at that time, but none of them offered a better solution to the roof control problem. Longwall techniques were seriously considered, but machinery was not available that would cut the hard trona seam and still maintain the productivity obtained from room-and-pillar sections. Roof cones troy in the longwall methods appeared to be more satisfactory than that found in room-and--pillar techniques. It was therefore felt that a new technique using the longwall principle and based on rock mechanics should be tried rather than previously known pillaring methods.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.

Silver-copper-lead deposlts in Precambrian, Permian, and Cretaceous red-bed sequences near Van Horn, Texas, have the following features In common: (1) mineralization controlled by steeply dipping fractures in sandstones, (2) lack of ore In overlying and interbedded limestones, (3) absence of igneous intrusions, (4) sulfide ores without typical hydrothermal gangue minerals, and (5) associated arsenic, molybdenum, zinc, and cadmium but not gold. Ore was probably deposited along fractures by reaction between low-temperature, oxidizing, metal-rich ground waters and sulfide-bearing waters or rocks. Detailed mapping and studies of fracture patterns indicate that mineralization occurred during Basin and Range extensional deformation, thereby postdating major Trans-Pecos igneous activity.

From Nov. 16-20, the Extraction 2025 Conference will be presented in Phoenix, AZ. The unique conference brings together the 12th International Copper Conference, the 6th International Symposium on Nickel and Cobalt as well as cross-cutting symposia. Extraction 2025 is co-organized by The Metallurgy and Materials Society (MetSoc) of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy & Exploration (SME) and The Minerals, Metals & Materials Society (TMS). The previous, and first Extraction meeting (Extraction 2018) was held jointly by these three societies seven years ago in Ottawa and was a huge success with more than 90 percent of respondents indicating interest in attending a future event. Kimberly Mills, senior process engineer at Samuel Engineering, is the lead for SME. “This installment of Extraction is featuring Copper 2025, Nickel-Cobalt 2025 as well as crosscutting symposia,” said Mills. “All three societies participate on the International Organizing Committee for the Copper Conference Series and are well situated to host this event together. TMS is also hosting the Ni-Co conference this year and agreed to include it as part of Extraction. There are many aspects that can be shared between these commodities to share information on processing technologies and to learn from each other.” SME is the overall conference chair and running the logistical aspects of the event, which includes managing all aspects of the venue and the registration system as well as tours and short courses, Mills said. “SME has many dedicated members serving in various capacities on organizing and programming committees, including Nick Gow serving as Technical Committee Co-Chair for Copper and Adam House assisting on the Copper IOC.” When Extraction 2025 kicks off, it will be focused on the metals needed for the global energy transition with a special focus on copper and nickel-cobalt. “With as rapidly as the industry is changing and the huge demands for these metals we have some serious challenges ahead of us,” Mills explained. “These challenges require collaboration, creative solutions and engaging experts, both inside and outside of our fields, with a push for sustainable sourcing, ethical supply chains, environmental and social responsibility.” The International Copper Conference was started in 1987 as a collaboration between the Institute of Mining Engineers of Chile (IIMCH) and MetSoc of the CIM. The event is typically held every four years and has always been held as a standalone or headlining event at a society annual meeting, said Mills. “Over the years, this conference series alone has brought together members of IIMCH, MetSoc, TMS, SME, the Society for Metallurgists and Miners from Germany (GDMB), the Mining and Materials Processing Institute of Japan (MMIJ), the South African Institute of Mining and Metallurgy (SAIMM) and the Nonferrous Metals Society of China (NFSOC),” she added. “Being a part of Extraction allows for even more sharing of ideas and expansion of networking. Many disputes related to environmental issues in mining are resolved through often-antagonistic negotiations in a regulatory context or through litigation. These approaches are certainly the best choices for resolving certain disputes. However, just as no single remediation technology is the right fit for every site, so no single dispute resolution process is the best choice for every situation. This paper introduces a range of dispute resolution alternatives (from collaborative decision making through mediation, arbitration, and litigation). Especially when money is tightest, cost-effective dispute resolution(and the outcomes that can accompany it) can have an impact on the bottom line.

"BACKGROUND Strata mechanics of three underground coal mines in central Utah were recently studied using a specialized finite element technique [1, 2, 3, 4]. The purpose of these studies was to examine relationships between mining and related seismicity. The longwall mining method was predominant, but room and pillar mining and barrier pillar mining were also used in the mines studied. In every case, high correlation between face advance and seismicity was observed. The specialized finite element technique allows for whole mine subsidence estimation at a kilometer scale and for stress concentration at a meter scale near a working face. Comparisons of observed mine subsidence with model subsidence allows for model verification and justifies detailed analysis of the evolution of stress at seam level. Yielding is expected near a longwall panel face and as the face is advanced the extent of yielding is expected to increase. The total number of element failures in a finite element mine model also increases, so a high correlation with associated seismicity, say, event count, is not so surprising. A brief review of recent coal mine studies in Utah is presented in the sequel. The procedures are given in some detail in application to trona mining. COAL MINES The analysis procedure begins with the geologic column and proceeds to specification of strata properties including elastic moduli and strengths. Joints are an integral part of the geologic model and joint set specifications include dip direction, dip, spacing, stiffness and strength. Spatial variability of strata properties in situ may be taken into account during analysis. Topography is important, especially to Utah coal mines that are developed from outcrop in regions of high relief. Mesh generation follows specification of data input. Finite element analysis is next, followed by reporting of results. In this regard, all finite element computations are based on first principles. No model “calibration” is done that involves adjusting computer input to obtain a fit to mine measurements such as subsidence profiles. Figure 1 illustrates the concept of a dual node – dual mesh finite element concept. Dual nodes are roof and floor nodes in mined areas. These nodes replace the seam. The dual mesh is a much refined mesh with displacement boundary conditions obtained from the big mesh and thus replaces the effect of mining in the region outside the dual mesh. The refined dual mesh allows for details of stress, strain and displacement near a working face of interest. Strata Properties Strata properties include elastic moduli and strengths of intact rock between joints and joint stiffness and strength for each joint set present. Both properties sets may be obtained from laboratory test data, although testing joints poses a sampling problem in the field. The statistical variability observed in laboratory test data, say, in unconfined compressive strength tests is often characterized by much variation. In fact, the coefficient of variation, ratio of standard deviation to mean, is often greater than 35 percent. When sample values are mapped back to the mine location, one may observe spatial variability as properties vary from place to place as shown in Figure 2. Spatial variability may be incorporated into a finite element analysis with probabilistic assignment of properties to elements in accordance with measured variability. The result is a more realistic model of rock in situ."

This paper compares the ash slagging potential of Illinois No. 6 Seam coal: as raw coal; as commercially cleaned coal processed in a baum-jig plant; and as coal cleaned to a reduced ash specification at the Electric Power Research Institute&apos;s Coal Cleaning Test Facility.
