The definition and shortcomings of traditional cutoff grades are discussed. The concept of optimum cutoff grade policy which maximizes the Net Present Value (NPV) of annual cash flows coming from a mining project is introduced within the basic framework outlined by K. F. Lane. Several examples are used to demonstrate the shortfalls of cutoff grade policies obtained by various heuristic optimization techniques. An algorithm to obtain an optimum cutoff grade policy which maximizes the NPV of a project is given and described in detail.

"Artisanal and small-scale mining (ASM) occurs in many countries around the world, and provides a source of livelihood to many impoverished local people in areas where it occurs. This paper reports the role of female participants and reasons why they engage in ASM. Field visits were made to 12 ASM sites located in the Tarkwa Mining District of Ghana to conduct interviews with male diggers and female participants. It was observed that over 100 women between the ages of 18 and 50 participate in ASM for survival. They engage in ASM largely because they have no alternative employable skills and income sources. These female participants depend on ASM to sustain the lives of their dependents. INTRODUCTION Artisanal and small-scale mining (ASM) conventionally involves use of rudimentary tools (such as picks, shovels, chisels and hammers) to exploit precious minerals and metals from the ground. It has been a major source of livelihood to many impoverished local people for more than a century. In many instances, it is the only source of income to indigenous people who have no alternative employable skills. The World Bank estimated that more than 100 million people around the world benefit from ASM which largely occurs in developing countries in Asia, Africa, Oceania, and South and Central America (World Bank, 2013). Cobalt, which is used in lithium-ion batteries to power cellphones, laptop computers, and electric vehicles, is largely produced by artisanal miners in Congo (The Washington Post, 2016). In Sudan, ASM is a significant contributor to the national economy, accounting for about 85% of total gold extracted yearly from 2010 to 2015 (Ibrahim, 2015). Also, according to the Embassy of Sierra Leone in Washington DC, USA, 90% of mineral export in Sierra Leone can be attributed to thriving artisanal diamond mining in the country (Sierra Leone Embassy, 2016). In Ghana, the ASM sector was recognized by government as a multimillion industrial activity, and through a series of initiatives, it was legalized by promulgating the Small Scale Gold Mining Law of 1989 (PNDCL 218). Presently, artisanal mining is widely practiced in two forms: licensed (registered), sometimes referred to as formal ASM, and unregistered (informal or illegal) operations, popularly called “galamsey”, a name believed to have been derived from “gather and sell” by ancient miners who could not communicate in the English language with European/British miners. The ASM sector in Ghana, like other countries, has seen a rise in female participation over the years. A report by the International Labour Organization (ILO) indicated that women account for about 15% of total workforce in ASM in Ghana, and up to 50% in Africa (ILO, 1999). Other researchers have also estimated women participants in ASM to be between 30 and 70% in Africa (Hinton et al., 2003a; Hinton et al. 2003b; Hilson, 2002). Presently, there is no reliable data from Ghanaian authorities on number of females engaged in ASM. However, data obtained from 15 ASM sites suggest that at least 40% of the employees are women. It is expected that a similar trend exists across ASM operations in Ghana."

"Liebherr, as most anyone involved with the global mining industry knows, is one of the world’s largest makers of mining and construction heavy equipment. The familyowned company has been around since the 1940s and, according to Stefan Heissler, by the end of next year, will employ about 44,500 people worldwide. Heissler is a member of the board of directors of Liebherr International AG.It all started for the Switzerland-based company when Hans Liebherr first recognized a need for heavy equipment in the construction industry, Heissler said. His first product, introduced in 1949, was the TK10, a mobile crane that, at the time, was a groundbreaking innovation to the heavy construction industry. From there, the company began its growth into a world-leading heavy equipment manufacturer that always relied on innovation.In October, Liebherr gathered a group of mining and construction magazine editors in Leoben, Austria to take a look at the company’s latest addition to the global mining and construction markets. On the mining side, Liebherr provided a demonstration of its T-236 100-t (110-st) haul truck and the PR- 766 50-st (55-st) crawler tractor. The one-day demonstration took place at the Erzberg iron mine near Leoben, where both machines are being proven.The Erzberg Mine, operated by VA Ersberg, has been in operation for about 1,300 years and is said to be Europe’s largest surface mine. It employs about 230 people and mines about 12 Mt/a (13,200 million stpy) of ore, producing about 3 Mt/a (3.3 million stpy) of fine-grained iron ore.T-236 rigid-frame truckThe new T-236 rigid-frame dump truck, with a diesel electric drive system, is Liebherr’s entry into the 100-t (110-st) class and is the first in this class with a four-corner, oilimmersed braking system. The haul truck was first introduced during the 2016 MinExpo in Las Vegas, NV. The unit has since successfully completed its testing phase and is currently in its first field operation trials at the Erzberg iron mine in Austria."

The design of cover systems for reclamation schemes in tailings requires estimation or determination of tailings materials properties such as compressibility, shear strength and consolidation characteristics. It is very difficult and expensive to obtain truly undisturbed tailings samples for laboratory testing. In situ testing methods have been developed for economically obtaining large amounts of information. Two of these methods are described, the piezocone and the flat plate dilatometer. Both of these methods provide a rapid means of detailed material identification in a nearly continuous fashion for the entire depth investigated. The equipment is described and typical data from a uranium tailings impoundment is presented. The results are compared and the advantages and disadvantages of these methods are discussed.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The selection of the production level elevation is one of the most critical strategic decisions faced by large-scale block or panel caving projects. This elevation largely affects project timelines, capital expenditures, resource recovery, and may even constrain the mine’s maximum production capacity. Over the years, many computational tools have been developed to assist in this decision, most of them based on the same principle of maximizing the project value given its production level elevation. However, for large and inclined deposits, or those extending significantly in the vertical dimension and where extraction cannot be achieved from a single level, traditional selection techniques involving multiple production horizons often lead to suboptimal results. This paper proposes a methodology ensuring that the selection of production level elevations in a multiple horizons (“lifts”) case is globally optimized. Input parameters include economic and cost variables, maximum extractable column height, and deepening costs. The methodology is demonstrated through a real case study to illustrate its potential impact on project value.

Can your company afford to issue a check today for $100,000, $500,000, $2,000,000, or $22,000,000? This is what it might cost your company if it is on the losing end of a product liability suit. During the past 10 to 15 years, the number of product liability actions has grown from a handful per year level to a hundreds of thousands per year level. Settlements and awards in the tens and hundreds of thousands of dollars are not unusual in these days. The largest award that the authors haw heard about is a case involving a private airplane and the death of four men, which was awarded over $22,000,000. In the materials handling field, a fork lift truck, ordered with an overhead guard, was delivered without a guard because one was not available at the time. An accident with serious personal injury followed. Wouldn't it have been better to have waited until the guard was available before delivering the unit? Answer: a quarter of a million dollars better -- the cost of the settlement. Hoisting devices are also not without their liability precedents. In a 1960 case, an employee was injured when a load abruptly fell from a hoist. It was determined that the operator could not possibly have caused such a fall had the hoist been functioning properly. The case was compounded when the manufacturer of the hoist contended that the load had been improperly connected to the device, since the same hoist was used to remove the weight from the injured man without another malfunction.

This paper is a companion to, and amplification of, the ?History? section of the 2014 version of the SME Guide for Reporting Exploration Results, Mineral Resources, and Mineral Reserves (SME Guide). The need for the careful examination and evaluation of mineral deposits has long been recognized. In the book De Re Metallica, Georgius Agricola noted, ?Moreover, a prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him? (1556, p.29). Agricola further stated, ?Now a miner, before he begins to mine the veins, must consider seven things, namely: the situation, the conditions, the water, the roads, the climate, the right of ownership and the neighbors? (1556, p. 30). The elements of Agricola?s seven things, much expanded, are incorporated into the 2014 SME Guide. As reflected in this quotation, veins were the primary concern of mining until 20th century technology permitted bulk mining techniques. The need for standardization of reserve descriptions arose along with the development of western mining in the United States and the concurrent development of mining engineering and mining geology as professions. By the turn of the century, debate about terminology of various classes of reserves was in full swing. Herbert Hoover noted in 1909 (p. 16-17), ?The old terms ?ore in sight? and ?profit in sight? have been of late years subject to much malediction on the part of engineers because these expressions have been so badly abused by the charlatans of mining in attempts to cover the flights of their imaginations. A large part of Volume I of the Institution of Mining and Metallurgy has been devoted to heaping infamy on these terms, yet not only have they preserved their places in professional nomenclature, but nothing has been found to supersede them. ?Some general term is required in daily practice to cover the available field of visible ore, and if the phrase ?ore in sight? be defined, it will be easier to teach the layman its proper use than to abolish it. In fact, substitutes are becoming as badly abused as the originals ever were. All convincing expressions will be misused by somebody.? Hoover (1909) noted that the common terms at the time were: ? Positive ore or ore developed: Ore exposed on four sides in blocks of a prescribed size. ? Ore blocked out: Ore exposed on three sides within a reasonable distance of each other. ? Probable ore or ore developing: Ore exposed on two sides, ? Possible ore or ore expectant: Ore in whole or in part below or beyond the range of vision. Hoover stated that these, and similar terms, overlapped and had the difficulty of failing to account properly for geologic variation in metal distribution beyond the exposed face. Certainly assuming extension of values along a vein is reasonable, but how far? Also, these definitions are for vein deposits, not all types of deposits are in veins. Hoover (1909, p. 19), therefore, defined the following terms. ? Proved ore: Ore where there is practically no risk in failure of continuity. ? Probable ore: Ore where there is some risk, yet warrantable justification for assumption of continuity. ? Prospective ore: Ore that cannot be included in the above classes, nor definitely known or stated in any terms of tonnage.

"In early 2014, Nicholson Construction Company was awarded, together with its tunneling sister company Bessac, the Norris Cut Miami Tunnel Project. The 2.5-meters diameter segmental lined tunnel, 1600-meters long, is aimed to replace the existing 54” force main connecting the Waste Water Treatment Plant (WTP) on Virginia Key to Fisher Island. To overcome project challenges such as the highly permeable limestone of the Fort Thomson Karstic Formation (one of the most permeable formation in the World), the project team has developed State of the Art solutions: The TBM was launched with pipe-jacking technique for the first 70-meters and then converted to segment erection mode. It allows substantial schedule savings and drastically reduces the size of the circular launching shaft. The TBM, jointly designed and manufactured by Bessac and Herrenknecht, can convert from slurry to EPB mode within a few minutes. The cutters can be replaced by wet divers thanks to an innovative application in the TBM industry. PRESENTATION OF THE PROJECT The aim of this project is to replace the existing 54-inch force main pipeline which transmitted all sewage collected from Miami Beach, Surfside, Bal Harbour, Bay Harbor, North Bay Village and Fisher Island to the Central District Wastewater Treatment Plant (CDWWTP) to Fisher Island. The existing pipeline consisted of pre-stressed concrete cylinder pipe which is in poor condition in a number of locations and could be subject to sudden failure. An adjacent portion of this existing force main under the Government Cut (North Fisher Island) has already been replaced as part of a previous design-build contract and involved the installation of a 60-inch diameter fiberglass-reinforced mortar pipe installed inside a micro-tunneled casing."

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), we showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/t of REEs occur in AMD and AMDp, respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. INTRODUCTION Two factors have combined to renew concern regarding respirable dust measurements and compliance. This renewed recognition is due to two regulations that have modified operators’ rock dust schedules. First, the 80% incombustible requirement in intake entries has increased both on-section and outby-the-section rock dusting. Secondly, the recent respirable dust regulation change that has increased the number of respirable dust samples taken per sampling cycle. Previously, when only 5 samples were needed bi-monthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."

Huge banks of preparation plant refuse and other non¬saleable materials have accumulated over the years in all major United States coal producing areas. These banks, esthetically and commercially undesirable, can cause air and water pollution and land reclamation and mineral conservation problems for the industry and nearby communities Although some refuse banks have been reworked to recover saleable coal, all remain and accumulation continues. Even those previously processed continue as potential hazards. Among the several problems created by refuse banks, in situ combustion is most treacherous. Of the millions of tons of major accumulations, there are at least 450 refuse banks on, fire at this time Attempts to extinguish such fires are costly, impractical and generally unfruitful. Studies are in progress to evaluate the potential of processing such materials to eliminate the combustion capability and to yield usable fuel and nonfuel products. Aspects of the study now in. development for coal refuse include: (a) evaluation of characteristics (size, sink-float, ash, sulfur and calorific value) of the coal refuse materials which are known to be highly variable, (b) development of an ignition test having significance for in situ conditions, (c) study of processing capabilities (comminution for liberation, pilot plant washing tests), and (d) investigation of potentially significant properties of fuel and nonfuel products which could be altered to enhance their market potential.. Among the latter products are lightweight aggregate, fill for mine slushing operations, construction, etc: Plans are to extend the studies to include the design, erection, and test processing of refuse with a transportable plant,; which could provide basic economic and product utilization data from several locations

Of increasing importance to the student of fuels economics has been the extent to which different primary energy sources can substitute for each other in the various energy markets of the nation. Knowledge of the nature and extent of fuel interchangeability can aid the fuels economist in projecting trends of energy utilization, as well as giving him a better understanding of the past and present conditions of fuel markets. It is also important to the consumer to know just how much flexibility he can maintain in his energy consuming operations. And, finally, various governmental bodies show keen interest in the degree of energy substitutability in determining public policies concerning the fuels industries. The presence of excess fuel production capacity in the United States during the early 1960's indicates that fuel interchangeability should become more prevalent in the increasingly competitive energy markets of the nation. Discussion of fuel intercompetition is almost always restricted to qualitative terms-because of the lack of comparable statistical data, between the different energy sources in geographic or "type-of-use" fuel, markets. There are exceptions, of course, such as, the excellent fuel consumption data which are available on steam electric generating plants throughout the nation. In other sectors, statistics are at best incomplete.' Inmost instances, indirect fuel consumption indicators, such as sales of fuel burning equipment, are extensively used to measure market shares of a particular fuel; however, these indicators are hard to evaluate precisely without prior knowledge of the total competitive market.

The nature and orientation of joints in rock strata affect the damage pattern under explosive loading. Most of the limestone deposits in India are found with severity of joints. Categorically, these joints may have variable orientations such as dipping out of the blast face, inside the face, horizontally or having strike parallel to the face. The damage pattern under the varying category of orientation will be different. Accordingly, a numerical model in Ansys-Explicit Dynamics was prepared to compare the damages of rock mass under different joint orientations. The physical nature of a joint reflects frictional and stiffness behaviour. Accordingly, the damages have been compared under bonded and frictional nature of joints. The output damage pattern from the model has been validated on the basis of blastability index proposed by Lilly. Different limestone mines in India show different nature of jointing in their rock strata. Accordingly, the blasting outputs from three different limestone mines, viz. Rawan limestone mine, Sagmania and Birhauli limestone mine and Injepalli limestone mine, have been compared along with their blast design parameters and the nature of joint. The comparative results show that the closely spaced horizontal joints support maximum in burden movement and rock fragmentation due to blast.

Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. Bulk handling systems Although many developments in bulk handling are worth noting. The most significant during the past three-quarters of a century are: the total systems approach to solving problems, automation, the increase in speed and capacity.

The case study assessed submicron aerosols at a continuous miner (CM) section, diesel aerosol concentrations at the longwall (LW) section, and elemental carbon (EC) and total carbon (TC) exposures. Aerosols at CM sections were a mix of freshly generated and those from main drifts. Low ambient concentrations and personal exposures suggest effective control strategies, with further reductions possible by curbing emissions from high-emitting light-duty vehicles.

During the past century, the Florida Phosphate Industry has established an enviable record of innovative technology in nearly all aspects of mining and beneficiation. A notable exception is the lack of technology to improve the present practice of storing waste clay in earthen dams. The rule which has been adopted by the Department of Natural Resources states, "Since storage of clay wastes for long periods of time interferes with expeditious reclamation and since above grade storage of clays takes otherwise useful land out of production and raises potential health and safety problems, below grade storage and rapid reclamation techniques are encouraged." The two waste products from the beneficiation plant are clay slimes (-0.1 mm in size) and sand tailings. The sand tailings do not present a problem since the tailings rapidly dewater to a dry weight of about 100 pounds/ft3 and make good land fill. By contrast, disposal of waste clay slimes is a formidable task. The basic problem is simply that the waste clay not only dewaters very slowly, but also that the ultimate solids content is very low and in most cases the volume of the clay greatly exceeds the available volume of below ground storage of the mined land.

"In this paper, recent progress with respect to the flotation chemistry of soluble salt minerals is reviewed, and some of the more relevant issues including the hydration states of ions, the interfacial phenomena of salt surfaces and the flotation behavior of selected soluble salts are discussed. Due to the high solubility, the flotation of most soluble salts has to be carried out in their saturated brines. Anecdotal evidence has suggested that the hydration states of the ions have significant influence on the physicochemical properties of the solutions, the surface charge and wetting characteristics of the minerals, the collector adsorption states and, further, the flotation behavior of the soluble salts. In this regard, reviewing past research findings, efforts are made to establish a correlation between the ion hydration states with the flotation behavior of the soluble salts. Further, advances in understanding the significance of colloid adsorption involved in the soluble salt flotation process are addressed, and future research efforts to understand the soluble salt flotation chemistry are suggested.IntroductionSoluble salt minerals are essential raw materials for the production of a variety of commodities, fertilizers, potassium hydroxide, soda ash, magnesium compounds and other chemicals.
