The subject of this paper is broad and complex. Secondly, it is near and dear to the authors' hearts. Therefore, it doesn't seem possible to deal with every aspect of it in less space than a good size textbook. Also, if we dealt with all of the basics of feasibility studies and report preparation, we would cover a lot of material available in the literature, and would have to minimize our editorial comments. In view of these limiting realities, we have chosen to discuss selected facets of the subject, and to provide several comments which stem from our personal experiences during the past 20 years. "Think Ahead" hen someone is undergoing training to command a large ship, the following short phrase is engraved in his memory: "Think Ahead." The reason is simple enough. A battleship, aircraft carrier or oil tanker cannot change directions quickly, and if one waits to a what the other ship is going to do, there may be twisted metal and bodies scattered all over the ocean floor. The commanding officer has to use radar, forward rind aft lookouts, experience, common sense, intuition, weather forecasts, and everything else available to him to avoid trouble. Remember the USS Stark, and the fate of its captain? The fact the Stark was hit by a "friendly" missile didn't lessen the damage. How about running into a mine? Is it an excuse that no one thought about the possibility of a minefield ahead of the ship? The point is, relative to feasibility studies, that its prospective authors, and especially the commander of the efforts required to create it, must "think ahead" from the moment of their association with 4 mining activity. The is the 14th consecutive year for this column and the 13th in which the royalty data have been tabulated. Some holes still exist in the list of royalties that readers hopefully will fill. Construction aggregates - either sand and gravel or crushed stone - are the most common mineral commodity. In spite of their pervasive use nationwide, royalty information for these commodities has been difficult to acquire from some states. Readers can help. Share information about these missing states and next year there will be fewer states without information. Dennis Bryan sent a copy of a report, "Regional Appraisal of Mineral Materials: Carson City District, BLM." The report was authored by real-estate appraisers. It contains more than 50 references to leases of various construction materials in Nevada and nearby states. It gives a thumbnail sketch of each lease and is a good reference. However, the authors erroneously imply that the royalty rate and the in-place value are the same. Several of this year's new entries come from the report. However, the royalties for landscaping materials vary from state to state and by rock type. Some boulders used for landscaping in Nevada have a royalty reported at $1.10/t ($1/st). At the other extreme is lava from Idaho. Used for the same purpose, it has a royalty range of $11 to $18.70/t ($10 to $17/st). Chuanming Tian of Beijing, China has shared some information about the changing mineral royalty policies in China. China first implemented an oil and gas royalty in 1984. In 1992, the government expanded that to include iron ore. In 1994, the royalty policy was extended to all mineral commodities. At the same time, the royalty rate for iron ore increased tenfold.

Capital budgeting and investment analysis have, to this point, been beyond the scope of this text. However, a recent conceptual development by John K. Shank and Vijay Govindarajan in the capital budgeting literature is of interest to operations managers because it (1) employs some of the cost management tools outlined earlier in this text and (2) provides a useful framework for using cost management techniques to improve the competitive position of the firm. ft Shank and Govindarajan present a method of analyzing proposed expenditures that is not based on discounted cash flow measures. Their approach employs a combination of three analytical tools: value chain analysis, strategic positioning analysis, and cost driver analysis. In each of these, cost and revenue information is used in ways normally not associated with conventional budgeting. Using this framework, capital projects are selected based on their ability to improve the firm's strategic position. Shank and Govindarajan have termed this approach "strategic cost management."

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. The task of production planning in ore mining is primarily con¬cerned with the removal of ore blocks within planning periods spread over the life of the mining operation. The investigation of this problem in the past resulted in the introduction of computer based optimizing techniques for production scheduling and se¬quencing. Although these techniques succeed in computing an "optimal" mine output for one planning period, they usually fail in composing a practical and feasible mine plan over the periods in concern. This paper describes conventional production planning based on operations research and the capabilities of a knowledge-based approach. An example of a planning system for the Slovak under¬ground iron ore mine Nizna Slana will be presented. By combina¬tion of these two techniques this system should improve the qual¬ity of planning procedures.

"South Africa possess the biggest fluorspar reserves in the world followed closely by China. In light of the current commodity downturn this paper explores the use of Dense Media Separation (DMS) as a coarse pre-concentration method for two fluorspar deposits located in South Africa in which the dominant gangue is carbonate present in the form of dolomite and calcite. Heavy Liquid Separation indicated that conventional pre-concentration of the drill core samples from both deposits would result in unacceptably high fluorite CaF2 losses. At a maximum CaF2 loss to floats of 5% the benefit of DMS would be economically marginal and difficult to justify as a conventional pre-concentrator. In light of cashflow constraints, a twin flowsheet was proposed for the sole purposes of upfront cash generation in which the majority (67-77%) of the CaF2 would report to a high grade flotation plant in 38-41% of the mass whilst the rejects would be stockpiled for flotation at a later stage. Considering the proposed twin flowsheet approach the high grade product split was achieved using DMS and this paper documents the challenges encountered and results achieved. INTRODUCTION Fluorspar is the commercial term for the mineral fluorite (calcium fluoride, CaF2). Worldwide production of fluorspar is dominated by four countries namely China, Mexico, Mongolia and South Africa. Although South Africa is the fourth largest producer, it has the largest fluorspar reserves closely followed by China (U.S. Geological Survey, 2017a). Fluorspar is broadly categorized into two grades namely acid grade also referred to as acidspar (>97% CaF2); and sub-acid grade (ceramic and metallurgical grade) commonly referred to as metspar (=97% CaF2). Acid grade fluorspar is used for the production of hydrofluoric acid (HF) which in turn is used for the manufacture of fluorocarbons and semi-conductors in the electronics industry; metal processing; the production of insecticides, herbicides and cleaning detergents, and the manufacture of uranium tetrafluoride used to concentrate the uranium isotope 235 for use as a nuclear fuel (British Geological Survey 2010; Miller 2001). Ceramic grade fluorspar (85-95% CaF2) is used in the ceramic industry as a flux and opacifier in the production of glass and enamels. Ceramic grade fluorspar is also used to make coatings for welding rods and as a flux in the steel industry. Metallurgical grade fluorspar (60-85% CaF2) is primarily used in the steel industry as flux to reduce the melting temperature and remove impurities in steel making. Similarly metallurgical grade fluorspar is also used as flux in cement production to reduce energy consumption (British Geological Survey 2010; Miller 2001)."

A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. So far, we have developed and reported on algorithms that automatically produce accurate time-study reports of continuous miner data from kilowatt sensors at the Deserado Mine, and we are extending the system to accept other types of sensor data input. This paper focuses on AI techniques that improve accuracy of the numerical algorithms in the PRS module. Additional AI work for the KRS module is summarized in this paper.

INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

Geochemical static tests are a basic component of geochemical assessments and predictions for acidic drainage, and include acid-base accounting and total-metal contents. A key database for such information is the International Static Database (ISD), which currently contains more than 45,000 static-test analyses from over 200 minesites. Such large databases are useful in identifying general trends and, just as important, the percentage of exceptions. General trends and significant exceptions can be seen in the ISD by comparing one parameter against another. This paper shows that bulk neutralization potential (bulk NP) obtained from acid titration is often a good indicator of neutralizing capacity above values of 10 t CaCO3/1000 t. Other types of calculated neutralizing capacity are then compared to bulk NP to determine if they, in fact, reliably represent actual neutralizing capacity and if they can substitute for the more time-consuming and expensive bulk NP. For example, bulk NP correlates better with Carbonate NP (from carbonate analyses) and Total-carbon NP (from total-carbon analyses) than with (Ca+Mg) CaNP (from solid-phase analyses of calcium and magnesium). This means that, in general, (Ca+Mg) CaNP is a less accurate substitute for bulk NP than the other types, and thus requires intensive site-specific justification if a substitution is attempted. This also means that measurement of the frequently less-expensive parameters of total carbon and carbonate can often substitute, within site-specific error bars, for the bulk-NP titration. However, the ISD also shows that non-carbonate minerals make the primary contribution to neutralization in up to 20% of samples, so Carbonate CaNP and Total-carbon CaNP do not always reveal the full neutralizing capacity of a sample.

Some 146 kt (4.69 billion oz) of gold have been mined throughout history. Of this, 70% has been mined in this century alone, with 17% produced from 1985 through 1996 (Fig. 1 and Table 1). Until the mid-19th century, placers were the chief source of gold. Advancements in mining, metallurgy and geological thinking have resulted in underground mining (first of veins plus stockworks and later of Rand-type deposits) becoming the principal source of gold. With the demise of the South African deposits and the move towards lower grade ores, the primary source of gold will be from disseminated deposits exploited through large, open-pit mines. For the past 200 years, there has been a fairly constant ratio of about 31 g (1 oz) of gold to each person alive. If this ratio is to be maintained, annual gold production will have to rise from about 2.3 kt/a (73.9 million oz/year) to more than 3.1 kt/a (99.7 million oz/year) by the year 2000. To effect this increase, an unforeseen breakthrough in exploration or metallurgy is needed. Barring this, there will be pressure for an increase in the price of gold. This article traces the historical production of gold from 4000 B.C. - the earliest record of gold mining - to today and relates this 6,000-year record to advances in geological thinking, mining engineering and extractive metallurgy. It also proposes that man's thirst for gold, reflected in the price he will pay for gold, and his ability to find, mine and refine gold have combined to effect an equilibrium based loosely on the historical ratio of 31 g (1 oz) of cumulative gold production per each man or woman alive.

The new regulations for the bituminous coal mining industry, issued by the mining authorities of the Federal Republic of Germany, are aimed at reducing to a feasible minimum any development of the coal workers pneumoconiosis (CWP) by lowering the admissible dust exposure of mine workers. Additional and improved measures of dust suppression and job assignment control *) are required for the purpose In this connection two basically different demands are placed on dust measurements: As far as dust suppression is concerned, the causes of dust development and the effectiveness of methods applied to reduce dust concentrations have to be identified, whereas with regard to the control of job assignment, the dust exposure of mine workers has to be depermined. Demands placed on dust measurements -- specifically for determining dust exposure -- are liable to become more severe since the threshold limit values were considerably reduced in these last years and since any additional dust suppression measures as well as a purposeful job assignment to certain mine workers are dependent on relevant measuring data. Therefore, research work has been carried out with the objective of measuring and evaluating, in terms of their effect (i. e. their incidence on the development of a CWP), size distribution, concentration, and specific noxiousness of any prevailing dust conditions.

Depletion of easily accessible coal reserves and stringent competition in coal marketing has led to the coal industries' need to more accurately assess alternate development scenarios and to develop well-conceived produc¬tion plans. This, in turn, has encouraged the active use of the computer during resource eval¬uation and mine planning. Morrison-Knudsen, (M-K) has developed proprietary software, known as "EAGLES", to support not only its own mine planning and development activities but also the mining industry in general. The EAGLES system provides complete geologic modeling, mine planning, production modeling, equipment modeling, and cost and financial modeling capabilities. In addition, EAGLES can be used for geotechnical studies, environmental assessments, and surface and groundwater hydrological evaluations. Another important tool used in today's mine development is Landsat (remote sensing). Landsat is especially useful in the evaluation of mining activities at remote mine locations and for megascale assessments of geologic structures and hydrologic regions. The use of scientific systems in the development of surface mines is being well integrated into today's mining operations and will be a major factor in the planning, development, and operation of mines in the future.

The sandstone-type uranium deposits of the Gas Hills occur in the arkosic, lower Eocene Wind River formation on the southern edge of the Wind River Basin. The d S34 values of pyrite cement associated with uranium mineralization are-significantly lighter than values for syngenetic-diagenetic pyrite nodules, therefore the H2S responsible for the precipitation of the epigenetic pyrite and uraninite was produced [t]epigenetically. These values are much lighter than the values of H2S from neighboring oil fields. The presence of biogenic pyrite in meta-igneous Precambrian cobbles indicates that these cobbles are not remnants of former; vein-type uranium deposits.

In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

Many of the common valuable minerals have a magnetic susceptibility which is sufficiently high to render them amenable to magnetic separation. In addition,, many minerals which form the unwanted constituents of an ore can be removed by magnetic means. Magnetic separation in general has suffered seriously from, the lack of a high intensity wet separator. It is only recently that such a separator has become available to the industry. Prior to this, high intensity magnetic separation has been limited to the use of the dry techniques. Since the introduction of the Jones Wet High Intensity Magnetic Separator, extensive test work has been conducted to investigate possible applications. From the investigations conducted and the discussions that have taken place in the industry, it is apparent that the important mineral characteristic of magnetic susceptibility is not receiving the attention that it deserves. Applications for high intensity wet separation are being found in areas hitherto not considered.

"The US coal mining industry has suffered a recent decline in profits caused by a combination of decline in commodity demand and more restrictive government regulation, forcing coal mining companies to cease production in numerous mines. A 40% decrease in the total number of coal mines occurred from 1994 to 2000. The number of mines remained relatively constant until 2008 when a change of government sparked a series of new environmental regulations which have contributed to another 15% decrease from 2008 to 2016. In contrast, production has only decreased by 3%, increasing from 1994 to 2008, and then decreasing since 2008. However, this value is skewed by large increases in sub-bituminous coal production and decreases in other coal ranks. Several aspects assist in executive decisions on mine longevity and economic worth. Studies of open source mine data collected by mandated government surveys coupled with commodity history can be used to find relationships between mine closures and these elements, which include statistics on production tonnage, seam height, coal rank, etc. This paper looks at coal mining trends since 1994 by comparing mine, market, and regulation factors that may influence mine closure. INTRODUCTION The US coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history, and regulatory impact. TRENDS SINCE 1994 Each year, US coal mines are required to submit data on a wide variety of categories to the Mine Safety and Health Administration (MSHA) and the US Energy Information Administration (EIA). This data includes administrative records, production values, and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the following figures."
