The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Steel mill electric arc furnace dust is a RCRA listed hazardous waste and its treatment and/or disposal are regulated by a complex set of rules. These regulations were originally established to encourage recovery and recycling of valuable components. For EAF dust, the more valuable constituents include zinc, lead, cadmium and iron. In fact, current trends are in the opposite direction, as the regulations have complicated the ability to commercialize new treatment technologies and created substantial roadblocks and liabilities for processors. As a result, almost half of the EAF dust generated in 1997 will be landfilled. The problems are compounded by difficult processing requirements, less than sterling examples of technology development and mechanical and operating problems. This paper explores some options to simplify the processing requirements and thereby easing difficulties in commercializing new technologies and expediting the recycling of recovered metals. Dust processing usually includes a simple step followed by two complicated steps. The simple step is fuming of heavy metals away from iron and other residues. The complex steps are (1) separating and purifying the heavy metals and (2) upgrading the iron residue. The first complex step can be simplified by producing an intermediate product that is amenable to processing by zinc refiners. This route benefits from the currently underutilized (by dust processors) resource offered by refiners, who have experience in and existing processes for separation and purification of zinc-based heavy metals. Various processes and their associated product options are reviewed and compared. Future directions for dust processing developments are suggested.

"The nature high carbon graphite with fine particle size has low commercial value because of its narrow application range. In order to improve its value, this paper has studied the methods for nature spherical graphite. The nature spherical graphite can be used as the battery material in the field of electronic product battery and new energy automobile battery, basis on the physicochemical characteristics and particle feature of graphite. In this research, the Fixed Carbon (FC) grade of the graphite sample is more than 95.0% and the particle size of the graphite sample is from +325 mesh to -100 mesh. There are many methods for nature spherical graphite, including the fluidized bed airflow mill, the hydro-spheroidization mill and micropowder mill. The testing results indicate that the method of ACM micropowder mill is the best because the spherical shaping ratio and production yield of spherical graphite are both the best.According to the testing results of the ACM micropowder mill, the best process includes two stages of coarse crushing, four stages of fine crushing and twelve stages of shaping. And two kinds of spherical graphite products can be got, which are the product of D50=22.85 µm and the product of D50=15.43µm, and the whole yield of them is up to 54.43%. So, it lays a foundation for the high value utilization of this kind of graphite resources.INTRODUCTION Graphite is isomer of the diamond. Graphite ore resources are mainly concentrated in China, Brazil, India, followed by Czech, Korea, Mexico, Canada and other countries. Graphite ore has lots of characteristics by itself crystal structure, such as good resistance to high temperature, electrical conductivity, thermal conductivity, thermal shock resistance, good lubricity, plasticity, chemical stability and so on. So, Graphite is widely used in metallurgy, machinery, electrical, chemical, petroleum, nuclear industry, defense industry and other areas. [1,2,3] Natural graphite ore has low geological Fixed Carbon (FC) grade. FC grade should be enriched to more than 94.0% by mineral processing. [1,2] The particle size composition of this high carbon graphite affects its application value. The part of +100 mesh particle size has high application value. The part of -100 mesh particle size has low value because of its limited application field. In order to improve the value of-100 mesh particle size, this part high carbon graphite can be made into spherical graphite. And the value of the spherical graphite is great, it is more than 8 times of the feed. This paper has lots of tests for spherical graphite preparing with the fine particle size natural high carbon graphite. And it lays a foundation for the high value of this kind of resource."

What is special about being a female mine manager? We do not believe that the challenge is greater for women in managing a mine compared to managerial positions in other male-dominated businesses. The challenge lies in the fact that it is a male-dominated business. Being a leader belonging to a minority creates a situation where competence not only lies in having technical knowledge or general leadership characteristics, but also in acquiring an understanding of the male norm and being able to behave and communicate effectively in the organisation.In order to move towards a better gender balance at senior levels it is important to set measurable objectives on desirable proportions between women and men at management levels within the company. Focus and action are required to achieve this goal. At LKAB, the current target is to reach 25 per cent women in the total workforce by 2020. To date, LKAB has reached 19.4 per cent women in the total workforce, and the number of women in management positions is 19.9 per cent.It is of vital importance to create a non-discriminating working environment to achieve equal opportunities at the workplace, to be able to use the whole workforce as a resource for recruitment of professionals and managers, thereby improving decision-making, productivity, efficiency and profitability.Women as mine managers is not a utopia, but rather an effect of long-term investments in actions that result in equal opportunities for all employees.CITATION:Quinteiro, M and Sundqvist, Å, 2016. A new generation of hydraulic mine support prestressing devices has been developed. These thin-walled steel shells are machine-welded and can be inflated with water or any liquid to provide prestressing for a wide variety of roof support products ranging from Can supports to props and cable bolts. With an expansion capability of several inches, depending on the geometry and size of the unit, they can also establish roof contact eliminating the need for wooden wedges or crib blocks that are commonly employed with several standing roof support products. Capable of withstanding pressures from 1,000 to 6,000 psi, these cells are able to transfer roof loading into the support structure without rupturing. A recent development has been the addition of an inexpensive yield valve that provides control of the maximum pressure and load development on the support. This paper examines the performance capabilities of these inflatable prestressing units and the impact they have on the performance of various support systems, including an evaluation of the overall stiffness of the support system and the load control during yielding of the prestressing unit. Recommendations are made regarding the design requirements of the prestressing unit to optimize the support performance. A summary of mine applications using this technology is provided with general comments regarding their impact on ground control.

With the technique and data obtained in using the blast hole diamond drill for "Removal of Horizontal Level Pillar by means of Blast Hole diamond drilling at New Occidental Gold Mines N.L.," as described in Proceedings No. 133 of 1944, and a series of experiments using the blast hole diamond drill for stoping at New Occidental and New Cobar Mines over the past two years, a benching method of stoping has been developed using 2 inch coring diamond drill bits, resulting in efficient and economical ore extraction in these large ore bodies.During the experimental stages the standard H-inch blast hole was used, but the deflection of the holes, when using this solid bit, either decreased or increased the burden of the hole when it became necessary to drill holes deeper than 45 feet.It was found that after blasting vertical holes deeper than 45 feet, the ore did not break satisfactorily over the full length of the hole; on one occasion as much as 30 feet of bench was left at the bottom of the face, which had to be subsequently re-bored andblasted.As this defect was also noticeable to some extent even when the holes did not deflect, it was then obvious that the explosive had become less sensitive in the lower section of the hole. This was probably brought about by pressure being built up ahead of the detonation wave in H-inch hole, resulting in desensitization of the explosive.Another series of experiments were carried out, using 2-inch solid bits, which enabled a much greater burden on the holes, and the use of primacord for the full length of the hole.This gave satisfactory results regarding breaking and fragmentation, but was uneconomic owing to the excessive consumption of diamonds, and the slow rate of drilling.Further experiments were then carried out using 2-inch coring bits, (Fig. 1) which allowed holes of 90-feet to be bored with little deflection, and proved to be entirely satisfactory as to cost and speed of drilling.

In the last two decades, there have been nearly no new mining towns built in Canada. Governments and mining companies have viewed long distance commuting (LDC), commonly known as fly-in-flyout or fly-in mines, as a way to avoid problems associated with building a new community and providing for its sustainability after mine closure. LDC is also considered more cost-effective than building a mine town. The intensification of the use of LDC in the Canadian mining sector has been quite rapid, particularly in northern regions. However, LDC has implications to employees, their families and communities, which deserve further examination, particularly considering the significant expansion in Northern mining and Aboriginal participation in this sector. This paper presents a review of the major issues in long distance commuting, both from an industry and community perspectives. It is a result of preliminary investigation for a PhD research project that will be pursued by a Bridge Fellow and UBC Mining Sustainability Working Group member, and guided by an interdisciplinary research team at the University of British Columbia (UBC). The Bridge Fellowship Program is research-training program linking the UBC?s Faculties of Medicine, Engineering and Graduate Studies. Its mission is to develop creative evidence-based prevention measures for public, environmental and occupational health problems. The SWG is an interdisciplinary student group based in the UBC Department of Mining Engineering, committed to respond to the complex sustainability-related challenges currently faced by the mining industry. In other to pursue this project, it is paramount that industry and local communities alike participate in the development and clarification of research questions as well as in the research design. It is hoped that this paper will function as an invitation for industrial and community partners for such study. The main themes identified for this research are occupational health and safety of LDC employees, family life impacts and community health impacts of this model of resource development.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

Rare earth elements (REEs) are key ingredients in many advanced materials used in energy, military, transportation, and communication applications. However, the prevailing geopolitical dynamics and the rising demand for REEs have rendered the reliance on primary REE resources susceptible to future supply disruptions, posing a substantial risk to the availability of these elements for numerous applications. Therefore, it is imperative to undertake substantial initiatives in the extraction of REEs from secondary sources on a large scale to ensure the resilience of the supply chain. Permanent magnets, lighting phosphors, and nickel-metal hydride (NiMH) batteries are among the secondary sources with high potential for sustainable REE extraction. This review assesses the extraction potential of REEs from the aforementioned three secondary sources and their leaching kinetics and thermodynamics aspects. More importantly, state-of-the-art different existing kinetic models employed in rare earth (RE) leaching were well discussed for a better understanding of the REE leaching reactions. Furthermore, the optimized leaching parameters related to this kinetics were described, and various RE recovery methods were comprehensively summarized. These processes facilitate to managing one of the fastest-growing solid waste streams by minimizing environmental impacts and producing critical metals, including REEs via circular economy approaches. The recovery of REEs from secondary sources aligns with numerous United Nations Sustainable Development Goals (SDGs), particularly in the renewable energy sector for climate change mitigation. Consequently, this trash-to-treasure urban mining concept to transforming e-waste into a valuable resource for REE recovery emerges as a pivotal element within the REE industry.

In 1982 this borer provided new and particularly interesting information In the field of hard rock boring. The abrasive quartzltes traversed proved to be a challenge to the cutter manufacturer and the project team. This paper examines the problems faced, the solutions found and the lessons learnt.

NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

The borate industry is one of the few sectors of the mining and mineral-processing industry which the United States still dominates. Since about 1927, the United States has supplied over half of the world's total boron and borate raw materials, and many of the chemical derivatives as well. Chiefly responsible for this record are companies producing sodium borates from two large deposits in southern California, at Boron (Kramer) and Searles Lake. The sodium borates, or products derived from borax and borax-containing brines, are the preferred borates for industry because they are soluble in water and combine readily with most other chemicals. Calcium borates (or sodium-free compounds) are required for certain end uses, but in general, nonsodium borates are used only where borax is not avail- able. During the past hundred years, the use of boron compounds throughout the world has risen from a few tons per year to the equivalent of about a million tons of B2O3. Leadership in supplying borates has shifted from country to country and from region to region during this period, generally as the result of the development of newly discovered deposits that were better in quality, more accessible, or more economically exploitable than previous sources (Table 1). Primary Products and End Uses The principal borate products offered by primary producers in the United States are listed in Table 2. In general, these products are utilized worldwide by almost all consumers, regardless of the original source of the primary borates. In the United States, the primary borates all originate in southern California. Colemanite is produced as crude or processed crude ore from the Death Valley area and is utilized by the fiber glass and ceramic industries without further treatment. Production from Searles Lake, Calif., is from brines that are processed in chemical plants where borax and other compounds are recovered and the principal borate products are produced. At Boron, Calif., the world's leading producer is mining a deposit of mineral borax and operating a chemical refinery. The mineral borax is mined together with included clay, and refined borax or "lo-mol" is one of the refinery products. The mineral and the chemical compound are identical, Na2B4O7- lOH2O. In addition to ship- ping all major refined borate products from Boron, the company ships semiprocessed ore concentrates to treatment plants elsewhere.

Timber support of mine openings continues to be an effective system for ground support, due to its avail¬ability, flexibility, and ease of installation. Timber support of mine openings as a primary method to support loose rock has been replaced to a large extent by rockbolting and by filling systems. How¬ever, the many designs of square-set timber and varia¬tions of crib and stull support that have been developed to suit many stope configurations have proven reliable over many years of application. Integrated in modern excavation and stoping methods, timber remains an im¬portant ground support material for today's mines. ADVANTAGES AND DISADVANTAGES OF TIMBER SYSTEMS Timber, when used as a part of the total support system, is recognized for its unique support properties. More than a cover to prevent minor falls of ground, timber systems have been carefully designed to provide adequate support with sufficient compressive qualities to achieve a safe working environment in extremely diffi¬cult ground conditions. In some cases, a timber support method is designed to yield while retaining its protec¬tive support qualities. Little or no initial investment in equipment or plant is required for incorporating timber into the mining support system. Low cost cutoff saws and portable chain saws are sufficient equipment for effective use of dimen¬sioned (sawed) or round (stull) timber support. Until recently, small sawmills of various complexity were com¬mon at mine surface plants. Sawmills at the mine sites have generally been replaced by timber vendors' mills. Suppliers have been able to use efficient cutting and lumber handling methods to reduce the cost of mine timbers. Most suppliers will package dimensioned mine timber into bundles that are suitable for handling down mine shafts and on level conveyances. The principal disadvantage of timber as a support method is higher material cost and labor cost associated with its labor-intensive installation. Furthermore, stand¬ing timber reserves of mine quality wood are in short supply in some areas, and heavy competition exists for alternative uses of the timber supplies. Vendors are reluctant to supply large cross section dimension tim¬bers relatively free of defects. Some mine operations require 4.8-m (16-ft) lengths of firm timber over 0.09 m2 (144 sq in.) in section and these are difficult to obtain in large quantities. APPLICATION OF TIMBER FOR MINE SUPPORTS Timber used in mine support has been cut from many species of trees. A firm hardwood with physical properties similar to western Douglas fir has been pre¬ferred in the US. Other harder and softer woods, how¬ever, have been used when readily available or where the specific strength or crushing quality of the wood is a desired specification of the support system design. Hard¬ wood, commonly oak, has been used where maximum crushing resistance is required. Mahogany and fir are widely used for shaft guide timber. Normally, timber is used with its core axis parallel to the long axis of the timber dimension. However, in some cases, it is placed normal to its core in a "butt" log position, so as to provide maximum resistance to abrasion of the ore passage adjacent to the cut end of the block. By selective placement of timber block¬ing, controlled resistance to ground closure can be achieved which will prevent early failure of primary sup¬port members of the timber structure. Timber is widely used in modern mining operations as a construction member for chute-lip support. These designs are tailored to each operation to conform to the dimensions of the haulage equipment being used. As a construction material, wood requires none of the spe¬cial equipment necessary for placement of concrete or steel support. Placement of these alternate support ma¬terials requires carefully dimensioned and engineered excavation for their installation. Wood can be easily sawed to fit on location. The successful use of timber in heavy ground de¬pends on the careful and accurate placement of block¬ing and bracing to achieve the controlled yielding re¬sistance needed to support the mine opening. Similarly, frequency, size, and placement of top and bottom block¬ing stulls in flat-bedded deposits are carefully determined to provide adequate support at the mining face. Con¬trolled caving through failure of the stulls may be required as the scope retreats from the earlier mined-out sections. The support program must achieve both of these dimensionless qualities by specification of stull frequency and size. The utility of the square set-system of ground sup¬port and timber support is described in Chap. 2, re¬printed from US Bureau of Mines Information Circular 6691. Four examples of effective use of timber for support of stoping and other mine openings are pre¬sented in other chapters in this section. The Gilman mine's use of Mitchell slice stoping described in Chap. 3 is an early modification of the square-set mining system. This application proved reli¬able for heavy ground and overcame some of the dis¬advantages of conventional square-set timber. Chap. 4 describes the Burgin mine's use of timber with other reinforcement material. This combination of materials achieved high strength and control with yielding com¬ponent members necessary for heavy, squeezing ground. Chap. 5 describes the Bunker Hill mine's use of square¬set timber in a new configuration that provides an effi¬cient and safe support for stoping using small load¬haul-dump (LHD) mobile equipment. "The Texada Mill is a unique iron operation producing High Grade sinter iron concentrate and a by-product copper, gold, silver concentrate. The plant is complex and extremely flexible to handle the many varieties of ore. Two iron concentrates are made and blended. A coarse iron concentrate from primary grinding and a fine concentrate after rougher flotation to remove all the sulphides.All the tailings from iron processing are collected, dewatered, reground and floated for additional copper recovery.The entire milling operation has been carried out in all sea water for seven years and mixtures of sea, fresh, and reclaimed water for ten years prior to that.A very stable float results from the use of sea water at the natural pH8. Reagent Consumption is lower and Metallic Corrosion of mill liners and grinding media is actually less than local fresh water or mixtures of fresh and sea water.Marine growth in pipe lines can be periodically removed by violently bubbling high pressure air up through the water filled mains.Location:Texada Mines is located on tide water on the west side of Texada Island 100 miles northwest of Vancouver, B. This Bureau of Mines report analyzes diverse observations of the rates and mechanisms for the pyrolysis and devolatilization of coal and polymethylmethacrylate (PMMA). New data are presented for PMMA, together with new morphological evidence for the microscopic structure of the pyrolysis and devolatilization wave front in coals. It is concluded that there is no substantive evidence to support the traditional viewpoint that the pyrolysis and devolatilization rate process occurs isothermally, under chemical rate control; or is described realistically by a classical, unimolecular Arrhenius function of temperature. Instead, the reaction process occurs as a highly nonisothermal, heat-flux-driven, pyrolysis and devolatilization wave front, whose speed of propagation is predictable by internal heat transport constraints. Except for the complication of its charlayer residue, whose increasing thickness insulates the pyrolysis wave front from the heat source flux that drives it, both coal and PMMA behave similarly during pyrolysis and devolatilization. For PMMA, decomposition occurs at a temperature of 3500 to 5500 C; for coal it occurs at 4500 to 6000 C. There is no evidence that the reactant temperature ever exceeds those values regardless of the source temperature to which the samples are exposed.

Long-range projection of demand for domestic crude oil indicates a continued upward movement and accentuates the need for increasing the recovery from known crude-oil resources to supplement expected future discoveries. Consequently, the industry and Government have given special attention to the viscous or heavy-oil deposits because they offer the distinct possibility of large order increases in ultimate recovery. This report presents data pertaining to 150 heavy-oil reservoirs in Arkansas including oil characteristics of samples from 38 of these reservoirs. To January 1, 1967, about 600 million bbl of heavy oil has been recovered from the 150 reservoirs in 63 oilfields; however, about 4.5 billion bbl, or 88 pct, of oil remained in the ground. Of prime importance is that much of this heavy-oil resource is in reservoirs having characteristics considered favorable for thermal-recovery operations. Data for the thermal projects initiated [thus Ear are presented in individual field discussions. Also discussed is the t crude oil supply-demand situation in the State.

Viscosity of the slag is one of the central parameters when producing FeCr in submerged arc furnaces. It contributes to smelting behaviour and reduction kinetics of chromite ore as well as to the Cr recovery by influencing the separation of dispersed metal droplets from the slag. A typical FeCr process slag contains 5-10pct chromium oxides, CrO and CrO1.5. The neural network computation was applied to the evaluation of viscosity for slags containing chromium oxides, and the prediction of viscosity in FeCr process slag was conducted. The main results in this estimation were that the chromium oxides in FeCr process slag lower its viscosity, and that the effect of CrO on the viscosity decrease is greater than that of CrO1.5.

This work was undertaken to investigate the thermodynamic and kinetic feasibility of using hot sulfur dioxide bearing gases from smelting processes to selectively sulfate the nickel in nickel laterite ores for subsequent extraction in water. The environmental benefits of this approach, as opposed to releasing the gas to the atmosphere, and the economic benefit of directly utilizing the SO2 rather than converting it to sulfuric acid are strong drivers for such a process. A thermodynamic analysis indicated that selective sulfation of the nickel could be feasible under appropriate conditions and these were explored through a series of laboratory scale experiments. Laterite samples were reacted at temperatures between 500 and 800°C with an equilibrated mixture of sulfur dioxide, oxygen and nitrogen in a fixed bed reactor. Tests were conducted on saprolitic ore from Bulong, Western Australia:, limonitic ore from New Caledonia and gamieritic ore from Indonesia. Nickel extractions were highest from the limonite and relatively low from the other ores. The maximum selective extraction of nickel from the limonite in a single stage sulfation was 73%. Sulfation of other elements present in the laterites was also examined. A two-stage process was also identified which involved sulfation using a strong sulfation potenrial followed by weaker sulfation potential to attempt to convert ferric sulfate formed in the first stage to ferric oxide. This increased the extraction for the limonite ore to around 84% Ni, 95% Co and 2% Fe. Direct sulfation of laterite could be feasible in locations where sulfide smelting or roasting operations are relatively close to laterite deposits.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. As you are aware, he had been elected an honorary member of this Institute, as well as of our sister Institutes in England and in America...

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;
