Harima Works is operating as the zinc and lead simultaneous smelter utilizing the imperial Smelting Process. The smelter commenced its operation in 1966 with designed capacities of 3500 t/M of zinc and 1500 t/M of lead. After that, owing to the results of progressive developments and improvements in operating efficiency and equipments, it has doubled its production figure. This report reviews our recent developments carried out from 1983 to 1985. Firstly, the furnace bottom design was modified for the purpose of reducing carbon consumption ratio. As a result, shaft operating condition has been satisfactory and carbon consumption ratio was improved by 2%, in addition, furnace zinc production was increased by about 8%. Secondly, the oxygen enriched operation at sintering machine was tested from July 1984 to June 1985, in order to increase the sinter productivity, and to solve the capacity imbalance between sinter plant and ISF. As the test result, it was found out that sulfur elimination rate was increased by approx 10% with the oxygen enrichment of 500 Nm3/hr.

Inertisation is used to enhance the safety of underground mine areas either to avoid the potential for a combustion event or to stabilize a situation after an ignition, fire or heating. The primary objective of a recently completed Australian Coal Association Research Program (ACARP) study was to review coal mine inertisation and in particular to focus on use of the Polish mine fire simulation software Ventgraph to gain better understanding of how various inertisation units interact with the complex ventilation behavior underground during a substantial fire. Critical aspects targeted for examination under the project grant included location of the unit for high priority fire positions, size of borehole or pipe range required, time required for inertisation output to interact with and extinguish a fire, effects of seam gases on fire behavior with inertisation present and main fan management. A major accomplishment of the project has been to take findings from the simulation exercises to develop inertisation related modifications to the Ventgraph fire simulation program in conjunction with the Polish program authors. Selected mines were ?evaluated or audited?as to the ability to deliver inert gases generated from GAG units to high priority underground fire locations .A coding system has been developed and many potential underground mine fire sources cannot be successfully inertized with the GAG docked at the current specified point; this is particularly so for fires in extended areas of workings or in panels. There is a limit to the ability of the GAG jet engine to deliver exhaust down smaller dimension borehole. There is a need to examine the use of the GAG for production or proactive uses in a wider application in Australian mines responding to recovering from mine fires, spontaneous combustion heating?s, elimination of the potential explosibility of newly sealed gobs or inert mines or mine sections on closure. Some of the current uses of low flow inertisation facilities could be more effectively undertaken with the GAG unit.

Wyoming contains many petroleum and natural-gas fields, and more than 250 geological structures have been mapped; however, only about 85 have been found (July 1938) to contain petroleum or natural gas, or both, in commercial quantities. To January 1938 approximately 434 million barrels of oil and 915 billion cubic feet of gas have been produced, and it was estimated that proved oil reserves in Wyoming amounted to 300 million barrels.' The Salt Creek field, the largest in the Rocky Mountain area, alone has produced 64 percent of the State's oil and 46 percent of its gas. This field ranked thirteenth among the producing fields of the United States in total cumulative production as of January 1, 1938. On this basis it ranks with the Kern River and Huntington Beach fields of California and the Butler County fields of Kansas. The Salt Creek field has declined in relative importance; in 1937, while still the largest oil-producing field in the State, it produced 31 percent of the oil and 11 percent of the gas extracted from all wells in Wyoming.

"The Gakara Rare Earth deposit in Burundi (East Africa) is unique for its high grade (e.g., 54.3% TREO on average) and low uranium and thorium levels. The majority of the light rare earth (RE) elements in material from Gakara are contained within the familiar RE minerals bastnaesite and monazite. Extensive metallurgical test work was conducted by SGS Minerals Services on mineral samples collected from the Gakara deposit. Various whole ore hydrometallurgical processing routes were examined in a scoping level test program. Preliminary beneficiation testing was also conducted, though it was determined that only marginal upgrading would be achieved with significant RE losses. Thus a hydrometallurgical process on whole ore was developed to minimize the overall process complexity and achieve maximum RE recovery. Results from the test work will be presented, along with the selected base case flowsheet involving agitated atmospheric sulphation of the RE minerals, RE double sulphate precipitation, caustic conversion, redissolution, and carbonate precipitation. Following the base case flowsheet, a purified cerium free mixed RE carbonate with low levels of radioactive elements was produced.INTRODUCTIONRainbow Rare Earths Limited (Rainbow) is a mining company engaged in the exploration and development of the Gakara rare earth deposit in Burundi; Figure 1 shows the project location. The project is located in the Bujumbura Province and 45 km from the Burundi capital of Bujumbura. Notable for its exceedingly high in-situ grade – 54.3% on average total rare earth oxide (TREO), low uranium and thorium levels and familiar rare earth minerals, bastnaesite and monazite – Gakara is the world’s richest rare earth deposit. The project, a previously operating mine from 1948–1978, has a significant mineral inventory base, a long life of mine, well understood mineralogy, and robust economics. Rainbow is focused on bringing Gakara into production in the near term, ramping up to produce 5,000 t/y of a 54%+ TREO concentrate."

Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. "Current trends, motivated by fossil fuel dependence and unprecedented greenhouse gas (GHG) emissions, show lithium-ion batteries (LIBs) emerging as a competitive energy storage technology due to higher power and energy densities compared to Pb-acid and Ni-metal hydride chemistries. These trends may be of concern, however, as environmental impacts are not well understood for either the LIB itself, or for the nanoparticles consumed or released during the battery's production, use, or end-of-life. This study combines economic modeling, dynamic material flow analysis, and fundamental material characterization methods in order to quantify some of the economic and environmental trade-offs for LIBs at their end-of-life. As expected, results show that as chemistries transition from Li-Co based cathodes to Li based Fe, Mn, and S cathodes, LIB recovery value correlates to the value of the raw materials used. These initial results aim to inform collection policies being proposed currently as well as enable future deployment of novel recycling techniques.IntroductionGlobal fossil fuel dependence and unprecedented GHG emissions have led to increasing attention on energy alternatives, for both electricity production and personal transportation. However, development of renewable energy systems is contingent on concurrent technological development of energy storage systems, primarily batteries used for power grid load-leveling, renewable energy storage, and hybrid and battery electric vehicles. In this sector, lithium-ion batteries (LIBs) are emerging as a competitive technology due to higher power and energy densities compared to lead-acid and nickelmetal hydride chemistries[!]. LIBs represent close to 20% of the total rechargeable battery market and 75% of the portable rechargeable battery market, which is the fastest growing segment of the rechargeable battery market, with a 20% global growth in 2008 [2].This surge in production ofLIBs indicates a looming waste problem; total waste from Li-ion batteries has likely grown substantially from the 500 metric tons estimated in 2003 [3]. Figure IA shows the substantial increase in world-wide lithium production that has occurred in the last several decades with batteries making up the largest share of applications (Figure lB). California and New York state legislators have attempted to proactively address this looming waste by issuing diposal bans on rechargeable batteries in their states[4, 5]. However, quantification of the costs involved in collection, transportation, and processing of these materials has not been examined in depth."

Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. "Abstract - Banded iron formation rocks associated with massive sulfide lenses in the Broken Hill Pb-Zn-Cu-Ag deposit in the Namaqualand Metamorphic Complex, South Africa , were investigated with respect to the geochemistry of manganiferous silicate-rich bands. Two common varieties of these are: amphibole- and garnet-rich iron formation bands. The results reveal that the former are enriched in Fe, Mg, Cu, Co and S. The garnet-rich bands are enriched in Mn, Ca, P, Pb and Ba with significant detrital contamination of Ti, Al, Zr, Cr, Y, V, Ni and Nd.The silicate-rich bands have compositions, in terms of, Si/Al, Si/Fe, Fe/Mn, La/Ce and Co/Zn, comparable to submarine chemical sediments which precipitated from hydrothermal fluids. The garnet­ and amphibole-rich bands are interpreted as ""evolved"" and ""immature"" hydrothermal sediments, respectively. The latter resulted from rapid precipitation after exhalation, whereas the former had a longer residence within sea water. The silicate-rich bands both exhibit increasing Mn/(Mn+ Fe) fractions, which are consistent with a variation expected from proximal to distal depositional settings. The prevalence of garnet-rich bands over amphibole-rich bands is interpreted as the result of injection of hydrothermal fluids from a single vent situated along the northwest margin of the Broken Hill deposit."

Search Minerals has developed a Direct Extraction Process for recovery of rare earths from the Foxtrot and Deep Fox deposits in Labrador Canada. The process includes crushing, acid treatment, water leaching, impurity removal, precipitation of an intermediate rare earth product and finally re fining of the intermediate product to produce a high purity mixed rare earth oxide (*99% total rare each oxides). The Direct Extraction Process has been validated in an extensive demonstration pilot plant program at SGS Minerals. A total of 3 tonnes of material was processed to produce final mixed rare earth product. The results of the demonstration pilot plant program are reported.

In 2004, the engineers at the Deer Creek Mine located near Huntington, Utah initiated the ventilation planning to exploit a remote area of the mine?s reserves. This area was located under a mountain which would not allow for the incorporation of an additional shaft or portal access near the proposed longwall panels. With this constraint along with the desire to maintain a two entry gate road system and the expected condition of frequent coal wash outs a ventilation plan was established. Different options were examined that included; increasing the current exhaust fan power, adding another exhaust fan installation, converting the ventilation fans in the active portion of the mine to a forcing system, and modifying the ventilation system in the active area of the mine to a push-pull system. The push-pull ventilation system was ultimately selected. This paper details the design process of the ventilation system upgrade, the procurement process for the new fans, and the new fan startup testing.

The limitation of fossil fuel resources and the necessity of reducing CO2emission require an increase of the efficiency of power plants by using combined cycle power systems. Pressurized Pulverized Coal Combustion (PPCC) is a potential concept to realise these objectives. The direct use of hot flue gas for driving a gas turbine requires a hot gas cleanup to achieve corrosion prevention of the turbine blading. One of the main problems is the alkali release during the coal combustion process. Molten coal ash slag has a high potential for alkali retention which depend son the alkali oxide activity in the slag. Knudsen Effusion Mass Spectrometry (KEMS) was used to determine thermodynamic data of alkali gas species over molten coal ash slags and of alkali oxides in molten coal ash slags. The main interest of the investigations focused on the structural dependence of the thermodynamic properties of the alkalis. It was found that there is a strong correlation between the thermodynamic properties and the ratio of nonbridging oxygen to tetrahedral oxygen (NBO/T). An increase of the polymerization of the slag results in a decrease of the alkali oxide activity in the slag and thus a decrease of the alkali partial pressure over the slag. "Falconbridge’s Raglan Concentrator, located at the northern limit of Quebec’s Nunavik Region, has been in operation since December 1997. Originally designed to process 800,000 tonnes per year of high grade nickel ore, plant capacity is currently approaching 1,000,000 tonnes per year. Optimization of the ABC grinding circuit has proven to be the most challenging component of this capacity increase. Concurrent flotation circuit modifications have allowed concentrate grades to increase from 16 to 18 percent nickel, while maintaining recoveries. Concentrate drying problems encountered during the first 15 months of operation have been addressed through equipment upgrades. The challenges associated with surface deposition of filtered tailings in an arctic environment are now better understood, and detailed design of the progressive reclamation cover is underway.GRINDINGCircuit OverviewOre from open pit and underground mining operations is introduced to the underground ore handling system via surface and underground truck dumps. Two underground bins with a combined capacity of 4000 tonnes provide roughly a day of live capacity for ore storage. Ore from the two bins is conveyed to a 150 tonne surge bin immediately ahead of the grinding circuit in the concentrator.The Raglan grinding circuit has a conventional ABC configuration (Figure 1) with a design capacity of 100 mtph (800,000 tonnes per year). The 24’ AG mill is powered by a 3000 hp motor with variable speed drive. AG discharge is sized on a 8’x16’ single deck vibrating screen, with screen oversize recirculating to a 5 %’ short head cone crusher (400 hp) before returning to the AG mill. Screen undersize is combined with ball mill discharge to feed up to 5 15” Krebs hydrocyclones. The ball mill is a 14’x 21’ overflow mill driven by a 3000 hp motor at 73% critical speed. Target Pgo for the grinding circuit product is 65 microns"

"Pre-concentration of precious metal and base metal ore types is becoming more relevant with the discovery, development and operation of many lower grade deposits around the world. The fluctuations in metal prices and currencies expose many mines to risks especially dealing with low and variable ore grades. Pre-concentration, the process of concentrating the valuable metal into a smaller mass yield, effectively results in the introduction of higher feed grades to milling circuits. Gangue rejection, the removal of lower S.G. waste rock from the circuit, not only results in higher downstream grades but also potentially removes harder, non-valuable mineral, providing significant power savings within the circuit. The pre-concentration or ‘gangue rejection’ process offers a number of benefits when considering the treatment of marginal ore deposits, especially if it can be performed at a coarse crush size; these benefits include a reduction of the operating costs and the feed of more metal units to the mill. Gekko Systems has effectively utilized the Inline Pressure Jig (IPJ) to pre-concentrate the valuable metal, achieving high primary recoveries into a range of mass yields resulting in upgrade ratios between 2 and 10 times. This paper explores: the benefits of pre-concentrating ‘marginal’ ore deposits prior to the milling circuit; the selective rejection of ore types that may affect either the recovery or comminution process; and also looks into the potential to effectively reduce the ‘cut-off’ grade when considering the mine planning process. Case studies of projects using the IPJ to pre-concentrate and reject gangue are also included. Pre-concentration and gangue rejection provide the potential to develop marginal ore deposits, thus providing higher grades, less gangue and more metal at a lower operating cost to producers."

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.
