Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

The dissolution behaviour of ilmenite in acid solutions has been studied by many researchers to improve the leaching efficiency. Most studies which utilized natural ilmenite from different origins resulted in different reactivity due to the alteration caused by the weathering process. Previous researchers have suggested that the greater reactivity shown by some ilmenite samples towards sulphuric acid may be a result of the mineral being relatively unaltered. In the present study a rotating synthetic ilmenite disc of 2.2 cm diameter was subjected to leaching studies in hydrochloric acid. The dissolution rates of iron and titanium from synthetic ilmenite were determined in hydrochloric acid solutions (4 M to 9 M) over a temperature range of 50 to 80°C. Results show that the rate of dissolution of both iron and titanium increased with the increase in acid concentration. However, the rates decreased with time and obeyed a parabolic rate law indicating the blockage of the surface by an insoluble product. The rates of dissolution of both iron and titanium were higher in the presence of SnCl2 and remained unaffected with time indicating the reductive role of SnCl2 which inhibits the formation of surface blocking solids. Application to natural ilmenite is also discussed.

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. The importance of structural geology in open pit slope stability is overlooked in many mining operations due to pressures to cut costs and minimize mine personnel. As a result, mine geology staff are often unable to keep up with geological mapping of the pit slopes due to other day to day production oriented tasks. In some instances, key structural controls that contribute to slope instability may not be identified until after a slope instability has initiated, at which time it may be difficult or impossible to delineate these features in the field. Even for small slopes, understanding the engineering and structural geology of the rock mass, as well as the effects of groundwater and blasting practices, are of key importance to slope stability. Two case histories are presented as examples of mining operations that experienced slope instability with little more than anecdotal information about the structural and groundwater conditions encountered during mining. By conducting field reconnaissance, simple slope stability analyses and ongoing slope monitoring, practical remedial measures were implemented, allowing continued safe mining operation.

This study investigates the transformation of pyrolytic spent tyre-derived char and crumb rubber into high-performance activated carbon chars for industrial wastewater remediation. Utilising an in-house macro-thermogravimetric analysis system under an argon atmosphere, spent tyre-derived activated carbon char were synthesised via physical temperature activation and aqua regia demineralisation. Comprehensive characterisation using x-ray diffraction, Raman spectroscopy, and scanning electron microscopy, revealed a predominantly amorphous structure with nanoscale crystallites (~1 nm) and active surface functional groups. Proximate analysis confirmed that both crumb rubber and leached tyre crumb rubber with aqua regia derivatives achieved favourable compositions (ash ≈ 9.6%; fixed carbon ≈ 84%), comparable to commercial activated carbon (AC). At an optimal activation temperature of 850°C, the char of tyre crumb leached with aqua regia variant exhibited a significant surface area of 300 m²/g. Crucially, the tyre crumb char produced at 850°C variant developed a pore volume of 0.8 cm³/g—effectively doubling that of commercial activated carbon (0.4 cm³/g)—facilitating the sequestration of large organic molecules. In application tests using high-strength starch wastewater, char of tyre crumb leached with aqua regia and tyre crumb char, both produced at 850°C, achieved total organic carbon removal efficiencies of 60% and 50%, respectively, bridging the performance gap between waste-derived and commercial adsorbents. These findings validate waste tyres as a viable, low-cost precursor for industrial-grade adsorbents, offering a sustainable circular economy route for tyre valorisation and reduced industrial disposal costs. Future research will focus on kinetic modelling and the recovery of zinc from spent tyre-derived activated carbon char residues.

Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation- Which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects.

Proposed by outstanding electrochemist and electrometallurgist Prof. Raphael Agladze (191 1- 1989), process of copper and manganese co-electrowinning was enhanced to the pre- electrowinning stages: low,temperature co-leaching of copper and manganese containing materials, and to high-temperature co-roasting of the same materials with consecutive leaching. The report presents results of experimental investigations of the processes mentioned above, as well as results of thermodynamic investigations of co-roasting processes, and co- leaching processes computer modeling.

The theory and practice followed by the Bureau of Mines in investigating electrical equipment4/ made for service in gassy mines are of particular interest not only to manufacturers but also to those organizations that deal with safety anal inspection at the mines. This publication purposes to discuss the theory upon which tests of equipment in explosive atmospheres are based and to consider inspection and other matters pertaining to investigations made by the Bureau in ascertaining whether a machine merits approval. The material in this report is taken from an earlier bulletin,5/ which is row out of print, and has been revised and brought up to date to make the information again available to manufacturers, inspectors, and others interested in the development of safe equipment.

Mining operations consume over 2.5 Billion Australian dollars’ worth of bulk explosives annually (Richardson, 2018). Despite the large volume of product used, current practices only conduct a cup density test of the product being used. Explosive products are made up of a number of components, each with an effect on the performance of the explosive. This paper presents methods currently available for the evaluation of bulk explosives and discusses the results of the evaluation of bulk explosives using each of the methods. Through the preliminary experimental analysis, wet chemistry and the Bulk Explosive Analyser were found as methods most suitable for the evaluation of bulk explosives. This paper also presents data obtained from the experimental comparison of the wet chemistry method and the Bulk Explosive Analyser. Through a total of 60 tests carried out on 10 different bulk explosive products the average error of each method was determined, the BEA presented an average error of 0.11%, whereas, the wet chemistry method presented an average error of 1.90%. This is a significant difference when considering the importance of formulation of explosives. Further investigation into the capabilities of the BEA are also presented in this paper.

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

Golden Sunlight Mines Inc. operates an open-pit gold mine and cyanidation plant about 11km (7 miles) northeast of Whitehall, MT. Golden Sunlight is a subsidiary of Placer Dome US Inc. Mining is accomplished with conventional open pit drilling, blasting and hauling methods. The mining rate is about 102 kt/d (113,000 stpd). Gold occurs as fine-grained disseminations in a pipe-shaped breccia and in immediately adjacent country rock. The ore body is low grade, averaging 2 g/t (0.059 oz per st) of gold. The metallurgical plant uses conventional carbon-in-pulp (CIP) technology. Daily throughput averages 6.5 kt (7000 st). Recoveries are enhanced through a sand tailing retreatment facility while a preaeration process reduces operating costs. The low grade ore dictates that maximum mill throughput at the desired grind size be maintained. Therefore, in October 1988, an Armco Autometrics (now Denver Autometrics) particle size monitor (PSM) 400 was commissioned. The PSM 400 is an on-line instrument. It measures particle size and percent solids in a slurry stream. The PSM pulls its own sample, deareates the sample and passes it through diametrically opposed ultrasonic sensors. The unit uses ultrasonic sound to measure the deareated slurry stream's particle size and percent solids.

Underhand cut and fill mining methods are used at the Lucky Friday, Stillwater, and Galena mines in the western US in an effort to safely mine in difficult ground conditions and as a primary mining method where access below the ore is limited. The method has evolved at each mine to meet the unique situations associated with their milling procedure and mine layout. Details of the operational aspects of the backfilling and mining cycles at each mine are presented in this paper, accompanied by a summary of the mechanical properties of the backfill and its in-situ geomechanical behavior.

"An increasing number of mobile phones is increasing the number of the discarded mobile phones. Many efforts are thus being made to collect and recycle these devices. This paper is a short introduction of the recycling system of precious metals from the discarded mobile phone, currently available in Japan. Moreover, an attempt has been made to compare the energy recovery and the mechanical recycling of plastic wastes from the discarded mobile phone. The assessment has been carried out in the context of the life cycle assessment methodology (LCA). The environmental impact of each option was assessed by calculating the following impact indicators: depletion of abiotic resources (ADP), and global warming potential (GWP). 1. Introduction In 2003, the demand for mobile phones was increased since the camera was included in a mobile phone and the 3rd generation of mobile phones was introduced. In turn, the number of discarded mobile phone is rising sharply. Generally speaking, all the metallic parts of mobile phones can be recovered and recycled by using smelting and purification techniques. The recycled materials are then used to fabricate other new products."

The report states accident rates for gassy/dusty coal mines represented as an ergatic system "man – machine - environment" with further analysis by the method of conditional probabilities. A coal mine has been analyzed with allowance for the attending personnel, equipment and environment as a sequence of events and states. Probabilities of operational states have been determined and prediction of mine behavior has been made on the basis of investigation findings for equipment and the personnel states, and analysis of the environment (i.e. mine and mining conditions). Utilization of expert estimation methods has been considered for determining major operational parameters of gassy/dusty mines. The importance of standardized values of permissible occupational risks (permissible probability of accident, PA) is demonstrated. It is also stated that a procedure is essential to determine these values, involving regular check-ups of the integral safety criterion at all mines and further development of customized recommendations for individual mines on efficient improvement of accident situations. Methodology to determine the assessment criteria has been developed and scientifically substantiated for permissible accident rates in hazardous industries.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

Oklahoma contains extensive resources of high-purity gypsum that were deposited in the Anadarko and Hollis basins during Permian time. The gypsum resources and reserves are estimated to be about 48 billion short tons and a; located in the western portion of the state. Oklahoma is the largest producer of gypsum products in the United States. The Blaine Formation and the Cloud Chief Gypsum contain several beds of minable thickness. Four stratigraphic units in the Blaine Formation are quarried in Oklahoma. The Shimer, Nescatunga, and Medicine Lodge Members are quarried in northwest Oklahoma. The Van Vacter Member, consisting of three gypsum beds, is quarried in southwest Oklahoma. The Cloud Chief Gypsum is quarried in the west-central part of the state. The gently dipping gypsum in the Blaine Formation generally crops out along low escarpments and is covered in the downdip direction by increasing overburden, consisting of sand, shale, and/or dolomite. Anhydrite occurs in the downdip direction under the thicker overburden. The Cloud Chief Gypsum crops out as hills, which are eroded remnants of a more widespread, massive sulfate unit. All of the gypsum produced in Oklahoma is extracted using quarrying methods. A variety of products are made from gypsum quarried in Oklahoma. The products are manufactured from uncalcined, calcined, and deadburned gypsum. Products vary from raw, ground gypsum used for agriculture, to high-value-added industrial plasters, cements, and fillers produced from calcined gypsum. A sampling of the many products manufactured from Oklahoma gypsumincludes: (1) agricultural-soil amendment; carrier for insecticides, pesticides, and herbicides; calcium supplement in animal feeds; (2) gypsum wallboard-common, fire-resistant, and water-resistant varieties; (3) industrialgypsum plasters-art and casting, pottery and ceramic, molding and tooling, crayons, wall patching; (4) industrial gypsum cements-oil-well cement, high-strength statuary, high-strength tooling, fiber-reinforced architectural, road and bridge repair; (5) food and pharmaceutical-filler and binder in aspirin and other medicines, yeast activator in brewing of beer, moisture absorbent in bread and pizza dough; and (6)portland-cement retarder-ground with clinker to control setting time.
