It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. After 1990, a great process of re-organisation and economic reform has occurred in the Romanian mining sector and especially in the pitcoal mining in the Jiu Valley. This process has included both legislation and the main aspects for getting an economic efficiency in the environment issues and for dealing the problems with social impact. Accordingly, starting with the year 1993 a new mining method has been introduced to turn efficient the pitcoal mining, and we speak about mining with caved in bed. This method has two variants: - with transverse strips and caved in bed; - with long face and caved in bed. Each of the above-mentioned variants has in turn several subdivisions, depending on how the longwall is prepared and on other characteristics. By using this method, the output has increased compared to other mining methods. The main safety aspects concerning caved in mining refer to: - great emissions of methane; - technical aspects (a mining method system, supports, discharging process); - pressure driving (analysed for the case of mining with long face, with transverse strips as well for the case of transverse strips when mining a subsequent sublevel).

In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

How much trouble can narrow vertical fissures in bedrock cause on a shallow bedrock site? Enough trouble so end-bearing H-piles range between 8 and 100 feet long in a single pile cap and tiebacks range from 40 to over 100 feet long within a 10 foot wall span. Sloped bedrock surfaces also complicated the tieback installation as the drill casing followed the sloped rock surface while drilling and caused unanticipated bending (and sometimes breaking) of the drill string. Warned via pre-construction rock probes and cores reaching over 80 feet deep at the Winooski, Vermont project site, the design and construction team expected anomalies in pile driving and tieback drilling due to fissures in the bedrock filled with soil and weathered-rock. The degree of abruptness in the variability in the rock surface, and its impact on pile driving and tieback drilling were less predictable. Close monitoring of pile and tieback installation, redesign of pile caps, and lengthened tiebacks overcame these anomalous fissures. This paper shares the lessons learned for overcoming these geologic challenges to benefit designers, contractors bidding the work, and ultimately, the owner, with lower contingencies.

This study of underground mine water inflow was initiated by the U. S. Bureau of Mines in March 1980. The objective of this study is to evaluate the hydrologic variables associated with surface water and ground water systems that affect the inflow of ground water into an underground mine. Data collection techniques are reviewed for their applicability for quantifying these hydrologic variables. Innovative techniques are also investigated. Existing analytical and numerical procedures for predicting underground mine water inflow are reviewed and evaluated. Over 300 computer models were reviewed for their applicability to modeling underground mine water inflow. The model UNSAT2 is utilized for modeling inflow to a shaft and tunnel or drift. This model and the techniques developed in this study are applied to two existing mines.

This report summarizes the results and conclusions reached by various investigators who have attempted to determine the extent to which hydraulic fracturing will affect the secondary recovery of crude oil by waterflooding. It also discusses the most advantageous use of this well-stimulation method in waterflood projects. A thorough search of the literature was made, and pertinent information was abstracted from appropriate reports. A carefully designed and controlled program of formation fracturing is an effective aid in waterflooding because it increases water-injection and oil- production rates. Generally, fracturing has resulted in little or no reduction in ultimate oil recovery, but under certain circumstances recovery has been substantially increased.

Nickel and ferronickel are some of the major components in the production of special alloys; however, the energy consumption for their production greatly increases their price. A cheaper option could be to use NiO and a reducing agent. This work presents experimental and theoretical analysis to estimate the effect of slag basicity and amount of reducing agents on the NiO reduction from the slag which interacted with molten steel at 1600 °C in an EAF. The slag system contained CaO, SiO2, CaF2 and NiO together with a reducing agent, ferrosilicon or carbon. The NiO content in the slag was 25 mass%. The amounts of the reducing agents (Si and C) were 1 to 4 times the stoichiometric mass to reduce NiO. The CaO/SiO2 ratio was 1.5 and 2.5. The kinetics of the process was very fast since after few minutes the maximum nickel yield was obtained. The slag basicity had a negligible effect on the reduction of NiO.

"Gas dispersion in flotation defines the efficiency of the process once the chemistry has been established. There are three measurements, superficial gas velocity, gas holdup, and bubble size, which along with the derived quantity bubble surface area flux, are used to define “gas dispersion.” Sensors for measuring gas dispersion in industrial machines have been developed. This communication describes the working principle of the techniques and illustrates their potential to detect problems and to improve the operation of individual cells, banks and circuits. IntroductionFlotation is the most widely used process to separate minerals and is finding increasing application in other chemical and environmental fields. The process exploits natural and induced hydrophobicity to collect selected particles on the surface of a bubble. Once the process chemistry to control hydrophobicity has been established, the efficiency depends on dispersion of air to generate the necessary bubble surface area. Bubble surface area flux, Sb, the interfacial area generated per unit time and unit area of the machine, is emerging as one of the most useful variables to quantify gas dispersion (Gorain et al., 1997, 1998) although not without its critics (Heiskenan et al., 2001).For a bubble population of mean size db at a superficial gas velocity (or rate) Jg, the bubble surface area flux can be derived from geometric considerations (Finch et al., 1999):"

The coal measures of the South Wales coalfield contain at least 50 horizons at which coal seams are known, to occur. More than 300 samples of coal were collected from these coal measures and this paper outlines thefindings of an investigation of the pattern and distribution of 12 trace elements in South Wales coals. A comparison of trace element contents of the South Wales coals is made with trace element values found elsewhereand an attempt was made to establish the organic affinity of the elements in different seams and in the coalfield 'as a whole. An important function of such an analysis is to determine the order of abundance of trace elements and this was performed for individual seams and for the whole coalfield.The interrelationship of certain elements in some seams is also examined with a view to understanding the effectiveness of such an approach to seam correlation.Ranges of values are quoted together with the mean values of the various elements. Variations of elemental values within a seam section and over the coalfield as a whole are discussed.

"The worldwide demand of ores and the depletion of the high-purity deposits make it necessary to recover ores in increasingly finer size fractions in the feed material. The flotation technology of more than 40 years old plants was not able to recover the ultra fine material. Those slurry tailings ponds now have the chance to be re-processed with PNEUFLOT® technology.The bubble sizes of different flotation technologies have a huge influence of the results especially regarding the recovery of the ultra fine particle sizes.PNEUFLOT® technology of HUMBOLDT WEDAG Coal & Minerals Technology GmbH in Germany was applied to ultra fine Phosphate, Copper and Platinum ores. The results will be presented in this paper.Conventional technology like agitator flotation has its limits in the flotation of fines due to turbulences in the cell. The position of the agitator influences the recovery of the fines. A deep impeller generates a higher froth zone. This helps to catch the medium fines. Due to the static head of the slurry inside the cell, compressed air is required for such cell designs.Column flotation is well known for a good selectivity without having in the first cell a good recovery. This leads to invest in several cleaning stages to reach an acceptable recovery. Further more, compressed air is required to generate the air bubbles to the flotation process, which are much bigger than with PNEUFLOT® technology applied.INTRODUCTIONHigh metal prices are actually the basis to invest in poor deposits or deposits with very fine intergrown ores which have to be milled down to ultra fine powders less than 60 micron. The liberation grade has to be determined by a mineralogical analysis. Polish sections have to be prepared and interpreted by using of a microscope. Figure 1 and figure 2 are showing polish sections of a platinum-nickel ore from Petchenga Nickel at Zapolyarni Mine in Russia. The head grades for rich ore are for copper between 0.05 – 0.15%, for nickel between 3 – 7% and for platinum group minerals approx. 0.15 oz/t. With an efficient flotation technology it can be upgraded to 20 oz/t."

"In modem concentrators, the operation of flotation machines is often stabilized by simple control loops. Froth level, slurry density and aeration rate are all physical parameters typically controlled through classical PID loops. Few concentrators, however make use of advanced computing technologies for controlling the grade of flotation product streams. Technical challenges such as long process delay and the long and uneven sampling interval of on-stream XRF analyzers often restrain their implementation. Model Predictive Control (MPC) is known to have better performance than PID for controlling processes with long delays (such as flotation circuits). This paper describes the implementation of a multi-input/single-output (MISO) MPC algorithm and an FIR model identification routine using an object-oriented graphical computing environment.The MPC module (controller and identification) was implemented on an industrial control system and applied to many sulfide flotation circuits in the Brunswick Mining concentrator (New Brunswick, Canada). In most cases, the manipulated variable was the collector addition. As long as it is provided with decent process models, the performance of the MPC controller is good on all the flotation circuits on which it was applied. Significant reductions of grade variance are reported and the controller responds well to set-point changes. The user-friendly, graphical nature of the computing environment led to a high degree of acceptance by both the process engineers and the flotation operators.1. INTRODUCTIONOver the past three decades, much instrumentation has been developed for flotation machines. The introduction of instruments such as pulp density gauges and cell level probes was particularly well received by the plants where pneumatic and electronic controllers were available for implementing PID control loops. In a way, these simple loops revolutionized the mineral industry. The operation of flotation circuits could then be stabilized through the use of automatic controllers."

Volume II of the final report concerns the application of sensitive ground-fault interrupters (GFIs) to ac utilization circuits in U.S. mines The main concepts examined are shock prevention and methods for reducing nuisance tripping. The research involved a literature search, input from previous Bureau of Mines contracts, and contacts with electrical manufac-turers and mining personnel. Following this background work, several devices that showed promise were obtained and tested. Results of testing indicate the existence of GFIs that may be modified to perform adequately on U.S. mining systems. A recommended set of guidelines is included in the report, covering design, construction specifications, and performance tests.

This study investigates the application of computed order tracking with subsequent rotation domain averaging and statistical analysis, to the drag gearbox of a dragline used in a mining environment. Computed order tracking is a fault detection method developed to deal with the varying speed conditions often found in industry and has been proven effective in laboratory conditions. Its application to real situations, however, requires some adjustment to deal with issues such as inadequate speed data and the fact that the drag gear rotates in two directions. This provides a unique opportunity to observe the performance of the order tracking method in a bi-directional rotating environment, allowing an investigation of the relationships between the results obtained from each operating direction. A monitoring station was set up aboard the dragline and data was captured twice daily for a period spanning approximately one year. The data captured consisted of accelerometer and proximity sensor data. The key on the shaft triggers the proximity sensors, allowing speed and direction to be measured. The measured speed is interpolated by using various speed interpolation techniques. Then the interpolated speed is used to complete the order tracking procedure that resamples the vibration data with reference to the speed. The results indicate that computed order tracking can be successfully employed in real environments. Furthermore it is shown that the rotation direction that opens the gear-tooth crack gives a better indication of incipient failure. It is therefore important not to disregard either direction when monitoring rotating machinery of this kind.
