"The Vietnamese economic growth of more than 5% per year leads this country to an enormous demand for raw materials. In the duration of ongoing expansion, the big challenge in the coming decades will be to make this process as sustainable as possible when it comes to economic, environmental and social objectives. Risk management especially in occupational safety and health (OSH) in enterprises is one of the most important tools to achieve this aim. But until now, this has not been taken into priority by Vietnamese coal mining enterprises. Main reasons for this situation can be found in deficient legislative conditions and in non-synchronized risk management systems. In contrast, Germany has implemented an adequate legal system and the German mining industry has gained lots of experiences in risk management, especially in occupational safety and health. This paper seeks to point out specific challenges how to improve occupational safety and health in Vietnam by transferring and applying German methods and standards."

A mobile vacuum sweeper to remove loose coal and coal dust from underground coal mine workings was designed, built, tested, and evaluated. The design was based on an extensive test program. Pick up and conveying rates vs. air volumes, velocities, and nozzle shapes were determined for coal rubble in a laboratory pneumatic handling system. A gas/solids separation system was developed and tested in the laboratory capable of separating the solids loading from the vacuum system air stream to the very high degree required to preclude degradation of the ambient (mine) air. Two designs were made, one for belt conveyor and one for general district cleanup. The belt cleanup machine was chosen for test and demonstrated in an underground coal mine performing cleanup work in belt haulageways and on ribs.

A novel approach incorporating computational fluid dynamics (CFD) and flotation modelling has been used for investigating flotation cell designs. CFD modelling has increasingly been employed to enhance understanding of the cell hydrodynamics in mineral and coal flotation. Opportunities for improving the flotation cell performance can be identify by modelling. The CFD-flotation model from CSIRO incorporates cell hydrodynamics that affect particle-bubble interactions. Information from the model includes velocities, turbulent dissipation rates, gas hold-up, particle-bubble attachment and detachment rates. The attachment and detachment rates have been found to be effective measures of cell performance for cell design.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

This paper reviews how uncertainty has been dealt with over the past 40 years using the decision making cycle as a frame of reference. The review of the phases of this cycle, as applied to rockmechanics and rock engineering, namely characterization, performance analysis, updating and decision making shows that in each, progress has been made over the past 40 years, although most of the basic concepts existed already in the 1960’s. Characterization is the area in which the greatest scientific steps were taken, this phase and performance analysis also gained from the tremendously expanded computational capabilities which allow one to use both more complex and more practically oriented models. The greatest practical advance is without using any doubt in risk based decision making although its acceptance shows interesting differences between different professions. Dans l’article suivant on utilise le cycle de décision pour illustrer le développement du traitement des incertitudes en mécanique des roches et en construction en roche dans les quarante années passées. La revue des phases du cycle de décision montre qu’on a fait du progrès dans chaque phase du cycle de décision, c’est à dire dans la caractérisation, dans l’analyse et la prédiction du comportement, dans l’actualisation et dans l’acte de décision, même si les concepts fondamentaux existaient déjà dans les années 1960. Les plus grands avancements scientifiques se trouvent dans le domaine de la caractérisation tandis que l’analyse prédictive profitait du développement de l’informatique qui a mené à des modèles plus complexes mais aussi plus pratiques. Le plus grand progrès est sans doute dans le domaine de l’acte de décision sur la base des risques. Ce procédé est devenu assez commun même s’il y a encore des différences d’acceptation entre différentes professions. Im vorliegenden Artikel wird der Entscheidungszyklus gebraucht, um darzustellen wie sich derUmgang mit Unsicherheiten im Felsbau während der letzen 40 Jahre entwickelt hat. DerÜberblick über die Phasen des Entscheidungsprozesses zeigt, dass bei der Anwendung in derFelsmechanik und im Felsbau, in allen Phasen d.h. bei der Charakterisierung, bei der analytischenVorhersage, beim Aktualisieren und bei der Entscheidungsfindung Fortschritte gemacht wurden,obwohl die grundlegenden Konzepte bereits in den 1960er Jahren existierten. Im Gebiet derCharakterisierung gab es wohl die grössten wissenschaftlichen Entwicklungen, während dieanalytische Vorhersage vor allem von den Fortschritten der Informatik profitierte, welchekomplexere wie auch praktischere Modelle möglich machte. The Capitol Area East End Complex is currently being constructed under contract with the State of California Department of General Services on two sites adjacent to the grounds of the California State Capitol Building in downtown Sacramento. The complex will consolidate the headquarters of the Departments of Health Services and Education, which currently occupy several facilities located throughout Sacramento. When completed in 2003, the complex will be the largest civic office project in California history, with approximately 1.5 million square feet of office space and housing nearly 6,300 state workers. The total project is being constructed on five separate blocks in downtown Sacramento, Blocks 171 through 174 and 225. Separate design/build contracts were executed for the construction on Blocks 171 through 174 and the construction on Block 225. The scope of this paper is limited to construction on Blocks 171 through 174, which comprise a square, two blocks on a side, bounded by 15th, 17th, L, and N streets, located immediately to the east of Capitol Park and the State Capitol Building, as pictured in the image shown below.

"Heath Steele Mines is a base metal producer situated near Newcastle, N.B. presently treating 3500 TPD of complex Cu-Pb-Zn ore. The ore consists of massive fine grained sulfides averaging I. 1% Cu, 1.6% Pb and 4.5% Zn.The original mill started in 1956 at 750 TPD and was successively expanded through 1500 to 3000 TPD in 1969. In 1972 an expansion to 4000 TPD was initiated. It was planned to obtain the maximum benefit from equipment and manpower by adding some process equipment, instrumentation, an on stream analyser, and a process control system. The benefits from this approach could be greater than normally expected, because of the complex metallurgy of this ore.IntroductionThe crushing plant is of conventional design with two 5 ½ ft, Symons cone crushers with the crushed ore screened to -7/8 inch on a 61 x 16 1 Al I is Chalmers vibrating screen and stored in four 1000 Ion bins. There are two para I lei grinding circuits, each one consisting of the following: one Rod Mill in open circuit, one Ball Mill in closed circuit with two 20"" Krebs cyclones, and one Ball Mill in closed circuit with three 15"" Krebs cyclones, Al I the Mills are 9' x 121 Al I is Chalmers Mills. The secondary cyclone overflow from each grinding circuit is thickened and combined to form flotation feed. The final product is 65% - 400 Mesh. Two regrind mills have been installed as part of the expansion."

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. Machine guidance and control systems have become more pervasive in the mining industry in recent years but not always from mining-experienced providers. Dozers, motor graders, scrapers, excavators, shovels, draglines, drills and haul trucks are just a few examples of the types of heavy machinery now equipped with global positioning system (GPS)-aided guidance systems. While equipment manufacturers are offering their own software, many only supply solutions for the machines they produce. The proliferation of GPS equipment manufacturers entering the machine guidance and control arena has resulted in a multitude of makes and models of GPS receivers. Some of these companies also produce their own guidance software. But they usually just specialize in a narrow range of heavy machinery. So customers are forced to use multiple systems and face new challenges in implementation, training, reporting and inter-system communication.

Air flow patterns in the face area of a room-and-pillar mining are critical for understanding the dust dispersion characteristics and for developing engineering controls. SIUC has previously performed a CFD study to analyze the airflow patterns in the face area when continuous miner is making a straight cut. Results from this study identified low air velocity and re-circulation zones in the face area and illustrated the significance of line curtain, and scrubber operation on the air flow patterns. This paper discusses similar analyses when continuous miner is making a right turn cut as it is considered to be the dustiest cut among all the cuts made to advance an entry through a crosscut. This paper presents results for box-cut development for a right hand turn x-cut. This paper also addresses line curtain advance and air leakage through the curtain on the airflow patterns in the face area for such a cut. Low air velocity and recirculation zones were identified by analyzing the velocity vectors.

Platinum metal was first utilized by the Inca civilization in South America where it was found in alluvial deposits along the San Juan and Atrato rivers that lie between the Andean mountain range in Colombia and the Pacific Ocean. The nuggets found in these rivers average between 77% and 86%platinum, 7%?8% iron and small amounts of copper, gold and other Platinum Group Metals (PGMs). The Incas often alloyed platinum with copper to increase its workability and fabricated various ornaments from it. With the arrival of the Spanish in the early 1700s, platinum was labelled a nuisance for the Spanish in their quest for alluvial gold because it concentrated with the gold and had to be removed by either extended amalgamation or by hand sorting. It was at this time that platinum received the root of its current name for the Spanish referred to it as platina del Pinto, platina being the somewhat derogatory diminutive of plata (silver). Pinto was a river in Colombia where the Spanish first distinguished it. The English eventually adopted ?platina? and it is only in recent times that the Latin name platinum has been accepted as the metal?s common English name. From its first introduction to European scientists in 1740, platinum was unappreciated because of its brittle nature and difficulty of working and as a result had little commercial value. Its ability to be dissolved in gold did lead to some counterfeiting of gold bullion and even to the debasement of gold currency.

The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.

By taking account of the effects of each component of the system - the pile group and the raft - it is possible to reduce the settlements and inclinations of the system and to have an expedient load distribution on the piles and the raft. Thus the structural design of the foundation can be optimised.

Before discussing the application of capacitance for the measurement of moisture content in a moving stream of coal it might be well to first give a brief description of the process and then show how it can be applied to the coal industry. A capacitor may be described as a device having two conductors separated by an insulator, the conductors hereafter being designated as a test cell or test plates and the insulator as the dielectric. Capacitance, therefore, is a measure of the ability of a capacitor to store an electrical charge. Two basic factors that affect capacitance are the dimensions of the capacitor and the dielectric constant of the insulator. Capacitor dimensions which affect its capacity are the area A of the conductive surface, and the distance d between plates. Capacitance is inversely proportional to the distance between plates and directly proportional to area A, so if capacitance is indicated as C and the dielectric constant as K the equation for capacitance would be C = AK/d. The dielectric constant can be described as the ratio of the actual capacitance of any given material to that of a vacuum, which is unity. In industrial applications the area of the plates remains constant as also does the distance between them, leaving the dielectric constant as the only variable to affect the capacitance measurement. Figure 1 is a schematic diagram of an r-f excited capacitance bridge in which a test cell is part of the circuit. This bridge consists of four capacitors in two pairs connected across an a-c voltage source. In one side of the circuit the two capacitors are fixed but in the other side they are variable, one being the rebalance capacitor operated by the servo motor and the other the test plates between which the dielectric passes. Capacity of the plates is a function of the dielectric constant of the material between them and is measured at radio frequency. Within the recording instrument is an r-f oscillator and a 60 c ps modulator. The radio frequency signal is generated by the oscillator, modulated by a 60 cps wave, and sent to the bridge. Therefore the signal entering the capacitive bridge is a radio frequency carrier with a 60 cycle envelope, If the bridge is in balance as the signal enters there would be no voltage drop and so no output by the detector. As long as the dielectric constant remains the same the bridge will stay in balance. However, any change in the dielectric constant, which in this case would be a change in moisture content, would affect the bridge. Higher moisture increases the capacity of the test cell which causes less voltage to develop across it causing imbalance of the bridge. This in turn causes a radio frequency signal to appear at the detector. Output from the detector is a 60 cycle ripple which is in proportion to the imbalance of the circuit. A 60 cycle amplifier boosts the detector signal to enough power to drive the servo motor which positions the recording pen and also rotates the variable capacitor, to which it is mechanically connected, to bring the bridge back in balance. An increase in moisture causes the servo motor to rotate in one direction, but a decrease causes imbalance in the opposite direction, and thus rotates the motor in that direction. This brings the bridge back in balance and stops the motor. The bridge shown in Figure 1 has been modified so as to provide a wide range of adjustments. Coarse and fine span adjustments located in the recording instrument are set to govern the amount of pen movement for a given change in capacitance. The paper describes state of the art non-linear analyses of the pile groups that were employed during the raising of the 133m high triumphal arch which forms the centre piece of the new Wembley stadium in North London. The deformation behaviour of these piles groups was critical during the lifting process, due to the slendemess of the arch structure. The issue was made more critical by the high profile nature of the project. The results of Class A (Lambe (1973)) predictions of the pile group movements are compared with observed displacements and rotations which were accurately measured on site. To illustrate the importance of soil non-linearity on pile group behaviour, comparison is also made with pile group analyses which assume a linear soil stiffness.

The pellet plant, built by Dravo Corp, in Groveland, Mich., for the Hanna Mining Co., is now in full operation. Although using jasper, a type of iron ore with low iron content (approximately 28% Fe), the plant has a rated capacity of 1,250,000 tans of pellets per year. In its four years of existence, the nearby concentrating plant has seen its capacity increase from 700,000 tons to 1,500,000 tons a year as part of a major expansion program at Groveland. Utilizing the Dravo-Lurgi continuous grate process, the pellet plant produces %a-in. pellets of more than 60% iron content. The fully-hooded pelletizing grate, largest in the U.S., is 9 ft. 10% in. wide and 223 ft. 1% in. tong over 34 windboxes, with an effective hearth area of 2195 sq. ft. Drying, firing, and cooling functions are all carried out on this single piece of equipment.

A numerical modelling back-analysis exercise was carried out at a WA gold mine at which early signs of seismicity (rock noise, scatts from active faces) were becoming apparent as depth of mining increased towards the 500 m mark. Some strain bursting had occurred and it was necessary to discover what the implications of this were for greater depth. The aim of the modelling was to: 1. Establish a correlation between observed ground conditions and model predicted damage, in overstressed areas of the mine. 2. Use this correlation to forecast rock mass damage and ground control requirements for proposed future stoping panels at greater depth. Good correlation has been achieved between observed rock mass damage, and a 3D Finite-Element RS3 model, run in elastic mode. Two candidate stress field orientations were modelled. The model parameter best fitting the observations was the Strength Factor (SF), the ratio of strength/stress. The good match (correlation coefficient of 0.7) between observed and modelled suggests that the elastic approach is justified for the depth range and rock mass properties analysed. The correlation also enabled a link between observed damage and installed ground support performance. Using the linear best-fit between observed and modelled, a forecasting exercise was carried out using the same RS3 model, modified to include future stoping. The resulting damage and ground support categories were obtained from the modelled SF for each proposed stoping level. Also, a series of generic geometries was assessed to investigate the impact of varying stope face lead/lag distance, sill pillar height and stope pillar size, on ground conditions. The key finding of the generic geometries were: • Ground support schemes have been defined for the expected conditions. • All ore drives are expected to have significant damage in the backs and rehabilitation. • Lead/lag distance not to exceed 10 m. • Sill pillar/level intervals of less than 20 m require an increase in ground support scheme. • Pillar sizes for maintaining footwall and hanging wall stability should be at least 10 m × 5 m.
