THIRTY years ago, when I stood on the cliff of red fossil iron-ore, on Red mountain, Jefferson county, Ala., I asked what were the geological relations of this remarkable deposit. In reply I was told that it was a limestone colored and saturated by some unknown but wholly external influences, and that at a reasonable distance from the surface the color would disappear. I could find no satisfactory explanation either of the nature of this wonderful external permeating influence, or of the cause of such a ferrous impregnation selecting this one particular bed of limestone, to the exclusion of the higher and lower beds of the same material which are not even stained. I. THE PRESENT THEORY. Referring to this subject, Dana says:' "The clays, clayey sandstones and limestones of the Clinton epoch, through New York and the Appalachians, show that the mud-flats and sand-banks, and hence the shallow seas of the coast region, still continued. . . The beds of argillaceous iron-ore, which spread so widely through New York and some of the other States, south and west, could not have formed in an open sea, for clayey iron-deposits do not form under such circumstances. They are proof of extensive marshes, and, therefore, of land near the sea-level. The fragments of crinoids and shells found in these beds are evidence that they were, in part at least, salt-water marshes, and that the tides sometimes reached them." At first, this explanation seemed satisfactory, but the more I studied the ore the less satisfying the explanation became. 1. THE coal classification session* on Monday morning, Feb. 17, was opened by a paper by M. R. Campbell, entitled "Natural Groups of Coal and Allied Fuels," in which he pointed out, by means of graphical presentation of selected proximate analyses of coal, that coals can be classified on the basis of their moisture content. He proposes four groups of coal, brown coal, hydrobituminous, bituminous, and anthracite, each subdivided into two or three sub-groups. In a written discussion of this G. H. Cady, of the Illinois Geological Survey, showed that there is, in general, a progressive decrease in the moisture of Illinois coals from north to south, and that it would be very difficult to draw any arbitrary line dividing the coals of the State into two groups on the basis of moisture content.

WITH the object of adapting high-school vocational courses to the industrial needs of the community, a few high-school officials in West -Virginia working with the School of Mines of the State university decided to try an innovation this year. The purpose of this experiment was to teach coal mining in two high schools situated in mining communities. We thought that if a course in coal mining would be included in the list of optional courses offered in the high school, it might interest some of the boys, and if the course were properly taught it would undoubtedly be of inestimable value to those boys who later decided to take up mining work as their vocation. This coal-mining course was started last September in the Berwind and Gary high schools in West Virginia. The high-school officials in their conferences with' us decided that we should work up the outline of this course and they would assign the science teachers of the schools as instructors, with ,the understanding that we would help 'these instructors with this work. We consented to all this and submitted -an outline to the school officials which they are following this year.

Interfacing new or improved unit operations SUBMODULES with the EXECUTIVE of a macro analysis simulator usually requires modification of the input data. For example, particle processing SUBMODULES that are sufficiently general in nature to provide useful predictions require input data for rather narrow size fractions. Such data is not always available for the EXECUTIVE and must therefore be generated by the SUBMODULE. A successful interface to allow incorporation of a new SUBMODULE for comminution and one for classification in a general stream state flowsheet simulator is presented. The general nature of the SUBMODULES, as well as the logic of expanding and contracting the required data input is discussed.

INTRODUCTION Documentary complications arise from the risk apportionment in project financing which generally means that once the project is up and running and has satisfied the lender's completion test, the loan agreement specifically limits the lender's recourse to the project and its assets. It is the purpose of this paper to describe the special considerations which apply to industrial minerals projects and explore the reasons why so few project financings are negotiated in this industry. SIZE Small projects do not warrant the relatively high costs of negotiating and documenting project financing. The extent of the documentation is directly proportionate to either (a) the degree of risk apportionment, or (b) the amount of control given to lawyers to negotiate the documents. Although one would like to believe that project-finance documentation could be off-the-shelf, it is almost always necessary to tailor the documents to the mine development itself and the individual desires of the borrower. Accordingly, the documentation costs and initial expenses are seldom less than $40,000, and for complex projects can reach $400,000. In addition, banks often charge an up-front fee to partly compensate them for their staff time and partly to increase their yield on what is deemed to be a "riskier" loan asset. Another factor is the generally lower debt:equity ratio when bankers are uncertain of the accuracy of the cash flow projections. The ratio of the amount of cash flow left over after debt service to debt service itself is a key tool for project finance (debt service coverage). Bankers will require a higher coverage ratio for industrial minerals projects because of the relatively higher uncertainties in the following categories: Prices Markets Geology/Quality Transportation Environmental This, in turn, means that lower debt:equity ratios are the norm for new industrial minerals projects. INDUSTRY STRUCTURE It is hardly worthwhile to generalise about a field as diverse as industrial minerals, but there are four other structural reasons why project financing has not been widely applied. 1. The most obvious example is the predominance of small-sized operations, largely a function of transportation economics. Geological conditions also contribute to their dispersion. 2. Often, the product is only a small part of a company's business in contrast to many petroleum, metals, or coal companies whose sole business is the production of the raw material. The construction industry is a good example here for cement, gypsum, crushed stone, sand and gravel, and the drilling-mud services business for barite and bentonite. A company is unlikely to jeopardise its main business through the failure of a project financing on one of its key inputs. The corrollary is that the mined input is often regarded as a cost centre and not run on the sort of economic basis suitable for project financing. 3. There may be a reluctance to reveal key aspects of an industrial minerals venture to an outsider for purely competitive reasons. Edgar Archibald Collins was born at Truro, Cornwall, Nov. 16; 1877. He was the fifth (and youngest) son of J. H. Collins, a well known Cornish geologist and engineer, who died in 1916. Edgar Collins spent part of his childhood at Rio Tinto, in Spain, and after returning to England was educated at Alleyne's School at Dulwich, near London. His technical training was acquired by practical experience in Cornwall, supplemented by private study and by his father's teaching. This method of training for the work of a mining engineer was preferred by his father to that of the technical schools then available, and judging by its result, was not unsuccessful. It is,-however, noteworthy that all members of the Collins family who were products of this system later sent, or planned to send, their own sons to technical schools. Edgar Collins came to Gilpin County, Colorado, in 1894, and returned there in 1898, after several intermediate years spent in Cornwall. In Colorado he worked, under his brother Arthur, in the California and other mines of the Gilpin County district, and thereby gained a practical skill and experience as a working miner, and a habit of minute observation of vein phenomena, which proved of the greatest value in later years. In 1899 he went to the Smuggler-Union it Telluride, as general assistant to his brother Arthur, and stood the brunt of 3 years of struggle with the Western Federation, gaining a reputation, for quiet courage and sound work under the most difficult conditions. After Arthur Collins' assassination in the Smuggler-Union office, in November, 1902, Edgar left Telluride, and shortly thereafter entered the employment of a syndicate headed by Arthur Winslow, of Boston, to search for and develop new mines. While so engaged he spent several unsuccessful months near Parral, in Mexico, and later visited and sampled the- newly discovered district of Grandpa, afterward known as Goldfield, in Nevada. This led to the acquisition by the Winslow syndicate of the Combination mine, at first under lease and option; and Edgar Collins was placed in charge. The Combination was really the starting point of Goldfield. It was a profitable mine before the discoveries at the Jumbo were made; and while the Combination, being a "Company-account" mine, controlled by a few responsible men, never attracted the publicity that centered around the sensationally profitable leases on the Jumbo and Mohawk, which publicity was used to further the feverish stock-dealings that characterized the new district. The Combination was really the pioneer mine, made the first shipments of rich ore, constructed the first water-line, and built the first mill (designed by F. L. Bosqui, an old friend and associate); and while it pursued a quiet and unobtrusive. career up to the time of its sale to and incorporation with the Goldfield Consolidated, was probably, in ;proportion to the amount of money risked, the most profitable bonanza in the recent history of gold mining.

WE can, I think, rightfully claim, irrespective of our faults, that engineers must, in order to last as engineers, possess the qualifications of integrity, stead- fastness of purpose, ability to think straight, and to apply these qualities consistently and continually in their everyday work. All engineers know this, most of them conform, and in order to drive it home I might, if 'clothed with proper authority, preach to you at length, but I shall not take the chance. So I only want to make a suggestion or two to the young engineers. Have an ideal and work toward it. You will have your disappointments and your temptations but keep your record clean, and if anyone says you are foolish or ugly, or homely, or that you need a guardian, take the criticism with a smile, for he may be able to prove his contention; but if he attacks your integrity, strike at once and fight hard, for he has assailed not only your character but your principal asset as an engineer.

MR. CHAIRMAN, LADIES AND GENTLEMEN: I need not say how much I appreciate the honor of being asked to lecture to you, and how much I would thank you for your kind invitation. It is encouraging to feel that the abnormal restrictions of the war have been relaxed sufficiently to allow a free exchange of scientists between our two countries, and I hope that some of you will be persuaded to go to England, and to visit us at Oxford, so that I may repay a little of the kindness I have received from you. As this is one of the first lectures since the end of the war, I have thought it well to describe some of the advances in the theory of alloys which were made in the years between the two World Wars. From the point of view of theoretical science, these years have been of outstanding interest in the history of metallurgy. They have been years in which the development of new and more accurate experimental methods has led to the revelation of many new facts. At the same time, the theoretical developments have enabled some of these facts to be viewed as parts of a general scheme, and we may say that some of the foundations of metallurgical science have been laid. This work was naturally stopped by the Second World War, and it can therefore be reviewed as one definite stage in the development of our Science. To illustrate the new advances, I shall deal mainly with the alloys of copper and silver, since these have revealed many of the general principles. SOLID SOLUTION At the beginning of our period, the first steps in X-ray crystal analysis had been taken, and copper had been found to crystallize in the face-centered cubic structure (Fig I). The determination of this structure naturally was of immense importance in the understanding of our subject, because it meant that we were at last in a position to appreciate the underlying structure out of which the crystal of copper was built. The earlier science of metallography had shown that in many alloys of copper the addition of a second metal in not too large proportions resulted in the formation of a homogeneous alloy which was regarded as a solid solution of the one metal in copper. Fig 2, for example, shows the so-called equilibrium diagram of the copper-zinc alloys, and here you will see that there is a solid solution of zinc in copper extending to something of the order 35 to 40 at. pct zinc.

ANYONE doubting prosperity in the mining industry should visit the Kootenays of British Columbia where the West Kootenay Power & Light Co. is kept busy running new power lines and connecting mines and mills with lines already in service. Quoting from an inspired statement "The four hydro-electric plants of the West Kootenay Power & Light Co. on Kootenay River have been in continuous operation." At the recent 35th annual meeting of the Eastern' British Columbia Boards of Trade held in Nelson, a two-day session indicated unusual activity. The following information was obtained through personal contact, through the press, and by hearsay. Much of it has been checked and proved accurate. Reversing the order of the flowsheet. Secretary J. R. Hunter reported as fol¬lows regarding the value of the 1934 production of the Consolidated Mining & . Smelting Company's metallurgical, plants at Trail and Tadanac:

THE latest metal-mine accident report available for the United States is that of the Bureau of Mines for the calendar year 1919. Quoting from Table 20, p. 53, of that report, we find that there were 468 men killed, 7 permanently totally disabled, 321 permanently partially disabled, 7848 injured seriously (more than 14 days disability), and 23,330 of 1 to 14 days disability. We have no records to show what the average days lost per case of accident is, but the records for the Anaconda Copper Mining Co. show that, leaving out the fatalities and total permanent disabilities, and counting those in which the lost time was one or more days, the actual days lost due to accidents, for the Butte mines and shops for five years, 1917-1921, were as follows: Accident Statistics, Butte Mines and Shops of A. The figure of $70 per case was obtained by dividing the total amount paid by metal-mining companies under Plan No. 1 of the Montana Compensation Law, for the first five years of its operation, by the total number of serious accidents for those years.

An investigation of the hydrometallurgy of Cu-Zn concentrates by The Dowa Mining Co. of Japan is described and a detailed flowsheet of the Kosaka hydro-metallurgical plant is given. Sufficient operating experience has shown that the Dorrco FluoSolids system has proven successful for recovery of both zinc and copper by roasting in a fluidized bed. At present, 2400 metric tons of concentrates per month are being treated and recoveries of 93 pct Cu and 65 pct Zn are being effected. A SURVEY of the Japanese chemical industry in 1949 revealed, among other things, that sulphur-bearing blast furnace gas from the Kosaka smelter of The Dowa Mining Co. Ltd., Kosaka, Japan, was being exhausted to the atmosphere as waste. In addition, it was costing that company an average of ten million yen ($28,000) annually for damages to the surrounding property caused by the sulphur dioxide in the gas. It was recommended by this survey that the gas be utilized for the production of sulphuric acid by the contact process. Mr. Kurushima visited the United States in May 1950 to investigate the engineering, construction, and operation of a contact acid plant. Any acid produced at Kosaka would necessarily have to be 98 pct H,SO, to prevent corrosion in railroad tank cars transporting it to the point of use. However, the production of 98 pct acid requires constant volume and SO, content of the gas. As the converter gas at Kosaka fluctuates in both volume and quality, it was decided to evaluate the smelting process with relation to other methods of recovery. This evaluation revealed a relatively new type of roaster, the Dorrco FluoSolids reactor, which was reported to be capable of roasting the copper sulphide concentrate in an excess of air with the production of an SO1 gas strong enough for acid production and a water-soluble copper sulphate calcine. The copper sulphate then could be leached from the roasted ore and electrolytic copper recovered from the leach solution in much the same manner as practiced by the Chile Exploration CO. for treating naturally occuring copper sulphate ores. Use of a reactor of this type would eliminate the need for a blast furnace and converter and, in addition, would effect savings in labor and fuel. The Kosaka ore is a microscopically fine mixture of copper, zinc, and lead sulphides. The lead and a small amount of the barite present can be separated by flotation, but any separation of copper and zinc proved extremely difficult. In blast furnace operation at Kosaka, zinc had been slagged off until a stockpile of about 12,000,000 tons containing 5 pct Zn had been accumulated. Mr. Kurushima felt that if any of the zinc in the concentrate was sulphat-ized and leached with the copper, it also could be recovered electrolytically. The Dorr Co., sponsors of fluidization technique in the metallurgical field, suggested that sulphate roasting be tested out on a laboratory scale and that, if successful, a commercial Dorrco FluoSolids system be constructed. They indicated that the results from such laboratory tests could be transposed to a commercial scale without pilot planting the roasting operation. It was therefore decided to send samples of flotation concentrate to the West-port Mill, laboratories of The Dorr Co., for testing. The objective of Mr. Kurushima's visit to the United States thus had changed from investigation of sulphuric acid plants to a fundamental examination of the hydrometallurgy of copper and zinc. With the aid of the splat-cooling technique of rapid quenching, metastable alloy phases based on antimony ad bismuth have been prepared. At room temperature, simple cubic phases were found in the Sb + Au, 56 + Yd, and Sb + Ni systems. Another phase was retained in the Au-Bi system at -190°C; in this systent, a microcrystalline phase and a rhombohedrally distorted phase were also observed. The crystal chemistry of these phases is discussed in terms of their valence electron concentration range. A remarkable five-step Phase sequence was found upon heating and equilibration of certain metastable Au-Bi alloys. USING the splat- cooling technique of rapid quenching from the liquid,' a large number of metastable intermediate alloy phases have been prepared in recent years. Thus, Hume-Rothery phases of the hexagonal type based on the valence electron concentration have been produced in systems where they are missing in equilibrium, e.g., Ag-Ge 1 or AU-Sb. 3 In a comprehensive study of metastable alloys based on tin, simple hexagonal metastable y phases were found, raising the total of stable and metastable y phases from 3 to 13. 4 In the In-Bi system, five new metastable intermediate phases were retained.' In most cases, the new metastable phases have some crystal chemical characteristics in common: a) They have rather simple, elementlike structures with few atoms per unit cell, e.g., y phase,4'5 or the metastable primitive cubic phases in the Ag-Te and and Au-Te systems.= b) Their structures are often related to those of the terminal phases, or to elements that are straddled in their position in the periodic table by the constituent elements; this is the case for metastable ß (In-Bi) with the structure of white ß Sn,' or metastable a (Cd-sn). 4 c) They seem to represent the crystal structures appropriate to certain average group number (AGN) ranges in which no or few single-phase structures exist in equilibrium. These average group number ranges can probably be equated in the case of many elements of the Ba(Zn)-Bs(As) groups with the averaged valence electron concentration. In the present work, the splat-cooling technique has been applied to the alloys of antimony and bismuth. In equilibrium, neither element forms intermediate alloy phases with other B elements from groups Bl(Cu) to B4(Si) that contain more than 66.7 at. pct of Sb or Bi, respectively, e.g., AUSb 2. 7 Thus, antimony- or bismuth-rich phases, which might be closely related to antimony or bismuth, and which would reflect struc- tural changes occurring on alloying with small amounts of addition elements, do not exist. Also, the terminal solubility of antimony and bismuth for all B metals is very small. It was therefore of interest to investigate the influence of enforced, nonequilibrium solid solution of addition elements in antimony and bismuth on their crystal structures. It was found that additions of group B 2-B4 metals act distinctly differently than additions of group T 10 and B1 metals. The latter set of additives will be treated here. EXPERIMENTAL TECHNIQUES Alloy preparation and splat-quenching followed closely the procedures described in Refs. 1, 4, and 5; they consisted of the preparation of master alloys from high-purity starting materials (99.99+ pct) and blast-atomizing of 20-mg quantities onto copper sheets. The resulting approximately 1 to 5 u thick foils were investigated by X-ray diffraction. The cooling rates obtained are of the order of 107 to 10 8 C per set,'" causing solidification to proceed at a rat; of approximately 100 cm per sec.' Powder patterns of the resulting fine-crystalline materials were taken with filtered CuK, radiation. Members of the Institute who have visited the works of the Lackawanna Iron and Coal Company at Scranton, will remember the exposure of a large vein of anthracite coal in the rocky bank on the south side of Roaring Brook, near the blast-furnace. The vein is quite flat, and is exposed to view for several hundred yards along the banks of the brook, a few feet above the surface of the water. It is some ten feet in thickness, and is known as the Big Vein. At a point just opposite the blast-furnace, much of the coal from this vein was mined out many years since, the usual pillars being left to support the overlying rock and drift, which are here some twentyfive to thirty feet in thickness. Over thirty pears ago fire was communicated from an ore-roasting pile on the surface of the ground at this point, through an old shaft, down to the refuse and pillars which had been left in the mine

One of the world's most respected scientists, Dr. Hans A. Bethe (see box) has concluded that if anything can solve the energy crisis, it will be coal and uranium. "It is an illusion to think that we can solve our problem by energy conservation alone. For the next few years, conservation must play a very important role, but at the same time, we must see and develop all our alternative energy sources," he said. In his series of five lectures on the energy crisis, given at the University of Utah while he was visiting professor there during February 1974, Dr. Bethe examined all the existing and newly proposed energy sources. He very quickly ruled out solar power, wind power, and tidal power. Solar power, he said, would be 3% to 4 times more expensive than nuclear energy and would only make sense in tropical areas; wind power, which could at best produce one-tenth as much energy as solar, is "for the birds;" and tidal power, which can be exploited in only a very few coastal locations, is "for the fish."

THE death, on May 6, 1908, of Dr. Hermann Wedding, Privy Mining Councilor of the Kingdom of Prussia, and Professor of the Metallurgy of Iron and Steel at the Royal Mining Academy of Berlin, was a loss keenly felt by the whole metallurgical world. Not alone in his native land, but also in foreign countries did he enjoy an esteem of which the title of honorary membership in the American Institute of Mining Engineers, the United States Association of Charcoal Iron-Workers, and the (British) Iron and Steel Institute bears eloquent testimony. Hermann Wedding was born March 9, 1834, in Berlin. At the suggestion of Dr. C. J. B. Karsten, the veteran father of Prussian metallurgy and author of the first German text-book of the metallurgy of iron, lie turned his attention, after gradu¬ating from the gymnasium, to mining and metallurgy. In 1853, he began a practical course at the Malapane iron-works, in Upper Silesia. Subsequently, he studied at the Berlin Mining Academy, and received from the University in 1859 the degree of Doctor of Philosophy. A journey which be made to England, somewhat later, led to his undertaking a German translation, with revision and additions, of John Percy's classic treatise on the metallurgy of iron and steel, the publication of which, in successive installments, stretched through many years. In 1863, lie published, as a thesis in connection with his "Assessor's examination," an essay, entitled The Results of the Bessemer Process for the Production of Steel, and Its Prospects for the Rhenish and Westphalian Iron and Steel Industry, which revealed such ability and knowledge as to secure for him a call to the chair of metallurgy in the Berlin Mining Academy.

The effect of high pressure on the stability of the (any phase transformation in the Fe-V system was studied by experimental and theoretical methods. The maximum solubility limit of the y loop of the atmospheric phase diagram was found to increase by a factor of five at 40 kbars pres-sure. The solubility limits of (Y and y phases are calculated on an approximate thermodynamic basis at pressures of 20, 40, and 50 kbars as a function THE high-pressure behavior of the a =^ y transformation in iron and iron-base alloys has been the subject of considerable interest recently. For those binary or higher-order alloy systems possessing a closed y loop, the effect of pressure is to extend the region of solubility of the more dense y phase. Although quite accurate calculations have been made of the a y temperature-pressure diagram of pure iron,' only very approximate thermodynamic calculations or experimental measurements have been made of the pressure dependence of a ^ y equilibria in binary systems exhibiting a y loop.2"4 of temperature and are found in excellent agreement with experimental results. The experimental high-pressure phase diagrams were determined using binary diffusion couples diffused under simultaneous conditions of high pressure and temperature and analyzed with an electron microbeam probe. Approximate calculations of the stabilizing effect of high pressure on the o phase are qualitatively confirmed by experimental results. These previous calculations have primarily dealt with the slopes of the allotropic a (Y= y phase boundary at terminal solubility. The lack of detailed understanding or accurate experimental results of the pressure dependence of the two-phase a ^ y field has been due, in part, to the types of experimental methods previously employed. The primary purposes of the current paper are twofold: 1) to develop and make use of thermodynamic expressions with the aid of supplementary data, to approximately calculate the pressure dependence of the entire y loop and the two-phase ((Y + y) width in the Fe-V system; and 2) to accurately determine the corresponding experimental high-pressure phase diagrams. The current paper describes the powerful method used which enables the simultaneously measurement of phase equilibria and diffusion under high pressure and temperature. A second paper, part 11, will deal with the effect of high pressure on binary diffusion in the Fe-V system.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,
