The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

OK Tedi Mining Ltd. (OTML) is in the process of optimising the concentrator performance. One aspect that has been recently implemented is an upgrade of the existing expert control philosophy on the grinding circuit and this will be the topic of this paper. Ore grinding in SAG mills is a multi-input multi-output (MIMO) process subject to several disturbances, most typical being quick acting disturbances such as changes in ore characteristics like hardness and particle size and slow acting disturbances such as ball charge variations and liner wear. The OTML SAG mills treat ore from diverse ore bodies and receive fresh feed subject to large changes in particle size. These circumstances make these mills particularly challenging to control. In this paper, a comparative analysis is presented between the performance of the OTML SAG mill #2 before and after the commissioning of a hybrid control strategy. The strategy uses Expert Knowledge combined with advanced disturbance rejection to reduce the variability of the main process variables, especially pressure and power. It further optimises the overall operation by driving the SAG mill #2 against process constraints (e.g. high power, high motor temperature and high scats recycle rate) and maintaining the operation at or near this point. This strategy is implemented by a combination of the manipulated variables (i.e. fresh feed tonnage and % solids) at any given time.The paper will present trends and a statistical analysis of the comparative results of the mill operation over a period of months, showing a 30% reduction in mill power / pressure variability and a 12% improvement in average power drawn. An increase in throughput was also observed, but cannot be conclusively attributed to the change in mill control due to other changes that were made to the SAG mill #2 during the period of comparison. An additional benefit includes better acceptance from the operators with improved consistency of the SAG mill #2 operation across shifts.The paper will also discuss further improvements envisaged in the continued optimisation of the grinding control circuit.CITATION:Savage, C, Rodriguez, R and Metzner, G, 2013. Gas well tests were performed on 17 wells in the Roma area. The procedure used in the test programme incorporates an initial isochronal test followed by what is described as the "two flow drawdown" technique. The second flow of the two flow drawdown test was conducted for sufficient time to allow transient investigation of the surrounding reservoir. This combination of tests allows the evaluation of stabilized production capacity in addition to the determination ,of several important reservoir characteristics.It also provides a qualitative indication of reserves, by reflecting the presence or absence of reservoir boundaries within the drainage area affected during the test.

The literature pertaining to the electrochemical reaction at the anode during electrolytic reduction of alumina by the Hall-Heroult process is not in universal llgreement about the gaseous product. The possibility of electrochemical formation of CO at the anode was examined using existing data. Although the thermochemistry favours co-evolution of CO and CO2 with CO as the major product, the mechanism of the reaction shows this is unlikely. Since the origin of CO can be more logically explained by non-electrochemical mechanisims, it is concluded that CO2 is the only product from the electrolytic reaction at all current densities.

Addition of sodium nitrite-borax, sodium hydroxide, sodIUm carbonate, lime, or sodium silicate reduced wear of forged steel balls and cast iron slugs in wet grinding a complex zinc-lead-copper sulphide ore in laboratory ball mills. Maximum wear reductions were 27 per cent (forged steel balls) and 33 per cent (cast iron slugs) with sodium hydroxide and nitrite-borax additives respectively.Potential measurements of balls and slugs during grinding, and analysis of the data in terms of corrosion theory demonstrated that corrosive wear had been reduced or prevented by these additives. Actual per cent wear reductions were not equated to the rate of corrosive wear because of the undefined interdependence between abrasion and corrosion in wear processes. The investigation verifies that in laboratory ball mills corrosion is significant in the wear of grinding media and wear can be reduced by corrosion inhibition and pH adjustment.

Rb-Sr measurements on total-rock samples of granitic rocks from the Mount Isa region have confirmed the existence of two periods of granite-forming activity. The Kalkadoon Granite, together with the Ewen Granite and possibly an older phase of the Sybella Granite, has been shown to belong to the earlier age-group at 1760 m.y.; the Wimberu Granite and a pegmatite associated with the Sybella Granite have been dated at 1540 m.y. The initial Sr ratio suggests that the Wimberu Granite may be new material of deep-seated origin.Further Rb-Sr measurements have confirmed previously-reported K-Ar results upon biotites from these rocks, whilst showing that, in this metamorphic terrain, biotites have lost varying amounts of radiogenic Sr and Ar, and therefore yield ages which are younger than the true age of the second event.

llmenite from the west coast of the South Island, New Zealand, shows exceptional reactivity with dilute sulphuric acid. Based on this, a cyclic acid leaching process was developed for the production of material with more than 98% TiO2, suitable as a substitute for mineral rutile.Titanium hydrate is recovered from the leach liquor by hydrolysis, and is calcined to give the required product.Ferrous sulphate is crystallized from the hydrolysis filtrates, which after concentration are returned to the leaching stage. The need for further evaluation of the process on a larger scale is indicated.

The title of this address was selected before I had an opportunity to consider in detail the matters that I would like to discuss. Accordingly, I chose a very broad subject-so broad indeed that it would be foolhardy for me to attempt to deal with more than a few aspects of it. I do not propose to touch. at all on the developments to date of our mining and metallurgical enterprises, beyond paying a sincere tribute'to the skill and enterprise of those who have established an international reputation for Australian mining and metallurgy. I would rather look ahead and discuss certain factors that will play a decisive part in the future development of our mineral resources. I do this in no dogmatic spirit, and I hope that my remarks may lead to discussions which will stimulate action where it is needed.In recent years my colleagues and I have been forced by circumstances to give consideration to problems in the fields of mining and geology, and in process metallurgy, which lie outside the scope of our own research work. People come to us with metallurgical problems because they know of no more appropriate place to go, and it is distressing to have to inform them that it is nobody's job to offer them advice and assistance. I want to suggest to your Institute that it should press strongly for the provision of properresearch facilities for the mining and metallurgical industries, such as aready exist in most enlightened countries. In such countries, those connected with the development of mineral resources are able to obtain information and advice from Geological Surveys, Mines Departments or Bureaux of Mines, which offer far more comprehensive services than are available in this country.Before discussing specific technical problems of the mining and minerals industries, I shall enunciate certain general principles that I believe should be followed in respect to the technical side of the development of all Australian industries. The problem can, I suggest, be considered in three parts-technical education production, and research. I shall confine my remarks mostly to the research aspect, for it is with this that I am most familiar.For the efficient development of any industry in Australia, it is essential firstly that We should learn what is going on abroad, and secondly that we should simultaneously conduct independent research. Increasing demand for copper, lead and zinc with continuous depletion of good grade ore reserves, warrants the need for utilization of lean and complex ores of these metals. There is worldwide effort to develop suitable processes for these purposes. The present paper deals with the chloride leaching of complex base metal sulphide concentrates of two Indian deposits. A two stage leaching process is suggested keeping selectivity of metal dissolution in view.In the first stage most of the lead and zinc are reacted with dilute FeCI3 (0.3M) solutions at a temperature ono°c where major portion of the lead remains in the residue and zinc reports in solution. After taking out lead chloride by brine leaching, the residue has been treated for copper dissolution. A concentrated FeCI3 leaching at boiling temperature as well as ambient aqueous chlorine leaching have been separately tried to dissolve out the copper from the residue. Based on the results obtained, a flowsheet for the proposed process is presented.

The area between Merrygoen and Digilah is located on a structural high that separates the Sydney Basin from the Great Artesian Basin, and hence the stratigraphic succession of younger rocks overlying the basement is relatively thin. The stratigraphy is briefly described and it is shown that fluvial sedimentation prevailed from Upper Permian through to Middle Jurassic times. Flint clays occur in the Permian, Triassic and Jurassic but only those in the Jurassic appear to have commercial value at present. The chemical, mineralogical, and physical properties of the flint clays are discussed.

A typical high silica low grade magnesite from the Salem area of Southern India, was used in studies to develop a suitable flotation system involving commercially inexpensive sodium oleate as the collector together with other reagents which can give a product of the required grade with an acceptable recovery. It was found that the presence of metallic ions such as Cu+, Fe+++ or Ca++ introduced by the addition of their salts, or by their formation with the addition of hydrochloric acid to react with magnesium and calcium carbonate in the me, can act as effective depressants for silica. The addition of 'hydrochloric acid' was found to give best results.

The Misima open pit gold mine is a 20Mt per annum operation. Blasthole drilling is used to sample all material at a uniform 5m square pattern, and representative sub- sampling of the blast holes enables assay samples to be collected over the full 10m bench height. Samples are assayed for gold, silver and copper at the Company's laboratory at the mine site and the assays are provided to geologists as a written assay report and on floppy disc. Surveyed blasthole locations and assay results are transferred via personal computers (PCs) to a SUN mini-computer where results are stored by bench, blasthole assays are kriged, and plot files are created. A geologist selects grade boundaries from the kriged data, adjusting the boundaries towards the raw blasthole data where hard boundaries are recognised. Surveyors peg the resultant boundaries in the pit using a system of colour-coded pegs to display the different material types. A daily plan also shows boundaries and face positions.

The breakage and flow characteristics of quartz, ground as a minor constituent with calcite in a continuous wet ball mill, have been determined by carefully controlled grinding tests.A mathematical model, combining the simple functions which describe these characteristics, has been used to predict both steady state and non steady state results.The calculated results are compared with experimental data.

The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850s has been an estimated 480 t (15 Moz) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 t of gold for 1989. Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

An assessment of methods currently available for the accurate determination of low concentrations of platinum in ores and mineral concentrates indicated that prior treatment of the sample by fire assay procedures is necessary. To enable rapid determinations to be carried out, instrumental methods applied to the metallic bead produced from the fire assay treatment have been evaluated, considering maximum flexibility for concentration variations, minimum chemical operations, and adequate sensitivity.Atomic absorption spectrometry proved suitable, giving solution determination limits of 0·4 p.p.m. Pt, 0·1 p.p.m. Pt, or 0·06 p.p.m. Pt under various extraction conditions using aqueous and organic agents. Thesedetermination limits related to 1 assay ton of sample (32·67 g) produced easily readable and accurate readings within the range of platinum contents (0·03-2·0 p.p.m.) of economic interest in deposit evaluation and prospecting. The technique shows promise of also being suitable for determination of palladium and gold.

Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.
