A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Nowadays, the demand for a finer grind in minerals processing has set new challenges within the industry, particularly for grinding technology. Apart from a finer grind, energy efficiency is also a key driver in optimising comminution technology.Stirred milling technology, already proven in many other industries, delivers a modern, sophisticated, flexible and energy efficient grinding solution for fine and ultra fine grinding in minerals processing. Fine grinding technology is utilised particularly in concentrate regrinding to complete the liberation of valuable minerals after the first stage of concentration. Maintaining the correct particle and particle size distribution of the regrind product is crucial for downstream process performance. Stirred milling technology offers the unique possibility for online control and optimisation of the regrind product particle size. This paper describes the basis of this online control possibility and discusses the implementation of stirred milling technology in minerals processing, particularly in regrinding applications. My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available. Variations in product distribution in the carbon-sulphur dioxide system due to variations in reaction temperature, sulphur dioxide concentration in the feed gas, and gassolid contact time were studied in detail for a brown coal char. The results were compared with those for two wood chars, a coke prepared from Liddell coal and two cokes prepared from Ac1and coal. Conditions were chosen such that gas-solid diffusion rates did not hinder chemical attack of the carbon.With brown coal char under suitable conditions, the selectivity of sulphur in the sulphur dioxide fed, to either elemental sulphur or carbon disulphide, was in excess of 90 per cent. The wood chars gave very similar product distributions Ito brown coal char. However, the cokes from Ac1and and Liddell coals were respectively approximately three and seven times less reactive than the brown coal char.The approximate carbon holdup required to just achieve total conversion of sulphur dioxide, and thereby achieve high selectivity to elemental sulphur, is given as a function of reaction temperature.

After an unsuccessful transfer from the laboratory to the pilot plant of galena flotation technology which used sodium metabisulphite and ethyl xanthate, laboratory flotation tests were conducted to identify any unusual variables which had a deleterious effect on the position of the lead rougher grade recovery curve for Hilton and Mount Isa silver-lead-zinc ores. Two variables (pulp temperature and contact time for ethyl xanthate and sodium metabisulphite) had important deleterious effects.The findings allowed a successful transfer of the laboratory process to a pilot plant scale process. The effect of temperature was important because the higher temperature (40°C) in the pilot plant pulp increased significantly the rate of reaction between ethyl xanthate and sodium metabisulphite. In the laboratory process at 20 to 25°C, the reaction rate was lower and did not interfere significantly with the process. The contact time for the two reagents was also important in the pilot plant scale process because of the higher reaction rate at 40°C.To employ ethyl xanthate in the pilot plant process, special precautions were required. Further, a collector (Aerofloat 241) from the dithiophosphate family was used successfully in the pilot plant process.

The formation and distribution of gold placers in active collisional mountain belts are directly related to the tectonic, topographic, climatic and erosional constraints prevailing on either side of the orogen at the time of placer formation. In the absence of pre-existing placer deposits, these factors combine to concentrate placer development on the side of the orogen facing the prevailing winds, where most of the erosion and uplift occurs. Drainage network changes and glaciation can significantly alter placer distribution with respect to source areas within the orogen. After collision stops, placer formation will proceed on both sides of the orogen as exhumation of the mountain belt ensues. Incorporation of pre-existing placers formed on ancient mountain belts into younger placers in subsequent orogens, may be recognised by anomalous placer distribution compared to the above model. Most of the relatively young giant placers such as those inNew Zealand, Chile, Bolivia and Columbia, exhibit these general patterns. Their character and mode of formation have important implications for the formation and distribution of much older placers, such as those in South Africa's Witwatersrand Basin.

There is an apparent push to develop and commercialise "new and innovative" process flow sheets. A not-too-difficult reality check clearly demonstrates that the success rate of this push is not particularly significant and in fact could be regarded as a waste or misappropriation of R&D funding and the associated brain power. As Julian Sumner Miller would comment "why is this so?" To put it bluntly, many of the so-called innovative developments are equivalent to gold plating the dunny door - visually interesting but of very limited practical value. Traditionally, the gravity cleaning of coal has been evaluated in pilot plant tests. Attention is now turning to the development of empirical models of gravity cleaning equipment that can be used for the design and evaluation of circuits. This paper presents some preliminary information for spirals and water-only cyclones treating fine coals. Also discussed is how such information gives a better understanding of the operating and performance characteristics of this equipment, how realistic comparisons can be made between different types of equipment, and how small mobile plants could be designed for treating the fine coals 'stockpiled' at many NZ mines.

A predicted increase in aluminium production and the possibility of a diminishing supply of petroleum coke for anode electrodes in alumina reduction cells makes it desirable to find alternative electrode materials. Browncoal char, with a lower ash content and with an elemental purity similar to petroleum coke, was produced by leaching in hydrochloric acid, washing with water, and charring at 1,150°C. The cost of processing is estimated tobe competitive with petroleum coke.Without further processing the bulk density and real density were undesirably low, but by briquetting the coal before charring and crushing, the bulk density was improved to 92 per cent of the petroleum coke value andthe particle density was improved to 92 per cent of the density of petroleum coke by water displacement or 75 per cent by mercury displacement.Pre-baked electrodes were prepared from the char alone, mixtures of petroleum coke and char, and from petroleum coke alone, all bonded with coal tar pitch.The electrodes were tested for the usual physical properties and were evaluated for performance in a laboratory size alumina reduction cell.Electrodes based on brown coal char alone were found to be inferior in physical properties and performance, but mixtures of the char and petroleum coke, despite poorer density, electrical resistivity, and carbon consumptionon a theoretical basis, in performance tests gave up to 17 per cent better carbon consumption per weight of aluminium produced and 21 per cent better electrical current efficiency than the electrodes based on petroleum,coke alone.It is suggested that larger scale tests are warranted.

Zircon producers are often required to lower impurity levels to meet customer specifications as most of these impurities adversely effect the end use. For example, zircon sand in foundry applications needs to be free of any surface impurities (eg clay, gibbsite and goethite) which otherwise could cause sintering or fusion between cast metal and the zircon mould. Light coloured ceramic grade zircon, typically low in iron oxides and titania, is preferred in ceramics applications. The presence of impurities in zircon sands is a problem in the magnetic and electrostatic separation stages of their concentration. Previous work (Aral et al, 1997) showed that impurities in zircon sand concentrates occurred in the form of stains on grain surfaces, discrete gangue minerals and in the mineral grains. The gangue minerals such as rutile, garnet, xenotime, monazite, spinels, ilmenite, and aluminium silicates in the concentrate in some cases (Aral et al, 1997) contribute significantly to the impurity content of the concentrate. A careful hand picking of the impurity grains from a Western Australian zircon sand showed that the impurity content of the concentrate could be lowered significantly as a result of the removal of the surface stained grains and gangue minerals. The hand-picked ædirtyÆ fraction, comprised about eight per cent by weight of the concentrate, and consisted mostly of iron-oxide/hydroxide-stained zircon, silica grains and rutile, and occasionally ilmenite, monazite, gahnite and other (unidentified) coloured grains. The chemical analysis of the remaining æcleanÆ fraction showed that the major impurities (Fe and Ti) were reduced significantly (Table 1). The reduction in the uranium content was about 30 per cent. The other measured impurities, P, Mg, Al, Th, and Ca remained mostly unchanged as shown in Table 1. The contribution of ilmenite to the overall iron content of æcleanÆ zircon was insignificant as it comprised about 0.1 per cent weight of the æcleanÆ zircon. Rutile was the major source of titanium contamination (about one per cent by weight). Recent work (Aral and Calle, 1999) on zircon sand concentrates from the Murray Basin showed that, under the electron microprobe, the bulk of the impurities occurred in the dark back scattered electron (BSE) regions of the zoned zircon grains. The impurity contents of the light BSE regions and unblemished (unzoned) grains were low. The impurity content in zoned zircons has been investigated on single, relatively large, crystals (McLaren, Gerald and Williams, 1994; Smith et al, 1991; Romans, Brown and White, 1975). These studies generally aimed to investigate the incorporation of U in zircon as zircon is used extensively for U-Pb geochronology owing to its relatively high content of uranium. Smith et al (1991) identified a striking difference in composition between the areas of lower (dark BSE) and higher (light BSE) average atomic number in the zoned zircon. Their work showed in particular that the zones of lower atomic numbers contained very significant amounts of trace metals such as Y, REE, Nb, U, Al, Fe, Ca, Ba and, by difference H2O. In this paper the impurity distribution in zoned zircon grains was investigated on statistically significant number of grains before and after a leach treatment. The distribution of impurities was also measured in unblemished areas to compare the results.

EARLY in 1911 the Public Service Board of New South Wales suggested the advisability of inaugurating a School of Mines at Broken Hill, arid made inquiries to determine how such an institution should be conducted. He, the author, believed the Board, as a result of the inquiries, was in favour of the project being worked in conjunction with the Technical College, and hoped to be ready to receive students at the commencement of 1912. That the inauguration has not yet taken place is probably due to the vast amount of consideration and preparation that a new departure of the sort would require. At the present time New South Wales or, to speak more broadly under the same denunciation, Australia is not at all suitably catering for the technical training of young men to provide the increasing demand for officers to work the valuable mines within its territory...

The Takasima Coal Mines comprise four islands near the entrance to Nagasaki Harbour, and are owned and worked by the Mitsu Bishi Company.There are several unusual features in the occurrence and working of these coal seams, the steep angle of "dip," the numerous seams of good coal separated by hundreds of feet of sedimentary rocks, the extensive faulting of the strata, and the way in which the coal is won, when so little surface is available for works, and where there is the ever present danger of subsidence of the roof and consequent flooding of the workings by the ocean. The author trusts that short notes on these few points will be of interest to members.The Islands are named respectively Hasima (Extreme Island), Nakanosima (Middle Island), Takasima (High Island), and Yokosima, and are situated about one mile from the main land.

Pyrite is ubiquitous within copper ores, and presents significant challenges to most operations in terms of its impact on copper sulfide concentrate grade and recovery.Samples of ore containing from 3 to 47 percent pyrite, with nominally the same chalcopyrite feed grade, were collected from a copper mine in eastern Australia for testing. The ores were ground under standard conditions using forged steel grinding media in the Magotteaux Mill® to determine the impact of increasing pyrite feed grade on the pulp chemistry of the system and subsequent rougher flotation response. Attempts were made to correlate the pulp chemical parameters (oxygen demand and EDTA extractable metal ions) with flotation behaviour to determine if one (or more) could be used as a metric to infer metallurgical behaviour.The observations made were then tested under different grinding environments (obtained using more electrochemically inert high chromium) grinding media to determine if they hold true.CITATION:Greet, C J, Karageorgos, P and Teixeira, L, 2015. The Hamersley Group in the Pilbara, Western Australia, consist of interlayered banded iron formation (BIF) and shale host rock formations within which a large number of open pit iron ore mines have been established. The slope stability of most of the mining excavations developed within these formations is controlled by the relatively low shear strength of the shale groups and shale bands, which are the weakest rock types. Shale formations range from fresh to highly weathered and are generally highly fissile when fresh, and clayey when weathered. An accurate understanding of the shear strength of these materials across the entire weathering continuum is therefore a key importance for assessing the slope stability of these mines.Historically defect laboratory testing results for the Pilbara mines have been analysed mechanically using direct shear testing (DST) to measure a number of geotechnical characteristics of the rock bedding and defects. This paper sets out the current practice in the industry in terms of the laboratory testing and presents a possible application of hyperspectral data to empirically correlate the shear strength of shale bedding with the relative mineralogy abundance on the bedding surface. This was achieved by creating both hyperspectral and geotechnical data sets for the same samples.In the study the shale samples were separated into three distinct assemblages: iron oxide + kaolinite, iron oxide + white mica + kaolinite, white mica + kaolinite, which had 40, nine and two samples respectively. Analysing these assemblages alongside DST data showed that samples with white mica had reduced non-variable shear strength, whereas samples with iron oxide + kaolinite had an overall higher shear strength but with a greater variance. It is inferred that the reduced shear strength in the white mica samples is due to the sheet (or plate) like structure of the mineral, giving it a weak stress plane. Confidence in the trends observed can be reinforced by expanding the data set in future works. In salar-type deposits, lithium grades can be measured by bailers introduced at different elevations in the drill holes at locations where, later, the brine will be pumped out to recover the metal. When they are duplicated, these a priori rudimentary measurements may show large differences without indicating whether this is due to the procedure itself or to some physical causes linked to the dynamic behaviour of the salar (seasonality, rainfall, underground flow etc). In the reservoir presented in the paper, the problem is complicated by the double lack of stationarity of the lithium grades: the grades not only increase importantly with the depth but at the same time their fluctuations decrease, making it necessary to use non-stationary geostatistical techniques to simulate them. Reservoir simulation is developed in two steps: first, geostatistical simulations of the lithium grade create possible realisations of the reservoir; then, each geostatistical simulation is followed by a pumping simulation that calculates, at each drill hole of a given extraction scenario, the lithium produced each year over 40 years. For the set of 100 simulations produced in this way, a scenario reduction is made to choose the five most representative simulations where more complex calculations will be carried out (for example, changing hydrogeological parameters such as porosity and permeability, or the elevation of the filters, the number and the location of the pumping and the reinjection drill holes etc). The paper first presents an analysis of the geostatistical model sensitivity to the grade uncertainty when measured by bailer. Among the 100 measurements at our disposal covering the future production domain, 50 per cent are duplicates measured at the same place but at different times. They are randomly sampled to produce five subsets of 75 values, which will constitute the future 3D conditioning points for the geostatistical analysis and the simulations. For each subset, trend, standard deviation and variogram models are fitted, leading to five sets of 20 geostatistical simulations of grades. In this way, the reliability of the different parameters involved in the procedure is evaluated, as well as its impact on the pumping results. Then, a reconciliation study is conducted between the non-stationary nugget effects encountered in the 3D variograms of the lithium grade and a pure statistical analysis of 25 duplicates measured at different locations and/or different times. The result is that if the nugget effect reaches 20 per cent, which is the case of three conditioning subsets out of five, the reconciliation is good and the nugget effect of the variogram model represents the bailer uncertainty, ie the measurement error. Since the geostatistical simulation incorporates a nugget effect, it handles the bailer uncertainty and the impact on the produced metal is included in the evaluation. The final conclusion is that, after the hydrogeological pumping simulations, the initial differences between the five geostatistical models do not influence the final results: lithium grades measured by bailers can lead to a robust evaluation of the extractable resources, a conclusion that conflicts with conventional wisdom.CITATION:Séguret, S A, Goblet, P, Cordier, E and Galli, A, 2017. At a regional scale, the Otago Schist has been divided into textural zones, metamorphic zones, structural transposition zones, and terranes and lithologic associations. Each of these subdivisions reveals aspects of the internal structure of the lithologically monotonous Otago Schist but, to date, a map of the schist derived directly from structural data has not been made. In the present study, digitised structural data from the QMAP GIS were used to make a form line map of Schist foliation which, in turn (and using certain non-unique guiding assumptions), was used to construct a provisional foliation thickness map of the Otago Schist. Contours of dominant foliation (Sp) thickness have been drawn from 4 kIn above to 16 km below the reference level of the Caples-Torlesse terrane boundary in the schist structural pile. A recent revision of the Otago Schist textural zone classification has shown that the grain size of metamorphic white micas increases progressively with textural grade. There also appears to be a correlation between schist mica grain size and foliation thickness. Using mica grain size, it may eventually be feasible to establish the vertical structural position of samples in greenschist facies parts of the schist pile to a precision of ¦ 1 km or better, even if they are in inliers or fault-bounded blocks. Foliation thickness and mica grain size are thus potentially useful tools for research and exploration in the Otago Schist in that they assist with structural interpolation and extrapolation. Even at this early stage of application they can be used to provide hitherto unobtainable, semi-quantitative estimates of displacement on Mesozoic and Cenozoic faults and folds.

The objective of the draw strategy in a caving mine is to maximise economic return by minimising waste dilution3 and maximising ore recovery4. The draw strategy must also include suitable controls for air blast and mud rush hazards and is highly constrained until continuous cave propagation has been achieved. This paper details a three-year project at the Ernest Henry Mine (EHM), which used cave flow simulation software to develop a draw strategy that increased the mine value by 32 per cent.Dilution and ore loss can be significant in sublevel cave (SLC) operations and result in poor recovery and considerable economic losses. To minimise dilution and ore loss, cellular automata software was used to simulate cave flow over the mine life. The optimisation project required mining footprints for various cut-off grades to be developed. Draw strategies for each mine footprint were then generated using a range of shut-off grades. Economic assessment of each scenario was then conducted to determine the mine footprint and corresponding draw strategy that generated the highest NPV (net present value). The iterative simulation process was improved by developing automated software functions in the flow modelling software to reduce time taken to generate and assess life-of-mine (LOM) draw strategy scenarios.In addition to improving the NPV of the mine, the optimisation project also enabled a decrease in the mine cut-off grade which increased the ore reserve and extended the mine life. Overall, an iterative process of mine planning, cave simulation, economic evaluation and geotechnical analysis was used to significantly increase the economic return of the SLC whilst ensuring caving risks were controlled to an acceptable level.CITATION:Campbell, A D and Power, G R, 2016. Most analysts determining tungsten trioxide in low grade samples are aware that colorimetric procedures do not possess the inherent disadvantages of gravimetric methods operating on milligram quantities of tungsten trioxide. Apart from the inaccuracies associated with weighing four or five milligrams of ignited oxide in a platinum crucible of about 30 gm. weight with a large surface area to absorb moisture, using a 5 gm. charge on samples less than about 0·15 per cent tungsten trioxide, it is extremely difficult toget complete or pure precipitation of tungsten with cinchonine, cinchonine plus alpha benzoin oxime, rhodamine B or any other of the commonly used precipitants. Table 2', No. 8, illustrates the low results obtained by gravimetric as opposed to colorimetric procedures. In addition the colorimetric determination requires only a small portion of the time consumed by gravimetric practices and the increased accuracy obtainable in low ranges together with the saving in time made it highly desirable to develop a colorimetric method suitable for King Island ores.The most commonly used colorimetric method is that introduced by Feigl and Krumholz (1932), since modified by various investigators (Grimaldi and North, 1943; Sandell, 1946; Westwood and Mayer, 1947; Gentry and Sherrington, 1948; Freund, Wright and Brookshier, 1951; Grouthamel and Johnson, 1954; and others). During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units. The stringent marketing specifications included in coal contracts mean that coal producers must supply cleaner and more consistent coal than may have been formerly required. Geostatistics has the potential to aid in the accurate estimation of the washability characteristics of coal. A prediction method, the Kriged Service Variable Approach has been developed.A Computer Aided Drafting and Design system has proved useful in the development and application of the approach. The geostatistical approach has been tested against coal geological and borehole data and applications discussed.
