The Homer Tunnel is located in a remote area of the South Island of New Zealand and carries large numbers of tourists to Milford Sound through an avalanche prone area. The tunnel is 1280 m long with a steep ten per cent unidirectional grade descending to the west. Construction of the tunnel began in the 1930s and was completed to a nominal 6 m width in 1954. In 1996, two passing bays were stripped-out to accommodate bi-directional flow of tourist coaches. During all phases of construction and widening there have been episodes of strain bursting.The condition of the tunnel and standard of internal services is below current international practice, principally in terms of; in-tunnel air quality, fire life safety, ground support, and road safety. A number of near-miss events have occurred involving coach fires on the approaches and inside the tunnel. The national road authority, NZTA, is considering a substantial investment to improve amenity and safety of the tunnel.This paper describes the rationale for the proposed upgrade works and the investigations undertaken to enable that design. A holistic approach to road tunnel safety has been adopted that balances the key interrelated safety drivers, namely; tunnel lining, traffic operations, ventilation, power supply and egress while ensuring continuity of safe access to Milford Sound.

The Top End of the Northern Territory lies in the monsoonal zone and receives rain during the November-April period. Initially, at the start of the wet season, rain storms are localised, but, following the descent of the monsoonal trough from below the equator, widespread rain occurs. Overflow incidents at mine sites tend to arise midway through the annual wet season when excess water accumulated in ponds begins to discharge to the external environment. Remote-access monitoring may be undertaken at mine sites using equipment to continuously measure water quality parameters with storage of the information on a data logger. The data is then retrieved by visiting the site and transferring it to a portable computer or by remotely accessing the system using a telemetry system and transmission via telephone, VHF/UHF or satellite. Such systems are readily available and vary in cost depending on the sophistication of the data transfer system. Available sensors for continuous monitoring include those for conductivity, temperature, pH and other ion selective electrodes, eg nitrate, and water level. Of these variables, conductivity is most useful due to its inherent accuracy and stability of reading. Remote monitoring capability is able to provide: (i) more intensive monitoring of key issues; (ii) more timely information; (iii) correct perspective on the degree of environmental problem; and (iv) information from remote locations, which would be difficult to monitor by more conventional methods. Examples are given for applications of continuously logged measurement of conductivity of waters discharging to drains and in creeks at Pine Creek, Ranger, Nabarlek and Woodcutters mines in the Northern Territory. These applications demonstrate the timeliness of the continuous monitoring technique.

A useful way to assess potential productivity of SLC mines is by quantifying tonnes/drawpoint/day to be extracted from the mine. However limited industry information has been published to help mines benchmark this number. This paper assesses industry data which can be used to support estimates of potential productivity from new mines based on tonnes/drawpoint/day. The information used has been extracted from historical production schedules which indicate what was achieved, rather than what was planned. It has been assessed using an algorithm created for the purpose and is presented with discussion of varying definitions of active drawpoints, analysis of the data and inquiry into some of the underlying contributing factors.

To respond to ever-increasing challenges, mining companies have been experimenting with new business models and technologies in order to speed mine development, production, processing and transport. The various experiments involve mobile access to data, intelligent sensors, advanced analytics, virtual collaboration, virtual reality, automated equipment, remote operations centres and strategic partnerships. A synthesis of all these components creates a ænetwork effectÆ that can dramatically improve the overall effectiveness the entire operation. The concept of the Network Centric Mine borrows from a variety of industries, including defence, aerospace, aviation, petroleum, utilities and manufacturing. Central to the concept are improvements to the way we connect people, process, information and technology, resulting in a more highly collaborative business model, with roles and processes designed to take advantage of new technology. The components of the mining operation act as a connected network aimed at a common goal, regardless of the boundaries of organisation and location.The design of this new organisational ecosystem needs to take into account the recent advances that enable the æplug and playÆ integrated collaborative environment, including cloud computing, mobile devices and social networking, as well as advances in augmented reality, robotics, geo-location, digital labelling, simulation and analytics. However, the most consistent lesson from other industries is the need to properly enable the behaviour and process changes necessary for success.Benefits from adopting a network centric approach include the more effective use of scarce expertise, improved data and information analysis, reduced process variance, and more informed and faster decision-making. The future of mining will see more technology savvy workers who will drive the adoption of new processes. In 1987 the control strategies at the then ZC Mines' New Broken Hill Consolidated concentrator were a miscellaneous mixture of computer hardware and technology for ISA, grinding and residue thickener control. Field instrumentation was based on current-to-air technology of approximately the 1960s. Decisions were made to rationalise computer and field instrumentation technologies; the object being to consolidate control loops into one system to enable expansion of the system to include all facets of plant operation. The first stage was to install a DEC Micro PDP 11/23 computer and serial line communication as recommended by AMDEL Ltd, for the ISA system, as discussed by Walsh and Freeman (1988). The second stage was to select and install a distributed control system for the centralisation of the control loops into one system, and to replace field instrumentation with state-of-the-art technology. This paper deals with the second stage of the rationalisation, in an attempt to give an insight into what is required when personnel are faced with such a decision, details of costs involved in keeping a system functioning and utilised; and the requirement to train personnel for acceptance of further control strategies.

The character of alluvial gold deposits presents severe difficulties, and sometimes limitations, on the extent to which metallurgical efficiency can be measured. Very little monitoring of metallurgical performance is practised. An indication of performance is often extracted from the comparison of production to the estimate. This is a dubious practice. The recovery efficiency of conventional practices, viz sluices, tables and jigs, falls off sharply below 0.2 mm. Field evaluation procedures tend to simulate these conventional practices. Thus the presence of fine gold may not be detected, particularly if obscured by clay. There is increasing evidence that fine gold could, in places, be present in sufficient concentrations to be economic. Most gold in paleoplacers is finer than 0.1 mm. There are established practices elsewhere in the mineral industry that may physically recover gold down to 5 microns in size and which could find application for fine alluvial gold.

"Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

The industrial practice of separating finely' around valuable minerals from associ- ated gangue materials by froth flotation is well known. Despite the obvious importance of this industrial process, the predictive tools for plant engineering evaluation of flotation process variable changes are still in a developmental stage. Consider, for example, the situation where an operating engineer is faced with evaluating a change in an existing chemical reagent scheme, possibly based on batch laboratory data. When all is said and done, the engineer must still perform detailed physical testing of the proposed reagent change on the actual equipment in plant use to be confident even of the direc- tion of change of plant results, let alone the economic viability of the change. The theory behind chemical reagent behaviour in froth flotation has been studied extensively, e.g., (Aplan {1980}, Fuerstenau {1976}, Fuerstenau {1962}, and Somasundaran {1980}), and, certainly, important progress has been made. Unfortunately, the nature of the flotation process, with its complicated heterogeneous surface chemisty activity operating on highly variable and difficut to characterize ore surfaces, coupled with com- plex mass and momentum transfer phenomena, :;l riously compromises the plant scale predictive capability of theoretically based models.

"Mining companies routinely invest in improvements to their processing operations, but often these enhancements do not work to full effect.Improvements can be ineffectual because underlying process problems are not identified or prioritised for correction or repair.This is frequently because ‘black box’ solutions deployed to implement process control improvements typically rely on instrumentation to provide data for algorithms to work effectively, and these solutions are often ineffective or disabled at mineral processing sites.There are three key reasons they can fail to deliver: vital instrumentation is not calibrated or functioning as required basic process control and loop tuning was not implemented correctly or is in need of tuning there is an inability to support the ‘black box’ solutions on-site.Many of these problems can be overcome by implementing operational analytics that identify where problems are occurring and prioritise where improvements need to be made.Incorporating operational analytics into process improvement is not a new methodology. It is more a back-to-basics approach to make more efficient use of capital and systems already deployed.Data collection systems, such as the OSIsoft PI System, provide real-time and historical process information for process control experts to analyse and identify areas for improvement. However, most systems are not used effectively. With some simple enabling, data collection systems can provide evidence for prioritising investments in improvements and determining an investment’s effectiveness.MIPAC advocates that the initial step, with analytical evidence, is that clients review the control strategies and implement small influential instrument repairs/calibrations and operator training. Steelmaking has a significant contribution in producing greenhouse gases and there is a worldwide push towards decarbonising the process. One of the approaches to reduce CO2 emissions is to use hydrogen in the blast furnace (BF) as the reductant gas. However, hydrogen reduction is an endothermic reaction, bringing changes to the temperature distribution in the BF. Understanding iron ore sinter mineralogy and reducibility under a hydrogen atmosphere is essential to optimise the process. In this study, sinter analogues in the Fe3O4-CaO-SiO2 (FCS) ternary system together with industrial sinters were reduced in H2-rich and CO atmospheres and the resulting reducibility and associated mineralogical changes were observed. Results show that magnetite-lime-silica (MLS) sinter analogues had similar reduction rates under H2 and CO, and also higher reducibility than most of the industrial sinters, suggesting that magnetite sinters could be used efficiently in a conventional or hydrogen blast furnace.

The long-term production schedule of open pit mines that maximises the net present value (NPV) of a given project relies on the proper design of phases (pushbacks) within the ultimate pit limits. There is not a phase design algorithm applied in the mining industry today that gives yearly production schedules that are optimum.The majority of phase design algorithms currently in use by the mining industry aims at grouping the blocks that fall within the ultimate pit limits into phases such that the average value of the blocks within each phase decrease as the size of the phases increase. Current phase design methods are typically based on a pit limit optimisation algorithm, originally introduced by Lerchs and Grossmann (LG) in 1965. To obtain multiple pit shells to be used for the phase design, the LG pit limit algorithm successively applied to economic block models by changing the price of the commodity or some other factor that properly parameterises the size of the pit. These modified economic block models are developed by predetermining the destination for each block in the model based on a breakeven analysis and highest economic outcome between alternative destinations. Phase designs determined by these existing algorithms may be suboptimal if a given project utilises multiple processing facilities for metal recovery and particularly if these facilities have restrictions (constraints) that require blending of attributes in the feed. To overcome these problems in obtaining phases that optimise overall production schedules, a new algorithm is developed at the Colorado School of Mines. The algorithm determines the phases of an open pit mine by taking into account multiple process options for the blocks and period by period blending requirements. This algorithm has been implemented within a software program (the software) and is being prototyped successfully in the design of improved pushbacks at a copper mine in South America and on a gold mine in Nevada. This presentation will demonstrate the shortcomings of the traditional phase design methodologies based on comparison of results coming from the new approach versus the traditional.

The GPM Gold Operation has been employing an Albion Process™ plant at its Sotk (Zod) gold mine in Armenia since 2014. Long term data from the operation is now being published for the first time. The data presented includes concentrate throughput, as feed to the Albion Process™ plant (tonnes per day), sulphur grade in concentrate (% S), total sulphide sulphur oxidation in the Albion Process™ plant (% SOx) and gold recovery from Albion Process™ plant residues (%). The data provides a basis for evaluation of the effectiveness of the commissioning, ramp up and operation of the Albion Process™ plant. Notwithstanding the impact of a slower concentrator commissioning than expected, the plant demonstrates Series 1 behaviour on McNulty ramp up curves, indicating successful commissioning and fast ramp up. Interrogation of the data and operational experience indicates that this successful operation is a result of a process that is flexible, robust and stable, one that was designed well based on solid testwork results and pilot plant trials during the study phase undertaken by Glencore Technology and Core Resources, and where the local operators were provided with appropriate training in operation of the plant. Column flotation cells have been installed in numerous base metal operations around the world. The majority of these cells utilise conventional air-only spargers to introduce air into the bottom of the column. The recent development of instruments to measure the bubble characteristics in these columns has provided a renewed understanding of column behaviour. These new tools provided insight into why the columns at Red Dog Mine had never performed up to expectations. After efforts to optimise the spargers failed to substantially change the bubble size and air efficiency, alternate sparger systems were investigated. The Metso Minerals CISA Microcel sparger system appeared promising and was selected for a full-scale plant trial. The Microcel sparger system was originally developed for the coal industry at the Virginia Centre for Coal and Minerals Processing. In October 2003, a Microcel was retrofitted into one of two 3.66 m diameter flotation columns in the zinc retreat circuit at Red Dog Mine. The operation of the two different sparger systems in parallel allowed a detailed comparison. This paper discusses the performance of the Microcel based on the data collected during several detailed surveys. Bubble size measurements carried out in the pulp zone using the McGill University bubble viewer showed a significant difference in bubble size. The mean Sauter diameter of the bubbles decreased from 3.4 mm for the jetting-type sparger to 1.9 mm for the Microcel sparger. The overall recovery and the recovery by size fraction for both valuable and gangue minerals were compared. Paired t-tests demonstrated that the Microcel column produced a higher concentrate grade (0.6 per cent zinc absolute) and a higher unit recovery (2.8 per cent zinc absolute) than the existing Canadian Process Technologies Inc (CPT) SlamJet column. These improvements provided a payback period of 1.5 months for the $109 000 investment.

This paper highlights two aspects of the mineral sands industry in Australia: the development of the industry from approximately 1870 through to 1980, and the author’s experience in the industry from 1966 to date.The first real heavy mineral (HM) mining in Australia started in 1870 with the mining of heavy mineral slicks on the beaches along the east coast of Australia. The real potential of Australian heavy minerals was however only realised in the 1920s with the first production of a heavy mineral concentrate that was shipped to Canada for processing. Post WW 11 and the Korean War, Australia was the largest producer of mineral sands products in the world as well as a significant developer of associated separation equipment and technology. The number of producing companies in the east coast peaked at 33 in 1957, was reduced to ten by 1965, and subsequently further reduced to five in 1980 as a result of potential mining areas being declared National Parks or Conservation Reserves. Today there is one company, Unimin Australia Pty Ltd (formally Consolidated Rutile Ltd) operating on the east coast. In contrast there were three companies on the west coast in 1965, four companies in 1980, and four companies today (albeit not the same companies).There have been considerable ups and downs for the industry in Australia, however world wide it was renowned in the past as being an industry that attracted numerous interesting and innovative characters that played a major role in developing it into the vibrant industry that it is today. This, given the current climate, is predicted to continue into the future.The author has been continuously involved in the industry for over 45 years from 1966, initially as an electrician at Consolidated Rutile Ltd culminating in the role of General Manager/President of Iluka Resources Limited USA, prior to his retirement in 2009. His exposure has been world wide and has covered all aspects of the industry but in the main focused on project development and operational areas. During this time there have been significant technological advances, yet to some extent the basic principles have not changed at all. Some of the most noteworthy advances include the development of the Wright Spiral in 1977, the development of the Reading High Intensity Wet Magnet (WHIMS), the rare earth magnets, the CRL floating thickener and the improvement of analytical techniques. From a safety, health and environmental perspective there has been significant advances that the industry has much to be proud of. These include wetland restoration both in Australia and in the US, the restoration of farmland in Virginia and Capel, and the re-establishment of native species, for example at Eneabba and Richards Bay to name but a few.

Gold mining companies who are signatories of the International Cyanide Management Code (visit www.cyanidecode.org for further information) are required to measure WAD cyanide on-line and destroy WAD cyanide in excess of specified limits. Weak acid dissociable (WAD) cyanide refers to those cyanide species liberated at a moderate pH of 4.5 such as HCN(aq) and CN-, and the majority of Zn, Cd, Cu, Ni and Ag complexes with low dissociation constants. It is potentially toxic to humans and animals. Recognising and in response to the gold mining industryÆs need for an on-line WAD cyanide measurement device, Mintek recently developed the WAD Cynoprobe. The WAD cyanide analysis technique is based on the use of a ligand exchange reagent that liberates WAD cyanide from metal-cyano complexes. The ligand exchange reaction is represented by the following chemical equation: Metal(CN)X + yLigand <-> Metal(Ligand)y + xCN- The plant filtrate is treated with a ligand exchange reagent, to liberate WAD cyanide, before measuring the free cyanide concentration via amperometry. The instrument proved to be accurate and reliable in the laboratory as well as under industrial gold plant conditions during various trials. It has gained wide-spread commercial acceptance both locally and internationally. However, itÆs recent exposure to complex ore types have called for refinements to the analysis technique. It has been further developed to improve its precision and accuracy and to remove reagent and thiosulfate interferences. Its compatibility with the most commonly used destruction oxidants has also recently been investigated. The WAD Cynoprobe may be configured to measure both free and WAD cyanide concentration. Its fast analysis time, approximately 5 min, makes it suitable for use in the control and optimisation of the cyanide destruction and recovery process. Proper oxidant dosage control and monitoring of effluent concentration levels will ultimately result in less cyanide and post-destruction salts discharged into the environment.

"Metal prices are central to a mineral investment decision and have a profound impact on the financial performance of companies in the mining industry. At its most basic level, metal prices are influenced by the disequilibrium between international metal volume supply and demand. That is, the commodity price is a regulator that equates international metal supply and demand where inventories act as a buffer between the emergence of this disequilibrium and its dissolution through a price change.From this viewpoint, mining companies are required to forecast metal and bulk commodity prices when evaluating minerals projects through discounted cash flow (DCF) analysis. While supply-demand models are instructive, many companies use historical prices, spot prices, futures/forward pricing and consensus opinion (or a combination of all of these) to develop price forecasts.This paper discusses the definition, fundamentals and differences between futures/forward and consensus pricing and the appropriateness of each in a DCF model for mine project economic evaluation.Our results demonstrate that great care is required when using either futures/forward or consensus pricing and that the decision to use one rather than the other requires consideration of other important elements in the DCF model (ie the risk-adjusted discount rate).CITATION:Martinez Tipe, L A, McKibben, J and Barry, S, 2016. South Australia pioneered metal mining in Australia and was the main source of copper for several decades. Gold discoveries and mining also contributed significantly to the development of the Colony. Across the State can be seen the holes, the mullock heaps and, in some instances, the remnants of machinery of the past era. In this, the centenary year of the discovery of the Teetulpa goldfield, considered by some to he the most significant discovery of gold in the State, it is appropriate that we should present a paper on the history of gold mining in South Australia. South Australia has not been a major producer of gold with recorded production a little in excess of 15 million grams (15 t). This represents about 0.25 per cent of the Australian total and ranks last of the States of the Commonwealth. The outstand- ing feature of gold production in South Australia has been the succession of short periods of rela- tively high production immediately following a discovery, with payable dirt being quickly exhausted, a fact clearly illustrated by the graph of South Australian gold production (Figure 1).
