A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Mining Lease SML 57 was registered to Mount Kasi on 5 January, 1995. The Mount Kasi gold mine is located in Vanua Levu, Fiji's second largest island and operated from 1932 to 1946 producing 261,000t of ore at an average grade of 7.5g/t Au. The deposit represents a structurally controlled style of high sulphidation copper gold mineralisation with peripheral low sulphidation mesothermal vein type gold mineralisation. The resource consists of 1,048,000 tonnes of residual soils (eluvium) containing 1.9 g/t Au at 0.5 g/t Au cut off and 1,240,000 tonnes of hard rock at 3.0 g/t Au and 1.0 g/t Au cut. 94 drill holes, 298 auger holes and 85 pits were modelled to outline the resource. 29% of the pits bottomed in mineralisation and it is likely the full thickness of eluvium has been understated. The pit is scheduled to produce 500,000 tonnes of ore per annum to yield 35,000 ounces of gold with an initial 2 years of eluvial ore followed by a further 2 years of hard rock ore. Total capital costs are estimated to be less than 10.0 million dollars with construction planned to commence in 1995. The likelihood of locating further ore is high.

The refractory nature of residual gold in Kalgoorlie calcines is caused by occlusion in dense pyrrhotite formed by fusion within pyrite grains during decomposition. Fusion of pyrite increases as the rate of heating exceeds the rate of sulphur expulsion. By controlling these rates in relation to each other in a fluidised system fusion is limited and an expanded structure is formed. The increased area presented to cyanide solution, and the decreased diffusion distance, makes gold more accessible for extraction. Gold extraction from expanded pyrrhotite, before oxidation for porosity, is comparable with extraction from fully oxidised calcines from Edwards roasters. A method is suggested for standardised comparison of cyanidation residues.

New Zealand SteelÆs Waikato North Head mine, situated at the mouth of the Waikato River, supplies approximately 1.2 million tonnes per annum of titanomagnetite concentrate to the Glenbrook steel mill. The mine draws its fresh water supply from the Waikato River, abstracting approximately 38 000 cubic metres per day. During the concentration process of the ironsand, slimes are liberated into the plant wastewater. The plant wastewater, storm water and groundwater from the mining operation is treated and passed through settling ponds. Around 118 400 cubic metres per day of water are drawn from the recycle settling ponds for use in the concentration plant. Typically a daily average of up to 15 100 cubic metres of the treated water is discharged back to the Waikato River. Since the early 1990s significant improvements have been made to the water treatment at Waikato North Head mine and regularly the mine discharge water quality is similar or better than background river water quality.

The Tasman Orogenic Zone is regarded as a single metallogenic province (the Tasman Province) with four SUb-provinces corresponding with its major tectonic components: the Lachlan, New England, Hodgkinson.and North Queensland orogenic provinces. Within the Tasman Province there are four main ore-rock associations.These are1. manganese and iron with sedimentary and basic volcanic rocks,2. zinc-lead-copper and copper with intermediate-acid volcanic sequences,3. minor chromium, platinum, and osmiridium with ultramafic complexes, and4. tin, wolfram, gold, and copper with syn- and posttectonic granitic intrusions.Whereas the ores of ultramafic and volcanic associations form geographically-restricted metallogenic districts, the ubiquitous granitic ores may be subdivided into twenty-one districts that cover almost the entireOrogenic Zone. The Tasman Province is notably lacking in uranium ores and Mississippi Valley-type deposits.There is a distinct tendency for ores of each association to be progressively younger to the east and north, thus paralleling the progressive growth and stabilization of the Zone. Similar ore-rock associations are present in repeated phases of mineralization from the Cambrian to the Permian-Triassic, reflecting the essential homogeneity of the Tasman Province, and the similarity of the successive tectonic cycles.

BHP's two million tonne per annum nominal capacity Hot Briquetted Iron (HBI) plant at Port Hedland in the Pilbara region of Western Australia is based on FINMET¦¦ direct reduction technology. The FINMET¦¦ process produces direct reduced iron (DRI) by reacting fine iron ore with reformed natural gas in a series of fluid bed reactors and then hot briquetting this DRI into dense, high quality iron briquettes. The Port Hedland HBI project represents a major investment in the chemical processing of Australian minerals to higher value products prior to export to Asian markets. This paper describes the FINMET" process and technical aspects of the high-quality HBI product, and provides an update of the current status of the project.

Kalgoorlie is the main mining centre of the Western Australian Goldfields. Its famous Golden Mile' has been noted for the exceptional width and richness of its goldtelluride lodes. Since the mid-1890s production on the major mines has been maintained practically continuously.Rich ore, though not as plentiful or as rich as formerly, is still (1948) being mined in places. Unexplored areas still remain within the main auriferous belt which offer reasonable chances of success with intensive exploration.Much detailed information has accumulated in recent years through the geological mapping of underground workings by some of the larger mining companies. The purpose of this paper is to correlate observations made in most of the accessible old and recent workings in the mines of the Lake View and Star group and elsewhere.GENERAL GEOLOGYRock TypesThe rock formations are:-1. Fine-grained (older) greenstones, locally referred to as calc schists. There were originally pillow lavas and other flow rocks of basic composition, now extensively chloritised and/or carbonated. Pillows and fragmental flow- tops are recognisable. Intercalated with flows near the top of the series are several beds of sediments.2. Graphitic slates and other more arenaceous sediments.Although referred to as slates, they are rarely more than well-bedded shales with poorly developed fracture cleavage:Thick bands of felsitic rock are found in places.

The Pilbara Block is a nucleus of Archaean rocks which lies in the North West Land Division of Western Australia, and it constitutes a mineral province that has been divided into two areas-the West Pilbara Goldfield and the Pilbara Goldfield.In the West Pilbara Goldfield two contemporaneous environments are represented by laterally equivalent volcanic and sedimentary successions which together comprise the Roebourne Group. The two successions are lithologically similar to the classical Warrawoona (volcanic) and Mosquito Creek (sedimentary) successions of the Pilbara Goldfield; but in the West Pilbara Goldfield there is no sign of the erosional break which separates the Warrawoona Succession from the Mosquito Creek succession. The Roebourne Group and the igneous rocks which have intruded it belong to the Archaean Pilbara System.Evidence of preconsolidation movement and igneous intrusion into unconsolidated sediment suggests that tectonism and igneous activity, localized along lines of fracture in an unidentified basement, beganbefore lithification was complete. Movement was primarily vertical, and persisted into the Lower Proterozoic.Vulcanicity and chemical sedimentation, accompanied by a diminution of detr:tal sedimentation, is thought to have caused a relative enrichment in the metal content of the middle part of the Roebourne Group; and the metal may have been remobilized during diagenesis and metamorphism, and localized in zones of dislocation formed both before and after consolidation of the sediments.INTRODUCTIONThe name "Pilbara" has been widely applied in the area under discussion, and to avoid confusion the various uses are summarized below.1. During the 1980s and early 1990s low cost gold treatment plants were at the forefront of the Australian engineering and mineral processing business. This opportunity was the result of a high gold price and innovative design by emerging engineering companies in an expanding market. The low cost approach to gold plant design and project execution resulted in smaller and shorter life projects becoming viable and the multiplicity and fast track approach of the projects resulted in sharp learning curves. From the mid 1990s to the early 2000s the relatively low commodity prices and resultant reduction in minerals opportunities also resulted in innovative design in both small and large plants, albeit on a reduced scale. The innovation was associated with alleviating capital cost pressures for large capacity low-grade (eg NewcrestÆs Cadia) or small-scale (eg JubileeÆs Cosmos) projects to either improve NPV or to enable the project to be won and profitable in the competitive lump sum environment. Between 2004 and 2008 the engineering market became less competitive from an engineerÆs perspective due to the high demand for engineering services in a high price commodity market. The need for innovation remained but was driven overtly by shortages in water, power and personnel and long equipment lead times. This paper discusses some of the factors that contribute to the capital cost of a project and the scope for improving the likelihood of financing and increasing the project net present value (NPV). Case studies with recent large copper concentrator projects will be used to demonstrate how a value driven approach to project and plant layout can result in significant improvement in NPV.

A cross-discipline approach combining geology, metallurgy and mine planning, geometallurgy is seen as the next logical advance in improving the design and operation of mining businesses. This rapidly evolving field is focused on realising the value that has often been lost in the chasms between the aforementioned technical silos. When successful, the geometallurgical approach promises the ability to tailor mining and mineral processing development and operational options more closely to the characteristics of the resource with resulting lower costs (both capital and operating), improved recoveries and fewer project failures.As with any technological (or managerial) change, there will be side effects from the success of the geometallurgical approach that will impact areas beyond obvious linkages between geology and processing. Some of these effects have the potential to be beneficial to the resource industry and society in general. Beyond the basic geometallurgical promise of closer alignment between processing design/strategy and the multivariate 3D spatial characteristics of the mineralisation, this paper discusses the broader implications and ramifications of the emergent geometallurgical approach: enhancing exploration and discovery; improving project development success; achieving sustainability in an industry working with non-renewable resources; in a world of increasingly hard won license to operate, improving the management of potentially harmful by-products and waste materials (with knock on effects for proactive management of closure issues); smarter approaches to energy management and thus optimisation of projects with respect to carbon footprint; and potential to re-value assets and thus realise a strategic advantage in the area of acquisitions, divestments, mergers and take overs. The authors strongly believe that companies that actively engage with the above issues (and ensure that technical efforts in the area of geometallurgy are not isolated from the larger value chain activities of the firm) will be able to exploit the opportunities that consequentially arise. These early adopters will gain first mover advantages. Firms taking the broad view of geometallurgy will have an opportunity to maximise stakeholder value and win greater success than their less insightful competitors.

The total world steel production in 1998 amounted to approximately 780 000 000 t. The share of electric steelmaking was in the range of 35 per cent and is expected to increase further to over 40 per cent of the world's production within the next ten years. As electric steelmaking is primarily based on the use of scrap and as it is progressing more and more into higher steel grades the need for low-residual metallics will become increasingly important. Consequently, the demand for scrap substitute material will increase, reflected in the world wide spate of interest for DRI (Direct Reduced Iron) and HBI (Hot Briquetted Iron). The increased significance of DRI/HBI as a substitute for steel scrap has obviously emanated also from its comparatively lower and more predictable costs per ton and definable chemistry. In 1998 already 37 million tons of DRI/HBI were globally produced.

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. Blending schemes have been outlined to assist in the assessment of the blend potential of coals of all ranks and types.Reserves of higher rank coking coals in N.S.W. are very limited and should be conserved by blending with the low rank coking coals, of which there are large reserves.Examination of blending theories in relation to N.S.W. coals suggest that blends in the broad categories of minimal downgrading of the higher rank N.S.W. cok...

Complex gold deposits are generally characterised by variable geometries, strong structural controls on grade distribution and a high-nugget effect. The use of diamond drilling and fire assays in this environment often results in an understatement of grade. Bulk samples are likely to be the closest estimators of true grade, and may be required to evaluate geological/grade risk during resource estimation/feasibility studies. Any bulk sampling program requires appropriate planning and implementation. The planning stage should attempt to delimit the extent and nature of mineralisation; characterise mineralogy and metallurgical properties of the ore; and define bulk sample size and how it will be sampled/processed. The approach to sample processing will be governed by the results of metallurgical testing and geological knowledge. Careful design of sampling protocols must be undertaken through material characterisation, understanding of gold particle sizing and the application of GyÆs Sampling Theory.

The past decade has seen revolutionary advances in communications and information-handling techniques which have been stimulated by "cold war" military requirements and by current programmes for probing into outer space. The tools used in exploration for petroleum and minerals have been improved significantly as a result of this new space age technology and even greater improvements are on the way.Two areas of technical activity have been particularly fruitful in enhancing the effectiveness of exploration methods. These are1. the development of new approaches, based on information theory,for extracting signal from noise more efficiently than before, and2. the use of high-speed digital computers for storing and processing all kinds of exploration information, not only geophysical but geological as well.In seismic prospecting, use of information theory has led to new techniques such as time-domain filtering, wave-number filtering and correlation methods which have made it possible to obtain usable reflection data from areas which were previously considered non reflective. Complex playback and other data processing facilities have been developed to apply these approaches.Digitization of geophysical data for handling by high-speed electronic computers facilitates many of these techniques for signal-to-noise improvement. Direct digital recording of seismic data in the field is now being d'one on an experimental basis in the United States, and this should become a standard procedure, at least for problem areas.The increased dynamic range, flexibility of filtering and other data processing, and convenience of information storage and retrieval make digital recording attractive in spite of its high cost compared to conventional analogue methods. Digital computers are being programmed to carry out many operations in data reduction and interpretation with substantial savings in time and cost over conventional procedures.INTROPUCTIONIn the years that have passed since the end of the Second World War, the western world has witnessed a technological revolution which may be as far reaching in its ultimate impqct as the Industrial Revolution of the last century.

This article attempts to outline essential features of the Mount Isa ore deposit, to reveal the agencies thought to be responsible for its localization, and to describe methods used for obtaining and applying geological data on a commercial basis. Structural features are emphasized because they have proved the most useful agencies to date in searching for ore. Vertical depth, horizontal width and stratigraphic thickness are used throughout the article, and quantities are quoted in long tons.THE DEPOSITA width of more than two miles of evenly bedded shale of the Mount Isa series (upper pre-Cambrian) lies sandwiched conformably between quartzites. The series strikes N.S. and dips approximately 60° W. Shale is unaltered...Important geological work has been carried out by the Queensland Geological Survey, chiefly by Mr. S. R. L. Shepherd, in co-operation with the Geological Department of Mount Isa Mines Limited. During the past Two years in reef gold mining, "indicators" have received great attention at the hands at the Victorian gold seekers. Many years ago, what was caned the" indicator lode," was struck in Ballarat East, on the course of which extremely rich deposits of gold were discovered but as to its being a .qeneral experience in reefs or leaders no one ever dreamed. Now, however, we find that these "indicators" are frequently to be met with, though they differ very much in different localities, making it, therefore, a difficult matter for other than a careful minel' to follow them. The necessity of following "indicators" for the purpose of developing gold is now recognized, and the policy of following them up has been attended with much success in this field. In the case of Messrs Shaw and Sons, at Wedderburn, those gentlemen began to work on an "indicator" here five years ago, and immediately thereafter more by accident than anything else they being at that time inexperienced as regards "indicators " came upon gold bearing quartz, which continued payable so long as the" indicator" aud the stone were in conjunction with each other, but as soon as they parted company the stone ceasedto be of any value then, by following the" indicator," as the latter intersected fresh bodies of stone they proved again more or less payable, until a fortnight or so ago the Messrs. Shaw turned out 4 tons of stone, which yielded £1,825, with also profitable workingup to the present moment. Where they are now working is a mile north of their original find thus proving that "indicators" travel considerable distances and have something to do with the gold deposits found in reefs. On the direct course of Shaw's "indicator," as high as hundreds of ozs to the ton was obtained from the stone but, just a few inches from either side in the same" leader," not a colour could be got. Whatever the cause-whether by electricity or some unknown force in nature-the gold is found on the course of these" indicators" and nowhere else, and-as each of the Victorian Government Geologists admit-their value to the gold-seeker as a means of leading to' gold cannot be over-estimated.

The Geological Resource Map of New Zealand (GERM) is a computerised inventory of aggregate, mineral, coal, petroleum and thermal water occurrences, containing summary information on location, production, geology, and geochemistry. The types of occurrences include quarries, mines, gold dredges, wells, outcrops, seeps, springs, and fields. The file contains entries for about 10,300 sites and is used to produce tables of data and maps at any scale, for single or multiple commodities. The published format is the New Zealand 'Geological Survey map series Geological Resource Map of New Zealand 1:250 000'. Seventeen of the 27 map sheets covering New Zealand were published by August 1991, with three more close to publication.

THOUGH the literature on the chamber process is considerable, it mostly refers to European conditions. Owing to the demand for acid for flotation and leaching at the mine, it may be necessary to work the process under other conditions. Consequently, some results obtained during the chlorination days at Mount Morgan, within the Tropic of Capricorn, may be useful for reference when working in a similar climate. Though the chambers must be protected against tropical storms, thorough ventilation should be provided, with plenty of space between the chambers, which are almost invariably crowded together. Not only does the space assist in the cooling of the chambers, but it is very desirable during repairs, when lead andtimber have to be hoisted up. The connecting flues between the chambers, which are fairly efficient mixers and condensers, should be round, supported from above, and with the least possible timber about them. Their position and arrangement deserve careful attention. Lattice work will be sufficient protection for the sides of the chambers, and the roof should be high and well ventilated. The Mount Morgan plant, crowded and not well situated, consisted of seven chambers (four over 50 ft. in length), one Glover tower 7 ft. 2 in sq. x 20 ft. high, one Gay Lussac 9 ft. sq. x 30 ft. higb, also one 5 ft. diam. x 25 ft. high. There was one pipe column 4: ft. sq. x 14 ft. 6 in. high. The chambers were run as one unit, and were much lower than those usually constructed in Europe-less than 15 ft. high. Provided that suitable timber can be obtained, 20 ft. is quite low enough. It should be quite satisfactory to use round poles for the studs, and so admit more air space between studs andlead.
