Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. When we are beset with the economic problems the world faces today, we are always inclined to look at the shorter term future. Today I would like to take a long-term view of our industry, project historical demands for our products into the future and discuss opportunities for our members. Perhaps we could firstly look at the long-term demand trends for our metals. If I tend to use non ferrous metals as a basis for my figures it is because this data is more readily available to me. I am sure that most other products of our industry show similar trends.

Updraft sintering of lead concentrates was introduced at Port Pirie in 1955 and since that time a considerable amount of investigational work has been carried out in the laboratory and on the plant with the objective of improving both the understanding of the process and its practical application.From this work it is now possible to predict trends in design and operation, which should result in capital savings and increased efficiency of future updraught plants.INTRODUCTIONOver the last 70 years a remarkable advance has been made in the method of preparing lead concentrates for smelting in the Port Pide blast furnaces of The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.). Beginning in 1889 with heap roasting, the process progressed to Ropp roasters and Huntington-Heberlein pots in various combinations, then to multiple small Dwight Lloyd (D.L.) downdraught machines. In 1940 two large 10 ft by 50 ft D.L. downdraught machines were installed, and finally in 1955 updraught sintering was ,introduced with the installation of the present 10 ft by 99 ft sinter machine.At the time this last machine was built it was the first unit of its type and thus, of necessity, an experimental machine. During the eight years it has been operating a considerable amount of investigational work on sintering has been carried out both on the plant and in the laboratory.It is now felt that sufficient information is on hand to predict at least tentatively, some of the future developments in lead sintering, whereby both the quality of the sinter and the rate of production may be improved. This will result in a considerable reduction in smelting costs.

Detailed mineralogical investigation of a tailing sample from the Juno plant circuit at Tennant Creek was carried out to determine the nature of the unrecovered bismuth and whether any possibility existed for improving bismuth recovery. The investigation showed that the Ibismuth was present in a complex mixture of Bi-Pb-Ou-Se-S minerals (termed "bismuthinite"), of which about 74 per cent was locked (mainly with magnetite) and 26 per cent was liberated (18 per cent in the minus 7 µm slime). The results suggested that attention should be directed to both finer grinding and improved flotation of slime "bismuthinite", and testwork carried out by Peko Mines N.L. on the basis of these recommendations led to a significant improvement in bismuth recovery.Detailed mineralogical investigation of two Juno concentrates was carried out to determine the nature of the selenium present and whether any possibility existed for improving the selenium grade. The investigation indicated that virtqally all the bismuth, selenium, and lead was present in "bismuthinite", which showed a composition range of 32-82 per cent Bi, 0-42 per cent Pb, 0-24 per cent Se, and 5-18 per cent S. Differences in the Bi/Se ratios of the two concentrates could be attributed to different average Bi/Se ratios of the constituent "bismuthinite", and the relatively low selenium grade of the "bismuthinite" precluded the possibility of obtaining a high grade selenium concentrate with high selenium recovery.However, differential flotation and/or low intensity magnetic separation to remove chakopyrite, and magnetite, the main diluents of the concentrate, could be expected to upgrade the selenium content byup to 80 per cent (relative) and .festwork carried out by Peko Mines N.L. on the basis of the recommendations of the mineralogical investigation confirmed that depression of chalcopyrite in the flotation circuit could produce significantly improved selenium grades.These investigations illustrate the application of mineralogy to the practical problems of improving plant performance. Mineralogy has an important role to play in providing quantitative data on which the metallurgist can evaluate plant performance and base a programme of metallurgical testwork, and early mineralogical investigation of feeds, concentrates, middlings, and tailings can lead to the avoidance of much abortive and expensive metallurgical testwork.

Being a geologist I intend describing the renaissance of the gold industry in Australia within its geologic framework; there is a geological pattern to the numerous gold projects which have been brought on stream over the past decade. We are now about midway through our third and largest gold boom which, at a peak of 7.5 million ounces is about twice the production peaks achieved in the preceding booms. From discovery in 1851 through 1870 we saw the first boom largely based on alluvial production in NSW and in Victoria at the great Ballarat and Bendigo Goldfields. The discovery of the Golden Mile in Kalgoorlie, Western Australia, underpinned the second gold boom in the period 1895 - 1915. On that basis the present boom should last through the next decade.   It has been a golden decade for Australian gold production. From less than ten mines in 1980 with production over 10 000 ounces and the largest, Telfer, with output of about 130 000 ounces we now find over 130 deposits being worked around the country today that produce over 10 000 ounces with the largest, Boddington, having an output of over 400 000 ounces. In total these mines produced an estimated 210 tonnes of gold in 1989 and we expect this year, 1990, that a new record production of between 240 and 250 tonnes will be set. This positions Australia in third place in the Western World behind South Africa #1 and the USA #2 and fourth in the world with the Russians holding second place overall behind the South Africans.

THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. China’s mineral deposits are the result of metallogenic processes associated with the geodynamic evolution of tectonic plates and eventual amalgamation into their modern configuration. The principal tectonic provinces of China comprise the North China Craton, Yangtze Craton, Cathaysia Craton, Tarim block, Altay-Tianshan-Hinggan orogens (part of the Central Asian Orogenic Bel), Central China orogens, Songpan-Ganze orogen and Alpine-Himalayan fold belts, which are part of the huge Tethysides. These tectonic elements are testimony to a complex geological history spanning more than 3000 million years. This contribution will focus on selected areas of the Altay-Tianshan, the fold belts surrounding the North China Craton and Yangtze Craton and the mineral systems along the Ailaoshan-Red River fault zone. Nowadays, technology has improved to extract dimensional stone blocks at quarry sites and also to process these at processing plants for making slabs and tiles. In the process of quarrying and processing, performance evaluation of machinery is very important to achieve optimum output at minimum cost with improved technology. Cost analysis of improved technology includes parameters such as manpower, energy consumption, tool consumption, depreciation, maintenance and also others. The chainsaw machine with long boom and rail in marble quarries and multi-diamond wire saw machine for slab making from granite blocks at processing plants have recently been introduced in India. Thus, a study was carried out under a research project on these machines to assess their suitability. In this paper, performance evaluation and cost analysis of chainsaw and multi-diamond wire saw have been carried out with existing machines on the basis of research findings.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. A major problem in open pit mine planning is to determine the optimum pit limit of the mine. The optimum pit limit is the one with maximum discounted net profit and satisfies technical conditions. A number of optimisation techniques have been proposed for determination of pit limits. Among these techniques, those based on graph theory are suitable to solve the three-dimensional (3D) problem. In this paper, two maximum flow methods named, Dinic's algorithm and Push-Relabel algorithm have been used to find the optimum pit limit of an iron ore mine. This method has been implemented in Gol-e-Gohar iron mine in south east of Iran in order to find the final pit limit. Issues, like properties of the mine and orebody, are studied. These properties include wall slope, sulfur and phosphor grade restrictions. The result shows that these properties have significant effect on the determined pit limit.

A commonplace, sometimes overlooked or taken for granted, article of everyday existence is the tin can. Produced from thin gauge low carbon steel, and commonly coated with a mere 60 millionths of an inch of pure tin, the product is however strong and corrosion resistant. Tin-plate serves a myriad of purposes-the most important being to meet the requirements of the canning industry. Australia's newest steel product, tin-plate, was first produced on a commercial scale during the early part of August, 1957. The commissioning of the Hot Dip Tinning Plant (Fig. 1) of The Broken Hill Proprietary Co. Ltd. at Port Kembla, marked the culmination of a proposal dating back to 1939, the advent of World War II having caused its deferment to the present time.Cornish tin is known to have been exported as early as 300 B.C. to Syria and tinned vessels existed even in the year A.D. 23. The tin coating of plate could be described as an ancient art, believed to have had its origin in Bohemia in the thirteenth century. During the next 450 years, the process spread through Saxony to Pontypool in Monmouthshire, but it was a further half century before any measure of success was obtained.Perhaps the two greatest milestones in tin-plate manufacture were the rolling of iron plates first carried out in 1728, thereby outmoding the hammer formed sheet, and more recently, the development of the electro-deposition process. Suddenly, mining has been thrust into the limelight. It has a large image that casts its shadow over New Zealand. Is it any wonder that resistance has heightened and that an almost unprepared populous is currently struggling to protect the very land they hold dear. Next to the atomic bomb, mining has the demonstrated power to massively change the land and its side effects can pollute many miles beyond the operation. During the past year, New Zealand concern over the possible effects of the mining proposals has become acute. This was specially so in the areas of special environmental quality, such as the Coromandel, and here a very unhappy situation has arisen.

THE Talisman mine is situated on the Waitawheta (pronounced Wytaffetta) river just above its junction with the Chinemuri (pronounced Chinnemurre) river near Karangahake, NZ. The explored reef-bearing portion of the claim includes the angleformed by the junction of the rivers and extends southwards for slightly over a mile (See Plate V.). The country is mountainous both rivers flowing through precipitous gorges.The trig. station on Karangahake mountain is almost directly above the workings on the Bonanza section and is 1680 ft. above river level, the adit from the gorge giving 1200 ft. of backs measured vertically. The officers of the N.Z. Geological Survey are engaged in a detailed survey of the Waihi district and the rocks of Karangahake are under examination. An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. The phenomena of nature cannot present themselves to any thinking wild without claiming from it some solution. The earth, as it has often been observed, is laid out like a well ordered cabinet, presenting to us, in measure, some means of judging how the laws of nature and the essential properties of matter have worked out all we see before us. "That there have been depositions of strata gradually laid down aud stocked with the remains of the living objects, vegetable and animal, that flourished when they were being imposed, is an universally acknowledged fact. It speaks of a constantly maintained series of operations whereby the globe has been brought to its present condition, and which are ever advancing it to stages that are still before it. That immeasurable ages have been consumed in effecting these developments is also conceded. We witness the very graduated rate of the existing advances and can see that the past action must have been conducted in the same slow deliberate manner. There are many questions, however, upon which inquirers are not agreed, hence they are still within the domains of fair discussion.What has led to those great climatic changes whereby the same portions of the earth have had at various times climates that were glacial, temperate, and tropical? What causes the constant contortions and dislocations of strata and the upheaval and depression of land levels, and that there is a tendency to alternation in the parallel areas undergoing opposite kinds of movement as if the sinking of one area balanced the rIsing of another? What is the reason that the centres of volcanic action are continually shifting, and that the line of greatest activity is always upon the rising areas? That portions of the earth have been subjected to intense alid long continued volcanic action, and again to long periods of repose, and that the periods of activity and repose are·recurrent at long intervals of time? What the mountain chains of the world are in broadly parallel bands? What has caused the stratified rocks to be tilted from their original?

With gold first discovered at Carrick in 1864, exploration and mining on the Carrick Goldfield in Central Otago, New Zealand, has now been ongoing for more than 130 years. Recorded historical hard rock production from up to 52 different mining claims from 1864 to about 1921 is 24,047 ounces (oz) of gold.   Since 1980 Amoco Minerals New Zealand Limited, CRA Exploration Pty. Limited, Amax Gold Mines New Zealand Limited and Summit Gold (New Zealand) Limited have conducted modem systematic exploration campaigns targeted at locating shear controlled gold bearing quartz lodes and stockwork deposits. More than NZ $1million has been spent by these companies on aerial photography, geological mapping, stream sediment surveys, soil and rock chip geochemistry as well as reverse circulation (RC) percussion and diamond drilling.   RC drilling by Summit Resources in 1997 has identified a 1,500 m long zone of low-grade gold mineralisation at Lower Carrick, with an average grade of 1.00 g/t Au over a 14 m average thickness. This gold mineralisation, hosted within a low angle shear zone, has analogies with the Hyde-Macraes Shear Zone in eastern Otago. Recent exploration and drilling at Carrick has revealed the potential to discover large (>0.5 million ounce (Moz)) low-grade bulk shear controlled quartz vein and stockwork gold deposits similar to those now being mined at Macraes.

Water use and wastewater management is becoming a focus for many industries around Australia and the rest of the world. Good quality water is increasingly being recognised as a precious resource, and regulations on the bulk storage and discharge of waste streams is becoming more stringent in order to protect the environment, existing water reserves and the communities that use these resources. Components such as heavy metals, arsenic, cyanide, and sulfate from acid mine drainage are some that occur at mining and metallurgical processing sites. Removal of such components can allow safe re-use of these streams, reducing the new water requirements of the process, or else allowing acceptable discharge to the environment. Re-use or discharge of treated water eliminates or reduces the risk associated with storage of large volumes of contaminated water on site.Technologies where a contaminant is selectively precipitated and removed as a sludge are used for many of these treatments. Selection of the best treatment option for wastewater must depend on what is suitable to each site, and consider not only the nature of the contaminant, but also other aspects, including the location and situation of the site, local regulations, cost of reagents, the sensitivity of the local environment and waste sludge disposal options. To outline how an effective and economical solution can be designed and delivered, this paper will present a case study for the removal of arsenic from a site wastewater, from assessment of the problem, selection of suitable technology, design and implementation, to the benefits delivered to the site.CITATION:Salokannel, A, Nevatalo, L M, Martikainen, M, van der Meer, T and McCulloch, J, 2013.
