DEBMARINE provides full Mineral Resource Management and produce almost half a million carats annually for the Namibian Diamond Corporation (Pty) Ltd. from their offshore mining licence. Interest in Canada has focused mainly on study of metallic mineral occurrences and the development of a scientific data base and technology for identification and appraisal of potential mineral resources. Canadian industry and government have played an active part in the assessment of manganese nodule resource potential and the possible impact that development of these resources might have in the world mineral markets.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

Both the S.W. Pacific and Caribbean island arcs are host to submarine hydrothermal mineral deposits, the former more so than the latter. In the S.W. Pacific, the whole gamut of such deposits occurs on the sea floor, sulphides, silicates, Fe and Mn oxides, whereas during the limited studies to date in the Caribbean only hydrothermal Mn oxides have been found to occur on the sea floor there in any abundance. Comparisons between the respective Mn oxides are thus the most fruitful at the present limited stage of our knowledge of Caribbean submarine hydrothermalism. Southwest Pacific hydrothermal ferromanganese oxides and their possible relationships to underlying sulphide mineralisation or bedrock anomalies (the geochemical window concept) has been a fruitful field of research in recent years. Certain element enrichments in crusts may be indicative of underlying mineralisation (Rogers et al. 2001). However, more recent studies on buried hydrothermal crusts in the S.W. Pacific (Cronan et al. 2002) have shown there to have been postdepositional diagenetic uptake of elements in them, and thus these elements cannot be used with any confidence in geochemical exploration for buried sulphide deposits unless sediment involvement can be eliminated.

From July 29 to September 15, 2004, the 178th cruise of the R/V Sonne took place under the KOMEX program in the Sea of Okhotsk. One of the cruise objectives was to dredge two different kinds of seamounts: 1 ? underwater volcanoes from the north slope of the Kurile Basin; 2 ? a seamount formed by tectonic (non volcanic) processes from the Kashevarov Trough. The underwater volcanoes are young edifices (0.84 ± 06 Ma, Baranov et al., 2002) with heights ranging from 150 to 300 m. Tops of the volcanoes are located at depth of 1260 to 2340 meters. The volcanic edifices are formed by olivine-clinopyroxene-plagioclase basalts. Dredge samples are covered by Fe-Mn crusts up to 40 mm thick. The seamount from the Kashevarov Trough is a tilted block. The height of the seamount is about 400 m and its top is located at a depth of 960 meters. Biotite hornfels, conglomerates, granodiorites, dropstones, and Fe-Mn crusts were recovered there. The thicknesses of crusts are up to 150 mm. Fe-Mn crusts from the underwater volcanoes differ from Fe-Mn crusts from the Kasevarov Trough seamount in morphology as well as in mineralogical and chemical compositions. In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. Studies of benthic recolonization in the aftermath of marine aggregate dredging in the U.K. and elsewhere are limited and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

"Co-rich ferromanganese crust deposits exist on slopes, summits and platforms of seamounts and guyots throughout the global oceans, where deep-sea currents have kept the seafloor structures more or less free of sediment for millions of years. They form by direct precipitation from cold seawater under more or less oxic conditions and consist of thin layers (2 up to 25 cm thick) covering hard substrate rocks in water depths of 800 to 5000m (Halbach and Marbler, 2009; Hein et al., 2000). Besides Mn these crusts contain interesting concentrations of minor elements (Co, Ni, Ti and Cu) and trace elements (Mo, W, Te, Ga, Pt and REEs), thus they represent significant metal deposits and promise potentially valuable additions to the world’s metal resources.The prospects for mining of this marine type of metal deposits largely depend on the grades and the scale of the potential ore resources. However, only a few percent of existing seamounts and guyots have been mapped and sampled in detail, most of them in the Pacific Ocean. Therefore, a model to estimate the geological resources based on the global seamount catalogue of Wessel (2001; revised: Wessel et al., 2009) and the empirical parameters which control the metal composition and distribution was developed."

Ferromanganese crusts are found on most hard-rock substrates in the deep ocean (800-3,000 m). Their distributions on seamounts are complex and controlled by a wide-variety of factors including seamount morphology, current patterns, mass wasting, substrate rock type and age, subsidence history, and others. However, the development of this potential resource ultimately depends on this distribution, as well as on the small-scale topography, grade, and tonnage. The parameters that will ultimately be used to define a mine site are unknown, but reasonable assumptions based on 25 years of data collection can be used to bracket likely permissive characteristics.

Modern Kuroko-type deposits have been much reported in submarine calderas and cauldrons in the EEZ of Japan since 1988. Some of them have been found based on heavy mineral analysis of sediments in which sulfide particles may be derived from hydrothermal sources in the ambient areas. From the end of August to early September 2007, in the middle Izu-Ogasawara arc south of Tokyo, ROV expeditions were carried out in submarine calderas in order to examine mineralogical features between intact heavy particles spouting out from sulfide chimneys and heavy minerals such as sulfides in sediments around sulfide mounds in Kuroko-type deposits, and to find more newly formed hydrothermal sulfide fields in those areas. Some preliminary results from the ROV expeditions are reported here.

Issues of deep-seabed mining are discussed since four decades and extensive efforts have been invested in oceanographic studies related to environmentally sound harvesting of polymetallic nodules. Because mining on the deep seafloor seems to range from large-scale, two-dimensional dredging or scooping up of the ore from the uppermost surface sediment layer to more localized drilling or deeper digging into a three-dimensional ore body, it appears to be justified to reconsider some concepts for environmental impact evaluation. Based on the experience gained during preceding years in environmental studies related to polymetallic nodule mining, some interrelated hypotheses and proposals will be presented. It is suggested that these proposals be considered in future plans for environmental impact evaluation and that observations on community re-establishment be conducted before massive sulphide mining or other ore extractions enter the commercial mining phase.

Fine-scale dating is a key parameter in characterizing the growth history of hydrogenetic ferromanganese crusts. We once compared several dating methods, micropaleontological (calcareous nanofossil), radiometric (10/9Be), and paleomagnetic (step-wise measured inclination) methods on single samples, but these independent methods were not consistent with each other (Joshima & Usui, 1999). For example, a 4-cm thick crust was dated as 3Ma by the fossil-paleomagnetic combined method, while it dated older than 5.5 Ma by Be-10 dating. This discrepancy suggests a question if the Be-10 radiometric method can give us false ages or growth rates (Usui et al., 2002) because of post-depositional change, diffusion or other reasons. In order to answer the question, we conducted ultra-fine magnetostratigraphy with a SQUID microscope on the same hydrogenetic Mn crust sample. Rock magnetic measurements revealed that the main magnetic mineral is well dispersed single domain grains, which is typical to magnetite but not yet specified (Oda, 2005).

This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.
