In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

This report assesses the economic, legal, institutional and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. It begins with a description of a poll of the Mining Production Research Committee and the Mine Monitoring and Communications Committee of Bituminous Coal Research that was conducted to establish industry monitoring needs and constraints. Existing systems in the United States and foreign countries are then reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment currently available from suppliers of mine monitoring systems and components is discussed. A framework for cost/benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.

This paper is one of a series on milling methods and costs being. published by the Bureau of Mines. The milling practices and special problems relating to grinding, tailings disposal, and choice of a treatment process at the Cardinal mill are discussed. The property of the Cardinal Gold Mining Co. is about 18 miles southwest of the town of Bishop, Inyo County, Calif., at an altitude of approximately 8,500 feet. The camp has been designated Bishop Creek by the postal authorities. The property comprises 33 mining claims, including fractions and millsite in sections 19, 20, 29, and 30, T. 8 S., R. 31 E. These claims are located in a general way along the strike of a band of quartzite.

Bench-scale flotation tests were conducted on two western tactite ores to study the recovery of tungsten and zinc minerals. The investigation, which is part of the Bureau of Mines ongoing program to develop methods for beneficiating minerals and metals from domestic low-grade ores, demonstrated the feasibility of producing scheelite, sphalerite, and their bulk concentrates. Sphalerite concentrates containing 51 to 53 pet Zn and less than 0.11 pct W03 were selectively recovered prior to scheelite flotation. Zinc recovery ranged from 85 to 91 pct. Scheelite concentrates containing 17 to 25 pct W03 were then recovered from the ore; tungsten recoveries ranged from 88 to 94 pct. Bulk flotation concentrates containing 84 to 91 pct of the W03 and 87 to 95 pct of the zinc also were prepared. More than 98 pct of the W03 in a bulk concentrate containing 9 pct W03 was extracted by autoclave leaching with a soda solution. The zinc remained in the leached residue.

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner's cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

The Bureau of Mines Information and Analysis organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 3291, to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

In a Bureau of Mines investigation to develop lead alloys with improved tensile strength and creep resistance, lead-base alloys containing cadmium and antimony in nominal 1-to-1 atomic ratios were melted in air, cast, and rolled into sheet to 90 percent reduction at temperatures varying from room temperature to 175° C. Tensile testing at room temperature and stress-rupture testing at 900±3° F were conducted on the as-rolled alloys. The best tensile properties were observed in an alloy of Pb-4.2 wt pct Cd-4.5 wt pct Sb which exhibited an average tensile strength of 7,270 psi with 36 percent elongation in 2 inches. An alloy of Pb-5.5 wt pct Cd-6.0 wt pct Sb had 100-hour stress-rupture values of approximately 2,100 psi and 1,000-hour values of approximately 1,700 psi.

Blast-induced ground vibrations from surface coal mine, quarry, and construction blasting were measured and analyzed for frequency content and duration characteristics. Eighteen commercially available ground vibration measurement systems were evaluated in the field and laboratory for linearity, accuracy, and crosstalk. Buried, surface, and sandbagged transducer placement methods were compared, along with peak and vector-sum measurements. The recommended minimum frequency ranges for ground vibration instrumentation are 2 to 150 Hz for coal mine and quarry blasting, and 5 to 200 Hz for construction and excavation blasting. When higher or lower frequency vibrations are possible, as in construction blasting or for a quarry shot close to a residence, care should be taken to insure proper choices of instrumentation and vibration criteria. Several instruments operating in these ranges are available, and all but one of the seismographs tested fell within ±3-dB accuracy limits (+41 pct, -29 pct). Waveform recordings of all three ground vibration components are recommended as the peak amplitude and frequency may vary among the three. Peak or vector-sum readings are adequate if only amplitude levels are desired. The soil density matched box should be anchored or buried, particularly for high-frequency, high-amplitude construction blasting.

The Nossen Nitric Acid Process, the Sulfuric Dioxide Process rind the Ammonia Leach Process should be developed further as they offer the hunt opportunity for commercialization.

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

The Federal Bureau of Mines has conducted research to delineate factors affecting relative fabricability of electrowon and electrorefined copper. The Bureau's Rolla Metallurgy Research Center coordinated and participated in a statistical round-robin chemical analysis and performed impact tests on lead-doped copper specimens. In a series of round-robin analyses, cathode, bar, or rod from a domestic lot of electrorefined copper and electrowon copper from a domestic and a Peruvian source were analyzed for Pb, Fe, Bi, Se, Ag, O, S, Sb, and seven other elements. The electrowon cathode from both sources surpassed requirements for electrolytic cathode, although lead in the Peruvian lot exceeded specification for oxygen-free electronic grade. The least interlaboratory agreement was for oxygen analysis, Copper specimens, doped with up to ~300 ppm Pb and consisting of as-cast material (fine-grained or coarse-grained) and hot-rolled material, were impact-tested at temperatures to 871° C (1,600° F). Impact energy of fine-grained material dropped 26 pct with increased Pb up to 20 ppm and more gradually thereafter. Coarse-grained specimens fractured at lower energy with little dependence on lead. Hot rolling raised impact energy substantially. Grain structure is evidently as significant as lead in influencing workability. Some discussion is given of possible effects of oxygen, sulfur, and porosity.

A new filter cassette is described which can be used with Coal Mine Dust Personal Sampler Units (CFR, Title 30, Part 74). The sealed cassette design reduces the chances of sample loss due to reverse flushing, impact or cassette opening. The filter capsule weight is approximately 400 milligrams and is stable for at least one year in storage. The alpha quartz content of the filter element is less than 5 nanograms per square millimeter of surface. The cassette is designed to be used with a new sampling head. The manufacturing costs of the new cassette will require an increase of approximately 30% in the selling price.

One of a series published by the Bureau of Mines covering research investigations in rock drillability, this report of field drilling results extends earlier laboratory findings and provides a relatively simple procedure for predicting percussive drilling rates with reasonable accuracy. Two percussive drills mounted on a truck were used to drill a total of 25 rock types, and the results were used to develop a prediction equation. The equation was tested on a set of unrelated laboratory percussive drilling data, and the comparison between predicted and actual rates is shown in tabular form.

Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.

Acute vibration causes vasoconstriction in naïve human subjects1. Vibration-induced decrease in skin perfusion has also been reported in the rat-tail vibration model 2. After vibration exposure, rat-tail arteries demonstrate vacuoles in smooth muscle cells, similar to that caused by pharmacological vasoconstrictors3. This study addressed the effects of different frequencies, durations and patterns of vibration on lumen size and vacuole formation using the rat-tail vibration model in male Sprague-Dawley rats (~300 g). Methods The different groups were: 4-hr continuous vibration at 30, 60, 120 and 800 Hz; continuous exposure durations of 5 min, 1 hr and 4 hr at 60 Hz; and 4-hr cumulative exposure of 60 Hz delivered intermittently in cycles of 10 min on and 5 min off. Acceleration was set at 49 m/s2 r.m.s. for all frequencies. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage driven by a B&K motor (4809). The sham control animals were also placed in the vibration apparatus but not vibrated. Room temperature was controlled at 25 ± 1°C. Ventral arteries from proximal tail segments 7 were immersion fixed in aldehydes, embedded in epon-araldite and sectioned (0.5 µm) for morphological analysis. Vascular lumen sizes were measured as the percent ratio of the lumen perimeter to internal elastic membrane length using Image J software (NIH). The number of vacuoles in the smooth muscle layer of each artery section was counted. Results Fig 1: Semithin sections of arteries. A. Sham control. B. 4-hr vibration 60 Hz. The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

The use of continuous mining machines has greatly minimized the necessity for blasting in coal mines, even during pillar recovery; however, explosives are still used to blast stumps. The use of improper blasting materials, improper procedures, or both has caused mine explosions and fires, with loss of life and property damage. Researchers and manufacturers are continuously improving explosives and blasting accessories; use of the more recently developed materials will make the blasting operation safer. Extreme caution is mandatory when blasting stumps, as the ignition of methane or coal dust may trigger an explosion or cause a fire. Since the blasting of stumps will no doubt continue, although often unnecessarily, this paper summarizes recent findings published by the Bureau of Mines and recommends safer methods.
