This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

The post-World War II expansion of the Soviet petroleum industry has established the U.S.S.R. as a major oil-producing nation and has led to Russian reentry into the international petroleum trade. The rapid growth of Soviet petroleum production will allow the U.S.S.R. to displace Venezuela as the world's second largest oil-producer in 1960 and to narrow further the gap between Soviet and U.S. crude-oil production. U.S.S.R. crude oil output was only a tenth of U.S. production in 1946, but it will be more than a third at the end of 1960 and more than half in 1965. The Soviet Seven-Year Plan (1959-65) for oil provides for substantial increases in petroleum production, refining, storage, and distribution facilities. Crude oil production and primary distillation capacity are to double, considerable storage capacity is planned, and pipelines for crude oil and petroleum products are to increase threefold. According to the Soviets, the initial phases of this plan (1959 and 1960) have been completed successfully. However, this progress has been achieved with difficulty.

This report assesses the expected detectability, on the surface above mines, of electromagnetic signals produced in the frequency band of 630 to 3030 Hz by a rescue transmitter activated by miners trapped underground. This assessment is based on a statistical analysis of experimental signal and noise data taken at a representative sample of coal mine sites well distributed over the United States underground coal fields. Regression analyses are performed to characterize the signal transmission behavior of overburdens as a function of depth and frequency. The predicted signal behavior is then combined with experimentally based distributions of the background noise, and aural detection characteristics of signals in noise, to generate curves of the expected probability of detection for trapped miner signals versus overburden depth and operating frequency. The implications of these results, and associated recommendations, are presented regarding the detectability of trapped miners, sensitivity analyses and confirmatory tests, and operational utilization considerations for the trapped miners and the search and rescue team on the surface.

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers. A great deal of experience has been gained as a result of this contract. A final discrete potted printed circuit configuration has been arrived at that is now ready for field testing. After field testing, any desired changes should be incorporated into a final design. However, as a result of the current experience gained building and testing the production units, this printed circuit package together with potting procedure could be improved to reduce future costs. For example, the printed circuit board could be increased in size by 0.125 to 0.2 inches and all components could be mounted directly to the board eliminating costly hand stacking of components. "INTRODOCTIONMeasurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and Chemical Mass Balance (CMB) modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample.Size selective sampling is being adapted for measurement of diesel aerosol by the Particle Technology Laboratory (PTL) of the University of Minnesota under sponsorship by the Bureau. 1 It is based on the premise that diesel and mineral dust aerosol can be physically separated by size and collected during sampling using inertial impaction. An independent effort by the National Institute for Occupational Safety and Health to develop a size selective sampling technique was also sponsored by the Bureau.The second technique, CMB modeling, is being developed by the Bureau as an alternative measurement technique to referee the results obtained using size selective sampling.3 It compares measured trace element ""finger prints"" of aerosol sources with similar profiles of mine aerosol samples. From these, the portions of the sample contributed by each source can be determined. Results of these investigations in underground coal mines have confirmed that diesel and coal dust aerosol are of different size and can be measured separately using size selective sampling techniques.A major difference in diesel usage among underground mines is the requirement for exhaust gas cooling systems in coal and gassy noncoal mines. Nongassy mines usually employ limited exhaust conditioning in the form of catalytic converters, which have limited effect on primary exhaust particulate. The cooling system in most general use in gassy mines is the water scrubber. This device has little effect on most of the gases but removes particulate material from the exhaust. 5 Because of this, exhaust aerosol characteristics in nongassy mines are expected to be different. To see if size selective sampling techniques can be used in such mines, the Bureau and the University of Minnesota conducted a second study in three metal and nonmetal mines, two nongassy and one rated as gassy."

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

"while investigating the presence of heavy strata gases* in certain mines of the East Tintic mining district of Utah, a small, local body of light, very hot gas of high-nitrogen composition was noted in one of the mines. Observations and analyses indicate that this light gas was resulting from very rapid oxidation of finely disseminated pyrite, in lead-silver sulphide ore. The gas was actually mine air which had lost a large proportion of its oxygen content by reaction with the pyrite. This body of gas was hanging in a local high spot about 5 by 5 by 5 feet in size, caused by caving, at the end of a crosscut. Fifty feet from this spot, an air current of 6000 cubic feet per minute was entering the 5 by 7 foot cross-cat from a raise from below.On account of the vapor contained in the gas, the bottom level of the gas could be plainly seen and was practically a horizontal plane, but of slightly wavy appearance, coinciding with the point where an acetylene light was extinguished. This body of gas was visited on three occasions and samples obtained by means of evacaated bulbs and by water displacement. The temperature of the gas was ap¬proximately 175 degrees P. on all three occasions, so that sampling required thick gloves and quick action. Air three feet below the vapor line had a temperature of only 120 degrees F., and a relative humidity of 27 per cent. The stratification of the air and gas mixtures was so sharply defined that the sampler could hold his head a few inches below the vapor level for an appreciable period of time without any noticeable effect other than that due to the high temperature. At one foot below vapor level, it was 135 degrees F., and the relative humidity was 30 per cent. When a candle and an acetylene light were raised into the gas from below, the candle flame was extinguished at a point two inches lower than the acetylene flume, indicating a drop in oxygen content from about 16 per cent to 12 per cent (oxygen content of normal dry air 20.05 per cent) in the distance of two inches."

The Bureau of Mines investigated the convective heat transfer coefficients for recirculated suspensions of 30-micron glass beads in inert gas. Coefficients for the suspensions were not significantly higher than coefficients for the pure gas. Reynolds numbers of the suspensions were 20,000 to 35,000; solids loadings ranged from 0.0 to 0.7 pound per pound of gas. Comparison of the results with published data showed the direction of heat flow to have no effect at the test conditions.

"INTRODUCTION Mine operators have long realized the importance of providing a satisfactory and dependable means of giving prompt warning to underground mine workers at the occurrence of a mine fire or other threatened disaster.Most underground mines of the Lake Superior district are prepared to inject a stench liquid into the compressed-air system quickly to give such warning. The liquid evaporates quickly and gives off an intense and easily recognizable odor even when present in minute quantities in the mine air. Workers in the mines studied have been fairly generally familiarized with the odor and instructed as to evacuation procedure when the warning odor is detected.In some mines provided throughout with electric lighting, including working faces, a prearranged light-flashing signal is given as a warning supplementary to that received from the stench.In a few mines, workers have been instructed to evacuate the mine immediately in the event the compressed-air supply is cut off, regardless of whether mechanical failure may be involved.Information obtained in observing a number of stench-injection tests is compiled and presented in the hope-that it will serve as an incentive to provide means of making stench injections at mines not now so equipped and for making similar tests at other underground mines, so that in case unsatisfactory results are obtained rectifying adjustments or changes may be made in time. It is further hoped that this paper will bring out the real importance of repeating these tests from time to time, at least once a year on each operating shift, so that in the event of an actual emergency, underground employees will receive a prompt warning."

Comprehensive data on market prices for crude minerals and mineral products for the world as a whole do not exist, and even the data that are available are not necessarily compatible between countries, particularly between the market economy countries and the centrally planned economy countries. Further, it should be evident that the actual delivered price for a small quantity of any specific commodity at some point substantially removed from a production facility or a seacoast port will differ appreciably from that for a large volume of the same product at or near its production source or a major import center. Nevertheless, the regularly published prices of selected major mineral commodities in key market areas can be regarded as indicative of general world price trends.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

"Despite the manpower shortage and other difficulties of operation in war time, the National Safety Competition of 1943 for the promotion of safety in the mineral industries of the United States was notable for having a larger enrollment of mines and quarries than in any other year except 1941 and 1942 since the yearly safety contests were inaugurated in 1925. The competition was also notable for having a larger number of man-hours represented by the competing companies than in any previous contest except that of 1942. The ratio of accidents and days of disability resulting from accidents to the number of man-hours of work performed was more favorable than in 1942; the accident-frequency rate was lower and therefore better than in 13 of the 19 years during which the annual safety competitions have been conducted, and the accident-severity rate was better than in 16 of the 19 years.The National Safety Competition is a yearly safety contest conducted by the Bureau of Mines, United States Department of the Interior. Companies that win first place in their respective group in the contest are awarded a bronze trophy, ""The Sentinels of Safety,"" which is provided by THE EXPLOSIVES ENGINEER magazine. Competing companies are segregated into six groups: Underground bituminous-coal mines, underground anthracite mines (in Pennsylvania), underground metal mines, underground nonmetallic-mineral mines, open-cut mines (without regard to kind of mineral produced), and open quarries (without regard to kind of stone produced). The bronze trophies are retained by the six winning companies for 1 year and are then transferred to the winners of the succeeding year's contest. On the pedestal of each trophy is engraved the names of the winners of the trophy. With the award of the trophies for 1943, therefore, the pedestal of each trophy bears the names of 19 winners."

This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. ACKNOWLEDGMENT The author wishes to acknowledge the assistance of J. R. Thoenen, mining engineer, United States Bureau of Mines, in the preparation of this paper. Acknowledgment is also made to E. R. [This investigation of the refractory properties of seven Pacific Northwest chrome ores and concentrates has shown that five of the ores and one of the concentrates are suitable for making refractories and that all may be used in combination with high-grade chromite. The specific objectives of the investigation were to determine the inherent physic al and chemical characteristics, to shapes using each of the chrome ores and concentrates, to compare the refractory qualities of the laboratory-prepared with commercial chrome refractories. As far as possible, standard tests were used as criteria.]

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The Bureau of Mines has developed a portable flammable gas detecting system for estimating the flammable gas concentrations in a mine containing one or more combustible gases at concentrations up to 100 vol pct. With this portable detecting system, mine rescue or recovery personnel can quickly determine if they are working in a potentially explosive gas atmosphere and either leave the area or make appropriate changes in the fresh air ventilation of the mine to render the area safe. The detecting system uses a commercial, intrinsically safe, flammable gas detector with a range from 0 to 5 vol pct methane (CH4). The flammable gas detector has a catalytic heat-of-combustion sensor that can detect all flammable gases that would be encountered in a mine including methane (CH4), ethane (C2H6), carbon monoxide (CO), and hydrogen (H2). To determine the mine gas concentration, the rescue worker dilutes a sample with fresh air carried within the detecting system. The concentration of the diluted sample is then measured with the permissable flammable gas detector. The actual mine gas concentration is calculated from the product of the indicated diluted gas concentration and the system dilution ratio using a pocket calculator or the nomograph on the side of the unit.

"Any burning carbonaceous material, unless supplied with enough oxygen for complete combustion, will liberate carbon monoxide. Since tobacco in its many different forms consists largely of carbonaceous material, and duo to the conditions under which it is smoked (burned), carbon monoxide should be liberated. That this is true has been shown by Armstrong.***** who found that undiluted smoke from cigars contained in some tests more than 3.00 per cent carbon monoxide, the amount present depending upon the size and closeness of packing of the tobacco during manufacture and on the rate of burning.****** Cigarets gave much less CO, varying from 0.06 to 1.40 per cent. The rate of consumption and carbon content of the tobacco are not g.ven, so that a correlation of the values reported to conditions in closed spaces where people might be assembled are difficult, if not impossible.The Bureau of Mines is interested in the general question of carbon-monoxide hazards from tobacco smoke, mainly with regard to mine ventilation. In non-gaseous mines, especially metal mines, the question arises, whether, if groups of miners are permitted to smoke while working at unventilated faces or entries, would the accumulation of tobacco smoke in these places create an' additional hazards the to carbon-monoxide poisoning. The results should, in addition be of general interest in connection with ventilation of building and inclosed places where people may be assembled and smoking is permitted. The investigation described in this report was made with the above idea in view."

Dehydrogenation factors, proximate analysis, and ultimate analysis were examined as predictors of the low-temperature -carbonization properties of coals varying in rank from lignite through anthracite. All factors studied contributed to reduction in variance of the sample populations investigated. Response surface regression models based on variables from proximate and ultimate analyses of coal were constructed for eight low-temperature carbonization assay product and gas component Fields. These models were tested with independent samples that included drill cores, sized fractions, petrographic fractions, and run-of-mine coal. The models developed were used to predict low-temperature carbonization yields or coals from major fields of Wyoming. This information was cast in the form of contour plots describing the potential low-temperature carbonization product yields of Wyoming coals and the properties of the resultant char or coke. The variables used as input v the models may be measured and collected during exploration; thus, the carbonization properties of a seam can be determined in advance of mining. The information presented in this report is useful in that it broadens the deciionmaking base for management when either mine locations or coal conversicl plant sites, or both, are being considered.

This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.
