Three long horizontal holes were drilled from a directionally drilled sur¬face hole at the Emerald Mine near Waynesburg, Pa. The purpose was to adapt the technique of directional drilling for use in draining methane from coalbeds. A 504-m (1,652-ft) long, 76-mm (3-in) diam¬eter, circular arc pilot hole was drilled, using a downhole mud motor, to enter the Pittsburgh coalbed at a verti¬cal depth of 305 m (1,000 ft). The hole was reamed to 222 mm (8-3/4 in) and was cased to a measured depth of 486 m (1,595 ft). Three 76-mm (3-in) diameter horizontal drainage holes were then drilled, totaling 2,909 m (9,544 ft) of horizontal hole. Improvements in drilling methods increased the average drilling rate from 20.4 m (67 ft) to 64.9 m (213 ft) per day. The cost of drilling the directional and horizontal holes (using a Government-owned drill rig) was $1,169,530, a figure inflated by inexperience and by delays caused by lost-circulation problems and fishing operations. An estimated total drilling cost of $960,000 (including rental of a drill rig) for an improved system, was determined by a detailed cost analysis. Initial gas and water production from November 1979 through May 1980 was low because of caving of the horizontal holes drilled in shale near the bottom of the casing.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. This Bureau of Mines report describes the results of a program to develop small, rugged scrubbers with high dust collection efficiency for use in under-ground coal mines. The Bureau's Pittsburgh (Pa.) Research Center has developed and assisted in the development of several types of improved scrubbers that are especially suitable for various underground mining applications. Research efforts concentrated on reducing the size, power, and water consumption of these scrubbers, while optimizing their dust collection efficiency. Fractional dust collection efficiency, air volumetric range, size, power, water consumption, and application guidelines for each type are described. Air pressure differentials ranged between 2-and 3D-inches water column (wc). The dust collection efficiency of six scrubbers--a venturi, two flooded-fibrous-bed, a venturi-impaction plate, a wetted-fan, and a rotating flooded-bed--were compared. The rotating flooded-fibrous-bed and the stationary flooded-fibrous-bed scrubbers showed the highest coal dust collection efficiency. Test results show that these scrubbers can generally achieve respirable size coal dust collection efficiencies in the high 90-pct range required to reduce both long-(8-hour) and short-term coal mine dust concentrations below Federal requirements.

This U.S. Bureau of Mines report describes the research effort and results for a computer-assisted appendage control system of a Joy 14CM continuous mining machine. The cutter head (shear), gathering head, conveyor, and stabilizer jack are the appendages. Positional control of each appendage is accomplished by specifying the desired position to the appendage control computer, which uses appendage position sensor data. Appendage movement is actuated until the desired position is attained as determined by control algorithms. A description of the sensors, mechanical and electrical interfaces, data acquisition and control (DAC) system, experimental method to determine appendage response characteristics (range of motion, start and stop delay times, and movement rates), and their application to the position control loop algorithms are presented. Also, the test results for the shear in an unloaded (free space) and loaded (cutting) condition of the shear are presented.

IN 1944 the Congress passed the Synthetic Liquid Fuels Act that authorized the Secretary of the Interior, acting through the Federal Bureau of Mines, to conduct basic research and construct and operate demonstration plants to produce synthetic liquid fuels from coal, oil shale, and other substances. As a basis for the oil shale investigations to be undertaken in this country, the progress of foreign countries in developing and using oil shale as a source of liquid fuels was studied by the technical missions of the Federal Bureau of Mines. Oil shale mines, retorting plants, and refineries were visited; geological information on the nature and occurrence of the foreign oil shales was obtained; and samples of the oil shales were collected where possible. Samples collected by these missions or acquired by other means came from Australia, Brazil, Canada, France, Manchuria (China) , New Zealand, Scot-land, Spain, Sweden, Thailand, and Union of South Africa. These countries represent a large part of the locations where oil shale developments have taken place. The major omissions are the Estonian, German, and Russian developments.

"INTRODUCTION Bauxite, in Appalachian Alabama, occurs in the Rock Run and Goshen Valley districts in Cherokee County; in Nences Creek Valley near Jacksonville; near Anniston in Calhoun County; north of Fort Payne in DeKalb County; near Ashville in St. Clair County; and near Talladega in Talladega County.In February 1942, Preston E. Cloud, Jr., assistant geologist, Federal Geological Survey, began a study of these bauxite deposits and the geology relating thereto.The Bureau of Mines established field headquarters at Piedmont, Calhoun County, in July 1942. Mineral agreements covering a total of 11,097 acres were executed with 15 landowners in the Rock Run district; 38 in the Goshen Valley district, covering 7,575.5 acres; and 3 in the Nances Creek Valley district, covering 988.5 acres. Drilling was done on.the properties of 9 land¬owners in the Rock Run district, and on the property of 1 landowner each in the Goshen Valley and the Nances Creek districts. Drilling began October 26, 1942, and ceased on May 17, 1943.Power drilling was supplemented by a labor crew that drilled hand-auger holes in shallow deposits and sampled .old shafts, mines, and mine dumps.In all, 222 holes for a total of 13,250 feet were drilled. Of these toles, 88 penetrated bauxite but too low in grade to constitute ore."

Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

This report, describing the mining method of the Dresser Trap Rock Co., Dresser, Wis., is one of a series published by the Bureau of Mines on mining methods, performance, and costs at mining operations throughout the United States. SUMMARY Dresser, in Polk County, is 3 miles south of St. Croix Falls, Wis. Company operations are about 1 mile north of the townsite. The mine has been in [peration] since 1914 and under the present ownership since 1949.

"INTRODUCTION Laboratory mineral-dressing investigations covered by this report show that ores from Montgomery County, Ark., and Morgan County, Mo., are potential sources of barite and zinc. Fine grinding and froth flotation yielded drilling-grade barite from the former and chemical-grade barite and zinc concentrates from the latter.Samples from these deposits were subjected to a laboratory investigation to develop an economic and feasible treatment. The Arkansas ore, submitted by the Husky Refining Co., consisted of an intimate mixture of the economic mineral and quartz. Fine grinding and fatty acid flotation were utilized to effect a good recovery of a drilling-grade product. The other was a zinc-barite ore submitted by the Rocky Ford Mining Co., Stover, Mo. There was no problem in the recovery of zinc (most of which occurred as sphalerite), but the recovery of barite by flotation was complicated by the presence of gangue carbonates. Ultimately, an excellent recovery of barite was achieved with a relatively new type of flotation promoter, petroleum sulfonate.In recent years, barite has become one of the major industrial minerals as an essential ingredient in heavy drilling fluids, pigments, and chemicals. New sources of this important commodity are always interesting; thus, it is the purpose of this report to present information that may permit commercial exploitation of two deposits not in production."

This case study provides an example of how social marketing was applied to meet the needs of business customers. Federal regulations require that all companies develop a written program to track hazardous chemicals at their sites. The HazCom Writer, created by the National Institute for Occupational Safety and Health (NIOSH), is a software tool designed to help companies prepare their required Hazard Communications (HazCom) written plan and list all hazardous chemicals at the company's worksite. The social marketing goal was to provide a product for small- to medium-sized companies to use for federal HazCom rule compliance. The HazCom Wm'ter is a direct NIOSH response to customer and stakeholder needs (including the Mine Safety and Health Administration, the mining community, and Occupational Safety and Health Administration- regulated companies).

Presented in this report are the experimental results of coarse coal slurry degradation data obtained from the Hydraulic Transport Research Facility (HTRF) at the Pittsburgh Research Center (PRC), Bruceton, PA. This particle degradation report is a summary of the particle distribution data obtained at the HTRF for the period 26 November 1982 to 1 October 1983. The testing covered herein is for coarse Pittsburgh Seam coal in the 6-in (150 mm) and 12-in (300 mm) pipelines, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s), and at concentrations by weight ranging from 15 to 55 pet. Particle size distribution samples were taken systematically throughout the testing.

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-MM-scfd, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 mi 11 ion tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of May 12, 1974, under the terms of the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 and early 1974 indexes . Initial capital investment varies: $45,358,600 for the 4.8-million- ton-per-year (MM tpy) mine in the Eastern province, $54,603,000 for the 6.72 MM tpy mine in the Interior province, and $29,871,000 for the 9.2 MM tpy mine in the Northern Great Plains province. Total capital invest-ments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $61,070,000, $76,753,000, and $56,286,000, respectively. Corresponding selling prices for the coal, per ton, are $4.79, $4.23, and $2.66, assuming a 12-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

Computer-related accidents have caused injuries and fatalities in mining as well as other industries. Normal accident theory (NAT) explains that some accidents are inevitable because of system complexity. NAT is a classic argument in organizational sociology although it has been criticized as having imprecise definitions and lacking criteria for quantifying complexity. These limitations are addressed by a unique approach that recasts this organizational theory into an engineering-based methodology to quantify NAT complexities of computer-based systems. In this approach complexity is categorized as external or internal. External complexity is defined by the external behavior of a system, and is quantified by these dependent variables: system predictability, observability, and usability. Dependent variable data contain the perceptions of 32 subjects running simulations of a system. The system?s internal complexity is characterized by modeling system-level requirements with the software cost reduction (SCR) formal method. Model attributes are quantified using 15 graph-theoretical metrics?the independent variables. Five of 15 metrics are correlated with the dependent variables as evidenced by structure correlations exceeding 0.25, with standard errors <0.10 and a 95% confidence interval. The results also show that the system predictability, observability, and usability decreased as NAT complexities increased. This research takes a step forward in operationalizing NAT for computerized systems. The research benefits mining and other industries as well.

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. Horizontal and vertical air classification systems were tested individually and in simulated tandem use for the recovery of ferrous and nonferrous metals and of other noncombustible and combustible products from shredded urban refuse. The horizontal air system with a larger tonnage throughput was used to obtain preliminary separations, and a smaller capacity vertical system was used as a cleaning device. Air elutriation, magnetic separation, and screening of shredded minus 6-inch municipal refuse recovered 92 percent of the metal in a relatively clean iron product contaminated only by adhering coatings or entrapped materials, recovered 97 percent of the combustibles in a 97-percent combustible product, and rejected 88 percent of the nonmetal noncombustibles. Cleaning of the preliminary combustible fraction produced a 98-percent paper product while rejecting other combustibles (plastics, rubber, textiles, etc.) into a 94-percent combustible product. Retreatment of the preliminary noncombustible fraction produced a relatively clean glass product.

A nuclear meter based on measurement of prompt capture gamma rays is being developed for monitoring the sulfur content of coal streams. Equipment has been built to measure sulfur rapidly, and methods have been devised to compensate for changes in moisture, ash, and bulk density of coal flowing through a bin. Pilot plant tests of the system with various additives to different coals show a precision and accuracy of 0.02 percent sulfur and 0.04 percent sulfur, respectively. Based on these results, a hardwired meter has been fabricated for testing in a commercial coal preparation plant.

Hard rock mining has grown in importance in the Yukon Territory during the last 10 years while Alaskan hard rock mining has declined. One asbestos deposit in Alaska is dormant, but an asbestos deposit 55 miles to the east in the Yukon Territory is being mined by the Clinton Mine Div., Cassiar Asbestos Corp., Ltd. In this Bureau of Mines report, the economics of mining in the two locations were derived using the Clinton mine as a model. Both deposits were assumed to be of equal size and mined by similar methods. Conventional open pit mining and processing methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The estimated cost for the mine, mill, and support facilities in Alaska was about 30 percent more expensive than that in the Yukon Territory. The higher labor rates in Alaska were the primary contributor to the higher construction costs; freight rates added only slightly to the total costs. Approximately two-thirds of the additional annual costs of operating in Alaska were for wages and fringe benefits. The price required for the Alaskan asbestos fiber was $356.65 per ton compared with $287.44 for Yukon fiber, plus or minus 20 percent. A 12 percent discounted cash flow rate of return, 100 percent equity financing, and a rapid writeoff of assets were assumed.

Prolonged exposure to loud noise can cause permanent damage to the auditory nerve and/or its sensory components. Despite regulations and efforts by government and industry to reduce noise-induced hearing loss (NIHL), it is still a problem in the U.S. coal mining industry. The Mine Safety and Health Administration noise standard (30 CFR3 62), which was enacted in September 2000, is aimed at reducing NIHL in the mining industry. To address NIHL in various aspects of coal mining and provide the necessary information to effectively implement control technologies, the National Institute for Occupational Safety and Health conducted a cross-sectional survey of noise sources and worker noise exposures. Noise surveys consisting of full-shift worker noise exposure (dose) determination, time-motion studies (task observations), and equipment and/or area noise profiling were completed in 8 underground coal mines, 10 surface coal mines, and 8 coal preparation plants. The studies revealed that more than 40% of all workers monitored were subject to noise exposures above 90 dBA TWA8. A summary of these studies is presented, their application to administrative and engineering controls is discussed, and exposure reduction methods are reviewed.

The Rickard mine in York County, S. C., named for the original owner, Alexander Rickard, was operated about 50 years as. No records are available of the quantity of corundum shipped. Pratt states, "Many tons were picked up from the surface and shipped." The mine was visited on August 6, 1943, by the author, accompanied by Gilbert W. Withers of Atlanta, Ga. Investigation of the property was begun by the Bureau of Mines after some initial work by the Mi-Cor Corp., a company organized by Gilbert P. Withers of Atlanta to explore the property. In conducting the Bureau program, 754 linear feet of trenches were dug, 110 feet of old drifts cleaned out and examined, and 38 feet of shaft retimbered.
