When evaluating mining investment opportunities, one should consider the risks associated with mineral exploration and development. These are commonly classified as technical, economic, and political risks, and are accounted for in the investment decision by changing the discount rate. Thus, a company may use different discount rates associated with varying risks in order to compensate for the variability of success. The discount rate has a tremendous effect on the economic evaluation of mineral projects. Even when all other factors used as inputs for calculating the NPV (net present value) are equal, the project under consideration may be accepted or rejected depending upon the discount rate. Determining a realistic discount rate for a given project is therefore the most difficult and important aspect of cash flow analysis. It should be determined with the consideration of proper technical, economic, and political conditions surrounding the specific project undergoing economic evaluation. One key problem for determining the appropriate discount rate is that it typically depends more on subjective perception of the degree of risk or other experience factors than on a systematic approach. Thus, this study aims to identify, analyse, and document the type, role, and impact of risk factors influencing the determination of discount rates, and then to determine discount rate by using the aforementioned factors.

This work evaluates the deformation behaviour, at warm working temperatures, of green particle-reinforced aluminium composites produced by powder blending in a high-energy ball mill. The work focuses on metal matrix composites (MMCs) based on the 2124-Al alloy, reinforced with 10 or 15 vol.% SiC and metal matrix nanocomposites (MMNCs) based on the 2124-Al alloy, reinforced with 5 or 10 vol.% Al2O3. Three batches for each powder were blended and powder properties such as particle size distribution (PSD) and shape were consistent after blending. It was observed that a more uniform distribution of the reinforcement phase in the aluminium alloy matrix was achieved in 2124-Al/Al2O3 than in 2124- Al/SiC composites. The powders (unreinforced 2124-Al and blended) were initially over-aged at 350°C for 2 hours to reverse any natural ageing that may have occurred prior to use. The over-ageing was incorporated to improve compressibility of the powders with the aim of achieving green compacts with higher integrity. Uniaxial compression tests performed at ambient temperature on a Gleeble® 3500 thermomechanical simulator were unsuccessful as the green compacts fragmented. Engineering stress-strain curves showed that green compacts of unreinforced 2124-Al, 10%SiC MMC and 5%Al2O3 MMNC deformed in a similar manner at ambient temperature and had the same compressive fracture stress of approximately 170 MPa. When the deformation temperature was increased from ambient to warm working temperatures (170–280°C) it was observed that electrical resistance heating (the heating mode of the Gleeble®) of unreinforced Al alloy, MMC and MMNC green compacts did not occur. This was attributed to the high electrical conductivity of aluminium, which resulted in poor heat generation due to the low electrical resistance in the samples. It was presumed that the small sample size (d=8 mm, h=12 mm) also caused rapid heat loss. After further experimentation, the green compacts were heated successfully by insulating the samples to retain heat. It was found that at 280°C, increasing the soaking time from 6 to 20 minutes decreased flow stress and improved plastic flow in the 2124-Al/10%SiC green compact.

Fragmentation analysis is an essential part of the optimization process in any mining operation. The costs of loading, hauling, and crushing the rock are strongly influenced by the size distribution of the blasted rock. Several direct and indirect methods are used to analyse or predict fragmentation, but none is entirely applicable to fragmentation assessment in sublevel caving mines, mainly because of the limitations imposed by the underground environment and the lack of all the required data to adequately describe the rock mass. Over the past few years, measurement while drilling (MWD) data has emerged as a potential tool to provide more information about the in-situ rock mass. This research investigated if MWD can be used to predict rock fragmentation in sublevel caving. The MWD data obtained from a sublevel caving mine in northern Sweden were used to find the relationship between rock fragmentation and the nature of the rock mass. The loading operation of the mine was filmed for more than 12 months to capture images of loaded load-haul-dump (LHD) buckets. The blasted material in those buckets was classified into four categories based on the median particle size (X50). The results showed a stronger correlation for fine and medium fragmented material with rock type (MWD data) than coarser material. The paper presents a model for prediction of fragmentation, which concludes that it is possible to use MWD data for fragmentation prediction.

The study was intent on assessing the socio-economic impact of a zinc mine in South Africa through the application of people-centric digital tools using a case study research methodology. The global mining industry is undergoing significant technological shifts to modernize, improve operational sustainability, and align with the environmental, social, and governance (ESG) agenda. While the case study mine is a more modernized mine, continuous improvement around the ‘social’ pillar becomes critical, and to this end application of people-centered digital tools presented as the vehicle to understand community needs and impacts. Despite considerable annual corporate social investment by mines annually, the overall impact or social return on investment is marginally understood. Towards contributing to addressing this gap, digital ESG ‘social-related’ data gathering tools for mines decision-making were developed, including the training-needs assessment tool, community-social needs assessment, small, micro, and medium enterprise (SMME) communications and engagement tool, digital leadership competencies gap assessment tool, and change management blueprint, which further allowed for customization to the mining context. Hence, the novelty of this paper relates to applying digital tools to provide real-time information of the needs of a community, both socially and economically. The findings suggested that these digital tools enabled gathering of information for the establishment of regional and operational baselines towards enabling of social investment returns in relation to socio-economic transformation development interventions. These tools have been applied to a zinc mine context, with lessons and experiences obtained through this study, invaluable to the application of these digital tool in other mines in South Africa. The study was conducted in September 2023 across five host communities, surrounding the zinc mine, in the Northern Cape region, with 120 participants involved in the application of three relevant community-related digital tools, which included the training needs, community-social needs, and SMME communications and engagement tools. It was evident that the digital ESG tools could be used for data gathering for the mine’s informed decision-making and allowed for securing of insights on community needs in near real-time, and further proved practical for community use.

VISIT TO THE COUNCIL FOR SCIENTIFIC AND INDUSTRIAL RESEARCH On 23rd June, 1970, members of the Institute visited the C.S.I.R. in Pretoria. More members had booked for this tour but the current flu epidemic caused cancellations which was unfortunate. The visit was organised with military precision, which prevented detailed discussion of any particular subject, but provided a bird's eye view of a large number of interesting projects. The visit was packed with interest for all and those requiring further information were invited to contact the relevant divisions afterwards. Or Denkhaus welcomed the delegates and stressed the importance of integrating research efforts with industry's requirements. An excellent colour and sound film was shown which depicted the work of the Rock Mechanics division. This showed very clearly methods used for preparing rock samples and demonstrated the machines and instruments for the various tests. It made one realise the extent to which this research has been integrated with the actual mining situation. The fullscale experiments underground showed the failure of pillars under applied loads and were very interesting. This is undoubtedly a film which all mining people should see. After the film the rock mechanics laboratories were visited where the actual machines were seen and described. We then visited the metal and strength mechanics sections where the metallurgists were able to see some interesting experiments and tests. We also visited the Aeronautics Research group where a large 1 000 hp wind tunnel was inspected. We were told enough about this to realise something of the complexities involved in the design and operation of a closed circuit tunnel of this type. The tunnel is used for tests on models which are necessary for the design and modification of aircraft. After a very excellent lunch at the C.S.I.R. recreation centre, the delegates attended two lectures-one by Mr. Mandersloot of the Chemical Engineering group, who outlined the varied functions of this group and told us something of their work. Of particular interest was the research into the suitability of various South African manganese ores for dry cell batteries. Work on the thickener settlement studies interested the metallurgists. The second lecture was given by Mr Donaldson of the National Building Research Institute. This Institute has about ten divisions each of which covers a particular aspect of building research. The work of the soil mechanics division was described in detail and illustrated by coloured slides. This was particularly interesting and demonstrated clearly how building failures result from lack of attention to detail of construction where unstable soil conditions exist. Cracks in walls of compound blocks brought the subject home forcibly to the mining delegates. This division has also caried out important work on sinkholes and sUmes dams and produced some positive results. Altogether the visit was most interesting and enjoyable. It was made more worthwhile because the emphasis was on the work being carried out and not on just seeing the laboratories. The Institute is greatly indebted to the C.S.I.R. and its staff for the very excellent arrangements made.

In view of the limited reserves of good-quality coking coals in South Africa, Iscor has been involved in direct reduction since the middle sixties. Since the early seventies, its interest in direct reduction was stimulated further by a swing towards' continuous casting, which, in turn, contributed to a shortage of the scrap supply for electric-arc-furnace (EAP) steelmaking. The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

The necessity of reducing greenhouse gas emissions to limit the impact of anthropogenic climate change means that all industrial processes should investigate their options towards decarbonization. Iron, steelmaking, aluminium, and cement production produce the most industrial emissions. Although most research focuses on decarbonizing these industries, minerals processing industries must be decarbonized to achieve net zero emissions goals by 2050. Incorporating renewable energy sources and avoiding the combustion of fossil fuels are two ways to reduce greenhouse gas emissions. This paper reports on the results from a dynamic process model developed to investigate the feasibility of concentrating solar thermal pretreatment of manganese ores to pretreat carbonate-rich manganese ores for increased ferromanganese smelter productivity and reduced greenhouse gas emissions. The results indicate that pretreated ores reduce the energy requirement for smelting significantly for some ores and lowers total carbon dioxide emissions by 13 to 19% compared to the traditional smelting route. A high-level economic evaluation shows that solar thermal treatment is financially viable for low cryptomelane, high braunite ore that is common in the Kalahari Manganese Field.

Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.

Using complex thermal analysis methods, flotation concentrates were classified depending on what the organic and nonorganic carbon form is. The possibility of ultrafine particles of valuable components (noble metals and diamonds) extraction using physical actions of different genesis in the processing of ‘unconventional’ mineral raw materials is considered in the paper. Electromagnetic treatment is one of new technologies in the field of mineral processing. The features of the electromagnetic effect on substances include uniform heating throughout of the volume, high speed and low inertia of heating, as well as the possibility of selective heating. A selection of studies including gravity, flotation and extraction methods of enrichment using energy effects, as well as thermal analysis was conducted to establish the availability and possibility of extracting valuable components. Due to microwave and high-temperature exposure, minerals and gas-liquid inclusions are decremented, and crystal-chemical water is released, resulting in additional defects. As a result, self-cleaning of sulphide minerals from atoms of scattered gold occurs by distilling it into peripheral parts of grains and intergranular space, where ultradispersed individuals are formed. M J Martinson (Fellow) There is everywhere a lamentable dearth of quantitative information on occupational factors affecting the health and safety of mineworkers, and as the authors point out in their introduction underground lighting is one of the factors which has received little attention in South Africa prior to this welcome paper. Since the authors are to some extent pioneering, it is perhaps inevitable that the paper should raise more questions than it answers, but nevertheless it provides a provisional yardstick against which the need for, and success of, remedial action may be judged. Before commenting in detail on a few aspects of the paper it may be worthwhile to summarize the statutory provisions relating to underground lighting, contained in Chapter 15 of the Regulations promulgated in terms of the Mines and Works Act 27 of 1956. Chapter 15 is entitled `Lighting, Safety Lamps and Contraband', but in the context of the present paper only four simple regulations need be noted: firstly, no person shall work or travel in an unilluminated part of a mine unless he carries a light ; secondly, adequate stationary lights shall be provided at stations and certain other localities in shafts, winzes and places used for winding; thirdly, mechanically propelled conveyances shall be provided with an effective bright light shining in the direction of travel; and fourthly, moving machinery to which personnel have access shall be illuminated so as to be clearly visible. In all four regulations the standard of lighting to be provided is wholly subjective, and under these circumstances the wide inter- and intra-mine variations in light intensity disclosed by the study are hardly unexpected. Nevertheless the data presented in the authors' Table I raise three points (1) Is there any evidence that the 19 mines visited during the survey are representative of the 45-50 large gold mines in South Africa, or that the shafts selected are representative of the respective mines? Mine managers would scarcely be human were they not to offer better lit working places for the survey; perhaps the use of a scaling factor (e.g. tonnes or transit mineworkers per shift, kilowatts, etc.) for each working place might have helped to put the figures in perspective. (2) Looking at two of the more numerous - and probably important - of the ten working places included in the survey, i.e. stations and tips, one is struck by the marked. skewness of both intensity distributions (with higher frequencies at the lower intensities) and the abrupt cut-off in both cases just short of pitch darkness. Thus, of the 45 meaned readings recorded at 26 tips no less than 19 fall in the lowest range of 0,1-0,9 1m/ft2, with but one tip in total darkness; of 46 readings on 26 stations, 7 fall in the lowest range and none is in total dark-'1 ness. Although a light with an intensity in the range 0,1-0,9 1m/ft2 may satisfy the regulations, it is certainly arguable that in some situations it may be safer to have no light at all. (3) In view of the skewness referred to above, one wonders how meaningful are the `total average light intensities for (the gold mining) industry' quoted in Table I, which the authors compare with illumina¬tion levels found in other countries. Looking at tips again, one notes that 34 out of 45 meaned intensity readings fall below the `total average' for tips, and only 10 exceed it. From this it may be concluded that a few well-lit working places included in a `total average' may conceal a plethora in Stygian gloom. In their discussion the authors make fleeting reference to the effect of underground lighting on productivity and accident rates, without however quoting any South African experience in this regard. Intuitively it seems highly likely that better lighting (in the widest sense) would improve productivity and reduce accidents, and of course it is in these areas that the mining industry might seek economic justification for providing better lighting. It is all the more regrettable therefore that these factors were not studied simultaneously with the present investigation, especially at the Psychological Division of the Human Sciences Laboratory has recently published a study on underground accidents in the gold mining industry without making any reference whatsoever to lighting as a causal factor. In the event neither of the two studies enables us to make an economic appreciation of the situation, and this seems to be a classic example of a situation where some dovetailing of research effort would have greatly increased the useful return. On the effect of lighting on accidents, it may be noted that in 1939 Mickel presented some very interesting statistics to the Mine Managers Association of the Transvaal2, on the improvement in accident rates which followed the random issue of electric cap lamps to native mineworkers in the Hercules Section of E.R.P.M. the previous year. Based on a 12 month trial period in which 250 000 shifts were worked with carbide lamps and (contemporaneously) 307 000 shifts with cap lamps, the incidence of major accidents (at least one day in hospital among men using carbide lamps was 1,15 accidents per 1000 shifts, while the incidence of minor accidents (requiring dressing only) was 11,52 per 1 000 shifts. The corresponding figures for men using cap lamps were 0,79 and 7,31 accidents per 1 000 shifts respectively, representing a reduction of over 30 per cent in both major and minor accidents. While these figures are obviously dated - only men using cap lamps were issued with hard hats, for instance - they do indicate a need for similar research today.

Anglo American Platinum Limited is constantly striving to improve safety and productivity. There are many different initiatives taking place within the organization in order to ensure continued safe operation and profitable ounces for the future. One of the opportunities and potential growth areas that has been identified and is being explored is that of mechanization. In order to do this, the approach that has been adopted by Anglo American Platinum is to fully understand and analyse the current mechanized mining methods. Once each configuration is fully understood, the method can then be optimized and new mining technologies and systems can be developed to overcome the current shortfalls. This paper will discuss a methodology that was developed by Anglo American Platinum (in conjunction with Cyest Corporation) and adopted to optimize the mechanized mining layout and fleet configuration, and will also present the final findings of the study. Due to the impracticability of piloting every possible option in the workplace, extensive modelling and simulation exercises were conducted to determine realistic parameters for productivity and value. The study resulted in a full understanding of mechanized mining systems and their associated layout. From the results of the study a mining / logistic layout was developed which highlighted the following opportunities: 1. Create safe operations through the reduction of personnel in the ?high-risk zone? of stopes 2. Separate machines and personnel by use of remotely operated machines 3. Create focused mining on primary development from the production stoping, thus having dedicated teams on development and stoping. 4. Develop primary development ahead of the stoping activity. This enables: a) Understanding of the geology and subsequent implementation of the correct b) technology (?fit-for-purpose?) required to mine that area based upon this geological knowledge c) Ability to install tipping points ahead of stoping, creating ?immediate stoping reserves?, thus increasing flexibility and reducing production risk d) Improved productivity by having adequate faces available and reduction in re-development to establish faces. 5. Quicker return on Investment due to recovering revenue from ?on-reef development? 6. The layout allows flexibility between stope sections enabling better ?resource sharing? 7. Optimize the long-term ratio of machine makeup of the fleet in relation to the production outputs 8. Creates an agile mining layout allowing rapid response to market pressures. The findings and work presented in this paper is currently being implemented at different test sites within Anglo American Platinum and will demonstrate that improved safety and productivity can be achieved through the adoption of mechanization.

The proper understanding of the functioning of ground support under dynamic loading and the current approaches to designing of dynamic support are plagued by a great deal of uncertainty and lack of knowledge. This applies equally to the understanding of the support capacity as well as the demand placed onto the support due to dynamic loading. This lack of understanding currently leads to a case of design indeterminacy. This paper does not aim to solve this problem of design indeterminacy but to explore some of the issues that need consideration to obtain a better understanding of the dynamic demand on ground support systems. In April 2013 a 48 MVA submerged arc furnace producing silicomanganese was excavated in South Africa. Since the high shell temperatures recorded in the tap-hole area resulted in the furnace being switched out for relining, the tap-hole area was excavated systematically. A refractory wear profile of the tap-hole area with affected hearth and sidewall refractory was obtained in elevation. The carbon ramming paste in front of, above, andbelow the tap-hole was worn, as was the SiC with which the tap-hole was built. A clay mushroom formed but was detached from the refractories. Thermodynamic and mass-transfer calculations were conducted to quantify the potential for wear by chemical reaction between refractory and slag and refractory and metal in the tap-hole area. It was found that chemical reaction between refractory and slag or metal could offer only a partial explanation for the wear observed; erosion is expected to contribute significantly to wear.

The application of the Monte Carlo technique to production planning and everyday economic decisionmaking in mine production management is demonstrated. The logic is detailed using an example of underground production with continuous miners (CMs) and truck haulage. It is argued that availability of equipment and personnel are the predominant variables influencing mine output and productivity and that those availabilities may be well represented by binomial probability distributions. The probabilistic model is implemented in a standard Excel® spreadsheet with Palisade’s @Risk add-on to facilitate simulations. Starting from model calibration against data obtained from a mine’s annual reports, some general interdependencies of availability, utilization, productivity, and costs of production processes are outlined. Finally, several possible options and their consequences as regards production improvements are explored.

Projects or project-orientated approaches have become a common form of work in nearly all sectors of economies. This has led to concepts such as ‘projectified’ and ‘project orientated’ organizations. By defining projectification of a company, industry, or economy as the share of project work in total work, one can reasonably determine the impact that project management, and by default projectification, has had on that company, industry, or economy in terms of staff optimization and allocation. This paper presents the results for such a projectification study of the South African mining industry. This sector has long been a significant contributor to the country’s economy from a gross value added (GVA) and employment point of view. Understanding the impact of projectification and the project management way of work on this industry may potentially add significant value to both the mining and project management knowledge areas. We show that although the mining industry is considered by some to operate in archaic ways, the level of projectification has increased over time, and now represents approximately one third of all work conducted.

"Geometallurgical models are a strategic tool used primarily in planning, diagnosis, and process optimisation. This paper discusses the development of a predictive model for flotation recovery at Kansanshi concentrator in Zambia as a function of key operational parameters. Daily data for milling and flotation from the circuit processing the copper sulphide ore was analysed. This data, recorded over a period of one year of production, was collected from diverse sensors measuring semi-autogenous milling and flotation parameters. Statistical analysis showed that copper head grade, acid-insoluble, and acid-soluble copper, SAG mill throughput, ball mill load, and tonnage of feed material to the SAG mill in the -125 +63 mm size fraction contributed to the prediction power of the proposed empirical model by as much as 90%. Finally, a proposal was made for the development of a simulation model under MODSIM®, a flexible tool for mineral processing applications. This was to test the limitations of the empirical model for future refinement. IntroductionKansanshi is the largest copper mine in Africa and the world’s eighth largest copper producer, with a total of 253 272 t of copper produced in 2016 (Newall, 2017). It is located approximately 10 km north of Solwezi, the capital and administrative headquarters of the North Western Province, Republic of Zambia. The ore deposit consists predominantly of chalcopyrite and malachite with variable amounts of chalcocite, bornite, chrysocolla, and azurite. Because of the varying proportions of sulphide and oxide copper minerals, the ore is classified into three distinct categories: sulphide, mixed, and oxide ores. As such, three separate processing circuits are used to mill the ore down to a standard targeted grind size of 80% passing 150 µm before froth flotation and leaching.A lot of research and development has been done to improve the performance of the sulphide ore circuit at Kansanshi. Despite the research efforts and subsequent operation, the sulphide ore circuit did not attain the target recovery and grade for 2016, primarily because of the complexity of the orebody.The constant drive to achieve the set production target of recovery and concentration grade after froth flotation motivated the development of a tool for the prediction of recovery. The anticipated benefit is not only to enable the plant to apply corrective actions when needed, but also to make a tool available for the quick assessment of the plant performance of the. For that purpose, data spanning June 2016 to May 2017 was analysed, cleaned up and curvefitted to an empirical model. In doing so, key parameters were determined and calibrated to represent the behaviour of the plant."

This study investigates the effect of ammonium thiosulfate on the leaching of gold from the contacts of unpopulated cut electronic printed circuit boards (PCBs). Studies in the literature show ammonium thiosulfate to be a viable option in comparison to the commonly used but hazardous cyanide leaching route. However, the simultaneous dissolution of Cu interferes with the Au leaching reaction, often limiting the extraction to moderate levels. To optimize the system, an ammoniumthiosulfate system containing 0.5M ammonia, 0.5M ammonium thiosulfate, and Cu(II) sulfate at varying concentrations was studied as an alternative hydrometallurgical option for the recovery of gold from PCB. Tests were done with unpopulated standardized model PCBs (cut to 15 x 30mm pieces). Gold extraction of 47.3% was achieved after a 24-hour leaching experiment with a 0.02M copper background concentration. Further experiments focused using different initial background Cu concentrations (0M – 0.1M) to determine its effect on both gold and copper extractions. An initial Cu concentration of 0.045M resulted in the highest gold extraction, with 93.7% extraction after 6 hours of leaching. Further analysis of the data shows that the kinetic rate of gold leaching is correlated in a first-order dependence with the actual copper concentration in the solution, which increases with the concomitant dissolution of copper and gold from the PCBs. A lower threshold of 0.017M and an upper threshold of 0.15M copper in solution were determined, in between which gold extraction shows this first-order rate increase. The upper threshold is potentially linked to the onset of copper precipitation, which blinds the metal surfaces, slowing further leaching. The findings of this study suggest that in an industrial recovery operation of gold from waste PCB using the thiosulfate method, copper concentrations need to be carefully monitored, and the process should preferably operate with uncut or coarsely cut untreated boards to minimize exposure to copper circuits.

"SynopsisSouth Africa recently announced a resurgence in its commercial nuclear power programme. The implications for the development of the necessary high-level manpower within South Africa’s tertiary educational system and its national research and development (R&D) capacity in materials science and engineering, as well as in other engineering disciplines, are placed into perspective. An organized national process of developing this manpower by moving away from the previously high-risk and costly ’large programmes’ to rather a selection of ‘small and better’ research projects and a redefinition of what constitutes ‘nuclear materials’ are proposed as parts of this strategy.IntroductionSince 2008, and more particularly in 2014/2015, South Africa has woken up to the fact that significant steps need to be taken to ensure sufficient electricity generating capacity for the future, even beyond the coal-fired stations at Medupi and Kusile currently under construction. It is, therefore, encouraging to see some active large-scale wind farms in the Eastern Cape near Jeffrey’s Bay, in the Couga area, and others in the Western Cape already in operation. In addition, many solar energy projects are also progressing from the small localized scale to larger programmes in the Northern Cape, which may contribute some capacity on a national basis. South Africa needs to tap into its renewable resources of wind and solar much more, but will these projects solve the country’s long-term industrial needs? Unfortunately not. One cannot run mines and trains on solar cells. Industry needs reliable baseload capacity, and with very limited easily accessible hydrocapacity this leaves really only coal, possibly natural gas, and nuclear power as options. South Africa’s current over-reliance of about 90% on coal–fired power, however, places it in an internationally vulnerable position, and diversification into a more equitable energy mix should be a national priority for the medium to long term. South Africa cannot significant climate change confronting the human race, as the IPCC cautioned in 2013, and will have to adjust its future energy reliance to a more balanced combination of sources."
