This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

Without a steady and increasing supply of electricity development of the continent is likely to be constrained. The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. The potential levels of power generation and carbon savings are described.

A number of challenges face platinum concentrator plant operators. These challenges include the increase in operating costs, the increase in smelter cost for the processing of concentrate, the shortage and cost of power, and the tightening of specifications on concentrate quality by the toll-smelting operations. Over the years the focus has moved from extracting the platinum group metals (PGM) from the Merensky Reef to the UG2 reef. This has a number of advantages, including the higher ?basket price? for UG2 concentrate, reduced mining cost per unit volume as a result of the higher density of UG2, and the reduction in overall concentrate tonnage to be smelted. In many cases the Merensky ore has been fully exploited and it makes sense for the focus to shift to the UG2 ore that can be accessed through the Merensky shaft infrastructure. The presence of relatively high levels of chromite in UG2 concentrate is, however, a major disadvantage due to the problems associated with smelting such a concentrate in conventional submerged arc furnaces. In addition to increasing the specification on the minimum PGM grade of concentrates, smelters have had to impose strict specifications on the levels of chromite in the concentrate. The threat of high penalties has forced concentrators to change their modus operandi, often resulting in a significant loss in recovery. The final concentrate grades and PGM recoveries are shown to vary significantly throughout the industry. The reasons for this include varying ore mineralogy and different operating philosophies. This would therefore imply that the opportunity exists to optimize the operations by considering fundamental aspects such as the PGM mineralogy and the application of appropriate technologies. By returning to the fundamentals of flotation and applying the findings of detailed process reviews, it has been possible to increase the concentrate PGM grade, reduce the concentrate chromite grade, and in some cases increase the recovery of PGM to concentrate. This paper presents case studies where this approach has been used to successfully optimize concentrator performance, resulting in lower operating cost and higher PGM production. This paper addresses the methodology of introducing risk into the development of mine plans for open pit mines. Recommendations are put forward for achieving a risk balance between mineral resource estimates and slope design. A design process identifying criteria for different stages of planning is presented. Business risk is separated from geological/geotechnical risk and procedures to address these within the development of mine plans are suggested. It is concluded that a formal design process improves communication between key decision makers and adds value to shareholders, investment.

This paper examines the occupational health and safety performance (OHS) of the South African mining sector against the backdrop of changes in the composition of the sector, international trends in OHS performance, and the agreement on OHS milestones and targets by mining stakeholders at the Mine Health and Safety Summit of 2003. Although OHS performance has improved, progress is slow and there is need for significant rather than incremental change if the targets are to be realized. Since 2003, fatalities and injuries are 20?25% short of annual milestones and not all commodities show consistent improvement. Statistics on occupational health impacts are unavailable, but noise and respirable dust levels are known to be high in mines, with much work lying ahead to address exposures at source. Trends in regulating and addressing OHS hazards are discussed with reference to the notion of ?systems-thinking? and the targets. Efforts to improve OHS and to respond to changes in the sector are constrained by a lack of training and consistency in risk management, guidance for junior, small and artisanal miners, and holistic approaches to risk. For example, treating risk holistically would involve taking proper account of contractors and women in the workplace, and attending to human factors and ergonomics.

The bioleaching of arsenopyrite, the oxidation of arsenate and the precipitation of ferric arsenate are competing reactions, hence their rates depend on the relative concentrations of the respective species, and the activity of the bacterial culture. Bacterial arsenic resistance may be attributed to the Pst+Pit-mutation and an energy dependent efflux pump. Pst+Pit-mutations result in a reduced uptake of arsenate. This enables the bacteria to survive in solutions in which the arsenate concentration is significantly higher than the arsenite concentration. However, the excretion of arsenate requires energy. Therefore, in the absence of an energy source or during periods of reduced bacterial activity, the inhibitory effect of arsenate may manifest at concentrations to which the culture has been adapted. The chemical ferric leaching rate of pyrite and arsenopyrite decrease with a decrease in the solution redox and may be described using a modified Butler-Volmer equation. The bacterial ferrous-iron oxidation kinetics of L. ferrooxidans also depend on the redox potential, and can be described using a Michaelis-Mententype model modified to account for both temperature and pH. A model developed using the independently determined ferric leaching, and ferrous-iron oxidizing kinetics, has been shown to compare well with the experimental data for the continuous bioleaching of pyrite. In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10?40 km in length. These road networks are often not optimally designed and maintained and as a result, identifying and remediating road functional defects is problematic. Most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. This paper presents a haul road maintenance management system which utilizes an assessment of rolling resistance based on a functional performance evaluation of a haul road, together with mine haul truck operating cost models to derive the optimal frequency of road maintenance. A typical application is presented which illustrates the potential of the technique to manage maintenance as and where needed with resultant reduction in total road user costs and an improvement in service provided for the road user. Uranium is back on the radar. Uranium has always been a controversial metal, from its role in the arms race to its claim to be the only viable alternative to fossil fuel. This paper will cover its properties and use, its occurrence and production in South Africa, the current market drivers and its future role as a primary energy fuel. It will highlight the difference between uranium used to make a bomb and uranium used in a power station. The recent significant uranium price rise will be put into context of the market drivers including geopolitical issues. Planned expansions in nuclear power station capacity will be reviewed, as will new mine production. Future demand will also be speculated on.

The feedwell performance in gravity thickeners and clarifiers relies on the efficient mixing between solid particles and flocculant to achieve effective flocculation, as well as energy dissipation of the incoming feed stream. A population balance-computational fluid dynamics (PB-CFD) model has been developed and validated to provide new insights into the operation and performance of industrial feedwells. In particular, the PB-CFD model enables the efficacy of the main functions of a feedwell to be investigated for a wide range of feedwell designs and process conditions. This paper describes how PB-CFD was used in the design and development of a new feedwell concept for the flocculation of particles in a solid-liquid stream. The patented feedwell design includes an upwardly converging flow diverter to create two separate compartments for energy dissipation and flocculation. PB-CFD simulations of this simple and easy-to-retrofit feedwell design illustrate a superior performance in terms of flocculation and energy dissipation compared to typical feedwells over a wide range of flow conditions. The potential benefits include reduced flocculant consumption, better de-aeration, greater stability and the ability to cope with a wider variation in volumetric throughput, better flocculation and fines capture, and a more symmetrical discharge that may also offer improved overflow clarity in some applications. The new feedwell design has been installed in a full-scale thickener at an Anglo American Platinum site in South Africa. A number of operational factors complicate this application, but indications are that the new feedwell has led to improvements in stability and underflow properties.

Paper written on project work carried out in partial fulfilment of M.Sc. Eng.(Metallurgical Engineering) degree The interrelationship between mineral liberation and leaching behaviour of a gold ore is ill defined, mainly due to the complexity of both leaching and mineral liberation. This study presents a neural network approach to modelling the liberation of gold bearing ores. A complete mineralogical analysis of unmilled and milled ores, including gold deportment and gangue content are used as inputs to a self-organizing neural net, which generates order preserving topological maps. The arrangement and shapes of these clusters are coupled to unmilled free gold data to predict gold liberation in milled ores (absolute error: 8.1%). Moreover, the self-organizing maps were diagnostic of the quality of data used, indicating that the relationship between particle size and gangue material content requires further investigation.

The inter-relationship between these parties and the effect on the outcome of the project is often grossly underestimated. There are numerous success stories where the parties have worked as complementary teams aiming at the best outcome for the client company and achieving significant success. While there are a good number of occurrences where either the roles of the parties were unclear or perceived to be different from what others in the team believed or required them to be and the results were less than desired. This usually resulted in ongoing conflict, incorrect focus, working to different agendas and the result being a less than optimum result to Client Company. Mining, by its very nature of exploring where you cannot see, be it a shaft being sunk, tunnel being developed or other excavation that needs to be made, requires a very special working relationship between the parties. To understand this, and it applies equally well to mine and plant construction and other multiple function projects, one needs to start by describing the relationship of the parties. Often people believe that because they manage ongoing complex operations and large numbers of people that they can manage projects and as such the participants will ?fall into line.? At the outset it needs to be stressed that ?Project Management? is a specific type of management and needs to be understood as such. There are enough Colleges and Universities that teach project management, not only as a subject but also as a Master Degree. As you start up your project the relationship you establish between the client, project team (C.P.T) and the Engineering, Procurement, Construction and Management team (EPCM) will largely determine how successful your project will be. It is essential that from the outset a spirit of co-operation, support and respect be nurtured, and that it be actively carried through the project life cycle. There are several methods to facilitate this including team building exercises right at the start. This time and money will be well spent and recouped many times over during the project life cycle.

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines - mining, metallurgical, chemical, civil, electrical, mechanical and environmental - as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies - and hence no two development projects - are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource project's development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as `doing a feasibility study'. But the principal purpose of a `feasibility study' is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant - they are a prerequisite to the demonstration of a project's viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of `feasibility studies' and provide guidance to minimum standards and best practice.

In this study, graphical and mathematical methods used to determine operating points in single or multiple fan ventilation systems are summarized. The problem is mathematically formulized for parallel connected fans in which analytical solutions are not possible. For n number of parallel connected fans, a non-linear equation system that consists of n number of non-linear equation sis derived. The Newton-Raphson method, which is a numerical analysis method, is adapted to solve this non-linear equation system and the solution steps are given as an algorithm. A computer program based on this algorithm is written and its applicability is proved.

The predevelopment and preparation of a total infrastructure in a deep level mining environment, prior to the shaft system being commissioned has major advantages. This paper intends to indicate these advantages and outline an understanding of the disadvantages. These benefits can be classified in three basic groups: the financial and timing advantages, a knowledge of the ore body and the development of required technology to meet the design parameters. The required technology in many aspects was still to be developed prior to successful application. Stemming from the technological evolution are some secondary advantages which will be described in each of the groups. Safety and health considerations and some practicalities made some of the new technology redundant prior to the actual application. In each case the actual achievements and the anticipated benefits will be indicated to allow the reader to distinguish clearly between planned and actual achieved advantages.

The design and operation of coal preparation plants are governed by the inherent quality of the raw coal to be processed, market specifications and the saleable tonnage requirements. Topography influences the layout of the plant but does not affect the process design. The coal market comprises many sectors, each having specific requirements with respect to both size and quality. In turn, these have led to different levels of preparation and the development of specific types of coal preparation plant design. Developments in processing techniques and processing equipment have also influenced the design and now give the preparation engineer numerous permutations in process and equipment selection. This paper gives an overview of the coal industry in general and summarizes some of the developments in the design of plants and technical developments in the areas of dense medium processing, fine coal treatment and equipment design.

The Bafokeng Rasimone Platinum Mine (BRPM) is a joint venture between Rustenburg Platinum Mines Limited and Royal Bafokeng Resources (Pty) Ltd (Bafokeng). The mining lease has been granted over Boschkoppie 104JQ and is located approximately 10 km south of the Pilanesberg Alkaline Complex. The Merensky Reef, which constitutes the principal orebody, is geologically complex. A relationship between its geological variability and the associated mineralization has been established by defining a number of facies types. The Merensky Reef has been subdivided into seven distinct facies types: the pegmatoidal facies, contact facies, FW1 potholefacies, FW3 pothole facies, FW6 pothole facies, and FW7 pothole facies. The Merensky Reef, which does not form part of the potholed reef, has a large component of footwall mineralization. The pothole facies, in contrast, has mineralization located in the hangingwall. Statistical analysis of the facies types indicates that they are unique populations and hence need to be evaluated independently. The mining lease has distinct structural domains that have added additional complications to evaluation of the Merensky Reef. The Merensky facies on BRPM exhibit unique geological and statistical characteristics within well-defined structural blocks. Due to the extreme variability of the Merensky Reef on BRPM a unique approach has been developed, within Anglo Platinum, to evaluate the deposit. Mining cuts are defined and composited for the individual facies types, and then modelled individually by applying known geological controls. The resultant grade models are weighted based on statistical and local geological knowledge. The object of weighting the facies is to replicate the variability observed in the orebody. The introduction of stringent geological controls to the evaluation process has resulted in increased confidence in the in situ grades estimated as an input to the mine planning process.

Existing processes for the recovery of platinum group metals (PGM) from UG-2 ores place stringent requirements with regard to chromite content upon feed material to the plant. An alternative hydrometallurgical process for which this is not an issue is proposed that involves reductive roasting of the ore followed by leaching with HCl/chlorine, ion exchange, and recovery of PGM from the ion exchange eluate by reduction. Problems associated with leaching of PGM are discussed and results of laboratory testwork for each of the process steps are given.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

Mean flow stress analyses from plant mill logs for the conventionally produced hot rolled low carbon steel from the Ispat Iscor Vanderbijlpark strip producing plant, indicated a higher temperature sensitivity than that found for the equivalent SAE 1006strip steel produced in the compact strip plant of Saldanha Steel. This was confirmed quantitatively through detailed hot deformation studies on an as-cast structure as well as on a finer grained condition on the same steel. In the conventionally produced steel, activation energies for hot deformation of 309 kJ.mol-1and 388kJ.mol-1for the two respective starting structures were found, both values extending over the entire normal hot deformation temperature range of 1140 to 900°C. These and other experimentally determined constitutive hot deformation constants were applied to the hot rolling austenite grain size development model used earlier. From this, it is predicted that dynamic recrystallization occurs only in the first two break-down passes at the Vanderbijlpark plant and thereafter static recrystallization occurs after exiting from all of the remaining ten or eleven roughing and finishing passes. This is significantly different from what was predicted earlier for the Saldanha Steel plant with its lesser number of passes where static recrystallization is predicted to occur only in the last three passes. The effects of this process difference and other observed product differences between the two types of product are discussed.
