Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues which may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Mining Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has now been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff co-operation across the country. MEA has also now commenced some international teaching initiatives which are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual university programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

Bortech’s BoreClad corrosion protection system will be displayed at MINExpo. BoreClad is an innovative system for inside diameter cladding of nozzles, tubes and other circumferential devices. Pressure vessels, mud pumps and other mining equipment must be protected from corrosive caustic chemicals. Usually manufactured from mild steel, they can be clad with a protective material, such as stainless steel, to provide corrosion resistance. However, most welding processes leave voids where corrosion can damage the base metal. BoreClad provides void-free welds by combining gas metal arc welding with automated feed and rotation of chuckable parts. Workpieces of up to 915-mm- (36-in.-) long with a 460-mm- (18-in.-)swing can be clad with stainless steel, Iconel or other exotic metals. Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

Numerous problems encountered in the mining of narrow vein deposits challenge the productivity, competitiveness and profitability of many mines. Mechanization of mining operations is one of the most important means to ensure the healthy survival of this mining sector. Vein deposits account for nearly all the world's primary silver production, as well as a significant portion of gold, tin, copper lead and zinc. In North America, narrow vein mining constitutes an important sector of the industry. Operators exploiting such deposits are concerned with the most appropriate mining method and equipment to mine in such a way as to minimize waste rock dilution. Unfortunately, most of the equipment available does not meet the additional geological and economical restrictions typical of narrow vein mining. Thus, mining these deposits is labor intensive and can result in low productivity. Consequently, the profitability of many such mines is reduced. Increased mechanization is one of the solutions to ensure their healthy survival. This paper reviews the state-of-the art in mining equipment with reference to narrow vein mining limitations. Problems encountered Geological conditions and economical factors have a decisive impact on the choice of mining method and equipment. Many ore bodies are relatively small, usually erratically distributed, often less than 2 m (6.5 ft) wide, with dips ranging from 0° to 90°. To make things worse, ore body limits are sometimes difficult to determine and the ground is hard and abrasive.

The use of refuge chambers for use in handling underground emergencies is an issue of topical relevance within the US mining industry. Chamber design is of importance to meet some new safety requirements of US federal and some state government mine regulations. A review has been undertaken of a steel mine refuge chamber design to predict what will be internal temperature within the chamber over an extended period with miners present? The design has been examined for the situation when the chamber is sited in still mine air. Spreadsheets have been developed to allow various design assumptions to be tested. The evaluation has been undertaken using thermodynamic heat transfer models with some assumptions specified to produce a model of appropriate simplicity but with adequate degree of accuracy. Under normal still air conditions it can be seen that internal chamber conditions rise quickly to often arduous conditions. There will always be quite a few assumptions necessary in complex heat transfer process evaluations. Some important refuge chamber design parameters are: ? External surface area of the chamber, its wall thickness and construction. ? Metabolic heat generated and number of persons making use of the chamber. ? The temperature of the external mine atmosphere to the chamber over the year and the influence of geothermal gradient on temperature at depth. ? The maximum internal chamber Apparent Temperature considered safe. ? The distance inside the underground mine and adjacent ventilation conditions.

Design and implementation of a roof bolting plan requires reliable geotechnical information of strata, such as rock strength, and locations of interfaces and voids/fractures. The drilling parameters obtained during normal roof bolt installation cycle provide a fast and economic way to gather information on the geological structure within the bolted horizon. The purpose of this research project is to develop a method for identifying the geological features in the mine roof strata based on drilling parameters of roof bolter. The criterion for void/fracture prediction has been developed and proven valid. This paper focuses on the estimation of the strength of roof strata by using drilling parameters. Based on the results of a series of underground and laboratory tests, feed pressure is found to be the most sensitive parameter when the strength of roof strata changes. Moreover, it was also found that both penetration rate and rotation rate have obvious impact on the magnitude of feed pressure. Based on these findings, the criterion for the estimation of roof strata strength has been developed using the relationship among feed pressure, penetration rate and rotation rate and implemented in MRGIS.

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today's research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

Environmental Impact Assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another evaluation system becoming increasingly more common for proposed projects is the Environmental, Social and Health Impact Assessment (ESHIA). An ESHIA differs from an EIA for its more comprehensive and inclusive approach to evaluate potential impacts on public health, and its ecosystem services approach to assessing biodiversity impacts. An ESHIA may also be required by certain lenders for financing major projects. Conducting an ESHIA for a proposed mining development is not without its challenges, with costs, scheduling, regulatory concordance and other constraints to be considered. This paper examines some benefits and challenges of ESHIAs and summarizes lessons learned using a case study approach.

Development of improved transportation networks in major urban centers has led more and more to underground construction, the only reasonable solution for decreasing surface traffic congestion. Excavations required by these projects usually cause decompression of the surrounding soil mass which results in subsidence of several centimeters. While these magnitudes of subsidence have no consequences in undeveloped areas, they are often unacceptable in urban areas where existing buildings, structures and utilities are endangered. Recent tunneling projects for the extension of the Paris Metropolitan Transit System (R.A.T.P.) underground network were carried out with this in view and gave rise to the development of a number of innovative techniques for minimizing ground decompression and subsidence. As shown in Figure 1, the recent R.A.T.P. expansion program includes a new express metro, 46 km long, crossing Paris from East to West, and the extension of many existing metro lines in the suburbs. From the start, R.A.T.P. was faced with many unique technical problems for which there was little precedent experience. The structures to be built have large dimensions, with cross-sections typically ranging from 40 to 300 m2, and exceptionally to 600 m2. The new lines are often very deep because the shallow profile is already congested by the existing metro, interceptors, sewers and a very large number of utilities. As a result, new construction is often below ground water level by as much as 20 m. Moreover, the geology varies widely from hard limestone with compressive strength over 1500 kg/cm2 to inconsistent water bearing sand. Finally, curves in the East-West line must have a minimum radius of 500 m which frequently forces the alignment to pass below existing structures, buildings and monuments.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. The demand for phosphate will continue into the future, because phosphate is currently irreplaceable as a plant nutrient and in many chemical applications. Phosphate is not recycled, so the supply must be replenished through a process of mining and purification. The most energy intensive part of the process, separation of phosphate from the ore, requires 54 to 78% (depending on the method used) of the estimated 0.5 quads of energy consumed by the U.S. phosphate industry. This paper provides data from a project designed to determine if a biotechnology can be developed to separate phosphate from its ore. Several hundred microorganisms (both bacteria and fungi) capable of solubilization of phosphate ore have been isolated from the environment. Work is ongoing to determine the mechanism for solubilization. In addition, how these organisms could be used in a bioprocess is being investigated.

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from fines migration. Agglomeration of the ore can immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it “feels right”. We have developed procedures to quantitatively determine whether a binder gives good performance in an acidic solution, and have identified several binders that will be suitable for copper heap leaching.

East Pit Lake is an artificially created lake that resulted from the remediation and reclamation of surface coal mining operations at TransAlta Utilities' Whitewood Mine in the Wabamun area west of Edmonton, Alberta. The original excavation resulted from the creation of a mine end cut at the northern extent of the mining operation. The area of the surficial drainage basin that feeds East Pit Lake was relatively small. Therefore, most of the inflow and outflow from the lake would result from regional ground water flow. There was a concern about the lake's ability to provide a suitable habitat for a sportfish population. To determine the final recovered water level and rates of recovery, a two-dimensional ground water flow model was used. Data supplied by nested piezometers in and around the mine were used to calibrate the computer simulation and assess predicted recovery.

Phelps Dodge Mining’s Bagdad, AZ copper facility uses a large series of cone crushers and ball mills to reduce copper ore to very fine particles. The solids are mixed with water to create a slurry. Milk of lime is added to this slurry to raise the pH. Small amounts of reagents are also added, including a frother to make bubbles, as well as a collector chemical that causes the copper minerals to stick to those bubbles. This material is pumped to a series of froth flotation cells to concentrate the copper. Air is blown into the flotation cell tank and the pulp mixture is vigorously agitated. Rising bubbles carry the copper particles over the edge of the flotation tank. The bubbles break after they flow over the edge.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.
