PT Freeport Indonesia’s (PTFI) latest expansion has increased total mill throughput to 125kt/d (137,700 stpd). The most recent expansion included the installation of a semiautogenous mill (SAG) designed to treat more ore than any other single SAG mill currently operating in the world. Also included in the expansion were two large ball mills, rougher and cleaner flotation, including conventional and column cells, and a regrind circuit. All equipment is supported by a modern distributed control system. PTFI’s operations are located in the Ertsberg mining district of Irian Jaya’s Jayawijaya Mountains, the eastern-most province of the republic of Indonesia on the Island of New Guinea. PTFI, the operator, is owned by Freeport McMoRan Copper and Gold (81.3%), the government of Indonesia (9.4%) and private Indonesian investors (9.3%).

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

This paper describes the application of a cyclonic flotation column (CFC) for coal cleaning. A CFC makes use of centrifugal force to create a density gradient in a column to augment the froth flotation process. In a CFC, a series of angular helical inserts is attached to the wall of a conventional column and coal slurry is mixed with a series of impellers attached to a central shaft. The hydrophobic froth concentrates near the center shaft and moves upward, while the relatively heavy hydrophilic particles concentrate near the wall and are guided downward by the helical inserts. Results of pyritic sulfur removal from an Upper Freeport coal during CFC flotation are discussed in this paper.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Without a doubt, the scope of China?s coal boom has been nonstop. Despite the world economic slowdown, China?s year-on-year gross domestic product (GDP) jumped 10.3 percent year-on-year in 2010, boosted by a faster than expected 9.8 percent expansion in the fourth [ ] quarter. And, the first quarter of 2011 expanded another 9.7 percent. According to a frequently cited statistic, the country is building two mid-sized coal plants each week. This amounts to a yearly increase equivalent to the entire power grid in the United Kingdom. China?s coal production was doubled in the last 10 years, from 1.044 Gt (1.15 billion st) in 1999 to 3.2 Gt (3.52 billion st) in 2010. This is 3.2 times the U.S. production (986 Mt or 1.085 billion st) and nearly half (46.3 percent) of the world?s total coal production (6.91 Gt or 7.6 billion st). This rapid increase of demand for coal has made China the world?s largest coal importer in 2009. With the economic situation improving, this trend is expected to continue.

The publication of the Lerchs Grossmann paper in 1965 outlining a threedimensional graph algorithm for ultimate pit definition set the standard for the mining industry regarding pit optimization. Although the algorithm provides a solution from a static standpoint (i.e., assumes instantaneous mining), it is widely used for commercial packages to generate ultimate pit limits and intermediate phases. However, the solutions delivered are presented in canned reports lacking connection to the original data, which prevents further data analysis and extended reporting. The approach presented in this paper attempts to overcome such barriers by performing openpit optimization through databases. An adaptation of the Lerchs Grossmann graph algorithm is used to generate nodes, arcs and tree structures in customized tables to determine the maximum closure of a graph.

"Artisanal and small-scale mining (ASM) occurs in many countries around the world, and provides a source of livelihood to many impoverished local people in areas where it occurs. This paper reports the role of female participants and reasons why they engage in ASM. Field visits were made to 12 ASM sites located in the Tarkwa Mining District of Ghana to conduct interviews with male diggers and female participants. It was observed that over 100 women between the ages of 18 and 50 participate in ASM for survival. They engage in ASM largely because they have no alternative employable skills and income sources. These female participants depend on ASM to sustain the lives of their dependents. INTRODUCTION Artisanal and small-scale mining (ASM) conventionally involves use of rudimentary tools (such as picks, shovels, chisels and hammers) to exploit precious minerals and metals from the ground. It has been a major source of livelihood to many impoverished local people for more than a century. In many instances, it is the only source of income to indigenous people who have no alternative employable skills. The World Bank estimated that more than 100 million people around the world benefit from ASM which largely occurs in developing countries in Asia, Africa, Oceania, and South and Central America (World Bank, 2013). Cobalt, which is used in lithium-ion batteries to power cellphones, laptop computers, and electric vehicles, is largely produced by artisanal miners in Congo (The Washington Post, 2016). In Sudan, ASM is a significant contributor to the national economy, accounting for about 85% of total gold extracted yearly from 2010 to 2015 (Ibrahim, 2015). Also, according to the Embassy of Sierra Leone in Washington DC, USA, 90% of mineral export in Sierra Leone can be attributed to thriving artisanal diamond mining in the country (Sierra Leone Embassy, 2016). In Ghana, the ASM sector was recognized by government as a multimillion industrial activity, and through a series of initiatives, it was legalized by promulgating the Small Scale Gold Mining Law of 1989 (PNDCL 218). Presently, artisanal mining is widely practiced in two forms: licensed (registered), sometimes referred to as formal ASM, and unregistered (informal or illegal) operations, popularly called “galamsey”, a name believed to have been derived from “gather and sell” by ancient miners who could not communicate in the English language with European/British miners. The ASM sector in Ghana, like other countries, has seen a rise in female participation over the years. A report by the International Labour Organization (ILO) indicated that women account for about 15% of total workforce in ASM in Ghana, and up to 50% in Africa (ILO, 1999). Other researchers have also estimated women participants in ASM to be between 30 and 70% in Africa (Hinton et al., 2003a; Hinton et al. 2003b; Hilson, 2002). Presently, there is no reliable data from Ghanaian authorities on number of females engaged in ASM. However, data obtained from 15 ASM sites suggest that at least 40% of the employees are women. It is expected that a similar trend exists across ASM operations in Ghana."

The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

Unfortunately, mining and mining accidents have gone hand-in-hand since man first started to extract ore from the ground. In the first published treatise on mining, De Re Metallica, Georgius Agricola (1556) stated that cold, water, dust, stagnant and foul air, roof falls, falls from ladders and demons all caused injury and death in the mines of his day. Although demons are no longer considered a cause of accidents in modern mining, the other factors remain with us still. The United States government started keeping track of fatalities with the establishment of the federal Bureau of Mines in 1910. Successor agencies, such as the U.S. Mine Safety and Health Administration (MSHA) continue to track fatalities today. Looking at the records, it can be seen that coal mine fatalities dropped from 2821 in 1910 to only 27 in 2004. The reduction in fatalities and injuries didn’t “just happen.” It took concentrated effort from the entire mining industry: miners, supervisors, safety officials, mining inspectors and mining researchers. But first, specific hazards must be identified before they can be corrected. In past, coal mining accidents have been analyzed by: type (roof fall, electrical, etc), mine attribute (location, seam height, etc.), and aspects of the mineworker (work experience, job classification, etc). Much of this research helped to direct the industry’s attention to where additional vigilance and safety training was needed. No doubt this directed effort has led, at least in part, to the decrease in coal mining fatalities. This paper takes a novel look at coal mining fatalities: it examines the risk of fatalities based on how long the mine has been open.

The Mining Foundation of the Southwest will hold its 14th annual American Mining Hall of Fame awards banquet Saturday, Dec. 7, 1996 at the Leows Ventana Canyon Resort in Tucson, AZ. Each year, preceding the Arizona Conference of SME, the Mining Foundation sponsors this banquet to honor outstanding contributions by people in the mining industry. A permanent display of honoree vitae is located at the Arizona Historical Society in Tucson. Each year, one living award recipient and up to two honorees from mining’s history are chosen by the hall of fame committee and the board of governors of the Mining Foundation. In 1989, the foundation also established a medal of merit to recognize outstanding individual technical and professional contributions to the mining industry. And, in 1995, an award was created to recognize contributions made by companies and individuals in partnership with the mining industry. This year’s inductee is Richard de J. Osborne, chairman, president and chief executive officer of Asarco. He will also be the featured speaker at the banquet.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. This paper explores the age-old concept of mine-mill reconciliation from a new perspective. Advances in reconciliation processes have been slow to materialize because in the quest for “rightness”, engineers, geologists and metallurgists have become entrenched in their viewpoints, dutifully performing to the metrics and expectations imposed upon them by the siloed organization. Moreover, reconciliation has not been viewed as a primary value creator, but an accounting non-value added task. In reality, the knowledge from reconciliation can significantly enhance yields. Critical review of the direct variables (tons, grade, etc.) and other less-obvious variables (incentives, communication, etc.) reveal a complex web of barriers to be cleared by management in order to realize benefits. Also, mineralogical reconciliation methods may offer renewed faith in the process.

The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

A number of relatively recent factors associated with the design of new metallurgical processing plants have made the effective training of operators a requirement for a successful start-up. Some of these factors include large capital investment in a minimum of processing lines, highly complex process control systems, and stringent regulations on plant effluent, to name a few. More than ever, operating mistakes during the start-up phase can lead to substantial delays in achieving design production, as well as problems with government authorities if permit limits are exceeded. The only way to assure your return on plant investment is to ensure new plant operators have the knowledge to properly run the plant from the outset. A comprehensive set of operating manuals specifically targeted for plant operators and foreman, written by experienced operating personnel, is the only effective way to provide the necessary information for start-up-related training.

"After industrial sand has been mined and processed, the finished product is typically loaded into small bags of 45 kg (100 lb) or less, large bulk bags of 454 to 1,361 kg (1,000 to 3,000 lb), or vehicles such as trucks or trains for transport to end users. As the sand is being transferred and loaded, dust can be released into the work environment, potentially exposing workers to respirable crystalline silica. A number of control technologies have been developed and utilized in an effort to reduce dust liberation during loading operations. For bulk loading into trucks or trains, the U.S. National Institute for Occupational Safety and Health (NIOSH) evaluated one of these technologies, the Dust Suppression Hopper (DSH), at two industrial sand processing plants. Results from these case studies show that the DSH reduced airborne respirable dust levels by 39 to 88 percent, depending upon the product size being loaded.IntroductionInhalation of respirable crystalline silica dust can lead to the development of silicosis, a disabling and potentially fatal lung disease. Once contracted, there is no cure for silicosis, so the goal is to prevent the development of the disease by limiting exposure to respirable dust containing crystalline silica at or below the exposure limit of 50 µg/ m3 recommended by the U.S. National Institute for Occupational Safety and Health (NIOSH, 2002). At industrial silica sand operations, the product contains high levels of crystalline silica, so effective control technologies are needed to minimize the respirable dust exposure of workers.NIOSH, in partnership with the Industrial Minerals Association–North America, published a dust control handbook (NIOSH, 2012) focused upon control technologies for industrial- mineral mining and processing operations. One chapter in this handbook discussed technologies for controlling dust liberated during bulk loading, including telescoping loading spouts, dust collection systems for loading spouts, enclosures for load-out areas and a newer technology known as Dust Suppression Hopper (DSH)."

This paper describes a commercial installation of a sophisticated instrumentation and control system designed to maximize the performance of heavy medium cyclones. Samples of plant feed and its products were collected and analyzed for ash content so that measures of efficiency could be determined for plant operation under (1) manual control and (2) automatic (computer) control. The heavy medium cyclone control strategy and its digital computer implementation are discussed in detail. The sample results are analyzed and the economic benefits of automatic control are discussed. Results from the initial data sets quantify the economic benefits of automatic closed-loop control; viz, increased recovery and reduced clean coal variability have been clearly demonstrated.

Roadheaders are commonly used in coal mines for roadway excavations. The prediction of roadheader performance is necessary for the planning of roadway projects and the estimation of costs. Recently, a new rock mass cuttability classification (RMCC) system has been introduced for roadheaders used in coal mines. In this study, the validity of the RMCC system was investigated for different types of roadheaders and different coal mines. Four different coal mines were visited, and the performance measurements of different axial and transverse roadheaders were carried out during the excavation of roadways. Uniaxial compressive strength, volumetric joint count, the strike and dip of joints, joint aperture, the Cerchar abrasivity index, and water ingress were determined in field and laboratory studies to calculate the RMCC index. The analysis of the data demonstrated that the correlation coefficients between the net cutting rates and the RMCC indices were higher than 0.94, suggesting that the RMCC system was valid. It was concluded that the RMCC system could be reliably used for the evaluation of roadheader performance in coal mines.
