The U.S. Department of Energy has undertaken, in a cost sharing partnership with industry and utilities, an extensive coal-oil mixture (COM) combustion program in a number of promising applications. One of these is the injection of COM through tuyeres into a blast furnace in lieu of oil. From work done previously, it has been established that COM can be burned in existing oil, fired facilities. The issues being addressed by the current DOE program are: 1) determination of best available technology to achieve environmentally acceptable operation, and 2) determination of applications for which COM can be utilized economically.

Subsidence due to abandoned coal mines has received copious attention recently. This is a result of many factors such as the enactment of new mining laws and the effect subsidence has on land use over the mines. Prediction of subsidence features and the time aspects over supercritical extraction (i.e., longwall and high extraction ratio pillaring) is relatively accurate. However, predicting when subsidence will occur and the surface features' size and shape above subcritical extraction of room and pillar mining is not yet possible. This paper will discuss the factors that influence the time aspects of subsidence in room and pillar mining.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

Hydrolytic stripping is the process whereby metal ions in a loaded solvent extractant are hydrolyzed by water, typically at 130°-200°C. Equilibrium hydrolytic stripping tests were done on Versatic 10 solutions of various metals, singly and in mixtures. Single solutions of Fe, Xi, Cu, Mg, and tin precipitated aFe2O3, Ni(OH)2, Cu2O, Mg(OH) 2 and ?Mn203 respectively during hydrolytic stripping. Several mixtures containing iron precipitated magnetic spinel ferrites, MFe20k. No other combinations formed mixed oxides. It is proposed that the mechanisms for hydrolysis and precipitation of iron in loaded Versa- tic solutions are similar to those for iron hydrolysis in aqueous solutions. Infrared spec- troscopy and thin-layer chromatography of mixed iron-nickel Versatic solutions indicated that mixed Fe-Ni carboxylate complexes are present. Magnetic interactions between mixed complexes are thought to be responsible for the homogeneous nucleation of magnetic mixed oxides in preference to single oxides.

The United States on a daily basis no consumes about 15MM barrels (2.38 x 106m3) of oil; 5MM (0.79 x 106 m3) of this is imported. This compares tai a daily consumption of 18MM (2.86 x 106 m3) in 1980 when we imported 8MM (1.27 x 106 m3). We are producing the 10MM barrels (1.59 x 106 m3 ) of conventional oil at home from what amounts to just 2% of our domestic energy reserves. Nearly 90% of our total domestic energy reserves occurs in solid forms such as coal, oil shale, and tar sands; this is more than enough to meet our needs for the next 100 years. Worldwide, oil shale is second only to coal as a potential source of energy and the U.S. has approximately one-half of the world oil shale reserves which average over 25 gallons per ton (10.43 x 10-2 L/kg). Since the United States has immense oil shale resources, including some of the richest in the world, and since oil shale produces a superior transportation fuel, it would seem logical that the U.S. would be prudently developing this domestic resource. Unfortunately, despite over 50 years of research and a number of false starts, there is not a commercial shale oil industry in place today. There are a number of recurring roadblocks which have hindered private industry's efforts to develop oil shale and we will look at some of these.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

Cement industry relies heavily on the control of large volume of raw materials in the proximity of plant operations for clinker and cement manufacturing. These mineral resources are perhaps considered as ?low-profile? (mostly comprise limestone's, clays, marls and sands), but their availability, accessibility and suitability ? the later with respect to chemistry, mineralogical and physical characters ? are factors of paramount importance and may largely affect production cost and plant productivity. The combination of scarcity of good quality raw materials deposits and the growing environmental concerns have challenged the cement producers towards sustainability and the responsible exploitation of natural resources. In open pit mining and quarrying, the evaluation of mineral resources vs. handling of the non-usable overburden and other off-spec materials directly affects the medium to long-term production planning, quality control practices and environmental management. It is a general trend for many cement producers and a usual case for a number of Titan Cement plants worldwide, that redesign of quarry pits is necessary not only for stability purposes but also as a result of environmental constraints and emerging issues. The material reserves then have to be re-evaluated in the light of the new final pit design, safety distances from houses, other infrastructure and Law restrictions and according to criteria of safety of operations, reduction of environmental impacts, pit optimisation and proper future reclamation. The paper discusses the case of three active quarries of Usje Cement Plant, in Skopje (Macedonia), namely Usje (marl), Goverlevo (lime-stone) and Ljubosh (sand), where a large campaign of redesign and evaluation of recoverable reserves and the needs in rehabilitation took place in 2004. Technical and environmental issues and criteria are presented in the form of master plans and the highlights of the first attempts to propose and apply a reclamation scheme are discussed, by also examining alternative solutions for each quarry area. Finally, the 2005 progress in applying changes to the design of benches and pit layout, as well as experiences gained, are discussed.

Duval's (now Battle Mountain Gold Co.) copper and gold deposits in the Battle Mountain District in Nevada are in two subdistricts - Copper Basin and Copper Canyon - about 18 km (11miles) apart. Location of the two subdistricts is shown in Fig. 1. The two centers of mineralization have distinctive geologic and ore characteristics that required different innovative approaches to exploration and development. Nearly all of the copper from Copper Basin has been recovered by heap leaching. Because of relatively high gold and silver values in the Copper Canyon ores, a significant part of the sulfide copper ores has been recovered by a conventional flotation mill at Copper Canyon. Recently, this mill has been converted to the recovery of gold that is mined from zones peripheral to the copper deposits. Prior to Duval's entry, small amounts of copper, gold, silver, lead, zinc, and antimony had been mined in the district over a nearly 100 year period, beginning in 1866. The bulk of the $13 million total production to 1962 was derived from copper and gold lode ores and gold placers. Duval's interest in Battle Mountain-arose directly from a submittal by Asarco, which controlled key claims in both the Copper Basin and Copper Canyon subdistricts. Asarco acquired its holdings in the district in 1959 and undertook limited exploration until mid-1961. At that time, the company decided to dispose of its interests. Duval was invited to evaluate Asarco's properties and accepted. On Dec. 6 and 7, 1961, J.E. Frost, R.C. James, R.W. Sayers, and H.A. Schmitt, representing Duval, and K. Richard and E.W. New- man, representing Asarco, visited Copper Basin and Copper Canyon. Frost concluded that the properties were of considerable interest and prepared, by Jan. 12, 1962, a voluminous report recommending that Duval acquire and explore Asarco's properties. Furthermore, he recommended a large initial exploration program that included not only geologic mapping, geochemistry, and geophysics, but also the extensive drilling that was to involve, as the first phase of exploration, 49 drill holes in Copper Basin and 21 drill holes in Copper Canyon. Following property agreements between Duval and Asarco, and Duval and several other claim owners, geologic mapping, geochemical surveys, and drilling began in August 1962. Exploration drilling was completed in July 1964 and engineering studies in April 1965. Development of the Battle Mountain properties was authorized in July 1965, and production commenced in the first quarter of 1967. Because of the unusually high oxide copper content of the ore bodies, particularly in Copper Basin, a much larger than typical proportion of the copper in the deposits has been recovered by heap leaching. The generalized geology and ore zones of the Copper Basin are as shown in Fig. 2 and of Copper Canyon in Fig. 3.

"The San Juan Basin, New Mexico contains many heavy mineral beach-placer sandstone deposits of Cretaceous age. Beach-placer sandstone deposits are concentrations of heavy minerals that formed by mechanical concentrations (i.e. settling) of heavy minerals on beaches or in longshore bars in a marginal-marine environment. They have high concentrations of several elements, such as Ti, Zr, rare earth elements (REE), Sc, Y, U, Th, Nb, Ta and Fe. These elements are becoming increasingly more important to industry, because they are used in the manufacture of devices our society uses every day, i.e. cell phones, computers, and alternative energy devices, like solar panels. It is unlikely that any of the beach-placer sandstone deposits in the San Juan Basin will be mined in the near future because of small tonnage, low grades, high iron content, and distance to processing plants and markets. However, as the demand for some of these elements increases because of increased demand and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Current studies at the New Mexico Bureau of Geology and Mineral Resources are focused on the Apache Mesa (formerly Stinking Lake) deposit near Dulce, New Mexico. INTRODUCTION Beach-placer sandstone deposits are accumulations of heavy, resistant minerals (i.e. high specific gravity) that form on upper regions of beaches or in long-shore bars in a marginal-marine environment. They form by mechanical concentration (i.e. settling) of heavy minerals by the action of waves, currents, and winds (Fig. 1; Bryan et al., 2007). Modern examples are found along the Atlantic Coast, USA (Koch, 1986; Carpenter and Carpenter, 1991), southeastern Australia (Roy, 1999), and Andhra Pradesh, India (Rao et al., 2008), where they are mined for titanium, zircon, and monazite (a Ce-bearing rare earth, REE, mineral). Detrital heavy minerals comprise approximately 50-60% of these sandstones and typically consist of titanite, zircon, magnetite, ilmenite, monazite, apatite, rutile, xenotime, garnet, and allanite, among other minerals. Most of these minerals have a high specific gravity exceeding 4 and are dark colored, giving the sandstones a dark color, resulting in them being called black sandstones. Although beach-placer sandstone deposits are found in strata of all ages; the deposits in the San Juan Basin in New Mexico are restricted to Late Cretaceous rocks belonging to the Gallup, Dalton, Point Lookout, and Pictured Cliffs Sandstones (Fig. 2; Table 1; Chenoweth, 1957; Houston and Murphy, 1970, 1977). The beach-placer sandstones are black, dark gray, to olive-brown, resistant to erosion, and radioactive due to radioactive zircon, monazite, apatite, and thorium minerals. Anomalously high concentrations of Ti, Fe, Nb, Th, U, Zr, Sc, Y, and REE are characteristic of these deposits. Similar Upper Cretaceous heavy mineral, beach-placer sandstone deposits are found throughout Montana, Wyoming, Utah, Arizona, and Colorado (Dow and Batty, 1961; Houston and Murphy, 1970, 1977; Zech et al., 1994)."

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

Today the standard method for grinding ore is the wet process. This is mainly due to the fact that the downstream process is wet and considering the total circuit dry grinding is not the most eco­nomical method for the comminution of the ore. Presently in gold ore processing dry grinding is only applied in cases where whole ore roasting is required downstream from the milling plant or if organic carbonaceous matters and sulfides are the primary reasons for the refractoriness. Since dry ore can be fed to the roaster, a dry grinding mill can advantageously be applied. In cases where d1y grinding could be applied advantageously for instance if the ore contains water soluble material and wet grinding is not possible there are serious concerns prevailing within the industty against this technology due to several reasons. Besides of the aspects as discussed later in this paper, there are several plants in operation with little success and considerable operational prob­lems. The reasons for this often lie in the fact that the several com­ponents of such a plant are bought from independent sources with­out considering the system requirements. It is essential that the dry grinding plants require accurate design between drying, pneumatic transport and grinding of the ore in the circuit. This paper will address some of these concerns raised in the industiy from a mill vendor's view along with discussing the development for the selection and configuration of the various dty grinding circuits.

In the past few years the world petroleum industry has increasingly felt the weight of changes in the principal economic factors affecting pro¬fits. As a result of, these changes, it has been necessary for many oil companies to acquire certain new facilities in order to strengthen their competitive positions and thereby protect their tremendous investments in crude oil reserves, pipe line facilities, refining operations, and marketing outlets. Principally these needs have been met by new capital outlays. A supplementary, method of acquiring needed facilities, however, has been to obtain existing facilities through complete or partial acquisition of other companies.' properties. It is this method of meeting competitive pressures with which this paper is concerned. This paper presents a statistical breakdown of the mergers and acquisitions which occurred in the oil industry between January 1, 1954, and October 1, 1959, showing the frequency' with which certain types of properties were acquired in each of the years studied. In addition, it discusses the principal economic conditions which stimulated many of these property trans¬fers, comments on the effects of these mergers on the consuming public, and indicates the types of, mergers and the rate at which they may be expected during the next three or four years. The basic data upon which the statistical analysis presented in this paper is based were taken from several published sources. Obviously they are somewhat incomplete because not all mergers and acquisitions were reported However;, a careful search was conducted through, The Wall Street, Journal, The Oil and Gas Journal, Potroleum Week, and The Oil Daily with the result that the data should be reasonably complete and comparable for each of the years studied, It is believed, therefore, that the statistical analysis which' follows provides a reasonably accurate indication of the general trend in mergers and acquisitions during the period studied.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

The goal of the DOE Coal Preparation Program is to provide industry with the scientific and engineering knowledge base to produce economically competitive and environmentally acceptable clean coal products for both existing and new markets. The DOE/PETC in-house program continues to conduct fundamental, exploratory, and applied research in the areas of physical, chemical, and microbial coal beneficiation to assist in meeting these goals and objectives. The Coal Preparation Division now has a new Coal Preparation Process Research Facility that allows continuous bench-scale testing of emerging coal cleaning technologies and ancillary coal preparation equipment at feed rates up to 1,250 kilograms (1.25 tons) per hour. Bench-scale and laboratory-scale research projects at PETC cover areas such as 1) the use of micronized-magnetite for fine-coal, 2) heavy-media cycloning, 3) fine coal reconstitution, 4) development and testing of coal preparation process flowsheet simulators, 5) dry coal beneficiation using electrostatic methods, 6) tracer methods to determine the efficiency of density-based separations, 7) selective oxidation of organic sulfur, and 8) microbial removal of pyrite and organic sulfur from coal. This paper will discuss several of these research areas.

Alkaline solution rinsing for decommissioning of an acid-leached residue was evaluated by column experiments, neutralization tests and solid characterization by XRD and SEM. It was found that consumption of a strong alkali during residue neutralization was much greater than that required to neutralize the soluble acidity. The excess alkalinity was consumed by solid-phase conversions unnecessary for the success of decommissioning. Alkaline rinsing did not reduce the time requirement for decommissioning when compared with plain water rinsing. Since no benefit is gained to compensate for the additional costs associated with excess alkali consumption, we conclude that strong alkaline solution rinsing is in fact inferior to simple water rinsing.

The interaction of Bacillus polymyxa and minerals such as hematite, corundum and quartz resulted in significant surface chemical changes, both on the cell surfaces and on the interacted oxide minerals. After such treatment, quartz was rendered relatively more hydrophobic, while hematite and corundum were rendered more hydrophilic. Biopretreatment was observed to be beneficial in the separation of silica from hematite and alumina by both selective flocculation and flotation. The possible role of bacterial adhesion and metabilites in the biobeneficiation process is illustrated.

El modelamiento de la dinámica de fluidos computacional (CFD por sus siglas en inglés) implica la creación de un dominio de cálculo llamado malla o rejilla para resolver las ecuaciones que definen la física del flujo de fluidos. Este proceso comprende a menudo emplear la mayor parte del tiempo en esfuerzos de modelamiento. En un proyecto patrocinado por el Instituto Nacional de Seguridad y Salud Ocupacional (NIOSH), los investigadores de la Escuela de Minas de Colorado utilizaron un enfoque innovador de mallas, el cual permite una fácil adaptación del modelo CFD para adaptarse a una variedad de geometrías de minado de tajos largos ventilados por canales (bleeders) y progresivamente sellados (referidos a menudo como bleederless en los Estados Unidos), con la porosidad y la permeabilidad de la cámara escalables en un amplio intervalo. En este trabajo se presenta la metodología del enfoque de enmallado y escalado junto con las recomendaciones para el uso de modelos CFD en aplicaciones de ventilación para las cámaras en tajos largos. This paper outlines new technological improvements in underground trackless equipment for the metal mining industry with emphasis on maintenance related developments for Load Haul Dump machines.
