Each year, US coal cleaning plants landfill or impound millions of tons of high-quality, fine-sized coal. This coal is not only difficult and expensive to capture during cleaning, but, if captured, can pose serious materials handling problems. The GranuFlow. Technology was developed and patented by the U.S. Department of Energy (DOE) to address these problems. GranuFlow involves the addition of a coal binding agent such as an asphalt or heavy oil emulsion to coal to reduce moisture, dusting, and freezing and to improve the flow properties of the coal in bins and chutes (1, 2, and 3). When the emulsion is added before mechanical dewatering, the binding agent causes the formation of fine-sized coal agglomerates that dewater better than untreated coal. In addition, the binding agent increases the capture of ultra-fine coal in screen-bowl centrifuges. Previous work by DOE has also demonstrated that such treatment results in a significant reduction in dustiness and a reduced potential to freeze. To address concerns about the handling and combustion characteristics of GranuFlow treated coal, DOE performed a pilot-scale pulverization and combustion test (4). No problems were encountered during pulverization or combustion, and use of this fuel in a p.c. boiler was found to be feasible from a technical perspective. CQ Inc. has an exclusive license from DOE to market this technology and is currently performing a series of commercial demonstrations to determine if GranuFlow is both technically and economically viable.

In cooperation with analytical laboratories, experienced geochemical exploration scientists and mining companies a systematic collection procedure has been developed. The procedure consists of collecting uncontaminated, water, sediment and rock chip samples of the appropriate quantity and/or dimensions to meet the needs of analysis.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.

The Chino Mines Company, a Kennecott-Mitsubishi partnership, located in Hurley, New Mexico, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/ concentrator modernization commenced in 1980 and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34.0 kt/d (37,500 stpd). A new concentrator was constructed near the mine using semi-autogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of salable copper.

The shut-off value for a panel cave mine determines when a draw point will be shut-off and mining will cease from that draw point. Using a shut-off value strategy for a panel cave mine is similar to using a cut-off value strategy for an open-pit mine. This paper will discuss how to choose an appropriate shut-off value strategy that an engineer can use when planning a panel cave mine to increase the net present value (NPV) of the project. Using a shut-off value equal to the mining and processing cost will provide the total mining reserves for a panel cave mine given a specified footprint. When the net present value analysis method is used to compare one design to another then using a shut-off value greater than the mining and processing cost will generate a higher NPV. This strategy will replace the marginal ore at the top of a draw column with higher grade ore at the bottom of newly opened draw points. A draw column is broken material which sits above a draw point and it is mined to a specified height above the draw point. This height is called the height of draw (HOD). Varying the shut-off value over the life of the mine can increase the NPV even further. This strategy would have a high shut-off value during the early stages of a mine and low shut-off value during the later stages. If the shut-off value is too high then too many tonnes would be left behind the draw point and the overall value of the mine will be decreased. Also with a high shut-off value then the production target may not be maintained due to too many draw points closing too soon.

Introduction The Gold Quarry gold deposit is the largest bulk tonnage epithermal gold deposit in northeastern Nevada to be developed by Newmont Gold Co., formerly known as Carlin Gold Mining Co. Exploration and development of the deposit extended over a period of nearly 50 years before bulk tonnage mining became economically feasible. Proven reserves at Gold Quarry are currently estimated at more than 255 t (8.2 million oz.) of gold, accounting for more than 40% of the total Carlin Trend mineable reserves for 1986. Milling began in late 1985; dump leaching of lower grade ores began in May of 1986. The mill has exceeded the initial design throughput rate of 6.3 kt/d (7000 stpd) and is now processing more than 8 kt/d (9000 stpd). The dump leach facility will process more than 7.3 Mt (8.1 million st) of lower grade ores in 1986. The Gold Quarry ore body is to be developed by an open pit that will eventually be 1830 m (6000 ft) long, 1220 m (4000 ft) wide and 300 m (1000 ft) deep. The mine currently produces 77 kt/d (85,000 stpd) on a 24-hour-a-day, seven-day workweek. Planned pit production will increase to nearly 168 kt/d (185,000 stpd) in 1988. Production equipment currently includes one Demag H-/285, three Komatsu PC-1500 hydraulic shovels, two Cat 992C loaders and 21 90 to 135 t (100 to 150 st) haul trucks. OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Design of chain pillars in a longwall mine setting is one of the main engineering controls on the global and local stability of the mine. Challenges with roof instabilities, floor heaves, and pillar failures can be alleviated, to some extent, by careful design of gateroad configurations and chain pillars. This work investigates three different alternative designs in a three-entry-system gateroad configuration with an inter-panel barrier in a longwall mine in Virginia. Starting with the current design, which has faced challenges such as excessive floor heave, a geomechanical model developed in 3DEC software is validated by monitoring in-situ pillar stress in the yield, abutment, and barrier pillars in the mine. Next, three different chain pillar designs are evaluated in the model with a focus on roof sagging, floor heave, and pillar average stress. Results show the relationships among the alternative designs and instabilities associated with roof, pillar, and floor in the study mine, providing insights for optimizing longwall mining designs in deep-cover settings.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. Examination of cored material from the Southern Extension of the Florida Phosphate District has indicated a decidedly complex and diverse sequence of phosphatic sedimentary units. The perfunctory logging techniques formerly used in the Central District are inadequate to properly describe the intricate geology of these sediments. Adequate geologic training and familiarity with the potential ramifications of his judgement are a necessity for the logging geologist. A combination descriptive-graphic logging model is proposed that utilizes a standardized sediment nomenclature system and descriptive symbols for type materials commonly found in these sediments. Justification for adoption of this or a similar logging model is discussed.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. The following charts were presented at the Randol Gold & Silver Forum 2000, held at the Hotel Vancouver (Vancouver, B.C.) from April 18-21, 2000. It must be borne in mind that the "facts" stated and con­clusions drawn by the author were not as the result of a rig­orous technical investigation, but rather as a member of a journalistic team seeking a rapid view for presentation as news to a TV audience. Since the author's visit, some retrenchment on the part of the operators on estimating the cyanide content of the spill seems to have occurred. This does NOT alter the conclusions that (a) the spill was an intolerable embarrassment for the world mining industry, nor (b) the potential damage to future mining investments, should prompt action not be taken: 1. to understand the reasons for the dam failure, and 2. to draw up firm concepts of how to avoid future fail­ures of dams at mining properties containing materials that are toxic, environmentally unfriendly, or with as highly dis­comfiting a profile as cyanide.

The application of post-tensioning in segmental structures was introduced in the early 1900s and has been successfully applied in different types of structures including immersed tunnels, bridges, buildings, metro stations, and stadiums. There are, however, only five known circular concrete tunnel projects where the post-tensioning approach has been adopted. This paper discusses the application of post-tensioning to mitigate the high internal operating pressures in an effluent outfall tunnel project 7 miles, 11.3 km long, currently under construction for the Los Angeles County Sanitation Districts, LACSD. This project will be the first use of post- tensioned segmental concrete tunnel linings in North America.

Deep Well turbine pumps receive constantly increasing application to the problem of mining water and other fluids from great depths. Many installations of medium settings are presently operating successfully and it is felt that mach greater depths are immediately within reach. Settings and lifts in excess of 2000 feet: are not at all out of reason with present knowledge experience, and materiels; however, conditions of individual applications will govern in each case and dictate methods and possibilities to the designer. Design and operating problems of deep set -turbine pumps ire discussed together with a description of various types of equipment falling within this category. Although the deep well turbine pump has been produced In the vertical turbine pump industry for many years, the connotation of the word "deep" still remains questionable. Among the manufacturers of this type of machinery, answers to the question implying the practical limitation of setting for a deep well pump will vary to an extreme. Most pump designers are in accord that this type of equipment has not yet been exploited to its fullest degree; however, the subject is admittedly fraught with unsolved problems and un¬tried solutions so that such a discussion must necessarily derive from personal opinion and, belief., even though based on substantial experience and background. For this reason, it will be stipulated that the present writing will deal with what may be termed euphemistically ?a highly controversial subject.? During the nineteenth century, a paper was published under proper authority proving beyond question that the human body could not withstand speeds exceeding 20 miles per hour. As a limitation, this looks ' pretty ridiculous to us today. At the beginning of the twentieth century, there was not a single machine in operation that could be described as mullti-stage deep well centrifugal pump. About 15,000 tonnes of zinc per year is present in the dusts and fumes produced in electric arc and BOS steelmaking, secondary copper refining and brass ingot making. Apart from the use of some copper-smelter fumes for zinc chemicals manufacture, zinc is not recovered and their disposal by landfill entails some risk of pollution by leach-out. The paper describes processes for recovering the zinc based on leaching and electrowinning. It was shown that the procedures normally employed for purifying zinc-electrolytes derived from primary sources are sometimes ineffective for secondary materials. Alternative process routes are proposed. Source materials were leached with acidic or alkaline reagents and solvent extraction was employed for electrolyte purification in addition to the usual techniques involving precipitation. Examples of integrated flow sheets for specific source materials are presented.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

Macintosh use in mine-planning applications lags DOS machines since many users have made significant investments in hardware and training for other environments. Macintosh use is becoming more pronounced in many other industries, and com soft-ware is of at least the quality of that available for DOS machines and many workstations. This paper describes attributes of the Macintosh computer family as related to many mine-planning problems and solutions including software, memory considerations, workstations, DOS compatibility, and networking.

The recently completed major modifications and additions to Reserve Mining Company's taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located micro-processor based control systems connected to a central control room. Operation of each micro-processor can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.
