The paper gives a comprehensive review of the design considerations which determined the choice of the milling plant, a description of the plant and comment on the operating experience to date. Operating experience will include inter alia a description of the mill liners installed with subsequent changes due to wear patterns, the mill inlet sealing arrangement, steel ball addition, mill outlet sump design, cyclone feed pump liner wear patterns and comment on the efficiency of the linear screens for wood chip and tramp removal. Finally a view on future trends in South African milling practice with respect to type and size of plant.

Federal regulations require the installation of refuge alternatives in underground coal mines. Of the inuse refuge alternatives, more than 95 percent are mobile refuge alternatives, with the remainder being built-in-place (BIP) refuge alternatives. Heat/humidity buildup has been one of the major concerns with mobile refuge alternatives. For BIP refuge alternatives, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP refuge alternatives, the U.S. National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP refuge alternative with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP refuge alternative. The results show that the air supplied to a BIP refuge alternative may require heating or cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 21 °C (70 °F) and a relative humidity of 90 percent, providing 13 °C (55 °F) dew point air at 775 scfm, which is slightly higher than the mandated flow rate of 12.5 scfm per person, kept the internal apparent temperature below the mandated 35 °C (95 °F). Results for each test case are presented.

The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. "The literature contains many cases where the shape of hydrocyclone efficiency curves vary from the ideal “S” shape. These often appear as changes in slope, or inflections. These inflections can be divided into two categories: “coarse” inflections, which are caused by differences in the density of the minerals being separated, and “fine” inflections, for which there are a number of competing hypotheses concerning their cause. The existing literature addresses either the fine inflection or the coarse inflection, but no studies have reported both types of inflection occurring at once in a single hydrocyclone test. This paper presents hydrocyclone results from both in-plant studies and laboratory experiments that show both coarse and fine inflections. The industrial significance of both types of inflections is discussed. Hydrocyclone efficiency curves show the probability of any given particle reporting to the hydrocyclone underflow as a function of its size. Selectivity functions, S(d), are used to represent the fraction of the feed material in size fraction “d” that reports to the hydrocyclone underflow. Plotting this selectivity function against particle size leads to the standard S-shaped efficiency curve shown in Fig. 1. In the “uncorrected” curve, the tail of the curve does not go through 0%, because a portion of the solids are bypassing classification. This happens as a result of their being carried along by the water, and is most important for the finest particles. The curve can be “corrected” based on the fraction of the feed water that reports to the underflow, represented by the bypass fraction, Rf. The corrected curve then normally passes through 0%, as shown in Fig. 1.The act of correcting the curve shifts the value of the d50 size, which is the size that has an equal probability of reporting to either the overflow or to the underflow. Correcting the curve to account for the bypass fraction makes it easier to compare cyclone performance under conditions that cause the quantity of water in the underflow to change, but that do not alter the actual corrected cut size (d50c).The corrected efficiency curve can be expressed closely by equations such as Plitt (1976):"

"In this paper, we consider an underground production scheduling problem consisting of determining the proper time interval or intervals in which to complete each mining activity so as to maximize a mine’s discounted value while adhering to precedence, activity durations, and production and processing limits. We present two different integer programming formulations for modeling this optimization problem. Both formulations possess a resource-constrained project scheduling problem structure. The first formulation uses a fine time discretization and is better suited for tactical mine scheduling applications. The second formulation, which uses a coarser time discretization, is better suited for strategic scheduling applications. We illustrate the strengths and weaknesses of each formulation with examples.IntroductionProject scheduling is an important aspect of underground mine planning that consists of determining the start dates for a given set of activities so as to maximize the value of a project while adhering to operational and re-source-availability constraints. Important activities that require scheduling include development, drilling, stoping and other ore-extraction techniques, and backfilling. Precedence relation-ships impose an order in which activities can be carried out based on their location in the mine: for example, the activity a associated with development of an area must be completed before the activity a´ associated with extraction of that same area can begin. Re-sources include attributes of the mining operation, such as the amount of extraction and mill capacity available per time period, and are determined by capital and equipment availability and other factors. In this paper, for our set-ting, resource-availability constraints consider the amounts of material that can be extracted and sent to the mill — that is, processed — per time period."

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

Exploration for ore deposits in southeastern Missouri in the 1950's resulted in the important discovery of lead, zinc, copper and silver in 1955. Further discoveries in the area led to the naming of the Viburnum trend. It has sometimes been referred to as the "New Lead belt" to distinguish it from older lead-producing areas to the east. As presently developed, the "trend" is 35 miles long, running north and south about 50 miles west of the Lead belt. Galena (lead) is the principal ore mined, with lesser quantities of sphalerite (zinc), chalcopyrite (copper) and silver recovered as economic by-products. The ore body is as much as 140 feet thick and 1,200 feet wide, and is found in the Bonneterre Dolomite (Upper Cambrian) at depths ranging from 700 to 1,200 feet. Since its discovery many companies have engaged in exploration and several major companies have developed new mines and constructed mills and a smelter in the area. The first mine in the Viburnum trend came on stream in 1960, but as more mines came on stream and others reached capacity, lead production increased to the point that the Southeast Missouri Lead district produced 432,576 tons of lead in 1970 to become the world's largest lead-producing region (Missouri Geological Survey and Water Resources, 1971). The Viburnum trend area with its rolling, heavily forested hills and numerous clear running streams is in the Clark National Forest of the Missouri Ozarks. Until the recent development of its mineral resources, the area was sparsely populated and nearly unmarked by the activities of man. In an industrialized nation, as the process of industrialization continues, the ratio of the value of production of non-metallic to metallic minerals normally increases gradually over a period of years. For example, in the United States, the ratio of the value of production of non-metals to metals now is approximately two-to-one. Those of us who come from California like to think that we inherit the mantle of the old hard-rock miner, but the truth of the matter is that, in California, of the total value of mineral production exclusive of fuels, 97% comes from non-metallic - industrial - minerals. Since the industrial minerals furnish a principal source of raw materials for the construction and chemical processing industries and since these two industries, in industrialized nations, generally increase directly with increasing population, the future of industrial mineral production both in the United States and throughout the world is indeed bright. Because of the importance of industrial mineral production, it often surprises those of us in the industrial mineral industry to find that industrial minerals are poorly understood by many of our colleagues in the mining industry. I think that one reason for this comprehension of the industrial mineral industry is that the education of both geologists and mining engineers still markedly emphasizes exploitation of the metals.

Significant resources grading less than about 1 % nickel occur in magmatic sulfide deposits of two types. In the Mt. Keith type, extensive zones of disseminated nickel sulfides occur in the central portions of certain synvolcanic dunite-peridotite sills of komatiitic affinity in Archean greens tone terranes. In the Duluth type, disseminated copper-nickel sulfides occur near the basal margins of intrusions of flood basaltic affinity associated with intracontinental rifting. In both types, the parent magmas became saturated with sulfide following the onset of fractional crystallization and the separation of the immiscible sulfide melt was accompanied by the precipitation of a relatively large proportion of silicates. The abundant silicate crystals impeded the coalescense and accumulation of the sulfide droplets with the resulting formation of large but low grade deposits.

A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.

The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (PH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

This paper will review thickening theory, from the ( ) of the practicing engineer, with particular emphasis on ( ) uncertainty or disagreement. It will attempt to outline broadly what we know and what we don't know. This should serve two purpose First, it will warn the process engineer where he might get into trouble. At least it will alert him to the risk involved in uncritically accepting any of the recommended design procedures. Second, it will identify for researchers some areas in which further work might be fruitful. Not too many years ago there would have been little to write on such a subject. We had been designing thickeners for decades, using the classic Coe and Clevenger procedure. As far as we were generally aware, they all turned out to be about the right size. And so if there was anything we didn't know, It certainly wasn't hurting us much. Today we know better. While it is true that in most cases units designed by the Coe and Clevenger procedure (1) will perform satisfactorily, we now know of cases in which they don't. And during the past few years there have been many developments and advances in basic thickening theory. So there is now a lot more room for disagreement, and a whole lot more to be uncertain about. What is "thickening" "Thickening" means different things to different people. For this paper we define it to mean sedimentation behavior characterized by line settling. Solids subside with a clear line of demarcation between settling solids and supernatant. Although the supernatant will usually be clear, in some cases it may be turbid. Line settling must entail that all particles just below the pulp-supernatant interface have the same subsidence rate, so that

Lidding over or tunneling existing transportation infrastructure is currently under review in several U.S. cities. The main reasons for this are the use of the created space for urban development, the reduction of noise and exhaust fumes for the residents, and, thus, a significant increase in the quality of life. The main aspects to be considered during the planning process are (1) total investment and operational costs, (2) impact of construction works on current traffic, (3) safety and fire protection, and (4) socio-environmental issues. The paper presents some basic planning principles, and experiences of recent urban highway coverages are shared.

Shaft construction is assuming ever increasing importance when new mining enterprises are considered. The reasons for this increased emphasis is the much greater depths at which many new ore-bodies are being developed and the rapid depletion of near surface reserves requiring mines to go to greater depths on existing deposits. These greater depths increase the probability of exposure to unfavorable geologic conditions and it is more likely that high ground and/or water pressures will be experienced at these depths. The large capital costs involved and the critical position of a shaft in the overall mining program necessitate that this element of project development be given careful and critical consideration. The Henderson No. 2 Shaft is located in the Rocky Mountains of north central Colorado (See Figure I), about 55 miles west of Denver, near the community of Empire in Clear Creek County. At the 10, 442 foot collar elevation, winter arrives in late September and brings snow to contend with until May. The labor force for Shaft No. 2 is approximately 90 men. They are provided access to the project via all-weather U. S. Highway 40. SHAFT DESIGN The Henderson No. 2 Shaft is a 28-foot I. D. circular, concrete lined (1 foot thick) vertical shaft. The final depth will be approximately 3100 feet

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

Most of the aluminum produced in the United States today is derived from foreign bauxite deposits. Earth Sciences, Inc. initiated a program to evaluate domestic non-bauxite sources for alumina in the 1960's. In the initial evaluation of alunite, domestic resources were not sufficient to support development. An exploration program led to the discovery of large deposits of alunite in Utah and several other western states. Identification of alunite is difficult as both its physical and chemical characteristics are similar to the minerals with which it is associated. Most of the significant alunite deposits in the western United States are replacement type deposits. These deposits have formed as a result of hydrothermal alteration of volcanic, sub-volcanic, and igneous rocks. Typical alunite deposits contain between 30% and 50% alunite between 50% and 70% quartz with minor amounts of other minerals. Four mineralogical zones are common in these systems. They include a siliceous zone, a quartz-alunite zone, a kaolinite zone and a chlorite-montmorillonite zone. Total U.S. reserves of alunite were estimated at 20 million metric tons (at 30% alunite) by the U.S. Bureau of Mines in 1941. Here recent work by the U.S. Geological Survey estimates reserves of 252 million metric tons and potential resources at 1.4 billion metric tons. Reserves and resources estimated for 23 properties on which field work has been done by ESI are considerably higher. Most of these properties have reserves and potential resources of several hundred million metric tons. The combined demonstrated reserves at these properties are estimated to be about 650 million metric tons. Inferred reserves are estimated at 2.5 billion metric tons and potential resources at 8 billion metric tons. It appears that the U.S. has sufficient reserves and resources for alunite to be considered as a potential non-bauxite source of alumina.

The scheduled replacement of Inland's A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

Pillar strength is a fundamental variable in the design of room and pillar mining. A number of researchers have investigated the strength of mine pillars by loading cubical, cylindrical and rectangular model pillars to failure in a compression testing machine (1). Several of these researchers have observed an increase in the compressive strength of model pillar with an increase in friction at the platen-specimen interface (2, 3, 4, 5). It has been postulated that the friction prevents lateral expansion of the specimen, thereby exerting a confining pressure at the interface. Seldenrath and Gramberg in their work with cylindrical specimens of limestone and marble noted that the effect of clamping the ends of the specimens, i.e., to restrict lateral movement of the specimen face, was to increase the compressive strength about 10% for marble and from 50-75% for the limestone, as compared to the same type of specimens when tested with the end planes free (6). No attempt was made to determine the confining pressure exerted by the clamps. In recent years, Bureau of Mines has conducted an extensive study, similar to Seldenrath and Gramberg's, with dog bone specimens. The confining pressure exerted by the clamps was determined and an increase in the compressive strength with increasing confining pressure noted (7, 8).

The preparation of graduate talent for the mining industry is a challenging process, given the multifaceted and complex array of decisions mining engineers make in discharging their responsibilities. As leaders, mining engineers must manage operations, lead project teams, mentor junior engineers, chart the technological directions of companies and deal with several organizations for maintaining the technical and economic feasibility of operations within strategic and tactical framework. Traditionally, the completion of the bachelor of science degree curriculum, with a minimum cumulative grade point average (CGPA), has been used as a graduation measure by Missouri University of Science and Technology (Missouri S&T). Companies have long realized the limitations of the CGPA for recruiting graduates because mining engineering is an applied engineering discipline. Company recruiters have sought to correct the limitations by factoring experience and behaviors into the selection process when recruiting knowledgeable and well-rounded graduates. In this paper, the authors introduce a new metric, which combines the current CGPA (knowledge) with experience and attribute (KEA) metrics to gauge the job readiness of graduating engineers. The KEA metric, also called the job-readiness factor (JRF), is the sum of K (50%), E (30%) and A (20%). The KEA process has been applied to a graduating class in Missouri S&T to demonstrate the value of the new metric system. The results show a fairly positive correlation between CGPA and the KEA metric, with a coefficient of determination of about 70%. Overall, the KEA metric system provides a better picture of the capacity and job readiness of graduates entering the workforce.
