DC Water’s Clean Rivers (DCCR) program involves the construction of approximately 29 km (18 mi) of CSO tunnels in Potomac Group soils in the Washington DC area. Soils include an upper predominantly over-consolidated fine grained plastic material facies (P/A) and lower predominantly coarsegrained facies (PTX). As earth pressure balance (EPB) tunnel boring machines (TBMs) are mainly used in such soils, the correct approach to soil conditioning can make a considerable difference in TBM performance. Soil conditioning laboratory tests are often completed during the planning phase prior to TBM excavation to develop a baseline for soil conditioning, reduce risks, minimize costs, and improve performance. However, only a few basic tests are standardized to date, and conditioning regimes are fine-tuned during the mining phase. The paper illustrates the effort carried out to identify the correct soil conditioning regime for both PA and PTX facies to improve TBM overall performance and reduce ground movement during the excavation of the Northeast Boundary Tunnel (NEBT) in Washington DC.

Acid recovery employs ion exchange resin as an adsorption media for the separation of inorganic acids from mixtures of acids and their metallic salts. This technology has been used to treat spent pickling and plating liquors to recover acid for reuse in the bath and to reduce waste acid neutralization costs. Acid recovery can also be used for electrolyte treatment to facilitate valuable metal recovery and to improve product quality. Conventional fixed bed ion exchange (I-X) systems are impractical for acid recovery because of complex control design and large resin inventories needed to process strong acid concentrations. TETRA'S CCIX™ continuous I-X contactor has been used successfully in a simple, continuous operating mode to separate acid from its salt. Efficient separation is enhanced by refluxing which allows acid to be produced as a salt-free product at nearly its original strength. Continuous treatment also recovers heat to the bath and improves metal quality due to consistent acid quality.

The Northeast Boundary Tunnel Project consists of a 23 ft diameter, 27,000 ft long, CSO tunnel, multiple underground connections, and significant surface works within an urban corridor. The NEBT alignment depths range from 60 to 140 ft and includes seven shafts ranging in depth from 77 to 155 ft with diameters varying from about 19.5 to 56 ft, some as in-line connections and others required adits for connection to the main tunnel. This paper focuses on the design and construction of two major underground connections which are the First Street Connector Tunnel and the Mount Olivet Road Diversion Sewer.

INTRODUCTION Volcanic tuffs on and adjacent to the Nevada Test Site (NTS) are being considered by the Department of Energy (DOE) for the possible geo- logic disposal of high-level radioactive wastes. The Nevada Nuclear Waste Storage Investigations (NNWSI) project was established in 1977 to evaluate such disposal. Sandia National Laboratories (SNL), one of the participants in the NNWSI project, has as one of its responsibilities the development of a rock mechanics program for the Nevada site. SNL conducted three small-diameter heater experiments in welded and nonwelded tuffs in G-Tunnel on the NTS, to investigate the thermal (heat transfer) and hydrothermal (thermal- induced water migration) behavior as part of the rock mechanics program. These two aspects were investigated to increase knowledge about the behavior of tuff so that predictive capabilities are available for use by repository designers, waste-package designers, and performance analysts. Also, knowledge of the behavior of the tuff is invaluable for planning and designing future in situ experiments at Yucca Mountain, the candidate site for the repository. The evaluations of these three experiments is the subject of this paper. Designers, analysts, and experimenters are seeking a better understanding of the behavior of tuffs under the influence of thermal loads expected from radioactive-waste storage, because of two physical features peculiar to tuffs. First, tuffs are inherently porous because of the manner in which they are deposited (Smith, 1960). Tuffs utilized in G-Tunnel testing have porosities ranging from 15 to 46%, which cover the ranges of expected porosities in the target horizon at Yucca Mountain. It has been established that the G-Tunnel tuffs have similar bulk, thermal, and mechanical material properties to those at Yucca Mountain (Zimmerman et al., 1984), thus, G-Tunnel testing can be used to evaluate the effects of porosity on the thermal and mechanical behavior. The second feature is that tuffs above the water table contain pore water that influences the thermal properties of the rock; displacement of the water must be accounted for in repository designs and analyses. For example, G-Tunnel tuffs, located some 600 m above the static water level, have saturations in excess of 60%. Similar percentages are expected at the target horizon in Yucca Mountain (Zimmerman et al., 1984). The presence of and the removal of the pore water affects the thermal behavior of the tuffs, and these three experiments were designed first to determine the phenomenological behavior and then assess influences on predictive capabilities. The focus in this paper is to present the results and evaluations of the experiments as they apply to improving predictive capabilities. The thermal aspects are emphasized by comparing the measured temperatures (in and around heater emplacement holes) with calculations of predicted temperatures using numerical models, so that the effects of significant parameters can be evaluated and integrated into future predictive models. Observation of the hydrothermal aspects is needed to assess the effects of loss of pore water and subsequent migrations on the temperature fields during the heating, and also to define the expected environment in the vicinity of the outer metallic surface around the waste. The metallic boundary can be either the outer shell of the waste package system, which is the main engineered barrier for waste containment, or the borehole liner. A final decision has not been made as yet about the necessity for lining boreholes; thus, the emphasis is on predicting the characteristics of the environment around the outer metallic surface. Explanations for commodity price levels (or movements) commonly focus on the fundamentals of supply and demand, otherwise they are simply assigned to speculative activity. Comparisons of metal-price histories to monetary and other economic data support the argument that the supply of and demand for money are no less important in the determination of price than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and they are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

A dynamic model that predicts the variation of carbon content with time in the argon-oxygen decarburization (AOD) process has been developed. The model recognizes three distinct zones in the AOD vessel: the tuyere region in which the blown oxygen reacts very rapidly with the metal components in the molten alloy; a region in which bubbles of inert gas and oxide drop lets rise through the molten alloy; and a zone in which the slag layer can interact with the molten alloy. The process is dynamically controlled by the rate at which dissolved oxygen, produced on the surface of rising oxide droplets, and dissolved carbon diffuse through the molten alloy to react at the surface of the rising bubbles. The rate at which carbon and oxygen react on the bubble surface is assumed to be intrinsically very fast. Predicted decarburization rates compare reasonably well with rates measured in the AOD vessel at Middleburg Steel and Alloys. The model has been developed primarily to allow development of a time-optimal blowing stategy for the AOD vessel.

A comprehensive hydrologic study was completed far the waste rock dump at Equity Silver Mine, BC. Characterization of the hydrologic system included geologic structure. topography, surface hydrology and groundwater systems. The results of the study conclude that the cover system is restricting net infiltration to approximately 5%. However, significant discharge continues to occur from the perimeter of the dump. A three dimensional seepage analysis was carried out to illustrate the influence of groundwater discharge associated with the regional topography and geologic structures. The results of the modelling program show that groundwater discharge occurs from the waste rock dumps when high recharge rates are specified for the surrounding topography- This groundwater discharge strongly influenced by the high hydraulic conductivity assumed far the fractured bedrock. The modelling results are considered preliminary and field drilling and piezometer installation is being conducted to determine the groundwater regime in the vicinity of the waste rock dump.

"STATE OF THE ART The current situation of ground prediction in TBM is of great concern for tunnelling contractors, and the subject has been quite widely addressed over recent years, for instance by the French Eupalinos 2000 programme, which tested a variety of technological approaches. A number of interesting projects were executed, such as the SOUND and OnSITE projects, part of the German Geotechnologien programme: these projects are focused on seismics, while other techniques such as radar are not considered. Little information and even less industrial applications have been released apart from lab simulations and numerical modelling. A number of field tests in different configurations have been carried out for compression waves, but the results were often not reliable or convincing, and therefore little has been reported in open literature. The advances seem somewhat promising as far as hard rock tunnels are concerned, but ignore the problem raised by concrete lined tunnels such as those bored by a TBM in soft ground. In such tunnels, sending and receiving seismic waves reliably through the lining (and the grouting behind) is quite illusory. A careful analysis of the seismic prediction research results show that the main problem is the source which is poorly controlled and poorly coupled (for instance in concrete lined tunnels, or in approaches that use the TBM cutter head vibrations as a source). Generating waves perpendicular to the tunnel axis is also a problem: aligning with the tunnel axis makes more sense. Radar (Ground Penetrating Radar - GPR) has been used in geotechnical surveys for decades, and also for tunnel inspection. Attempts have been made at using it on a TBM (for example in Japan by Taisei) but mainly using off-the-shelf GPRs, which are not adapted to work in the specific environment of a TBM (because of its huge mass of metal, to start with). Very few results have been published, probably due to the somewhat disappointing performance of such implementations. At present, no TBM has a GPR incorporated in its cutter head that is able to predict ground characteristics while drilling. Another characteristic and drawback of most current methods is that they require dedicated periods of time during which other tunnel construction activities must be stopped. Due to the duration of such operations this leads to performing ground prediction on a weekly basis only, and therefore to a requirement for an investigation range of 100 metres approximately (in order to cover the TBM advance over the coming week). This is not achievable with boreholes made from the TBM, even less if a reasonable accuracy is required, as is usually the case."

Pricing for tantalum raw materials experienced explosive increases in the period 1978-1979, and-similar declines over 1980-1982. The causes for this are examined. Negative effects on the industry are highlighted. Analysis is provided of subsequent structural changes within the industry which minimize probability of future pricing excursions. Data on markets, sources of material, and outlines of concentration and extractive processes are reviewed. The conclusion is reached that expanded sources, future flat demand, and a broader international base of industry participants are principal forces in this restructure. Flat demand is reviewed as a function of increasing application of tantalum, but in more cost effective forms. This is driven by technical advance, notably in electronics applications.

INTRODUCTION Shotcrete behavior observed in subway tunnel construction in the U. S. has been primarily in blocky or blocky and seamy rock in which rock loads develop from the self weight of individual rock blocks that tend to loosen from the wall and roof of the opening. Such conditions can be classed as loosening ground, in contrast to squeezing ground in which high pressures are generated on the tunnel lining with time as the ground creeps under the natural ground stresses. In the philosophy often associated with the New Austrian Tunneling method, emphasis is placed on the use of shotcrete and other support elements in squeezing, highly stressed ground, in which the support system is designed to allow controlled movements so that high lining stresses do not develop. In the precious metal industry, activated carbon is used extensively for the recovery of gold and silver from cyanide solutions, particularly from slimy pulps and unclarified solutions. However, carbon can easily become fouled by inert particles in the pulp, thus decreasing the activity or gold loading of the carbon. This paper attempts to quantify the distribution of fine inert particles in activated carbon. Furthermore, a possible mechanism for the intrusion of fines will be postulated. Precipitated silica and ground silica sand were used to simulate pulp conditions and their loadings on activated carbon were determined by ashing. The kinetics of intrusion of fines into the pores of carbon were relatively fast, and were dependent on the concentration in the pulp. Results indicated that particle size of the solids and zeta potential of the fines influenced the loading of inert species on carbon. Scanning electron microscopy and secondary ion mass spectrometry showed a decrease in solids concentration to the centre of the carbon particle.

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous contents and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge (obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, AL and FMC Corporation in Pocatello, ID) were investigated using physical separation techniques to recover the elemental phosphorous and to render the residual material nonhazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69% - 90%P4, with recovery in the range of 60% - 87%. Dispersed air oxidation of the fines and tailings products was effective in the removal of an additional 10% - 15% of the P4 in the sludge.

Echo Bay Mines Ltd. operates a gold heap leach in Round Mountain, Nevada, U.S.A. In the past two years, the mine has expanded operations from 13.5 kt/d (15 kst/d) to 41.0 kt/d (45 kst/d), making it the world's largest gold heap leach operation. The expansion is a separate system from the previous 12 year old plant, yet very similar. The flowsheet contains open circuit primary, secondary, and tertiary crushing with interstage screening. A leach pad stacker loads reusable asphalt leach pads. The process plant features carbon adsorption, pressure strip, electrowinning, and electrorefining.

Although vein-, syenite-, and pegmatite-type deposits are known in Saskatchewan, recent intense exploration stems from discovery of several exceptionally high grade uranium and uranium-nickel deposits locallized near the basal unconformity of the 1.3-1.4 b.y. Athabasca Sandstone Formation. Graphitic basement rocks and post-Athabasca faulting or brecciation coincident with the unconformity are important in locallizing uranium deposits which form as tabular, shoe lace-like bodies with grades averaging over two percent and containing up to 50,000 tonnes U308. Some deposits have similar nickel contents. A few published sandstone analyses average 0.8 ppm uranium while basement granitoid and meta-sedimentary rocks vary from 0.5 to 20 ppm. In the proposed genetic model, traces of uranium are leached from these rocks by oxidized formation waters sweeping through the sandstone and along faults. Solutions are reduced and uranium is precipitated as basement graphitic meta-pelites are encountered along brecciated fault zones.

A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

Coal bumps have presented serious mining problems in the U.S. throughout the 20th Century. Fatalities and injuries have resulted when these destructive events occur at the working face. Persistent bump problems can result in abandonment of large reserves or lead to premature mine closure. Through the years, a1ternative techniques such as artificial supports, extraction sequencing, destressing, pillar design changes and specific pi1lar retreat practices have been successful1y imp1emented to mitigate coal mine bumps. Several techniques have evolved for room-and-pi1lar operations that control the way the roof rock breaks, regulating the manner in which stresses are redistributed in the mined section. Special mine layouts employed in longwall mines have also proved to be successful in safely redistributing or containing excessive loadings. However, with ever increasing production rates, greater overburdens and new mining systems, the need to evolve even more effective bump control designs will continue to challenge the U.S. coal mine industry.

The Line Creek Mine is operated by Crows Nest Resources Limited, a wholly owned subsidiary of Shell Canada Resources Limited. It is located approximately 25 km north of Sparwood in southeast British Columbia (refer to figure 1). The Line Creek coal deposit is part of the Upper Elk Coalfield in the East Kootenays. The coal is a medium volatile, low sulfur, bituminous coal and is used as a coking coal. Coal close to the outcrop is typically of low F.S.I. and is processed for thermal use. The present pits have a total coal reserve of 30 million clean tonnes and is a multi-bench, open-pit operation. The coal is recovered by front shovel and backhoe combination, and hauled to the plant with a fleet of 120-tonne and 40-tonne capacity trucks. Line Creek is unique in that it can simultaneously treat both metallurgical and thermal coal in separate processing facilities (refer to figure 2). Run-of-mine coal is delivered to the truck dump. The plus 50 mm material is scalped off and reduced to minus 50 mm in two rotary breakers. The raw coal is then conveyed to one of five, 5000-tonne capacity, silos. Typically one silo is used for thermal coal and four for metallurgical coal (refer to figure 3).

The Ivanhoe district, Elko Co., Nevada, is located in the northern part of the Carlin trend of epithermal gold-deposits, but it differs from most mines in the belt in that Ivanhoe epithermal gold ores are found in 14 m.y. old Tertiary volcanic rocks as well as in the better known Paleozoic sediments. Within the Ivanhoe district U.S. Steel (USX Corp.) discovered and partly developed an epithermal gold deposit largely hosted by Tertiary rocks that, with a 167-hole program, was found to contain an open ended probable reserve of 4.0 million tons of heap leachable open pit oxide ore averaging .042 opt Au. An additional 4.0 m.t. of open pit sulfide ore averaging .048 opt Au were also developed. The U.S. Steel orebody was a blind discovery in that it just barely outcropped, and it was found by drilling through a premineral but barren cover of altered Tertiary volcanic rocks.

INTRODUCTION The occurrence of the radioactive element radium, [2gg~a], often in trace amounts, in the crust of the earth gives rise to a flux of the daughter product radon, ['ii~n], across the earth-air interface. This so-called exhalation process has been studied by many investigators [KO 45, Kra 64, Pe 66, Wi 741] over several decades. In the earlier investigations the exhalation process was studied in a purely geophysical context, but over the last 20 years it has been realized, that under certain conditions the exhalation may be intense enough to also have radiological implications. This is for example the case where relatively radium-rich wastes or by-products, like uranium mill tailings and phospho-gypsum, are stored in larger quantities. In order to be able to predict the radiological impact on the environnent it is necessary to know the rate of exhalation of radon from the surface of the exhaling material. Usually the determination of these exhalation rates has been done by measurements in situ directly upon the accumulated material [~le 74, Ha 791. Although such field measurements have the obvious merit of dealing directly with the full scale problem, the results are often lacking in generality, making predictions for other situations difficult or even impossible. The present paper describes some results of an investigation where it is attempted from laboratory measurements on samples of limited size to obtain material parameters, which are suited for extrapolating and predicting the radiational behaviour of larger accumulations of the material. THEORY Let us consider a sample of a radon exhaling material enclosed in a container with a dead space volume, Vd, and initially containing radon free air. If the total exhalation rate (number of atoms per unit time) is c, the radon concentration (number of atoms per unit volume) N will initially grow with the time t according to the equation [ ] where [R] is the decay constant of radon. As the concentration (or activity) in the container grows, the net exhalation rate will slow down because of back diffusion, and, furthermore, radon atoms may be removed from the container, not only by radioactive decay, but also by diffusion leakage [JO 81 ]. If, however,only the initial. part of the activity growth curve is considered, the total exhalation rate, c, is given by [c = r•Vd(2) where r is the initial activity growth rate in the container. The prolonged exposure of equipment operators to shock and whole-body vibration (WBV) is linked to cumulative back, neck and abdominal disorders. In low coal mines, space restrictions make it difficult for seat suspensions to isolate operators from shock and WBV. Researchers at NIOSH's Pittsburgh Research Laboratory are responding to these issues by investigating viscoelastic foams. For the full-load case, an ergonomic seat made with viscoelastic foams can isolate the shuttle-car operator from shock at 15 Hz. Researchers used results from additional foam testing using an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.
