Many sampling standards arrive at a value for the prescribed sample mass by assuming a specific relation between the sample mass and the relative standard deviation of the fundamental error and assigning a value to the tolerated coefficient of variation. In order to obtain an equation that provides a relation between the minimum sample mass and the particle properties, many different models for the drawing of a sample have been developed. Here, a model for the drawing of a sample is proposed which can be considered to be a generalisation of the model used in GyÆs sampling theory. Using simulations, it is illustrated that the generalised model can lead to a better correspondence with actual sampling processes.

THE sessions of the Institute were opened on Tuesday evening, October 26th, at Garrett's Hall, by Mr. Charles A. Otis, Chairman of the Local Committee of Arrangements, who welcomed the Institute to Cleveland, and introduced Col. Charles Whittlesey, who ad¬dressed the Institute briefly on the coal deposits of Ohio. Col. Whittlesey described the situation and character of the coal-beds of the State, and gave a short history of the use of raw coal in the manufacture of pig-iron, and spoke of the excellent quality of metal produced. The aid that a body of scientific miners and metal¬lurgists were capable of giving in the development of coal and other mineral resources was dwelt upon, and the hope expressed that the visit of the Institute to Cleveland might be profitable as, well to its members as to the citizens of the State. The President, Mr. A. L. Holley, responded to the welcome of Mr. Otis and of Col. Whittlesey, and read an introductory address on Some Pressing Needs in the Iron and Steel Manufacture. Real-world levels of attenuation from hearing protection devices are usually much lower than the rated values obtained under near-ideal circumstances. The shortfall is even more extreme for earplugs than it is for earmuffs, primarily because of the complicated process of fitting the plugs within the ear canal. This study examines the use of a commercially-available lubricant for hearing aids to determine whether it would facilitate improved fit and attenuation for earplugs. In this experiment, ten participants inserted earplugs with and without using the lubricant. Average attenuation was assessed with the Real-Ear-Attenuation-at-Threshold (REAT) technique, and showed over 5 dB improvement when the lubricant was used. Participants obtained an 85% mastery rate using the lubricant versus a 50% mastery rate without. These results indicate several possible applications for improved earplug performance in real-world settings where hazardous noise is unavoidable and effective hearing protection is necessary.

The Explosives Division of the United States Bureau of Mines makes certain laboratory and field investigations that deal with explosions, explosives, ignition, and combustion, together with many related problems, such as the cause and prevention of fires, and certain fundamental scientific questions bearing upon the determination of the chemical and physical mechanisms underlying some of the important phenomena encountered. Its work on explosives has been particularly directed toward determination of the chemical and physical characteristics of explosives designed for use in coal mines and in a more limited way to those used in metal mines, tunnels, quarries, and other engineering operations. "INTRODUCTION The major objective of our research is to help reduce the incidence and severity of coal worker's pneumoconiosis (CWP). To that end, this project is designed to improve our understanding of the processes that lead to pulmonary dysfunction following mine dust exposure, and how those processes might be interrupted or attenuated. The response of the lung ' to inhaled particles is complex, and the course of development of disabling CWP is slow and unpredictable. From among the numerous cellular and molecular interactions involved in the pulmonary response to inhaled particles, this project is focussed on the role that the pulmonary alveolar macrophage (PAM) may play in regulating the activity of fibroblasts.The PAM is the lung cell that has the most immediate and the most obvious interaction with inhaled particles. Within a short period after particles are arrested in the alveolus of the lung, they are phagocytized (engulfed) by these specialized cells. The PAM then has a diverse potential repertoire of subsequent activities. Which reaction actually ensues is determined, in large part, by the nature of the phagocytized _particles. Activated PAMs produce a variety of products that may affect adjacent lung tissue, including superoxide free radical, elastase, collagenase, prostaglandins, platelet activating factor, etc. Those may well be important in the pathogenesis of CWP, but they are beyond the scope of this project. Background information that is cogent to this project has come primarily from investigations using animal models of silicosis and asbestosis. PAMs that have ingested silica particles synthesize and release molecules that control the behavior of surrounding cells. One such mediator is interleukin-1 (IL-1), a molecule that plays a central role in many aspects of the response to injury. It can stimulate fibroblasts (the cells that help to hold tissues together) to release the enzyme collagenase, resulting in breakdown of the structural collagen fibers that support the lung tissue. IL-1 also stimulates fibroblasts to undergo mitosis and to proliferate, which is an initial stage of fibrosis. Certain stimulants cause PAMs to release fibroblast growth factors (FGFs) that are distinct- from IL-1. Under other circumstances activated PAMs synthesize and release molecules that stimulate fibroblasts to accelerate synthesis of collagen fibers, thus contributing to fibrosis. Although these observations provide a valuable precedent for analysis of the mechanisms involved in CWP, their relevance to CWP cannot be assumed since most of those studies involved macrophages or fibroblasts obtained from tissues other than the lung, and because almost none of them have used CMD as the stimulating particles. Therefore, the goal of this project is to learn how exposure to CMD affects the behavior of PAMs, and in turn how products of dust-exposed PAMs affect fibroblasts and the process of fibrosis in the lung."

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations. "Consumer products are a complex man-made mixture of sometimes in excess of 50 elements. In order to recover these complex mixtures of elements either as metals, compounds or energy requires versatile technology in physical separation but also smelting and energy recovery. This paper explores this by referring to the innovative application of Top Submerged Lance (TSL) technology and associated theoretical and environmental aspects to process (recycle) post consumer materials and industrial intermediate products and residues. A diversity of applications has been tested in Ausmelt’s pilot plant in Dandenong and many have gone to commercial scale globally. This paper reviews the varied applications ranging from e-waste recycling, lead and NiCd battery recycling, metals recovery from slags, zinc leach residue processing, electric arc furnace (EAF) dust, Municipal Waste Incinerator bottom ash processing, carbon containing residues such as retort ashes and spent pot liner from the aluminium production process as well as use of the technology for materials such as automotive shredder residue (ASR) and plastics. Introduction The modern resource cycle is a link between primary production of metals linked to the recycling of post-consumer goods. The sometimes complex combinations of materials and metals in consumer products such as televisions depicted by Figure 1, does require a range of technology to recover materials, metals and energy for reuse and/or recycling in an economically feasible as well as environmentally friendly manner."

WHILE the mind of the financier does not normally run along channels similar to those of his technical adviser, engineers, because of their exactness, are ever more called upon to manage affairs where financial matters are involved. It is, true, not a relatively large number have thus far functioned in this capacity. It is also true that the essentially financial mind could not serve in a responsible engineering position; for to be a successful engineer one requires precise thinking, making due allowance for factors of safety. To be a financier seems to require less aptitude for exact thinking than of enthusiasm and confidence in capitalizing prospective possibilities. Both require imagination, the engineer being, more conscious of the limitations of natural conditions. It is to be regretted that the engineer' stands so far aloof from financial matters. Many consider them- selves successful, as did Steinmetz, as long as their reward is the consciousness that they are giving supreme service to mankind. They are 'generally happy in their work and, like our honored brothers who are teachers, gain their greatest satisfaction, not in the amount of their remuneration so much as in the service rendered society and in the excellence of results achieved. Indeed, these sentiments bespeak character and command respect.

"Antioquia region, in Colombia, is considered one of the areas with the highest mercury contamination in the world due to its use in gold recovery through artisanal mining, emissions to the environment between 100 and 150 tonnes of mercury are estimated by year. Therefore it became necessary to develop a project in which it was proposed aim to empower traditional artisanal mining community, or in different areas, such as gold mining in the region of Antioquia, in the implementation of safe mining practices and environmentally sustainable, from the introduction of clean technologies, in order to prevent or mitigate the impacts generated by traditional mining on the environment and the communities involved. In order to achieve this training to traditional mining community developed and technical visits to artisanal mining were performed in order to optimize operating processes and promote safe mining practices. In the project more than 1400 artisanal miners were trained.INTRODUCTION In the developing world, a combined 30 million individuals extract more than 30 different minerals using rudimentary techniques. Gold is the preferred mineral extracted by artisanal operators due to its high unit value and its market price, which has increased almost sevenfold over the last decade (Veiga et al, 2014). The artisanal gold mining sector in Colombia has 200,000 miners officially producing 30 tonnes Au/a. In the Northeast of the Department of Antioquia, there are 17 mining towns and between 15,000 and 30,000 artisanal gold miners (M. Veiga, 2010) (Upme, 2014). This production, however, has caused environmental problems, including high levels of river siltation and mercury pollution (Veiga et al, 2014) (UPME, 2007) (Cordy et al., 2013). The mercury contamination in Colombia by artisanal gold mining has been recognized by a number of researchers and local authorities for over a decade estimated that the annual mercury emissions from artisanal gold miners in Colombia in 2007 were between 50 and 100 tonnes, however given recent gold value increases and gold rush activity, current mercury emissions are likely much higher. Colombia is likely the world's 3rd largest source of mercury emissions from AGM after China (240 to 650 tonnes of Hg/a) and Indonesia (130 to 160 tonnes of Hg/a) (Telmer and Veiga, 2008) and is the world's highest per capita mercury polluter (M. Veiga, 2010)."

Heavier rare earth, which is contained in a small amount in ores such as bastnesite and monazite, has been accumulated as a heavier rare earth residue without doing separation and purification due to the lack of suitable methods. The heavier rare earth residue includes seven rare earth elements such as Tb, Dy, Ho, Y, Er, Tm and Yb. Separation and recovery process of Dy, Y, Tm and Yb from leached solution of the heavier rare earth residue was investigated by using a column method with solvent impregnated resin. The solvent impregnated resin was prepared by impregnation of organophosphorous extractant whose trade name is PC-88A into a macro porous resin, Amberlite XAD-7. It was almost impossible to separate them in simple adosorption and elution steps. However, we attained to individually separate Dy, Y, Tm and Yb from the leached solution first by changing eluent concentration gradually from pH2 to 0.02kmol/m3 HC1 in the elution step, and secondly by using a development column and changing eluerit concentration in the elution step. The separation process flow was proposed for a heavier rare earth residue by using the solvent impregnated resin method.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.
