"INTRODUCTIONThe U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that: appear in scientific, technical, and trade journals; in "" proceedings of conventions and seminars; in' reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable.This edition describes reports and articles published during calendar years 1992 and 1993. It supplements the 50-year list of Bureau publications from July 1, 1910, to January 1, 196O 2; and these 5- year lists of publications and articles: from January 1, 1965, to December 31, 1969 4, from January 1, 1970,to December 31, 19745 , from January 1, 1975, to December 31, 1979 6 , from January 1, 1980, to December 31, 1984 7 , and from January 1, 1985, to December 31, 1989 8."

The value of mineral production in-creased 13% in 1977. Nearly all commodities registered an increase in production and value, continuing a trend that started in 1976. In addition, practically all commodities registered an increase in unit value. Alabama led the Nation in the production of crushed marble, was second in bauxite and scrap mica third in kaolin and oyster shell, and fourth in bentonite, dimension marble, and fire clay.

This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The Bureau is concerned with each of these areas.4/,5/

"It is well known that gas injection systems can exhibit a wide range of dynamical behaviours, ranging from linear periodic bubbling through to highly complex turbulent jetting. Recently, it has been observed that an important intermediate regime exists under certain system conditions, where the dynamics are complex in nature yet predictable for short time periods. This paper reviews the evidence to support the above hypothesis, and discusses the invariant quantitative measures such as density, return maps, Lyapunov exponent and dimension which may be used as pattern recognition features in a mOnitoring and control strategy.INTRODUCTIONThere has been a great deal of research on the submerged injection of gases into liquids. This interest is primarily due to the large number of applications in the pyrometallurgical and chemical engineering industries. Gases are typically injected into liquids to achieve goals such as heat and mass transfer, or physical mixing and agitation. Only recently though has the possibility of using the evolution of the gas dynamics as a probe to internal system conditions been raised [1, 2].At very low gas injection rates and small upstream chamber volumes, gas normally disperses in the form of stable bubbles of constant volume [3]. With increases in gas flow rate, the dynamics become more complex, bifurcating into double bubbling, multiple bubbling and complex coalescence behaviour. Irregularities measured in pressuretime series acquired upstream of the injection port under these complex conditions have usually been treated as bothersome noise or contamination to be filtered from the signal and ignored in the analysis. These irregularities, however, may contain physically interesting and useful information on the system from which they were produced if the system may be classified as deterministically chaotic [4]."

PRESIDENT BASSETT'S gavel called the Annual Business Meeting to order shortly after 10 a. m. on Tuesday. On motion of Eugene McAuliffe, reading of the minutes was dispensed with and Mr. Bassett read his annual report of the year's activities as follows : During the year I have visited eighteen of the twenty- seven sections, making an average of GG 2/3 per cent. The invitation to come again has always been extended, but in only one case have I been able to visit the same section twice. Chicago entertained the president twice during 1930. Mrs. Bassett accompanied me on visits to ten sections. Everywhere we have found the most cordial hospitality and a gratifying enthusiasm for the Institute. If anyone had fault to find with the management or felt dissatisfied with what was being done, it was carefully concealed. I am happy to report to you an agreeable, helpful and progressive spirit in each of the sections visited.

TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

The Acid Drainage Technology Initiative-Metal Mining Sector (ADTI-MMS) has established a Pit Lake Committee to enhance the science and understanding for the long-term management of pit lakes. Participation in this new committee is from members of federal and state agencies, industry, and academia, including numerous individuals representing 10 states. Work has begun on a pit lake literature search and review, database, classification, and sampling and monitoring procedures document. Coordination with the International Network for Acid Prevention (INAP) has been established. Future work will include preparing a prediction and assumption verification document, a report identifying variables upon which water quality is dependent, and an applied remediation technologies document, including an evaluation of the effects of backfilling.

The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor convergence monitors were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.

The principle objective of the research effort described herein was to identify as rapidly as possible a practical trapped miner location system. Much effort has been expended in the past on the development of a highly sophisticated seismic location system [1] for trapped miners. Field tests of this system have shown that the location accuracy is limited by a combination of seismic velocity anomalies, timing errors, and in general by the relatively weak nature of the signals received at the surface. It was first felt that similar propagation anomalies would be experienced by electromagnetic systems, but to a greater extent than the seismic. However, preliminary tests performed by Westinghouse on the Operations and Maintenance Program, Contract No. H0210063 in 1971 and 1972, indicated that an electromagnetic solution to the location problem may be more feasible than a seismic solution. Thus a more concentrated effort was launched in 1972 and 1973 to more completely determine the feasibility of electromagnetic location systems for trapped miners. Two different approaches to the location problem were undertaken on this program: (1) A pulsed electromagnetic system was developed by the Special Systems Division of Westinghouse in Baltimore, and (2) a Continuous Wave (CW) System was developed by Westinghouse Georesearch Laboratory (WGL) in Boulder, Colorado. Part I of this report will deal only with the development and results of CW Location System developed by WGL. The CW Location System was field tested at three eastern coal mines and at one western hardrock mine. The maximum overburden depth penetrated during these tests was 990 feet at the Robena No. 4 mine near Waynesburg, Pennsylvania. The earth conductivity at this mine was measured to be 1. 1X102 mhos/m, which combined with the deep overburden make this mine representative of expected worst case conditions for a coal mine EM location exercise.

Tailings from mines and industries impose danger to the environment as evidenced by the recent failures of tailing storage dams. The tailings are mostly non-plastic with silt-size particles, but their behavior is largely dependent on the extreme void ratios of the material. Hence, the critical state provides an appropriate perspective in explaining the behavior of these geomaterials. Based on a comprehensive dataset of non-plastic tailings and non-plastic soils, an attempt has been made here to correlate critical state parameters to extreme void ratios and stress parameters. A hybrid algorithm with multi-objective feature selection (MOFS) and extreme learning machine (ELM) was used to establish the correlation and to identify the most influential input parameters. Based on the information from the proposed hybrid algorithm, a comprehensive prediction model is proposed using multi-gene genetic programming (MGGP) algorithm to facilitate quick estimation of critical state parameters. The performance of both models has been assessed using several performance metrics. The results from the study indicate that hybrid MOFS algorithms perform very well in the prediction of critical state line parameters and the identification of influential features. The findings of the study have significant implications for future research on the safe management of tailing storage facilities.

The Bureau of Mines evaluated the emission control methods, including the capital investments and operating cost, necessary for further reducing lead levels in ambient air at the Glover, Herculaneum, and Buick smelter-refineries in Missouri and the East Helena, MT, smelter. The U.S. Environmental Protection Agency (EPA) has proposed more stringent lead in ambient air standards than those currently in effect. This report presents theoretically achievable lead emission reductions and estimated capital and operating costs. Lead emission inventories theoretically can be reduced from 1985 levels by 2,421 lb/d at the three Missouri operations by containing and filtering fugitive emissions within structural enclosures and baghouses. The aggregated capital and operating costs in 1986 dollars using conventional environmental and workplace technologies are estimated to be $250,014,100 and $18,507,800, respectively. Estimated total incremental cost is $0.063/lb as refined lead. Additional regulatory costs attributable to Occupational Safety and Health Administration (OSKA), U.S. Department of Labor, workplace standards are included since proposed environmental controls may otherwise degrade workplace conditions. Continuous drossing is evaluated as an alternative to conventional OSHA controls. Substituting continuous drossing for conventional work- place technology results in an estimated aggregated capital and operating costs of $258,344,800 and $15,719,600, respectively. Estimated total incremental cost is $0.062/1b as refined lead. For comparison, the average open market price of refined lead during the first quarter of 1986 was $0.184/lb.

Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for 'safety sake, lime was added to the rod mil to raise the pH to 9,5', and that 'personnel working in the vicinity of the rod mil were required to wear gas masks'. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

The Vulcan McCook quarry has been in operation for about 100 years. It is located about 17 miles from downtown Chicago and is surrounded by both industrial and private structures. Recent issues have forced the quarry to blast very close to structures and this will be necessary years into the future. This paper discusses the implementation of electronic detonators to McCook. This paper is one of a series dealing with special mining problems and forming part of a general study of mining, methods and costs being conducted under direction of the Bureau of Mines. A considerable part of the material assembled and discussed in this paper has been gathered from articles on individual mines written by consulting engineers to the bureau who are engaged in active mine operation at the properties described, while other data have been taken from the technical press or gathered from personal observations. OBJECT AND SCOPE OF PAPER C. F. Jackson4 ha[-] pointed out that underground transportation (tramming, haulage, and hoisting) absorbs an appreciable percentage of the total underground cost of most mines, averaging for different methods of mining 12.9 to 28.4 per cent of the total underground cost. In general the percentage of cost accounted for by transportation was shown to be highest for the low-cost mining methods.

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. Introduction Today, uranium is of great interest because of its application to nuclear power and nuclear weapons. Kazakhstan has been an important source of uranium for more than fifty years. All uranium products are exported. Results In Kazakhstan uranium exploration started in 1948 and developed in several parts of the country thru mining of hard rock deposits. There are known around 50 uranium deposits in six provinces: Shu-Sarysuyskaya (57%), North Kazakhstan (18%), Syrdaryinskaya (15%), Ilyiskaya (7%), Caspian (2%), Balkhash (1%). In the Northern Kazakhstan province, KazSabton took over Tselinny Mining & Chemical Co in 1999. In this province the stockwork is of Paleozoic and Paleozoic folded complexes origin. In the Balkash province some mining of volcanogenic deposits occurred during the Soviet era. This province’s stockwork is of Endogenous origin.In the Ili province uraniumis mainly found in uranium-coal deposits formed by oxidation of the lignite beds roofs. In the Caspian province the Prikaspisky Combine operated since the 1960s a major mining and processing complex on the Mangyshalk Peninsula. This led to the founding of Aktau. It was privatised as Kaskor in 1992 and operations ceased in 1994. The uranium occurrence is associated with the phosphorous from fossil fish bone detritus conglomeration. In the Chu-Sarysu province, which has more than half the country's known resources, both Stepnoye and Tsentralnoye have been operating since 1978 and 1982 respectively. Uranium mineralization occurred in the regional stratum oxidation zones. In the Syrdarya province slightly to the west of the province’s center the No.6 Mining group has been operating since 1985. Uranium mineralization occurred in the regional stratum oxidation zones.

Accidental contact of overhead electrical power lines by mobile equipment is a leading cause of occupational fatalities in the United States, accounting for 20% of on-the-job electrocutions. Overhead electrical power line proximity warning devices (PWDs) are intended to warn personnel if mobile equipment moves within some preselected minimum distance of an energized overhead electrical power line. Two commercially available PWDs were tested at the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). The objective of the tests was to document performance capabilities and limitations for these PWDs by identifying factors that can influence their operation. The two PWDs evaluated in this research are the SIGALARM Model 210 marketed by Allied Safety Systems, LLC, and the ASE Model 2100 from Allied Safety Engineering. Both of these devices operate by measuring the electric field present around energized power lines. The PWDs were installed on a government-owned 22-st (20-mt) rough terrain crane. A purpose-built test site used for this research at PRL allowed operation of the crane near a variety of power line configurations operating at up to 25 kV. Most of the tests involved positioning the crane adjacent to one or more overhead power lines, adjusting sensitivities of the PWDs to alarm when the crane boom was approximately 20 ft (6.1 m) from the power lines, swinging the crane boom toward the lines under a wide variety of test conditions, and finally, for each unique set of test conditions, documenting the deviation from 20 ft (6.1 m) for actual alarm activation. Test results show that several factors can adversely affect PWD performance. PWD alarm accuracy generally deteriorated when operating with a boom position significantly different than that used for the device?s last sensitivity adjustment. Another factor that can affect PWD performance is configuration of the overhead power line(s) involved. Accuracy of alarm activa­tion distances was best for simple single-circuit installations, but degraded for multiple circuits on the same poles. This degradation was slightly greater for installations with different voltage levels and/or a combination of vertical and horizontal conductor arrangements. Performance also degraded for crane operation between two intersecting power line installations, especially for intersecting lines at different voltages. An additional aspect of power line configuration shown to influence PWD accuracy was phase sequence on the power line circuit(s). Specific phase con­ductor arrangements and combinations, particularly in multiple circuit installations, resulted in either improved or degraded accuracy.

The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."
