This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.

WITH rapidly diminishing oil reserves: a great percentage of which are uneconomical at present prices, some of the existing methods of development and production will have to undergo radical re- visions to meet the changes continually taking place in the petroleum industry. Imagination in an engineer is a great asset. The fancy of today is found to be the realization of tomorrow, and with this thought in mind, there is here presented a more or less imaginative picture which, to my mind, has a meritorious basis. Directed drilling has reached a stage of accuracy sufficient to allow the prediction that this art will be used in the future development of oil structures, especially those \\,it11 thin sand bodies 'and steep dips. Directional drilling in a number of fields in California has gratifying results. Wells which practically laid pipe lines through the oil sands have enjoyed a greater drainage radius with a consequent greater initial and cumulative production. In one field where the vertical thickness of sands was approximately 550 ft., wells drifting at an angle as great as 55 deg. fro111 vertical had over 1100 ft. of perforated pipe in contact with these sands. One of the war problems with which the Bureau of Mines is concerned is to increase production of iron and steel , in which coke is one of the major factors . The output of byproduct coke for use in iron blast furnaces is insufficient and is being supplemented by coke from beehive ovens (figs . 1 , 2 , and 3) . Some difficulties that cause a reduction in iron output have been reported in the use of some of the beehive coke.6/ About 20 years have elapsed since beehive coke was made on a large scale , and many of the skilled operators of those days are no longer available . Furthermore , in many instances the quality of the coal supplied to the ovens has not been as good as formerly. The ash and sulfur contents are often abnormally high; and in other instances they vary greatly in amount, so that a nonuniform coke is produced . To assist operators to improve quality and yield of beehive coke , the Bureau of Mines equipped a truck as a field laboratory ( fig . 4 ) and sent the authors with it into the Pennsylvania beehive district . The truck contains necessary equipment for sampling and analyzing coke oven gases , measuring temperatures , screen - sizing coal, and float -and - sink testing coal . Coal specimens may be sent to the Pittsburgh laboratory for analysis . Beehive plants producing good coke were visited first to observe details of operation and to collect data on the operating process . These covered temperatures , analyses of the exit ( or trunnel) gases , and coal quality, and were to be utilized in searching for faults in plants not producing good - quality coke and to assist in improving such plants or their operation .

This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. There was reported in Bureau of Mines Technical Paper 5754/ a series of tests to determine the compressibility and bearing strength of specimens prepared from blocks of potash salt obtained from a mine near Carlsbad , N. Mex . The events leading up to the investigation were sketched in a foreword by George S. Rice , then chief mining engineer of the Bureau ( retired September 30 , 1937 ) ; this foreword also gives a discussion of the possibility of increasing the ultimate total recovery of the potash salt by " second mining" of pillars or by use of a longwall system . In June 1936 , Rice and the senior author visited Carlsbad with H. I. Smith , chief of the mining division of the Geological Survey , to observe mining then in progress and to discuss with the management of one of the mines records of convergence of roof and floor which they were obtaining . It developed that serious thought was being given to the possibility of roof failure resulting from shear at the faces of pillars . There was envisioned the danger of such cracks extending upward to water - bearing strata . Obviously , the simple compression tests of the potash salt then being made would throw no light on this question , and tests of assemblies of potash and roof salts would have to be made . In this connection it is to be remembered that in the mine no sharp division exists between the potash salt being recovered and the nearly pure halite which forms the roof . The interlocked crystalline structure is continuous , and there is merely a very rapid decrease in the proportion of sylvite in a short distance vertically . Figure 2 of Technical Paper 575 shows that two samples near the top of the salt being mined contained , respectively , 51 and 65 percent potassium chloride . Contrasted with this is an analysis of the roof salt given on page 24 of that publication , which showed only 3.6 percent potassium chloride . As the data given in Technical Paper 575 show , the roof salt is much less plastic than the potash salt . The immediate roof may then be thought of as a more rigid stratum of indefinite extent resting on and continuous with yielding supports and loaded uniformly at the rate of 900 to 950 pounds per square inch . Just what thickness of the salt should be considered as immediate roof is uncertain .

As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. Spokane Meeting and Excursions. Further details of the 97th meeting of the Institute have been sent to members in the Circular of May 8, 1909. The list of those intending to go on the excursion is filling up, and since preference in position of state-room or berth is given in the order of application, members and guests who expect to accompany the party and have not yet communicated with Mr.. Theodore Dwight, 29 West 39th St., New York, N. Y., are earnestly requested to do so without delay. For convenience of the members a summary of the additional information is here presented. A special train of Pullman cars will leave Chicago about September 15. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals during the entire trip, except during the Yellowstone Park tour. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through. "A. larger enrollment and a greater number of man-hours of employment by the enrolled companies were the outstanding features of the National Safety Competition of 1942, an annual safety contest conducted by the Bureau of Mines, United States Department of the Interior, for the promotion of safety among workers in the mines and quarries of the United States. The accident-frequency and accident-severity rates were somewhat higher than in 1941, but the frequency of accidents in relation to the number of man-hours worked was strikingly lower than in the earlier years of the 18-year period during which the contests have been conducted.Companies that enroll in the National Safety Competition compete for a bronze trophy known as the ""Sentinels of Safety."" Six of these trophies are provided by THE EXPLOSIVES ENGINEER annually for award by the Bureau of Mines. The trophies for 1942 wore won by an anthracite mine in Pennsylvania, a lignite mine in North Dakota, an underground metal mine in Tennessee, a limestone mine in Ohio, an open-cut metal mine in Minnesota, and a lime-:tone quarry in Pennsylvania. The trophies are presented to the companies for 1 year and are then transferred to the winners of the succeeding year's contest.The contest rules state that a mine or quarry must have at least 25 men employed underground or in the pit for at least 100 days, and the plant must be in operation 30,000 or more man-hours to be eligible for a trophy. The rank of mines and quarries is determined by accident-severity rates, or, in the case of accident-free records, by the number of man-hours worked."

This report covers the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. Significant conclusions that will be of benefit to the entire mining industry are the following: It appears from the study that the productivity of the slushing equipment itself cannot be substantially increased using the existing technology; the unsafe situations associated with slushers can be improved by better anchoring practices, by providing better work station layout that incorporates improved clearances and protected walkways over the ore pocket, by lighting the slusher drift, and by improved operator training; improved technology needs to be applied to the movement of broken ore in the stopes; and slushers will continue to be used in the mining industry in certain spedial and unique situations outlined in the report.

The sinking of the new No. 3 Shaft being mainly concerned with providing for the continuation of mining operations north of the existing workings, requirements for the shaft and haulage equipment were assessed, having in mind the anticipated needs of the Company in future years, the .available knowledge and probable future trends of the orebody, and also that the shaft would be required to act as a downcast airway for the ventilation system associated with the northern underground workings.

This paper explores the age-old concept of mine-mill reconciliation from a new perspective. Advances in reconciliation processes have been slow to materialize because in the quest for “rightness”, engineers, geologists and metallurgists have become entrenched in their viewpoints, dutifully performing to the metrics and expectations imposed upon them by the siloed organization. Moreover, reconciliation has not been viewed as a primary value creator, but an accounting non-value added task. In reality, the knowledge from reconciliation can significantly enhance yields. Critical review of the direct variables (tons, grade, etc.) and other less-obvious variables (incentives, communication, etc.) reveal a complex web of barriers to be cleared by management in order to realize benefits. Also, mineralogical reconciliation methods may offer renewed faith in the process.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

"SUMMARYDuring December 1945, the Bureau of Mines began churn drilling the Winchester zinc deposit, 11 miles south of Joplin in Newton County, Mo. The deposit lies in a virgin area northwest of the Seneca fault. It is one of several deposits partly proven by drilling but never developed.Logs of 28 privately drilled holes had indicated a substantial tonnage without delimiting the deposit. It appeared that additional drilling might increase this reserve sufficiently to justify mining. A, total of 6,33 feet of churn drilling was completed in 17 holes drilled by the Bureau of Mines. Twelve of the holes penetrated minable ore extending the length of the known deposit and materially increasing its estimated tonnage.INTRODUCTIONDuring May 1943, the Winchester property in Newton County, was visited by an engineer 3/ of the Bureau of Mines, accompanied by Dr. A. N. Winchester, owner, and Charles Keith, lessee of the property. At the request and with the assistance of these gentlemen, examination of the property was undertaken. Logs of 28 churn-drill holes were collected, hole locations were surveyed, and available historical data were obtained. It was concluded that although existing drill holes indicated considerable reserves, additional drilling might increase the tonnage substantially. In addition, it was believed that better knowledge of this ore deposit could be obtained by drilling further, and this knowledge could, in turn, be applied to other less proven deposits in the same field."

This document reports the results of a two-year research effort aimed at improving communication systems used in coal mines. This work was conducted under a program whose original goal not only involved the development of practical and effective electronic systems for operational communications, but also for monitoring, at a central location, remote instruments at key positions in a mine. About half way through the originally proposed three year effort, the program was redirected to phase out the communication effort at the end of two years and to concentrate the program" resources on the investigation of new monitoring system concepts developed by this research. Thus, the work reported here is incomplete relative to the originally pro- posed program. However, the work was carried to the point of providing sufficient evidence to aid in the comparison of certain new communication concepts. For the concepts chosen for this study, the work was stopped short of hardware development and field testing, Several reports in the form of Master's theses and a Doctoral Dissertation have resulted from this research. They each report in considerable detail the results of several individual" contributions to this program. In preparing this report, an attempt has been made to provide a complete description of the significant results but with- out burdening the reader with the minute details. These more detailed reports are referenced heavily for the convenience of those interested. PRESENT COMMUNICATION METHODS Two types of communication systems are presently used In coal mines. They are: 1, Various forms of telephone systems, and 2. Carrier current radio systems using the trolley line as the interconnection circuit. Carrier current radio is used almost exclusively for control of rail trafflc by the dispatcher. Almost all other communication uses the telephone system, Telephone lines generally extend to areas where trolley lines are not present such as the outside offices and warehouse. Therefore the telephone system provides the primary means of voice communication. Telephones - Telephone systems employed in American coal mines fall into three categories. 1. Paging type telephone systems - these systems have individual stations which use battery powered transistor audio amplifiers to boost signal levels for normal communication. When in the page mode,

ANNUAL meeting of the Woman's Auxiliary of the American Institute of Mining and Metal-lurgical Engineers convened on Tuesday morn-ing, Feb. 20, the president, Mrs. H. W. Hardinge, presiding. President Hardinge, in opening the meet-ing, said: "I have the honor and great pleasure to welcome you to our seventh annual meeting. It has been a happy year, though I started in fear and trembling. My fear is partly gone and my trembling becomes less as time goes on. Never has a chairman had such splendid cooperation and harmony in her work; no. matter how much was asked nor what the task, I have always received the same answer, `We are with you, of course we can do it.' Often the road has been untried and the way full of snares, but we have all pulled together. Is it any wonder we have had a prosperous year? I cannot thank the governing -board and officers enough for their help." Mrs. Hardinge described her trip through the West last summer, during which she visited many of the local sections of the Auxiliary. She also spoke of the work of the Rossiter Raymond memorial library which has been started as an activity of the Woman's Auxiliary. Mrs. Reynders read the minutes of the last annual meeting, and Mrs. Kemp read the treasurer's report. The latter showed that on Feb. 1, 1922, there was a bank balance of $683.61 and on Feb. 10, 1923, the bal-ance was $947.93. Mrs. Westervelt expressed the sorrow of the Auxiliary for the death -of Mrs. Florence Howe Hall and of Mrs. Levi P. Holbrook.

El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning.
