The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

Fourteen straight-run asphalts were prepared in the laboratory from bitumens obtained from three sources: (1) native bitumen from Rozel Point, Utah, (2). bitumen extracted from Athabaska bituminous sandstone at Canada, and (3) bitumen extracted from Edna bituminous sandstone outcropping in San Luis Obispo County, to seven asphalts with penetrations ranging from 19 to 287 at 77 F. were prepared from each of the bitumens. The yields of the prepared asphalts ranged from 74.5 percent for a 27-penetration asphalt from the Athabaska bitumen to 99.5 percent for a 271-penetration asphalt from the Rozel Point bitumen.

Introduction Industrial minerals are key ingredients in a large majority of domestic and industrial products that are used in our daily lives. In the 7th edition of Industrial Minerals and Rocks, fifty three industrial mineral commodities are described. A precise definition of industrial minerals and rocks is difficult. Bates (1975) proposed a definition which is widely used and is as follows: "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics". They can be igneous, metamorphic, or sedimentary and range in price from a few dollars per ton to a very high price of hundreds of dollars per ton. The growth in their production and use is closely allied with population growth particularly in countries that maintain a high standard of living. The United States just passed 300 million in population and it is predicted that by 2040 the population will be 400 million. This will result in large increases in the need for Industrial minerals. Other factors that relate to increased use of industrial minerals are increased research and development by the producing companies and better quality control. Many industrial minerals such as kaolin, barite, nepheline syenite, fluorspar, lithium carbonate, phosphate rock, potash, talc, and several others are exported from the producing countries to many users around the world which has significantly increased their use. Also, government agencies, State Geological Surveys, and Universities have contributed to their growth by their research and development activities.

This material, although avail- able in the initial reports, has never been consolidated, so that it may not have come to the attention of many readers. This report gives a summation of the authors' observations at six different research laboratories.

During the past decade, the miner-al industries have been faced with an increasing shortage of engineers. The point has now been reached where the shortage may be termed critical. This shortage may be attributed directly to declining enrollment in the mineral science programs offered by the universities on this continent. Although the reasons for declining enrollment are undoubtedly many, two major hypotheses may be postulated. The first is that high-school graduates are either unaware of the mineral industries and the opportunities in them or that they are aware of them but have somehow obtained a false image of their true nature. The second is that they are aware of the true nature of these industries and the opportunities they offer but find them exceedingly unattractive. The problem of dwindling enrollments has, in recent years, been subjected to a concerted attack by the industries and professions concerned. However, their efforts to date have been based essentially on the first hypothesis. Sufficient results are now available to suggest that either the methods of attack are inappropriate

During the past decade, considerable effort has been made to develop improved flotation strategies for the sedimentary phosphate resources from Florida, particularly the dolomitic phosphate resources. New flotation equipment and alternate flotation strategies have been evaluated. These developments are reviewed for both traditional siliceous resources and future dolomitic resources. Most process strategies involve variation in the reagent sequence and/or the use of depressants/dispersants. Further research and development efforts in flotation technology are needed to increase flotation plant capacity by elimination of the conventional double float process, to improve the recovery of coarse phosphate, and to achieve the desired selectivity with respect to carbonate minerals, particularly dolomite.

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

"INTRODUCTION The property was first examined by an engineer 3/ of the Bureau of lanes in December 1942 and was later investigated by the sane engineer in January and February 1943. Prominent outcrops and underground exposures of high-grade iron ore, together with mention of sizable intersections of hematite in logs of four widely scattered churn—drill holes, indicated the possible occurrence of a substantial tonnage of iron ore at this old copper producer.From March to May 1943, detailed topographic and geologic mapping of the property was done by the Federal Bureau of Mines, the Federal Geological Survey, and the Arizona Bureau of Mines.Funds were allotted for exploration of the property by churn and diamond drilling. This work was started in December 1943 and completed in June 1944.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts, developed by each exploratory project as soon as practicable after its conclusion. The Mining Drench, Lowell B. This report describes a feasibility study to consolidate coal waste sludge in a 100-acre pond by applying direct current between floating and buried electrodes. The study was conducted by the Bureau of Mines under a cooperative agreement with Washington Irrigation and Development Co., located near Centralia, Wash. Part 1 covers results of laboratory tests at the Bureau's Spokane Research Center and a small-scale field test at the cooperator's coal preparation plant in western Washington. The process is efficient and cost-effective when power is applied at low current density. A proposed system, fully described in part 2, has electrodes covering 21 acres of pond surface radially arranged around a central power platform. Densification of pond contents would require 2 to 3 years of treatment. Total cost of equipment, labor, and material is approximately $500,000.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. UNDER the able leadership of Samuel H. Dolbear, the Committee on Nonmetallic Minerals furnished a program of sixteen papers comprising three sessions. An outstanding accomplishment in technology presented at the first session by Benjamin L. Miller and C. H. Breerwood is the application of flotation to the purification of limestone used in cement manufacture. In place of selective quarrying to provide high-grade raw material, the quarry-run stone is pulverized and treated in froth flotation cells for removal of free silica and mica. Some advantages are cheaper quarrying, more complete utilization of quarry rock, avoidance of purchasing high calcium stone, lower fuel cost and improvement in the finished cement. Paul M. Tyler presented the general subject of milling methods as applied to nonmetal lies. He pointed out the importance of some of the more recent refinements in ore dressing, and urged the need of a wider appreciation of their possibilities. Introduction 1n assembling material for this paper on Wood Refuse Burning 1 turned first to the records of our early studies of the problem in order to learn how and why certain basic decisions were arrived at and also how it came about that the completed central steam plant differed so much from the original plans. It may be of interest, therefore, to outline the engineering problems as they presented themselves in the early part of 1948, and to indicate the economies involved. Although the principle of using wood refuse as boiler fuel instead of burning it to waste was quite sound, and in fact the practice had been in use for a long time in the boilers of many lumber companies, there was some guesswork as far as Hollinger was concerned in deciding how best to handle the large quantities of wood refuse involved and as to the type of boiler equipment necessary to .burn it efficiently. These problems will be examined first. Hollinger Boiler Equipment in 1948 Hollinger had four separate boiler houses, at Main, No. II, and No. 19 shafts, and a small unit at the compressor plant for heating purposes. Main and No. Il boiler houses operated all the year round; No. 19 and the compressor plant only in the winter. At Main there were four 36-year-old HRT boilers with total available h.p. of 500, at No. II, three 30-year-old HRT boilers with 195 available h.p., and at No. 19 two old field-type locomotive boilers capable of producing 95 h.p.

Records show that much of the lead produced in the Upper Mississippi Valley lead-zinc field was taken from natural openings along crevice systems at shallow horizons or at the surface. During the early history of the district, the shallow deposits were worked intensively; but in recent years the production of lead, except as a byproduct of deeper mining for zinc ores, has not been significant. Considering the methods of early mining, the character of mineralization, and the fact that galena can still be found on the surface of the old digging areas, it was reasoned that enough mineralization might remain on and above bedrock to permit, through the use of modern equipment and methods, economical re-treatment of surface material in the digging areas.

This report describes the results of a measurement and analysis program to characterize wireless radio transmission in metal/non-metal mines over a wide frequency range from 0.2 - 1000 MHz and over a variety of mine environments. Six mines were chosen based on the relative economic significance of their product to the U.S. economy. Mine types include oil shale, uranium, potash, lead/zinc, copper, and silver. Particular mines were chosen so that the group would embody the most important mining techniques. The results show that transmission at medium frequencies are optimum for wireless mine communications, in agreement with extensive testing previously performed by the authors in coal mines, and that mine-wide wireless systems are feasible with a minimum requirement for new dedicated wiring. At least one need for such a wireless system was identified in each mine visited.

"In the base metals industry of today, operations required to continuously improve productivity and reduce unit production costs. Consistent with these goals is the improvement of the muck haulage cycle from open stopes with the No. 12 Mine.Existing haulage from open stopes occurs with LHD units experience at Brunswick indicates that LHD units have a higher unit cost per tonne mucked than loader-truck combinations when the haulage exceeds approximately 150 m.The reintroduction of open stoping at Brunswick made existing loader-truck combinations unsuitable. It was recognized that application of recent continuous loading technology could potentially result in significant unit cost savings and productivity increases.A review of the technology resulted in the testing of the Voest Alpine AL60 loader in the open stopes located on the 1000m Le vel. Testing began in January 1988 and finished in late November 1988. The test will provide experience as well as quantified production and maintenenace parameters f or the purpose of quantifying production unit costs and system productivity, ultimately resulting in a decision to further utilize or not utilize the loader as a primarymucking unit at Brunswick .INTRODUCTIONBrunswick Mining and Smelting Corporation Ltd. produces approximately 10500 tonnes per day from the No. 12Mine located 35 km southwest of Bathurst, New Brunswick Mining is the largest (single mine) producer of zinc in the world having mined over 52 million tonnes since 1964. Many years of production still remain with proven and probable reserves in excess of 90 million tonnes. Reserves grade at an average of 3.65% Pb. 8.99070 Zn, 99g/mt Ag and 0.32% Cu . The operation employs 1446 people with approximately 800underground including operations and maintenance staff.In the No. 12 Mine two major mining methods are presently utilized . The primary method is Mechanized Cut and Fill (MCF) accounting for approximately 6500 tonnes per day from four major areas. The remaining 4000 tonnes per day is produced from open stopes with the majority of 2800 tonnes per day being produced by the 1000 level.The 1000Level contains 30 million tonnes segmented into open stope blocks 30 m high, 15m and 30 m on strike , with a transverse width of 10m to 50 m (Fig. I). Stopes are organized on a primary secondary stope arrangement along strike. Primary stopes are undercut and overcut full size with the back fully cablebolted. All stope and lateral development is driven 4.0 m high. All stopes to date are flat bottom (Fig. 2). Primary stopes are filled with cemented rock- fill , secondaries with conventional rockfill, Haulage from the stopes is primarily with 8-yard LHD units ; mucking is approximately 50% conventional and 50% remote. Haul distance to date has averaged approximately 150m with current stope haul distances of approximately 300m. Haulage is presently to a small jaw crusher situated on the 1000 Level. From August 1989on, haulage will be to a set of ore passes feeding to a large gyratory crusher situated on the 1200 Level. Start up of the gyratory crusher corresponds to an increase in tonnage from 1000 Level to 4100 tonnes per day."

SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

The importance of the grinding environment and its effect on sulphide minerals flotation behavior has been known for many years. The grinding environment may play a role in controlling fine and coarse particle flotation along with dissociation of different chemical species in grinding environment. Dissociation of different chemical species and ions within the process water may result from changing the grinding environment. The mining and mineral processing industry undertakes activities that may impact on water resources. These include use and storage of chemical storm-water management, process water management, mine dewatering and management of tailings. In mineral flotation understanding and controlling water quality is paramount important not only because of its effect on flotation but also with respect to control the quality of the water which is released to the environment. Releasing of different anionic and/or cationic chemical species in the process water results from the interactions among different mineral within the ore, process water, and the milling environment. In fact grinding mill acts as an electrochemical reactor which affects the flotation performances of different value minerals as well as the quality of the tailing products. An increasing in antimony content in process/discharge water at Boliden?s Tara processing plant in Ireland to above limitation level was reported in April 2010 which needed to be controlled. An increase up to 6 times of the permitted level was reported which needed an immediate action to control due to environmental considerations. Therefore attempts were made to detect why this higher amount of Sb is released and how to control and minimize its release to the process/reclaim water. This paper discusses how/why Sb content in process/reclaim water was increased by changing the mill electrochemistry and the strategies were taken into considerations to control it. Different strategies, including electrochemical controlling of the milling section, Fenton process, using Bauxsol in treating the process water, etc., have been considered and tested which are described herein. All strategies taken into consideration for solving the problem were successful which indicated good understanding of the issue and good decision making. Furthermore, for each solution the capital and operational costs were roughly estimated. Accordingly, the Sb content in process/discharge water was controlled to a value lower than allowed limitation, i.e., 1 ppm. "The bad effects upon the health and output of miners that result when the ventilating current in a mine lacks sufficient cooling power have been described by Harrington and Sayers in a previous report (1)*** The normal temperature of the human body is about 98.5°F. and whenever work is done by the muscles, indeed even when sitting still, the normal bodily processes generate heat which must be given off, otherwise the body will become overheated and a number of bad effects will be produced. If it were possible to so enclose a man that he could continue to breathe and no heat could escape from his body he would die within a short time. In a series of experiments made at the Pittsburgh Station of the Bureau of McConnell and Houghton (2) found that a dry-bulb and a wet-bulb temperature of 112.5°F could he borne for only 35 minutes, even when the subject was at rest. A wet-bulb temperature of 100.4°F (dry-bulb 157°F) could only be tolerated for 45°F minute. Under such conditions the bodily temperature rises as much as 45°F above normal and the pulse is accelerated. Very uncomfortable sensations are felt when the pulse rate exceeds 135. The human body, like any other internal combustion engine, must be cooled in order to function properly.Under ordinary circumstances the air surroundings people is enough coder than themselves to permit this heat generated within the boiy to be river off with¬out difficulty. At higher temperatures, or when the rate of work, with its corresponding generation of heat is high, the body can not throw off heat fast enough, so it begins to sweat and the evaporation of the sweat cools the body. But the results of the experiments cited above indicate that in still air, even with the body at rent, it can not adjust its temperature when the air is above 90° wet- bulb. J. S. Haldane (4) says ""at a wet-bulb temperature of 60°F the actual amount of work done by the miner begins to fall off; as the wet bulb temperature rinse farther the work Bona gradually diminishes to the vanishing point. Then the temperatures indicated by the wet-bulb exceeds 85°F hard work in a mine seems hardly or the commercial working of a mine the wet-bulb thermometer should not in generaI, be allowed to rise above 80°F, unless perhaps where there it a good current."

The correlation of property changes during precipitation with structure has progressed, sometimes rapidly but other times more slowly, since the fundamental discovery of Merica, waltenberg and Scott.1 The predominent factor that hampered the progress has been limitations imposed by the various detection methods. Refiments in x ray diffraction tech-niques and in metallographic methods, which have been extended by the electron microscope, have contributed new information within the last few years. These permit an extension of the theory as proposed by Mehl and Jetter in 1940'2 Now that a sufficient number of alloys has been investigated to establish a general mechanism of the precipitation process, a correlation of the facts into a generally applicable theory of age-hardening is both warranted and desirable. The purpose of the paper is to provide an orderly correlation of the phenomenological facts of precipitation hardening. Speculation 011 mechanism of hardening will be confined to that consistent with existing theories of hardening, Age-hardening accompanies the formation of a new structure, the precipitate, as provided by a11 alloy system ill which solid solubility decreases with decreasing temperature. Upon this premise alone all such systems would be expected to include age-hardenable alloys. Alas, this is not always the case. Few attempts have been made to explain the variable degree of age-hardening among different alloys or to explain the influence of small alloying additions upon the hardening.
