It is now becoming mandatory in Australia to rehabilitate ponded fine grained coal mine tailings, which may well have been deposited initially with no consideration as to how or whether this could be done nor to the costsinvolved. Of prime importance to the rehabilitation of tailings ponds are the bearing capacity and deformation characteristics of the tailings. Since the tailings are fine grained, time effects will govern the self-weightdeformation of the tailings initially deposited as a slurry and the subsequent deformation of the deposit under the weight imposed by rehabilitation fill. The engineering properties of a particular deposit of ponded tailings havebeen investigated and its response to the placement of fill monitored and analysed.

The improvements in mechanical equipment and plant design have contributed in the reduction of operating costs; in some instances a saving in the capital cost per ton of daily capacity milled has resulted.

AS a result of drilling operations during 1943, West Texas again added sufficient new oil reserves to replace the oil produced during the year, but failed to maintain its position in currently available reserves because the deeper discoveries will require years for development. Drilling failed to provide the additional oil necessary to meet the increase in current and anticipated market demand. Although 13.3 per cent of the total footage drilled was in wildcat exploration, the ratio of oil discoveries to total wildcats was less in 1943 than in 1942, but comparable to that in 1941. Of the 732 field wells completed, 270 were at Slaughter, 55 at Wasson, 45 at Mascho and 31 at North Cowden. As of Dec. 31, 1943, there were 361 drilling wells including 71 wildcat and 290 field wells; 19.7 per cent were wildcats. It is anticipated that the percentage of wildcats of the total wells will be higher during 1944 than in either 1942 or 1943. Tables 3 and 4 present a three-year comparison of drilling activity and illustrate the downward trend of development that has been in effect during that time. Because of development lag in the deeper Ordovician fields, several years elapse before 2 sufficient number of wells is completed to give a substantial producing rate. As these new oil reserves cost more to find, and will cost more to produce on a barrel basis than the oil marketed during the year, their reserve replacement value to the industry is less in money. Costs While complete costs for deeper drilling are not yet available for analysis, it is evi- dent from the data on drilling rates to comparable depths, contract prices, and general increases in costs, that the cost of drilling has risen approximately 20 per cent during the year. One representative drilling contractor estimates that the average drilling time on a 5000-ft. field well has increased nearly one third and that out-of-pocket costs have increased a dollar per foot. Three major factors contribute to this increased cost: (I) less experienced labor, (2) deterioration in mechanical equipment and expendable material, and (3) increased contract prices. In the past, when there were more drilling rigs than wells to be drilled, some contractors would cut their drilling profit to keep their personnel and rigs working. As this practice is no longer necessary, the contract prices are adjusted upward to assure a profit. On deep and difficult drilling, contracts are let on a cost plus basis. A number of mechanical difficulties have become evident. Inferior quality of steel used in drill pipe and rock bits has added appreciably to drilling time and cost. Contractors are experiencing delay in obtaining repair work and repair parts for prime movers. As the length of drilling time required an shallow-field wells has not increased in proportion to that on deeper wells, it seems that the medium-sized drilling rig is better adapted mechanically than the heavy one to the work imposed. One of the main deficiencies in the heavy rig equipment is inadequate pump capacity. In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

The analysis summarized herein evaluates the Bureau of Mines Program for Advancing Mining Technology Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program's beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings, environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

"Falcon Concentrators Inc. has developed a high capacity centrifuge for the recovery of fine, free gold as well as other metals and minerals which were previously thought to be unrecoverable by gravity means. Development started in the early 1980's and the first commercial operation was commissioned in 1986. Gold applications include scavenging conventional gravity and cyanidation circuit tailings, cleaning gravity concentrates, cleaning flotation concentrates to melting grade, scavenging flotation tailings, and placer mining. Recent development work by Falcon has expanded the applications scope of the centrifugal concentrator to include many minerals amenable to gravity concentration including iron, tin, industrial minerals, and hazardous wastes. This paper discusses this technology including its history, present applications, and future potential. OVERVIEW OF CENTRIFIJGAL CONCENTRATIONUsing centrifugal force to enhance the separation of materials by differential specific gravity has been researched for over a century. Many attempts have been made to concentrate minerals in high gravity fields. Patents were granted on this subject as early as 1891 (see Figure 1). Patenting activity continued into the 1920's and has been relatively quiet since. It is significant that no centrifugal system of gravity concentration has been broadly accepted by the mineral processing community until recently. Much of the world's reserve of mineral deposits which are amenable to conventional gravity concentration technology (coarse-grained) have been mined and therefore there is an increasing demand for technology which can economically recover the fine-grained gravity recoverable minerals in the remaining deposits. In addition, centrifugal concentration can play an increasing role in solving environmental problems by offering an inexpensive method of concentrating hazardous materials such as uranium, plutonium, mercury, lead, and other heavy metals. The overall cost of disposing of these substances safely can be drastically reduced if they are recovered into a concentrated form prior to disposal."

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

This is the final report of work accomplished during 1973-75 under U. S. Bureau of Mines Contract No. H0242015, "System for Handling Underground Mine Supplies and Materials." The purpose of the contract was to develop a mechanical device which could safely perform handling tasks that are normally done manually in underground bituminous coal mines. The report discusses studies leading to construct-ion of a battery-operated, three-wheel vehicle with a six-degree-of-freedom manipulator. Supportive design studies included collection and analysis of production, manual functions, and injury data on the underground bituminous coal mining industry. Transfer tasks in section storage and working places were the prime candidates for mechanical handling. Functional specifications were developed for two handling devices (one to handle existing unit loads and one to handle repackaged unit loads) and for a vehicle to mount the handling device. Design concepts for nine different handling devices were developed and a cost/benefit evaluation made for each. Detail design, capital and operating costs, and method improvement savings data were developed for two battery-operated vehicles and for two different manipulators. The three-wheel vehicle with anthropomorphic manipulator was chosen for development.

CONCESSION from the Chilean government granting the company use of the Rio Salado water stipulates that a minimum of 35,000 metric tons of such salty water must be diverted from the Salado daily, and be disposed of in a manner not to contaminate the Rio Loa to the east of its confluence with the Rio San Salvador at Chacance, Fig. 1. Consequently, the selection of a suitable site for the sulphide plant tailing disposal had the additional problem of the disposal of excess brackish waters. Studies of the terrain in the area directly to the south of the plant indicated that construction of tailing ponds would be costly, and generally unsatisfactory due to excessive slope of the ground, lack of flanking hills, danger of raising the groundwater level thus causing springs along the Antofagasta-Bolivia railroad; and the possibility of creating a dust nuisance at the plant site or at Calama due to blowing sands. Further to the southwest the San Salvador river canyon offered some possibilities and surveys were made at sites A to D, inclusive, Fig. 1. Here again costly dams would have been necessary to impound the tremendous quantity of tailing produced by the new plant, and provision would have to be made to handle a considerable flow of water through the disposal area to the west of the Rio Opache. Additional surveys were made in the area to the southeast of the plant which brought to light the existence of a natural basin of about 14 1/2 square miles, flanked by low-lying hills, and requiring only the most rudimentary dams to close the outlets at the western end. It has been estimated that the Salar de Talabre, as this basin is called, has the ultimate storage capacity of 1 billion tons of tailing with dam heights of only 60 ft. Pipe Line Layout After the decision had been reached to use the Salar de Talabre for the main disposal area various methods were considered for transporting the tailing from the 300 ft diam thickeners to the disposal site, 17.7 miles away. The first plan was to construct a. concrete launder on a 11 pct grade but a survey of this grade line indicated it would not lead directly into the Salar but would terminate somewhat to the north, and from that point on the slope would be considerably less than 1 pct along a natural watercourse. A slope of 2 pct or even 2 ¼ pct in such a rough watercourse or ditch is the ideal, judging from the success of operations at Cananea. Since a simple ditch is the most economical vehicle for the transportation of tailing, it was decided to use one with a 2 ¼ pct grade for as much of the distance as was possible with the existing terrain and to construct a concrete headbox, or forebay, at the terminus of the ditch to supply a steel pipe line leading the rest of the way into the Salar. Referring to the maps of the Chuquicamata area outlining the tailing disposal system, Figs. 1 and 2, one can trace the flow of the tailing from the thickeners to the Salar as follows: The 8-in. spigot pipes from the thickeners (1) discharge into a concrete sump feeding a concrete launder with a 2 pct slope. The launder carries the tailing into a concrete junction box (2) located south of the sulphide plant. The purpose of the junction box is to provide emergency facilities for diverting the tailing flow from the main disposal area to the emergency area. It also provides a junction point for the launder from the sulphide plant's future east extension. The box is fitted with a pair of radial gates controlling flow into the main tailing ditch (6) or the emergency ditch (3) which terminates on the pampa. All ditches are of the same cross section, namely 4 ft wide at the bottom with 1 : 1 side slopes and with a minimum depth of 21/2 ft. Where the nature of the ground demands it, the ditches are lined with stone rubble. The overflow from the plant's 10 million gal reservoir (4) is led into the main tailing ditch by way of a spillway ditch (5). The main ditch terminates in a trashscreen fitted, concrete forebay (7) which serves as a headbox for a 24 in. O.D. x 3/8 in. wall, Dresser coupled, steel pipe (10) and a 12 in. x 8-gage spiral welded, wedge-lock coupled, steel pipe (8). The forebay is fitted with two compartments, one for each pipe, and flow into each is controlled by radial gates. Each compartment is fitted with a 6-in. drain pipe controlled by a rubber pinch valve. The objectives of this project were to: (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess its impact on productivity and personnel safety, and (3) develop maintainability guidelines to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. The purpose was to identify design approaches and features that enhanced and degraded the maintenance process. Mine management, safety, and maintenance personnel were also interviewed to identify machine specific design problems. Six original equipment manufacturers were visited and the procedures used to enhance the maintainability of Their equipment discussed. Volume I of the Final Technical Report presents an overview of procedures and protocol used and a summary of the findings. Volume II includes the maintainability design guide for mobile underground mining equipment.

Glencore’s Strathcona Mill has recently evaluated a pyrrhotite depressant combination of diethylenetriamine (DETA) and sodium metabisulfite (SMBS) to improve its overall plant pyrrhotite- pentlandite (Po-Pn) selectivity, with the aim of producing a higher quality nickel concentrate. In a previous paper, key findings from a comprehensive lab-scale program (completed at the XPS Centre) were summarized where, of the depressants tested, DETA/SMBS combination was found to be the most effective in improving the Po-Pn selectivity. The present paper describes the metallurgical program recently completed at Strathcona Mill; DETA/SMBS evaluation on select plant “grab” samples as well as the major results of three DETA/SMBS plant trials conducted on several plant ore feeds (long-term testing). Interestingly, it was found that there was variable success in using DETA/SMBS depressants on the different plant ore feeds; DETA/SMBS (dosage: 25/50 g/t milled feed) on lower Cu feeds demonstrated a ~2% Ni recovery increase at the same Ni grade. On the other hand, higher Cu feeds demonstrated virtually no benefit from DETA/SMBS at the same plant dosage, suggesting that higher DETA/SMBS dosage (at specific locations) than that tested is required to overcome the increased Cu-DETA complexation for these particular feeds. Glencore Nickel – Sudbury Integrated Nickel Operations owns and operates Strathcona Mill which has been processing Ni-Cu ores from the Sudbury Basin since 1968. The valuable sulfides are pentlandite (Pn) – (Ni,Fe)9S8 and chalcopyrite (Cp) – CuFeS2, majority of the sulfide gangue is pyrrhotite (Po) – Fe(1-x)S [0 < x ≤ 0.125] which is present in two forms: hexagonal Po (Fe9S10) and monoclinic Po (Fe7S8) (Multani & Waters, 2017; Lawson et al., 2014). Currently Strathcona Mill processes ore mined from two primary sources from the Sudbury area and produces two concentrate streams: (1) nickel-copper concentrate that is sent to the Sudbury Smelter; and (2) copper concentrate that is shipped to the Fonderie Horne (Glencore Copper, Rouyn-Noranda).
