Safety is the most important aspect of haul road design. Although other aspects of road installation enter decisions on design, the safety of persons using the road has to be foremost for the duration of haul road usage. Other aspects of mad design focus on minimizing truck cycle time and fitting haul roads to the long-term configuration of the mine/quarry or construction project. Roads are often installed at high gradients for a short-term goal, but the long-term benefits are easily shown with lower gradient haul roads which provide better cycle times and lower operating costs.

"An increasing number of mobile phones is increasing the number of the discarded mobile phones. Many efforts are thus being made to collect and recycle these devices. This paper is a short introduction of the recycling system of precious metals from the discarded mobile phone, currently available in Japan. Moreover, an attempt has been made to compare the energy recovery and the mechanical recycling of plastic wastes from the discarded mobile phone. The assessment has been carried out in the context of the life cycle assessment methodology (LCA). The environmental impact of each option was assessed by calculating the following impact indicators: depletion of abiotic resources (ADP), and global warming potential (GWP). 1. Introduction In 2003, the demand for mobile phones was increased since the camera was included in a mobile phone and the 3rd generation of mobile phones was introduced. In turn, the number of discarded mobile phone is rising sharply. Generally speaking, all the metallic parts of mobile phones can be recovered and recycled by using smelting and purification techniques. The recycled materials are then used to fabricate other new products."

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.

In this paper a statistical multi-scale method for the mechanics parameter prediction of the rock mass with random distribution of multi-scale cracks/joints is presented. First the micro-structure of the rock mass with random distribution of multi-scale cracks/joints is represented. Then the statistical second-order two-scale method for the mechanics performance predictions of the rock mass structure with random cracks/joints distribution is presented, including the statistical second-order two-scale expression on the vector-valued displacement, strain tensor and stress tensor, and the algorithm procedure of statistical multi-sale computation for the mechanics parameters. Finally some numerical results for mechanical parameters for the rock mass with random distributions of multi-scale joints/cracks by statistical multi-scale method are shown.

THE work performed by the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

Both general and project specific information is provided regarding the design and construction of SMW walls. It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. Introduction The recent uranium discovery at Theano point, lake Superior, is probably a rediscovery of the first reported Canadian uranium occurrence. A description of material from the original discovery was published in 1847 by J. L. LeConte, and many attempts have been made to relocate the deposit. Such attempts have in the past been unsuccessful because of vagueness in the original description of the locality. Besides being a prospect that seems to merit development work, the Camray discovery is important because it reaffirms the occurrence of pitchblende in the eastern part of the Precambrian shield. Much staking followed the announcement of the discovery, and some additional finds have been reported. Location The Camray discovery is at the shore of Theano point, lake Superior, about seventy miles north of Sault Ste. Marie (see Figure 1). It is in township 29, range XIV, district of Algoma. The showing is two miles from Highway No. 17, and is reached by a rough trail that leaves the highway at mileage 72.9 from Sault Ste. Marie. There are no towns of any size nearer than Sault Ste. Marie.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. In order to derive the population distribution of gold nanoparticle morphologies as a function of size, highresolution electron microscopic (HREM) observations and structural analyses were done for over 4000 particles (3-18 nm) grown by an inert gas aggregation (IGA) source using helium. To obtain structural features threedimensionally and not to skip high-contrast images, twenty photos were taken for each particle by changing tilting angle of a specimen holder in combination with the through-focus procedure. For the reliable structural determinations, HREM images and their tilting sequences were directly compared with multislice-simulation results for icosahedral, decahedral and face-centered cubic morphologies, and finally the population distribution of each morphology was obtained as a function of size. In the present sample, icosahedral particles were dominantly populated over the whole observed size range and decahedral particles with non-spherical truncated bi-pyramid shape were secondly dominant. Even though a large number of sampling has been done, few crystalline particles were observed.

Using chip sample data and spatial structure parameters from a large mined-out section of a South African gold mine the advantages to be gained from a regular underground borehole drilling programme have been investigated for short- and medium- to long-term planning based on block valuations. The results have been compared with the current position, which relies invariably on the extrapolation of limited peripheral sampling data from raises, gullies or stope faces. Some preliminary work has also been done regarding the implications of such underground drilling on costs used for the present pay limit calculations. The results of the study, though preliminary, show that the net advantage of advance regular underground drilling could be substantial and that a more intensive follow-up research is warranted.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

This paper presents a case history on mitigating vibration problems associated with the installation of steel sheetpiles. The project in-cludes installation of steel sheetpiles for a utility trench within 40 feet (12.2 meters) of a very sensitive manufacturing facility. Numerous production line quality control instruments and manufacturing processes within the manufacturing facility are extremely sensitive to vibrations. To minimize the impact to the owner, we specified that the contractor perform a vibration study using different types of pile hammers. The results and conclusions of the vibration study are presented in this paper.

Traditional simulations of mineral processing circuits are solved by straightforward numerical techniques which require iteration to accommodate recirculating loads. Depending on the complexity of the simulated circuit, this solution technique can be inexact, computationally intensive, and potentially unstable. In this communication, an alternate calculation approach is presented, wherein an exact analytical solution is determined as a function of the individual units? separation probabilities. All the stream data, including recirculating loads, may be solved simultaneously, negating the need for iteration. Furthermore, with an analytical solution available, circuit analysis may then be utilized to diagnose the relative separation potential of the circuit. By integrating these tools, the authors have developed a software package for evaluating circuit configurations. This paper presents the theory, development, and limitations of the software?s methodology along with industrial examples which highlight the tool?s applicability to industrial circuits.

Our mineral heritage - PRESIDENTIAL ADDRESS given by P. W. J. van Rensburg, Pr. Eng.. B.Sc. (Eng.)(Rand) INTRODUCTION Stone Age people were living in various parts of South Africa as recent,ly as a thousand years ago, when they were displaced by Iron Age people with a culture developed in the far north. These invaders brought farming, building, and the earliest mining developments to the Transvaal, thus ushering in the beginning of our great mineral heritage. It is of particular interest to record that, up to comparatively recent times, some of these people were excavating iron-bearing shale rocks for their smelting furnaces on the Melville Koppies in J ohannesburg. Although the most recent the iron-smelting furnaces discovered on these koppies is estimated to be some five-hundred years old, it believed that these Iron Age people were driven out, and their settlements destroyed, by Zulu impis only one-hundred-and-fifty years ago.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature; a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

The Pike River Coal Company is set to develop the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. As such, the major restriction to planned extraction is protection of:   +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of domestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and experiments made to determine a standard method of sampling and a, rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domestic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

"The rising demand for Canadian coal and depletion of shallow deposits, most suitable for surface mining, result in rapidly increasing volume of waste materials which have to be moved by the coal mining industry. While at present this challenge is being successfully met using conventional mining methods, in the future, innovative methods must be considered if Canadian coal is to remain competitive.The need for more efficient mining methods is also faced by the oil sands industry to assure competitiveness of the synthetic oil price.A look at the world mining practice indicates that large volumes of material can be economically mined and moved by the continuous mining systems comprising bucket-wheel excavators, belt conveyors and stackers. To assess the state of art and applicability of this mining method to Canadian conditions, the field trip was organized by the Department of Mining Engineering o f the University of Alberta, to several typical mining operations in Europe. It is in Europe where the continuous mining methods were developed and are almost exclusively used in large-scale surface mining."
