Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Big Buck mine is one of the larger underground uranium-vanadium ore mines on the plateau. The mine is about 39 miles southeast of Moab in the Big Indian mining district, San Juan County, Utah. The Big Buck claims were located late in 1947, when uranium mineralization was discovered in the Cutler formation at its outcrop along the escarpment that forms the west side of Big Indian Wash. Charles A. Steen made the first major discovery of uranium ore in the Chinle formation in the Big Indian mining district on July 6, 1952, when 14 feet of high-grade uranium ore was encountered in a diamond-drill hole drilled on his Mi Vida claim. The Big Buck ore body now being mined by Standard Uranium Corp. is a southeast extension of Steen's original discovery.

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia's current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine's success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

Any organization that subjects its activities to a continuous improvement process must be able to adequately measure the results of the implemented changes in order to pursue better results over time. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators, such as P80 and fines percentage.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. One of the more difficult topics to address concerns the effects of vibration on historic structures. Not only blast induced vibration, but also vibration from other transient and semi-continuous sources like, traffic, human activity, and environment forces. A common question might be, “What level of blast-re l a ted PPV is considered safe?” A review of some of the papers available from the ISEE Explosives Reference Database on CD ROM shows that 0.50 inch per second was often used. It was not clear on what basis this value was selected except that it represents the low frequency limit for plaster developed by the United States Bureau of Mines in RI 8507. In another case, a limit of 0.20 inch per second was mentioned, apparently simply because it was ten times less than 2.00 inches per second.

Manganese deposits exist in the Wonder Mountain RARE II area (fig. 1). The manganese mineral is primarily bementite, a silicate. It occurs with Jasper and manganese oxides in tabular or irregular lenses along the contact between red limestone and basalt. There are about 11,000 tons (10,000 t) of indicated sub-economic resources in the northeast part of the study area. Of this, 10,700 tons containing 27.1 percent manganese is at the Apex Prospect and 300 tons averaging 24.8 percent is at the Brown Mule Mine (fig. 1). Another 1,000 tons (900 t) containing 27.0 percent manganese is at the Steel Creek deposit 0.5 mi (0.8 km) west of the area (Wiebelt, 1942, p. 1, 2). Each of these deposits is subeconomic due to small tonnage and high estimated recovery costs. They are in a regional belt of manganese occurrences trending northwesterly through the area. Pardee (1921) reports that manganese ore was shipped from the Triple Trip (Brown Mule) Mine in 1916.

Neste trabalho foram obtidos nanocompósitos híbridos constituídos por nanotubos de carbono de paredes múltiplas (MWCNT) e por nanofibras eletrofiadas de nylon 6 em uma matriz epoxídica. Os MWCNT foram funcionalizados com grupamentos carboxílicos e dispersos através de ultrassom na resina epoxídica. A composição resultante foi disposta de maneira alternada com mantas de nanofibras de nylon 6 para formar estruturas compósitas na forma de sanduiches, as quais foram termicamente curadas. Medidas de resistividade elétrica das estruturas obtidas mostraram que uma percolação elétrica entre 0,05% e 0,5% (v/v) de MWCNT foi alcançada. Do ponto de vista mecânico, a incorporação de MWCNT na matriz epoxídica resultou em aumentos de módulo de elasticidade (26%) e na resistência a ruptura (19%), porém, devido a presença de aglomerados de nanocargas, a deformação na ruptura e a resistência ao impacto foram severamente reduzidas para 71% e 33%, respectivamente. Por outro lado, a adição de nanofibras de nylon 6 para formar um híbrido, mostrou-se, bastante promissora ao levar a aumentos de 8% na resistência ao impacto sem ocasionar perdas de módulo elástico, na resistência à ruptura e na deformação na ruptura.

These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

The efforts to mitigate longwall subsidence influences on various residential and farming structures by many coal mining companies have been successful in the recent years (Luo, et al, 2003). The successes were largely dependent on the accurate subsidence predictions, correct assessments of potential influences, appropriate design and implementation of the mitigation measures. However, such efforts for protecting large industrial structures are still very rare. In this paper, the successful assessment and mitigation of the subsidence influences associated with a very intensive dynamic longwall subsidence process on a large workshop are presented.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. Workers in underground stone mines have a high fatality rate caused by falls of ground from the mine roof or rib. NIOSH recommendations to reduce ground fall injuries and deaths address baskets, mechanical scalers, mechanical bolters, drill steel changing, personal protective equipment, and training. Description of Exposure An informal National Institute for Occupational Safety and Health (NIOSH) review in 1998 identified approximately 17 new underground limestone operations in vari¬ous stages of planning; as many as 35 new underground stone mines are expected by 2005. Many of these new underground stone mines will employ new or inexperienced workers with minimal knowledge of the hazardous conditions that exist underground. Workers in underground stone mines have a fatality rate nearly 20 times that of workers in the manufacturing sector. Three quarters of the fatalities in underground stone mines are caused by falls of ground from the mine roof or rib (Figure 1) [Statistical Abstract of the United States 1985-1999; MSHA 1983-1999]. During 1983-1999, nonfatal ground falls resulted in 140 injuries, or 15% of all underground, lost time stone mine injuries. These nonfatal ground fall injuries resulted in more than 13,800 lost workdays (one third of all lost workdays). Ground falls generate more disabling injuries and time away from work than any other type of incident. [ ]

Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.

The Farlin Creek study area encompasses 610 acres managed by the Bureau of Land Management in Beaverhead County, Montana. A mineral survey was conducted by the U.S. Bureau of Mines and U.S. Geological Survey in 1984. Bureau of Mines personnel reviewed literature and county mining records, and examined prospects or mineralized areas to determine its mineral potential. Geological Survey personnel evaluated the area by geochemical sampling and geophysical surveys. The study area is included in the Mount Baldy mining district. Nearby mineralized Quartz veins or tactite bodies apparently do not extend into or exist within the study area. No significant gold or economic detrital minerals were found in samples from streams draining the area. All of the study area is leased for oil and gas.

The Coast Range subarea of the Juneau Mining District (JMD) extends from the Canadian border north of the community of Skagway, southerly to Tracy Arm. It is bounded by the international boundary on the north and eastern edges. The Ferebee Glacier and Lynn Canal mark the western boundary, extending south to the Berners Bay region. From Berners Bay south, the western boundary is the eastern boundary of the Juneau Gold Belt (fig. E-l). The city of Skagway (fig. E-2) is the only developed community within the confines of the subarea. Skagway was originally established as a port for the Klondike gold rush of 1898. Recently, Skagway has gained prominence as a port for shipping goods into and mineral products out of Yukon Territory (fig. E-3). Skagway has also developed a thriving tourist industry based on its Alaskan traditions. The community of Skagway maintains a paved airstrip which is suitable for use by small multi-engine aircraft. Several regional air carriers serve Skag-way with frequent scheduled flights, especially during the summer months. Helicopter charter services are available from Skagway during the summer months.
