The obligations of the European Directive 96/82/EC on the control of major accident hazards, the so-called Seveso II Directive, became mandatory within the E u ropean Member States February 3, 1999. Explosive products have been included within the Seveso II Directive, in the categories of substances capable of generating a major accident. In addition to taking “all measures necessary to prevent major accidents,” explosive manufacturers are also obliged “to limit their consequences for man and the environment.” However, for explosives in particular, no pro c e d u res, nor specific re f e rence values for damage calculation, are given either in the Directive or in the corresponding Italian Legislation, “Ministry of the Environment decree of 20 Oct. 1998.” This article presents a simplified but scientifically rigorous approach for the first approximation calculation of the effects on the surrounding area following an accidental explosion. As an example of the method of calculation, the damage areas in a hypothetical explosives manufacturing facility, as shown in F i g u re 1, will be anal y z e d . "The paper studies the control performance of the flotation process as a function of the measurement accuracy and sampling frequency of an on-stream XRF analyzer, using a simple dynamic model. An additional aim is to assess how the economical result of a mineral flotation process depends on the quality of process control based on the on-line elemental assays.An on-stream XRF analyzer measures the concentrations of slurry lines in a continuous cycle from several process points. The control performance depends on the analytical accuracy and sampling frequency of the concentration measurement. With a long cycle time, the state of the process changes before a new measurement becomes available. With short measurement times the statistical variance of the counted Xray pulses increases, increasing the random error in the analysis. In addition, the measurement accuracy depends on the concentration of the component to be measured from the slurry.To quantify the effect of analysis error and frequency to process control, a simple dynamic process model is created in the Matlab environment. Data from a copper flotation circuit is used as a test case. The process model comprises a first order reaction equation and the grade-recovery -relationship estimated from process data. The control was modeled using the control strategies implemented into a rule based advanced control system. The economical performance of the control was studied by calculating the overall net smelter return at various analyzer parameter combinations."

Vibration magnitude and frequency of the z-axis vehicle seat are time-variant, which are influenced by not only vehicle vibration characteristics themselves but also road surfaces, speeds and the human body. There is little in the current reporting about evaluating and analyzing automobile seat vibration that focuses on the time-variant. Yaguchi et al.1 has proposed a method to evaluate automobile seat vibration that is based on judgments using a subjective mental state. Their method focuses on the time-variant magnitude of the peak frequency on a power spectrum density. However, their method has no consideration of all the frequency contents of the discomfort, nor comparison between different peak frequency vibrations. Suzuki2 has emphasized that the vehicle vibration should be judged by a series of vibration stimuli to evaluate, because the vehicle vibration is time-variant, which isn’t a matter of the relationship between a single vibration stimulus and a subjective response. He clarified that the human sensation to the vehicle vibration discomfort changes every moment showing the relationship between the frequency-weighted r.m.s. acceleration calculated every 5 seconds and the category judgment to vehicle vibration discomfort every 5 seconds. However, his study doesn’t show what parameter connects to the subjective final judgment to vehicle vibration. Therefore, we applied the method similar to ISO100563 considering the time-variant to the vehicle seat z-axis vibration evaluation. The new method for the vehicle seat vibration considering the time-variant was examined on the hypothesis that the final subjective evaluation must be conducted from the judgment summarizing a series of vibration stimuli. Methods The vibration bench system, which reproduces the movement of a vehicle floor, was used for the experiment with the single-axis (vertical direction) four-post road simulator system, which is usually used for a car, as shown in Fig.1. The experiment was done on the right side of the vibration bench using the floor vibration which was 5.5 minutes, 0.822 m/sec2 (Wk) over the range 0.5-20Hz with 4 male subjects (age ave21.5, SD0.5, weight ave75kg, SD7.91kg, height ave166.8cm, SD5.2cm) and 4 suspension seats. As Fig.2 shows, subjects evaluated the degree of discomfort every 5 seconds to each seat vibration measuring the seat z-axis vibration acceleration. [ ]

Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.

Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.

The Department of Mining Engineering at Queen?s University conducted a study of backfill practices in underground mines across Canada to assess the current state of backfill usage and to overview potential hazards associated with backfill practice, from preparation to transportation to placement. The primary aim of this study was to cover each component of a typical mine backfill system, and to identify potential incidents leading to the disruption of backfilling operations and any associated corrective actions. This paper, Part II of the study, deals with underground operations consisting of backfill transportation and backfill placement. Part I of the study, which deals with surface operations consisting of backfill material supply and backfill plant preparation, is also presented in these proceedings. A review of safety measures associated with current backfill operations and recommendations for procedures of best practice that should be implemented to reduce fill-related hazards in all mine backfill workplace environments are presented. In general it has been found that system failures normally lead only to minor losses to the operations.

The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

In 1988, Albania's centrally planned economy continued to decline. The country's officially published yearend economic report did not contain concrete results such as the growth of national income or industrial output. 2 The shortfall for central budget earnings for 1988 amounted to 9% below the planned target. Losses in industry were attributed to poor management and organization, as well as to low technical standards and excessive consumption of fuels and raw materials. The construction, energy, and mining sectors of industry did not meet their annual production plans. As in 1987, within these sectors, the chromite and petroleum extracting and processing industries continued to lag in output. Both chromite and petroleum remained Albania's chief sources of foreign exchange; the production downturn of these commodities continued to negatively affect the country's foreign trade position, especially in view of constitutional prohibitions against using foreign credit to finance trade. The chief events in the minerals industry in 1988 included the construction startup of the first of four planned new concentrators at the Bulquize chromite mine, as well as the construction startup of new ferrochromium capacities at Elbasan. Also, the copper mining industry reported the completion of facility expansion at the Perlat mine in the Mid-rite district. Albania began new facility construction at the Dinamo heavy-equipment enterprise at Tirana to maximize self-sufficiency in mining equipment production. Upon completion, the new factory would double the out-put of mining equipment at the enterprise and would introduce new designs for electric trucks and pneumatic drills for the mining industry. The new facility would also increase the production of new machinery and equipment for the country's beneficiation plants.

The authors have proposed and discussed storage of low temperature materials such as LNG, LPG and frozen food in rock caverns. In this case, as the rock mass around the caverns will receive effects of low temperature, it is necessary to consider the thermal behavior and the stability of caverns. In this study, strength and deformation characteristics obtained by the uniaxial tension test and the compression test at low temperatures were discussed. Using the results, temperature and stress distribution around caverns when LNG was stored, were analyzed. Then thermal behavior of the rock mass around caverns was discussed. A long history of weathering and bacterial alteration processes have transformed Georgia’s Coastal Plain kaolins from dark organic muds to recrystallized white pigment-grade industrial clays. A sequence of six stages in development of these valuable mineral deposits is outlined over their Late Cretaceous and Tertiary deposition and alteration history. Anaerobic and aerobic iron oxidizing and iron-reducing bacteria are present in the Georgia kaolins. These bacteria may have had a major role in iron and organic matter removal during several of the alteration stages that occurred over the past 60+ million years. Iron was likely solubilized by both iron-reducing and iron-oxidizing bacteria, depending on availability of Fe(II), Fe(III), and NO3. Thus, over long periods bacterial activity slowly led to nearly complete groundwater removal of iron from the kaolin deposits. Further bacterial iron removal on an industrial process scale may eventually prove feasible. “Without the multitude of living reactions as channels for energy and electrons and without the enormous capability of life to transfer with and against chemical gradients, there would be practically no or at least a very reduced geochemical rock cycle on this planet.” (Krumbein and Dyer, 1985, p. 157)

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. "New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."

BATMINÖ, BATMINEÖ, BATMINDÖ are an abbreviation for Business Analysis Tools for Mining, Mine Evaluation and Mine Design respectively. BATMINP are proprietary tools customised to suit individual client requirements. The first suite of tools provides for analysis and evaluation of open pit mining equipment alternatives and includes fleet selection, fleet sizing and production, productivity and economic outcomes. The models address all mine process activities including drilling, blasting, loading, hauling and auxiliary services. All models are built to provide for simultaneous evaluation of multiple alternatives that are time and condition related. Provision is made for modelling from first principles and/or default or shortcut inputs. Sensitivities to key input parameters are easily performed and consistent logic is applied throughout the process. The models are built to provide key outputs in a format suitable for presentation and documentation. Provision is also made in the models for validation of both inputs and outputs through benchmarking, back analysis and budget comparison. The same models can be used for short interval (12 month) planning and control, medium-term (three to five years) and long-term life-of-mine (LOM) planning. Millions of dollars are spent each year on mining plant and equipment. Decisions that impact on the medium and long-term are made. BATMINP tools have been used to perform studies with good results and in most cases the studies have been validated through back analysis and comparing model outcomes to real data.

Results of the two main drilling operations on hydrothermal fields demonstrate that the two dimensional submersible operations need to be followed by drilling expeditions to study the third dimension of hydrothermal systems and understand hydrothermal and ore forming processes. Two types of environments were drilled recently in basaltic environment on slow spreading ridge, and on a sedimented ridge. Similar work has still to be done and targets to be discussed in other environments such as back-arc basins for felsic rocks environments and slow spreading ridges for ultramafic rock environments.

PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

"INTRODUCTIONThe Kidd Creek Concentrator is located 28 kilometers east of the city of Timmins, Ontario. Two types of ore are treated; 'A' type, a copper-zinc-low silver ore producing copper and zinc concentrates, and 'C' type, a copper-lead-zinc-high silver ore producing copper, lead and zinc concentrates.The ore is processed at a combined rate of 12,400 metric tonnes per day through four parallel grinding and flotation divisions. Three divisions treat the 'A' type ore and the fourth treats the 'C' ore. Each division is fed from its own fine ore bin.This paper reviews the grinding section with specific emphasis on grinding media consumption and the factors affecting it as related to 'A' type ore. At Kidd Creek there was an awareness that grinding media consumption varied on a weekly and monthly basis. The reasons for this variation was usually attributed to ore hardness as evidenced by short term variations in the circuit feedrate and head assays. However, there has been a diversity of opinion published in recent years regarding the factors contributing to steel consumption. This initiated a study of historical Kidd Creek operating data, from the period 1970 to 1986 inclusive, to determine the effect of various operating parameters on media consumption. The results of the study could then be used as a baseline for future media consumption testwork."

The summit of L_ihi submarine volcano changed dramatically after seismic activity beneath L_ihi during the month of August 1996. Bathymetric re-surveys of the L_ihi edifice using SeaBeam, Simrad and deep-towed Reson-Focus multibeam systems showed the presence of new north-south striking fissures, normal faults and a new pit crater located at the site of a former 300-meter high volcanic cone. Comparisons between the pre-1996 SeaBeam data and the new bathymetry show a net loss of about 100 million cubic meters of rock volume on the summit. This loss is localized at a new pit crater -- the 300-meter deep by 1,300-meter wide Pele's Pit. Submersible observations with Pisces V show the northern edge of Pele's Pit to be bounded by a normal fault located north of the site of the former Pele's Vents cone that has disappeared into the new pit crater. A new hydrothermal field, the Ikaika Vents, extending from a water depth of 1,311 meters to 1,287 meters has formed at the northeastern edge of the floor of Pele's Pit. Submersible observations of these new Ikaika Vents during September 1996 showed vigorous venting at the site with extensive white-colored bacterial mats hanging off the rock face above the vents. Follow-up mapping and sampling of the vent sites during August 1997 showed vent temperatures of up to 198°C, dense populations of vent shrimps around the vents and a centimeters-thick veneer of fine-grained polymetallic sulfide mineralization along the rock walls above individual vents. The mineralogy of the sulfides shows a barite, chalcopyrite, sphalerite, and pyrite composition.

This paper presents the authors? personal experiences in the design and operation of moly separation circuits in copper-moly concentrators. Topics discussed include column cells versus mechanical cells; use of nitrogen; use of CO2 and sulfuric acid for pH modification; and general equipment selection and sizing. A benchmarking of main operating parameters for industrial plants is presented. Upgrading curves for commercial column and mechanical cleaning circuits are also presented, showing that with average flotation kinetics and rougher concentrate grades, technical grade concentrates can be easily achieved with five column cells operating in counter-current configuration.
